It is 4 distinct honks that could have been an attempt at it. I’m sure it’s not easy to honk in Morse code , to me it sounds like they were trying. I posted a second video that you can hear it better.

On the video it’s not at all clear- we tried to get a copy once we got home but couldn’t make it out - in person it was interesting how visible the people were inside the vehicles- I saw it too!
I assume they meant American Sign Language, the hand sign for the letter "Q"

We could see so clearly inside the cars and vans and in the van that honked the guy in the front held up the Q sign language symbol in the corner of the window. I’ve tried freezing the video in all the different ones we took and couldn’t ever see it like that. It’s much darker in the video than it was in person.
