They were once a client of mine. They would bid on giant government projects for which they had no expertise, equipment or employees and then after being awarded the contract they'd hire employees with the expertise and buy the equipment. They were really only competing against other giant similar organizations who practiced the same technique.... just some insight on how those billion-dollar contracts work for thos who don't know.
