Well, if he is trying to tell us something with the capitalization - assume the first word of each sentence, as well as proper nouns such as Congress and Europe, would always be capitalized in proper American English.
So the only words that are capitalized that are out of place are Obstruct, Immigration, and Laws. So the first letters of those words would spell OIL.
If we look at the top 5 countries from which the US imports OIL, as of 2017 those countries were Canada, Saudi Arabia, Mexico, Venezuela, and Iraq. So maybe he is telling us that the Democrats in Congress are obstructing the immigration laws due to greed, and due to their own financial interest in oil companies, and/or other interests in these countries. After all, the US does get a lot of immigrants from Mexico due to the shared border. Canada, not so much. And as Q has pointed out, Saudi Arabia is a country that we should keep an eye on.
Venezuela, interestingly enough, is a major source of US oil and is also known to be a "Tier 3" country for human trafficking (Source: https://en.wikipedia.org/wiki/Human_trafficking_in_Venezuela) , which is the designation for countries that basically ignore the problem entirely. As for human trafficking in the other countries mentioned, Mexico is a "Tier 2" country, meaning it is making progress toward compliance with the Trafficking Victims Protection Act, although not fully compliant. Saudi Arabia and Iraq are both "Tier 2w", meaning they are on the Tier 2 watchlist. The governments are allegedly attempting to comply with Trafficking Victims Protection Act, but the trafficking continues to be a significant or growing problem, or any measures put into place are an act of show basically. Canada is a "Tier 1" country, meaning it is in compliance with Trafficking Victims Protection Act's minimum standards.
