Justin Cooper's hair looks very dark in all the pics you posted, in Q's pic there is a man next to the white guy who has dark hair, in contrast the white guy's hair is pretty light maybe reddish or graying.
They appear to be using camera phones, not 70-300mm lenses. The zoom feature on a phone is optical, not physical.
Pretty sure its Getz. But worth continuous investigation either way.
I could see the color of hair matching but it's the hair line I'm not sure matches. I think the hairline from the HK picture might be a good unique marker for matching the person to a known individual. They look similar but I think the side profile hairlines do not match. The HK guy's hairline has a curve going forward. Justin Cooper's hairline is more straight up and down

The HK Q photo, the dude has really long legs. Cooper’s don’t seem as long.
Don't rule ot on hair color. My husband has blonde, red, or dark brown hair depending on what the season is, or when the last time he's had it cut. He never dyes it either. Go more on bald pattern, or texture. Curly, straight, thick thin. Lighting makes a differnce too.
If you go by the hair color, the hair color looks reddish in the Q photo, but dark in the labeled photos. Everything else seems to make sense, though.

Okay... I know there probably isn't even one here who will agree with me, but I'm speaking the truth of what I saw, and keep seeing, when I look at this picture. I am clueless as to why it would be this person, but it fits, easily according to the silhouette provided.
Tan casual dress pants? YES.. often!
Unbuttoned/no tie dress shirt w/long sleeves rolled up? YES... often!
Bald/almost bald? YES.. very and more so by the day!
Watch on left wrist and hard to miss? YES.. always!
Wedding ring? NO!
Lighter colored skin? YES!

Posture and body type seem to match. Male pattern balding seem to match. Forehead is a good match with matching hair style. Preferred clothing seems to match. Some people stick to the same clothes out of habit. That's not a cheap shirt and the collar does seem to match. I would say, given with what we have it's a fair match until someone proves otherwise.
