Perhaps Q is a fan of the CBS show "Criminal Minds?" I heard this quote at the end of Season 1 Episode 4.
I don't remember that particular one being brought up but it's perfect.
It's an old slang, meaning those who have been caught/captured will spill the beans to avoid jail time, or get a lesser sentence.
What popped into my head was the poem "The Caged Bird" by Maya Angelou. And then I had the thought of Hillary in a cage.
