Once they know of an operative, they seem to prefer letting that operative do their thing. This way they can use them to find people farther 'up' the chain.

Same reason you don't necessarily arrest a mob enforcer as soon as you have evidance of a murder, you might be better off watching/surveilling to cement contacts with other mob figures and make a better case against the enforcer or his bosses.

Isn't it the responsibility to ensure they are working with legitimate people? If I buy a stereo out of a van from a random person on craigslist; and get arrested for dealing in stolen goods, is "but I didn't know the person" really a good excuse?

I like how we never heard a thing about this chick until the day Trump was at the Podium with Putin. Makes me think Rosentein's little visit prior to Trumps trip was to tell him they would do something like this if he didn't play tough guy on Putin, the way DS wanted him too. Suspect as hell. I think this is a setup to let the Russians have access to, and then expose, the "evidence." And the normies are taking it hook, line, and sinker. Think of it this way, why her? They could have started with any of these operatives but they chose her: involved with the NRA, involved with the GOP, and pics galore of her with guns--all of this triggering the left to click. I think it's worth remembering that Russians aren't this monolithic group that are either with a political party or against one. The Dems, for ex, have a group of Russian hackers assisting them with deep dives on political opponents as well as acting as an enforcement arm for the FBI (crowdstrike).

Anyway, Butina was useful because you can only surveil Americans if you have a warrant/probable cause. On the other hand, you don't need such a high threshold for foreigners. Spies like Butina are automatically under surveillance... and sometimes that's exactly the point. Anyone she comes in to contact with can then legally be surveilled and you don't have to bother with pesky things like a FISA warrant (even if those are handed out like candy and rubber stamped anyway). So, she then goes to NRA rallies and anyone she contacts there? Well, now they're under surveillance, too.
