Acting Department of Homeland Security Secretary Chad Wolf issued a blistering letter to Democratic Mayor Ted Wheeler of Portland giving him the choice of either protecting his riot-torn city or watching President Donald Trump do it for him.

DHS had sent federal agents to Portland earlier this summer, but they were withdrawn amid vehement objections to their deployment from local Democratic officials. Wheeler insisted the city could bring the violence to a close without outside assistance.

Wolf urged Wheeler to change his mind while Portland can.

β€œThe chaos, destruction, and suffering in Portland are evils you can stop β€” and must stop. Consider what happened recently in Wisconsin β€” where the State of Wisconsin requested and received federal law enforcement assistance and the violence and looting there ended,” he wrote.

Wolf’s letter came as some Oregon sheriffs rejected Democratic Gov. Kate Brown’s plan to put their deputies into Portland to quell the violence.

Clackamas County Sheriff Craig Roberts said he was never asked about the plan and he opposes it, according to KATU-TV.

β€œIncreasing law enforcement resources in Portland will not solve the nightly violence and now, murder,” the sheriff said. β€œThe only way to make Portland safe again, is to support a policy that holds offenders accountable for their destruction and violence.”

Washington County Sheriff Pat Garrett also rejected the plan, saying its risks to his department included β€œthe lack of political support for public safety, the uncertain legal landscape, the current volatility combined with intense scrutiny on use of force.”

On Sunday, Wolf expressed frustration with Portland officials in an interview on CBS News’ β€œFace the Nation.”

β€œWe’ve been asking Portland to do their job really for over three months now,” he said. β€œWhat you see in Portland is an environment, they foster an environment of this lawlessness and chaos.”

β€œWe need them to do their job. We need them to step up, and if they can’t or they don’t have the ability or the resources, ask the federal government,” Wolf said. β€œWe’ll provide those resources as we’ve done in Wisconsin and others so that we can address any violence across the spectrum.”

Bill to decriminalize marijuana at federal level up for House vote next month

 

A landmark bill that would decriminalize marijuana use at the federal level is up for vote soon.

 

The U.S. House of Representatives is set to vote on the legislation in September, according to an email sent out on Friday by Majority Whip James Clyburn. Politico first reported on the pending vote.

 

The "Marijuana Opportunity Reinvestment and Expungement Act of 2019" also called the MORE Act would officially remove cannabis from the list of federally controlled substances. It would also expunge federal marijuana convictions and arrests, and approve the allocation of resources for communities affected by the war on drugs, according to the bill's text.

 

"A floor vote on the bill would be the greatest federal cannabis reform accomplishment in over 80 years," the Global Alliance for Cannabis Commerce said in a statement Friday.

The House Judiciary Committee passed the bill, introduced by Rep. Jerrold Nadler, D-N.Y., and co-sponsored by more than 50 lawmakers, by a vote of 24-10 in November.

For far too long, we have treated marijuana as a criminal justice problem instead of a matter of personal choice and public health," Nadler, the committee's chairman, said in a statement at the time. "Whatever one's views on the use of marijuana for recreational or medicinal purposes, arresting, prosecuting, and incarcerating users at the federal level is unwise and unjust."

 

The MORE Act would remove marijuana as a Schedule I substance, a category that also features other drugs, such as heroin, LSD, ecstasy and peyote, and leave states to regulate it.

 

Eleven states and the District of Columbia have already legalized cannabis for adult recreational use, and 33 states and the District of Columbia have legalized medical cannabis.

 

"States have led the way and continue to lead the way but our federal laws have not kept pace with the obvious need for change," Nadler said. "We need to catch up because of public support and because it is the right thing to do."

 

Pew Research Center and Gallup polls last year both found that about two-thirds of Americans support legalizing marijuana, with Democrats more supportive of the move than Republicans.

 

The issue has gotten "greater urgency," one Democratic lawmaker said, amid calls for social justice reform during the recent Black Lives Matter protests.

 

"As people across the country protest racial injustices, there's even greater urgency for Congress to seize this historic opportunity and finally align our cannabis laws with what the majority of Americans support, while ensuring restorative justice," Rep. Advocates want legalized cannabis boom to help communities hurt when marijuana was illegal

 

If the bill passes the House, it would move to the Senate, where its lead sponsor is Sen. Kamala Harris, D-Calif., the Democratic nominee for vice president. Majority Leader Mitch McConnell has previously noted he does not plan to endorse the legislation.

 

Former Vice President Joe Biden, the Democratic nominee for president, has spoken out in favor of decriminalizing marijuana and expunging criminal records for possession charges. Like Nadler, he thinks each state should decide whether or not to legalize it.

 

President Donald Trump has openly opposed changing federal marijuana laws. Earlier this month, he also suggested that if Republicans wanted to win elections, they should not put marijuana legalization on the ballot.

Fed’s Mortgage-Buying Spree at $1 Trillion With No End in Sight

 

The Federal Reserve has snapped up $1 trillion of mortgage bonds since March, a record pace of purchasing, as the U.S. central bank tries to blunt the impact of the Covid-19 recession on American homeowners.

 

The Fed bought around $300 billion of the bonds in each of March and April, and since then has been buying about $100 billion a month. It now owns almost a third of bonds backed by home loans in the U.S. Buying the securities has pushed mortgage rates lower, with the average 30-year rate falling to 2.91% as of last week from 3.3% in early February.

this is the only knock-off effect seen by regular people-the rest of this is just polished bullshit and designed only so that the debt holders do not have to write-down the holdings they have-also remember you still have to qualify and just because rates are low it does not mean you will automatically receive it. I'm sure that "fog-a-mirror qualification guidelines are just around the corner again as the big banks and issuers will run out of higher quality borrowers in the future.

 

That drop has allowed homeowners to refinance their mortgages, tantamount to giving them a raise by cutting their monthly loan payments. It’s also helped consumers buy homes. But the Fed’s efforts are causing its balance sheet to balloon, and with the central bank owning so many U.S. home loans, it has unusually high power over setting mortgage rates. The Fed’s purchase efforts started off with a bang on March 15, when it said it was slashing its benchmark interest rate back to 0% and would purchase β€œat least” $200 billion of mortgage-backed securities. On March 23, the central bank signaled its willingness to buy near-unlimited amounts of the debt, changing β€œat least” in its statement to β€œin the amounts needed.”

 

By the end of that month, mortgage purchases totaled $291 billion, an average of $23.4 billion per day. That was in a month when just $162 billion of mortgage bonds were created.

 

Morgan Stanley analysts pointed out in late March that the buying was running at eight times the pace seen in prior episodes of Fed purchasing under programs known as quantitative easing, a pace that has since slowed. The current monthly rate of about $100 billion translates to about $40 billion net, after accounting for borrowers’ principal repayments from the mortgage bonds already on the Fed’s balance sheet.

 

The latest statement from the Fed has promised to keep buying β€œat least at the current pace.” If the central bank does so, by year’s end it will have purchased about $1.4 trillion in mortgage bonds and added around $900 billion net to its holdings. That purchasing will fuel the growth of the mortgage-backed securities market, which finances the majority of the roughly $11 trillion of U.S. single-family home loans outstanding. Back in December, consensus was for net supply to come in around $265 billion this year a level that would be right in line with the annual average of $270 billion over the last half decade. JPMorgan Chase & Co. analysts last month raised their forecast to $390 billion, which would be the highest since 2009.

 

According to the JPMorgan analysts, the increased size of the market makes the Fed’s pace of buying sustainable.-(Bwahahahahahahahaha) Between September 2012 and October 2014, during a quantitative easing program known as QE3, the Fed owned a record 34% of the market.

 

Just before this latest round, principal payments from its mortgage bond holdings had whittled that down to 21%, but it has now increased back to 30%. If the Fed maintains its current buying pace, it will again own 34% of the mortgage universe by year’s end, the analysts added. The Fed’s purchase activity has allowed risk premiums, or spreads, on mortgage bonds to remain little changed now compared with the end of last year. It has also helped improve mortgage-bond returns for the year, compared with performance in the first few months of 2020. The Bloomberg Barclays U.S. MBS index’s has bounced back to -0.34% as of Friday’s close from a year-to-date low of -2.87% on March 19.

All of the Ashkenazi Jews alive today can trace their roots to a group of about 330 people who lived 600 to 800 years ago.

β€œAshkenaz” in Hebrew refers to Germany, and Ashkenazi Jews are those who originated in Eastern Europe. (Sephardic Jews, by contrast, are from the areas around the Mediterranean Sea, including Portugal, Spain, the Middle East and Northern Africa.) About 80% of modern Jews have Ashkenazi ancestry, according to the Hebrew University of Jerusalem. Albert Einstein was an Ashkenazi Jew, as were Gertrude Stein and Carl Sagan. Steven Spielberg and Scarlett Johansson are also Ashkenazi Jews, along with three current members of the U.S. Supreme Court (Ruth Bader Ginsburg, Stephen Breyer and Elena Kagan).

 

Despite their close ties with Europe, no more than half of their DNA comes from ancient Europeans, the researchers found. Only 46% to 50% of the DNA in the 128 samples originated with the group of people who were also the ancestors of the Flemish people in the study. Those ancient people split off from the ancestors of today’s Middle Easterners more than 20,000 years ago, with a founding group of about 3,500 to 3,900 people, according to the study.

Hundreds of demonstrators gathered in at least 14 states Sunday β€” the International Day for Victims of Forced Disappearances β€” to demand justice for the thousands of missing-persons cases across the nation and to put an end to high rates of kidnapping.

 

From Baja California to Veracruz, from Tamaulipas to Sinaloa, parents and children of kidnapping victims and other advocates gathered in front of government buildings, in cathedrals, in the zΓ³calo in Mexico City and many other places to hold rallies and demonstrations.

 

They set up information kiosks to inform the public and to urge an end to what organizers say is a pattern of unwillingness by authorities to investigate such crimes.

 

Organizers accused authorities throughout Mexico of manipulating kidnapping figures for years in order to suppress the true number of victims and generally refusing to investigate disappearances. Activists in Puebla, for example, pointed out that while the state attorney general’s figures list 1,700 missing, the National Registry of Missing Persons estimates there are 3,500 cases.

 

In Tamaulipas, the state with the highest number of missing persons cases at 11,000, various NGOs demonstrating in Reynosa called on authorities not to abandon investigations, accusing the state Attorney General’s Office of merely archiving filed reports.

 

In Jalisco, which at 10,268 has the second-highest number of cases nationwide, Families United for Our Disappeared held a Mass in the Guadalajara cathedral before staging a rally.

 

In Baja California, activists gathered in Tijuana, the city where notorious gang member Santiago Meza says he dissolved 300 men in acid by order of Tijuana cartel drug baron Teodoro GarcΓ­a. It is estimated that 1,225 people have gone missing in the city since 2015.

 

In Mexico City, mothers, sisters, and daughters of kidnapping victims gathered at the National Search Commission headquarters and at the zΓ³calo. In Chihuahua, various activist groups took to the streets and to municipal cemeteries in CuauhtΓ©moc and Parral to demand the truth about their missing loved ones.

 

In some cities there were creative attempts to educate the public and give protests a sense of permanence. In Irapuato, Guanajuato, organizers constructed three informational kiosks where they placed 100 placards with the names of missing persons and the words, β€œWe continue looking for you.”

 

In Jalisco, on Avenida Federalismo, one organization unveiled a mural with a giant sign reading β€œUntil They Are Found.”

 

Though most of the protests were peaceful, a protest in Hidalgo turned destructive, damaging a municipal building’s facade and leaving graffiti on the Tula Cathedral’s perimeter fence and on a Benito JuΓ‘rez statue.

Google neither confirmed nor denied whether negative search suggestions about Black Lives Matter were violations of policy.

 

β€œAutocomplete is a feature that saves you time by predicting the query you may be typing, and we have systems in place to prevent potentially policy-violating predictions from appearing,” said a Google spokeswoman.
