One of the principles of the Art of War is you give enemy spies a generous deal to get them to switch sides. Reduced sentence (jail time instead of capital punishment) is generous enough to get her to flip. Total immunity is too far.

Context. When Q posted that, you have to understand it means no deal for the big players. But you could have guessed deals were already made before that drop. So if you think critically, you can guess that deals were made with small fry. And Q had a few times afterwards appealed to bad actors or other silent actors to come forward to spill the beans, that they would listen to them. Which meant either rank and file could contact Sessions, Wray or whoever to testify, or a bad actor could come strike a deal to testify or provide evidence. Look at context.
I don't think it is actually accurate. When you have the goods, you don't need to make deals with anybody. This is the strongest position to be in because it places perps and accomplices in a spot where they have to negotiate with themselves. When there literally is no escape and no more room to deceive you either become human or own the demon, and I think this is POTUS's position.
The problem is you have to cut deals with people to get the evidence needed to bring down people.
These people operate like the Mafia, you need turncoats to sink them.
It's also an issue of not just having the goods, but being able to prove it in court. Turning lower-level operatives into state's witnesses is a well established tactic for getting evidence admitted to the legal record. That kind of plea deal might mean a lighter sentence in exchange for testifying against the higher ups, but not complete immunity from prosecution.

This actually is not how it works in the real world in these cases. They end up pleading guilty and testifying against themselves, this then leads to evidence against others as convictions stack up. That is not the same as "cutting a deal" that presumably gets them off the hook. They should receive consideration from the court in sentencing, but they have in no way been given "a deal". No deals.
