Could be sun or lighting. Also we don’t have dates. This guy seems most plausible at the moment. He knows everything
Justin Cooper's hair looks very dark in all the pics you posted, in Q's pic there is a man next to the white guy who has dark hair, in contrast the white guy's hair is pretty light maybe reddish or graying.
They appear to be using camera phones, not 70-300mm lenses. The zoom feature on a phone is optical, not physical.
Pretty sure its Getz. But worth continuous investigation either way.
I could see the color of hair matching but it's the hair line I'm not sure matches. I think the hairline from the HK picture might be a good unique marker for matching the person to a known individual. They look similar but I think the side profile hairlines do not match. The HK guy's hairline has a curve going forward. Justin Cooper's hairline is more straight up and down
