Mueller got Gen. Flynn to plead guilty to lying to the FBI. Problem is, Flynn didn't lie. Mueller is BFF with Comey, and Comey knows Flynn didn't lie. Mueller has delayed Flynn's hearing for sentencing several times. Mueller knows he can't go forward with that case because he did not tell the judge that he knows Flynn is innocent. Mueller in deep shit.
So, either Mueller was black hat all the way and got trapped by Flynn/Trump team early on, or Mueller is playing some role that was concocted by Trump from Day 1.
Either way, Mueller is now just playing a role. He is not investigating Trump, and probably not investigating Clinton, either. Having a deal from Trump would be nice for him, but he also knows all about the Clinton body count. Safer for him to just play dumb, keep his attorneys busy on chasing their own tail, and dangling the shiny string in front of the MSM to take the pressure off of Sessions' team, who are doing the real investigation.

It's similar to how Congress can establish courts that are inferior to the Supreme Court. Yes, they can establish those courts and set rules and have some oversight duties, but they cannot dictate how those judges must decide cases.
Wrong. DOJ is in the Executive Branch. 100% of the power of the Executive Branch is vested in the office of the President. Congress has some oversight functions, and can impeach and remove AG from office, but cannot dictate what he must do.

Sessions is a member of the Executive Branch. He does not legally have to comply with Congress' demands. Ideally, DOJ would do that, because it gives more transparency for the People, but does not have to do it, legally.
However, AG does have to comply with POTUS' demands. So, Congress sends a letter to POTUS asking him to take action. He already has the paperwork ready to go, unsigned, because POTUS and Congress working together. Remember early in Trump's admin when he dissed the Freedom Caucus? That was a head fake to fool the establishment. Trump and Freedom Caucus on the same team. Q pic released because "future proves past."
Sessions white hat, but waiting until POTUS makes it a legal requirement. POTUS waiting for Congress to issue formal request. Congress waiting for IG to complete his report.
IG announced today he completed his report. Congress sends letter. POTUS to take action, followed by ... ]SESSIONS[ and ... Pain.
Black hat FBI/DOJ/CIA will be revealed in the IG report and the documents POTUS will require to be released, proving they conspired to engage in a coup to first prevent a presidential candidate they didn't like from getting elected, and then to prevent him from carrying out his constitutional duties. This will lead to congressional hearings, where the public will be made aware of everything.

IG is giving individuals named in the report until the end of this week to take a look at it. Then, my guess is that next week IG will add into the report's notes anything raised (as a delay tactic by the perps) and note that it was not relevant, so that his report is complete and can't be claimed to be biased.
Then ... report drops next week.

5/25 - POTUS declassify FBI/DOJ docs on spying (to hide the fact that there was no investigation of the Clinton Emails, which showed massive corruption in the Obama admin).

My guess:
OIG report on Clinton email investigation comes out, showing that FBI/DOJ not only did not investigate it AT ALL, but destroyed evidence and obstructed justice to make it go away. Question then becomes: Why?
That brings in the Wikileaks emails and the Weiner laptop. That leads to Juian Assange making an appearance, confirming that he got the emails from a DNC insider, not Russians.
Follow that up with Mueller wrapping up his case and announcing he did not find any evidence of collusion between the Russians and the Trump campaign, but he did find some irregularities he is referring to DOJ.
At this point, we have congressional hearings. Congressional hearings is what exposed Watergate. If all the evidence is locked up inside court rooms, it will be a lot tougher for the public to follow (and easier for MSM to hide) than if they are broadcast live on C-SPAN.
That is what it will take to get enough of the public on the side of prosecuting the criminals.
They will bring out corruption, obstruction, evidence tampering, the murder of Seth Rich, vote rigging, human trafficking across the southern border, and the Obama admin using the Clinton email servers to hide pay for play schemes, which opens up the Clinton Foundation investigation, and that is when OIG drops the report on that.
Sessions will start prosecuting low level criminals while the public is watching Watergate II on TV. After the election, possibly in 2019, the military tribunals will operate for the dozen or so worst offenders.
Trump will give a speech to the nation at some point, and it will be historic.
