Republican rage directed at Dr. Anthony Fauci, the chief medical adviser on the coronavirus pandemic to Presidents Trump and Biden, seemed to reach new heights over the weekend, with former Trump administration trade adviser Peter Navarro claiming the renowned physician and scientist has likely "killed millions of Americans."

"For whatever reasons, Fauci wanted to weaponize that virus and he is the father of it. He has killed millions of Americans if that thing came from the lab. Now it's 99.999 percent sure it did," Navarro told former Trump White House strategist Steve Bannon regarding an unproven theory that the coronavirus had originated in a lab in Wuhan, China, that had received funds from the National Institutes of Health, where Fauci is director.

For the better part of the past year, every time Fauci speaks on the pandemic, some Republicans take to social media to decry him. On Sunday, Fauci's appearance on NBC's "Meet the Press" sparked just such a reaction. Asked if Americans might need to wear masks seasonally to prevent the continued spread of COVID-19, Fauci responded, "You know, that's quite possible."

FITSForum:The Case For Lin Wood

by JEFF DAVIS || Politics was never supposed to be a career, for anyone. That’s not what the founding fathers envisioned. They each left their homes and businesses, went to serve the people for a time, then went back to their lives. They embodied the meaning of serving by putting their personal business on hold, and put #WeThePeople first.

Our country has gotten so far away from that important cornerstone of American history that in today’s cultural environment, a person without a political background is actually deemed unfit to serve #WeThePeople. Unlike SCGOP chairman Drew McKissick – who’s spent a lifetime in politics, and has likely benefited from that in the way that the well-connected do – SCGOP chair candidate Lin Wood was asked to serve, by me and other supporters of #WeThePeople.

mySCGOP.com supports the MAGA agenda of putting America first, educating citizens about MAGA agenda candidates and eliminating dishonest party officials and practices, as well as Republican-in-name-only (RINO) establishment operatives. Shouldn’t we all? Despite extraordinary demands on Mr. Wood’s time and energies he said he would run against Drew McKissick. He felt he could not ask others to stand up if he himself would not answer our call as well.

The people who support Mr. Wood now were already in his corner. After four years of being humiliated, shamed and vilified by mainstream media – and by CNN in particular – conservatives cheered when Wood forced CNN to settle with Kentucky student Nicholas Sandmann. Like us, Sandmann had been misrepresented and defamed, but in a personal way. That young man became hated across our nation for a false media narrative.

Conservatives were thrilled when Wood hit CNN where it hurt most. His election as SCGOP chair would send a very clear message, to both media and current or potential politicians, that in South Carolina, the SCGOP will demand that honesty, integrity and loyalty to the party’s voters are upheld by any candidate seeking GOP support.

As a young tax attorney, I first started following my Atlanta neighbor Mr. Wood in 1996 as the defamation lawyer who spent over a decade-and-a-half clearing hero Richard Jewell’s name after he was wrongly accused of setting the bomb at Atlanta’s Centennial Olympic Park. Like Trump, Wood is a fighter. Like Trump, Wood never gives up. Like Trump, Wood is an outsider in politics. Like Trump, Wood is close friends with leaders that conservatives respect, namely General Flynn, Sidney Powell, Mike Lindell and our good friends at Bikers for Trump.

Wood is our fighter, the man who says that no election really matters until we clear up what happened in November 2020. Wood is 100 percent right in that respect. Until elections are free and fair and 100 percent transparent, we can’t trust any results. Wood’s words of caution about election fraud in Georgia have been twisted or taken out of context many, many times, and McKissick supporters eagerly do that also.

But it’s just a little too convenient and handy for the Drew McKissick crowd to blame the Georgia election debacle on Wood, when it was merely a repeat of the travesty we saw played out in states across the county: Pennsylvania, Michigan, Arizona and perhaps even here in South Carolina. Trying to blame the success of a sinister nationwide election-fraud scheme on a single voice is ridiculous. And by the way, where does McKissick stand on investigating election fraud? I’d love to know as his silence has been deafening. Wood has never wavered.

Lin Wood supporters see clearly what “connections” and “experience” can do for the political elite, and we believe light is the best disinfectant. McKissick’s connection to Rampart PAC needs exactly that as well, light. Don’t you want to know? I do. #FollowTheMoney.

As Republicans, we also believe in fairness. Who ARE the state delegates for the May 15 convention? McKissick has the full list of those who were elected by their GOP peers at county conventions, but the SCGOP has thus far refused to share it with the three other candidates, state delegates, or anyone except, perhaps, certain county leaders who endorse Drew. McKissick has been using that list to campaign while his three opponents cannot. Is that Republican? Not in my book. We are better than that.

Wood has answered voter questions across South Carolina. Wood has been 100 percent accessible, spending hours crisscrossing our state talking with and taking questions from #WeThePeople at public events and weekly ZOOM calls. He never dodges questions. He shows no fear. He has also shared his Christian testimony, and for those that have heard it, it is moving, and it’s not a canned political talking point like most politicians we know.

McKissick on the other hand has been making short appearances, delivering a canned speech (often demeaning Bikers for Trump) and then quickly departing, taking no questions. Smooth political strategy for sure, but not the leader we want. It is not Trump. Is Drew’s time so much more precious than voters’ questions? Or what is he hiding? Why won’t Drew McKissick show up for a debate? Don’t we deserve to have our questions answered?

Wood is also adamant about doing whatever it takes to stop human trafficking, especially of children. We want an SCGOP leader who demands the same from GOP candidates, a leader who steers us away from candidates and politicians with a penchant for self-opportunism and puts out children first. Don’t you?

While Drew McKissick mocks us as whack-a-doodles, Lin Wood will embrace, rather than refuse, the volunteer efforts of the South Carolina’s tireless MAGA-supporting mySCGOP.com members. Despite their great desire to grow the party in South Carolina, Wood sees this large, devoted block of voters being maligned on social and in traditional media by some current county leaders, simply for demanding a level playing field and transparent elections. We are anxious to help Wood do the work required to grow the party at this opportune juncture.

And a personal favorite of mine, Lin Wood is willing to forego the salary that comes with the Chair position, as Trump did with his presidential salary. We like that. That alone will take us back a decade to a time before career political consultants started running the SCGOP. Mr. Wood will be impervious to bribes, and best of all his wealth didn’t come from politics, it came from fighting for the truth. These are traits we admire and seek in an SCGOP leader for South Carolina.

Wood donated hundreds of thousands of dollars to the Trump campaign. He is also open about disliking John McCain and having voted for Obama in 2008, and he is hardly alone in that act. America is only about 13 percent black and Democrats make up only about half the voters. So many, many Republicans also voted for the silver-tongued politician from Illinois, in hopes of a brighter future for our country; let’s not pretend they didn’t.

We support Lin Wood, who believes in election integrity, transparency, truth, the elimination of career RINOs and opportunism, and always in serving #WeThePeople. He fully supports President Trump, the MAGA agenda, candidates who want to put America First, and who operate with integrity, honesty and – most of all – loyalty to the GOP platform and voters … instead of the almighty dollar or other more nefarious motivations.

Sure, Mr. Wood says some things that challenge us to think. But ask yourself this: would the nation’s most famous (and enormously successful) defamation lawyer say ANYTHING that could get him sued for defamation? Have you seen lawsuits filed against Wood by supreme court justice Roberts or former vice president Mike Pence? No, you have not. Ask yourself why.

Has McKissick filed a defamation lawsuit based on Lin Wood’s claims about him and Rampart PAC … or worse? He has not to my knowledge. Ask yourself why.

An undercover investigation has claimed Prince Michael of Kent was willing to use his royal status for personal profit, and to seek favours from Russian president Vladimir Putin.

The Queen’s cousin told undercover reporters posing as investors from South Korea in a virtual meeting that he could be hired for £10,000 a day to make “confidential” representations to Mr Putin’s regime.

The revelation was made by Channel 4 Dispatches in collaboration with The Sunday Times, who set up a fake South Korean gold company called House of Haedong and approached five members of the royal family with an offer of a role.

Prince Michael of Kent responded showing interest in working with the company, telling undercover reporters that he would give House of Haedong his royal endorsement in a recorded speech for a $200,000 (£143,000) fee and was happy to use his home in Kensington Palace as a backdrop. Prince Michael does not receive money from the civil list and earns a living acting as chairman of his own private company, which offers consultancy advice.

He was also approached about a role helping the fictitious gold firm in Russia.

The programme said his business partner Lord Simon Reading had used an event at Kensington Palace in 2013, in which Prince Michael was a guest, to sell access to Mr Putin.

The event, to promote the Russian wrestling sport of Sambo, also offered opportunities to personally meet the Russian leader at a later date, Dispatches found.

In a recorded meeting with the undercover reporters, Lord Reading said: “If he [Prince Michael] is representing the House of Haedong, he could mention that to Putin and Putin would find the right person who is interested in South Korea or interested in gold. “It just opens the door, you know, which is so helpful.” He added: “I think, if I can say this, this is kind of slightly discreet, we’re talking relatively discreetly here. “Because we wouldn’t want the world to know that he is seeing Putin purely for business reasons, if you follow me.”

He went on to describe Prince Michael as “Her Majesty’s unofficial ambassador to Russia”, and that tension between the UK and the Russian regime has not affected his relationship with Mr Putin.

Responding to the programme, Prince Michael’s office said: “Prince Michael receives no public funding and earns his own living through a consultancy company that he has run for over 40 years.

“Prince Michael has no special relationship with President Putin. They last met in June 2003 and Prince Michael has had no contact with him or his office since then.

“Lord Reading is a good friend, who in trying to help, made suggestions which Prince Michael would not have wanted, or been able, to fulfil.”

Lord Reading said: “I thought the approach from the House of Haedong was genuine and I was only trying to facilitate an introduction to my friend Prince Michael.

“I made a mistake and over-promised and for that, I am truly regretful. I wasn’t at my peak as I was recovering from a kidney transplant.

“For the record, the Sambo event which was eight years ago was my event and Prince Michael was simply my guest along with many other people.”

I am all but an antivaxxer. As a scientist I do not usually appeal to any platform of this kind to make a stand on vaccine-related topics. As a dedicated virologist and vaccine expert I only make an exception when health authorities allow vaccines to be administered in ways that threaten public health, most certainly when scientific evidence is being ignored.

The present extremely critical situation forces me to spread this emergency call. As the unprecedented extent of human intervention in the Covid-19 pandemic is now at risk of resulting in a global catastrophe without equal, this call cannot sound loudly and strongly enough.

As stated, I am not against vaccination. On the contrary, I can assure you that each of the current vaccines have been designed, developed and manufactured by brilliant and competent scientists. However, this type of prophylactic vaccines are completely inappropriate, and even highly dangerous, when used in mass vaccination campaigns during a viral pandemic.

Vaccinologists, scientists and clinicians are blinded by the positive short-term effects in individual patents, but don’t seem to bother about the disastrous consequences for global health. Unless I am scientifically proven wrong, it is difficult to understand how current human interventions will prevent circulating variants from turning into a wild monster.

Racing against the clock, I am completing my scientific manuscript, the publication of which is, unfortunately, likely to come too late given the ever increasing threat from rapidly spreading, highly infectious variants. This is why I decided to already post a summary of my findings as well as my keynote speech at the recent Vaccine Summit in Ohio on LinkedIn.

Last Monday, I provided international health organizations, including the WHO, with my analysis of the current pandemic as based on scientifically informed insights in the immune biology of Covid-19. Given the level of emergency, I urged them to consider my concerns and to initiate a debate on the detrimental consequences of further ‘viral immune escape’.

For those who are no experts in this field, I am attaching below a more accessible and comprehensible version of the science behind this insidious phenomenon.

While there is no time to spare, I have not received any feedback thus far. Experts and politicians have remained silent while obviously still eager to talk about relaxing infection prevention rules and ‘springtime freedom’. My statements are based on nothing else but science. They shall only be contradicted by science.

While one can barely make any incorrect scientific statements without being criticized by peers, it seems like the elite of scientists who are currently advising our world leaders prefer to stay silent. Sufficient scientific evidence has been brought to the table.

Unfortunately, it remains untouched by those who have the power to act. How long can one ignore the problem when there is at present massive evidence that viral immune escape is now threatening humanity? We can hardly say we didn’t know – or were not warned.

THE key question is: why does nobody seem to bother about viral immune escape? Let me try to explain this by means of a more easily understood phenomenon: Antimicrobial resistance. One can easily extrapolate this scourge to resistance to our self-made ‘antiviral antibiotics’. Indeed, antibodies (Abs) produced by our own immune system can be considered self-made antiviral antibiotics, regardless of whether they are part of our innate immune system (so-called ‘natural’ Abs’) or elicited in response to specific pathogens (resulting in so-called ‘acquired’ Abs).

Natural Abs are not germ-specific whereas acquired Abs are specifically directed at the invading pathogen. At birth, our innate immune system is ‘unexperienced’ but well-established. It protects us from a multitude of pathogens, thereby preventing these pathogens from causing disease.

As the innate immune system cannot remember the pathogens it encountered (innate immunity has no so-called ‘immunological memory’), we can only continue to rely on it provided we keep it ‘trained’ well enough.

Training is achieved by regular exposure to a myriad of environmental agents, including pathogens. However, as we age, we will increasingly face situations where our innate immunity (often called ‘the first line of immune defense’) is not strong enough to halt the pathogen at the portal of entry (mostly mucosal barriers like respiratory or intestinal epithelia).

When this happens, the immune system has to rely on more specialized effectors of our immune system (i.e., antigen-specific Abs and T cells) to fight the pathogen. So, as we grow up, we increasingly mount pathogen-specific immunity, including highly specific Abs. As those have stronger affinity for the pathogen (e.g., virus) and can reach high concentrations, they can quite easily outcompete our natural Abs for binding to the pathogen/virus.

It is precisely this type of highly specific, high affinity Abs that current Covid-19 vaccines are inducing. Of course, the noble purpose of these Abs is to protect us against Covid-19. So, why then should there be a major concern using these vaccines to fight Covid-19?

Well, similar to the rules applying to classical antimicrobial antibiotics, it is paramount that our self-made ‘antiviral antibiotics’ are made available in sufficient concentration and are tailored at the specific features of our enemy.

This is why in case of bacterial disease it is critical to not only chose the right type of antibiotic (based on the results from an antibiogram) but to also take the antibiotic for long enough (according to the prescription).

Failure to comply with these requirements is at risk of granting microbes a chance to survive and hence, may cause the disease to fare up. A very similar mechanism may also apply to viruses, especially to viruses that can easily and rapidly mutate (which is, for example, the case with Coronaviruses); when the pressure exerted by the army’s (read: population’s) immune defense starts to threaten viral replication and transmission, the virus will take on another coat so that it can no longer be easily recognized and, therefore, attacked by the host immune system. The virus is now able to escape immunity (so-called: ‘immune escape’).

However, the virus can only rely on this strategy provided it still has room enough to replicate. Viruses, in contrast to the majority of bacteria, must rely on living host cells to replicate. This is why the occurrence of ‘escape mutants’ isn’t too worrisome as long as the likelihood for these variants to rapidly find another host is quite remote. However, that’s not particularly the case during a viral pandemic!

During a pandemic, the virus is spreading all over the globe with many subjects shedding and transmitting the virus (even including asymptomatic ‘carriers’). The higher the viral load, the higher the likelihood for the virus to bump into subjects who haven’t been infected yet or who were infected but didn’t develop symptoms. Unless they are sufficiently protected by their innate immune defense (through natural Abs), they will catch Covid-19 disease as they cannot rely on other, i.e., acquired Abs.

It has been extensively reported, indeed, that the increase in S (spike)-specific Abs in asymptomatically infected people is rather limited and only short-lived. Furthermore, these Abs have not achieved full maturity.

The combination of viral infection on a background of suboptimal Ab maturity and concentration enables the virus to select mutations allowing it to escape the immune pressure. The selection of those mutations preferably occurs in the S protein as this is the viral protein that is responsible for viral infectiousness.

As the selected mutations endow the virus with increased infectious capacity, it now becomes much easier for the virus to cause severe disease in infected subjects. The more people develop symptomatic disease, the better the virus can secure its propagation and perpetuation (people who get severe disease will shed more virus and for a longer period of time than asymptomatically infected subjects do).

Unfortunately, enough, the short-lived rise in S-specific Abs does, however, surface to bypass people’s innate/natural Ab. Those are put out of business as their affinity for S is lower than the affinity of S-specific Abs. This is to say that with an increasing rate of infection in the population, the number of subjects who get infected while experiencing a momentary increase in S-specific Abs will steadily increase.

Consequently, the number of subjects who get infected while experiencing a momentary decrease in their innate immunity will increase. As a result, a steadily increasing number of subjects will become more susceptible to getting severe disease instead of showing only mild symptoms (i.e., limited to the upper respiratory tract) or no symptoms at all.

During a pandemic, especially youngsters will be affected by this evolution as their natural Abs are not yet largely suppressed by a panoply of ‘acquired’, antigen-specific Abs. Natural Abs, and natural immunity in general, play a critical role in protecting us from pathogens as they constitute our first line of immune defense. In contrast to acquired immunity, innate immune responses protect against a large spectrum of pathogens (so don’t compromise or sacrifice your innate immune defense!).

Because natural Abs and innate immune cells recognize a diversified spectrum of foreign (i.e., non-self) agents (only some of which have pathogenic potential), it’s important, indeed, to keep it sufficiently exposed to environmental challenges.

By keeping the innate immune system (which, unfortunately, has no memory!) TRAINED, we can much more easily resist germs which have real pathogenic potential. It has, for example, been reported and scientifically proven that exposure to other, quite harmless Coronaviruses causing a ‘common cold ’ can provide protection, although short-lived, against Covid-19 and its loyal henchmen (i.e., the more infectious variants).

Suppression of innate immunity, especially in the younger age groups, can, therefore, become very problematic. There can be no doubt that lack of exposure due to stringent containment measures implemented as of the beginning of the pandemic has not been beneficial to keeping people’s innate immune system well trained.

As if this was not already heavily compromising innate immune defense in this population segment, there comes yet another force into play that will dramatically enhance morbidity and mortality rates in the younger age groups: MASS VACCINATION of the ELDERLY.

The more extensively the later age group will be vaccinated and hence, protected, the more the virus is forced to continue causing disease in younger age groups.

This is only going to be possible provided it escapes to the S-specific Abs that are momentarily raised in previously asymptomatically infected subjects. If the virus manages to do so, it can benefit from the (momentarily) suppressed innate immunity, thereby causing disease in an increasing number of these subjects and ensuring its own propagation.

Selecting targeted mutations in the S protein is, therefore, the way to go in order for the virus to enhance its infectiousness in candidates that are prone to getting the disease because of a transient weakness of their innate immune defense.

But in the meantime, we’re also facing a huge problem in vaccinated people as they’re now more and more confronted with infectious variants displaying a type of S protein that is increasingly different from the S edition comprised with the vaccine (the later edition originates from the original, much less infectious strain at the beginning of the pandemic).

The more variants become infectious (i.e., as a result of blocking access of the virus to the vaccinated segment of the population), the less vaccinal Abs will protect. Already now, lack of protection is leading to viral shedding and transmission in vaccine recipients who are exposed to these more infectious strains (which, by the way, increasingly dominate the field).

This is how we are currently turning vaccines into asymptomatic carriers shedding infectious variants.

At some point, in a likely very near future, it’s going to become more profitable (in term of ‘return on selection investment’) for the virus to just add another few mutations (maybe just one or two) to the S protein of viral variants (already endowed with multiple mutations enhancing infectiousness) in an attempt to further strengthen its binding to the receptor (ACE-2) expressed on the surface of permissive epithelial cells.

This will now allow the new variant to outcompete vaccinal Abs for binding to the ACE receptor. This is to say that at this stage, it would only take very few additional targeted mutations within the viral receptor-binding domain to fully resist S-specific ant-Covid-19 Abs, regardless whether the later are elicited by the vaccine or by natural infection.

At that stage, the virus will, indeed, have managed to gain access to a huge reservoir of subjects who have now become highly susceptible to disease as their S-specific Abs have now become useless in terms of protection but still manage to provide for long-lived suppression of their innate immunity (i.e., natural infection, and especially vaccination, elicit relatively long-lived specific Ab titers). The susceptible reservoir comprises both, vaccinated people and those who’re left with sufficient S-specific Abs due to previous Covid-19 disease).So, MISSION

ACCOMPLISHED for Covid-19 but a DISASTROUS SITUATION for all vaccinated subjects and Covid-19 seropositive people as they’ve now lost both, their acquired and innate immune defense against Covid-19 (while highly infectious strains are circulating!).

That’s ‘one small step for the virus, one giant catastrophe for mankind’, which is to say that we’ll have whipped up the virus in the younger population up to a level that it now takes little effort for Covid-19 to transform into a highly infectious virus that completely ignores both the innate arm of our immune system as well as the adaptive/acquired one (regardless of whether the acquired Abs resulted from vaccination or natural infection).

The effort for the virus is now becoming even more negligible given that many vaccine recipients are now exposed to highly infectious viral variants while having received only a single shot of the vaccine.

Hence, they are endowed with Abs that have not yet acquired optimal functionality. There is no need to explain that this is just going to further enhance immune escape. Basically, we’ll very soon be confronted with a super-infectious virus that completely resists our most precious defense mechanism: The human immune system.

From all of the above, it’s becoming increasingly difficult to imagine how the consequences of the extensive and erroneous human intervention in this pandemic are not going to wipe out large parts of our human population.

One could only think of very few other strategies to achieve the same level of efficiency in turning a relatively harmless virus into a bioweapon of mass destruction.

It’s certainly also worth mentioning that mutations in the S protein (i.e., exactly the same protein that is subject to selection of escape mutations) are known to enable Coronaviruses to cross species barriers.

This is to say that the risk that vaccine-mediated immune escape could allow the virus to jump to other animal species, especially industrial livestock (e.g., pig and poultry farms), is not negligible. These species are already known to host several different Coronaviruses and are usually housed in farms with high stocking density.

Similar to the situation with influenza virus, these species could than serve as an additional reservoir for SARS-COVID-2 virus.

As pathogens have co-evolved with the host immune system, natural pandemics of acute self-limiting viral infections have been shaped such as to take a toll on human lives that is not higher than strictly required.

Due to human intervention, the course of this pandemic has been thoroughly disturbed as of the very beginning. Widespread and stringent infection prevention measures combined with mass vaccination campaigns using inadequate vaccines will undoubtedly lead to a situation where the pandemic is getting increasingly ‘out of control’.

Paradoxically, the only intervention that could offer a perspective to end this pandemic (other than to let it run its disastrous course) is …VACCINATION. Of course, the type of vaccines to be used would be completely different of conventional vaccines in that they’re not inducing the usual suspects, i.e., B and T cells, but NK cells.

There is, indeed, compelling scientific evidence that these cells play a key role in facilitating complete elimination of Covid-19 at an early stage of infection in asymptomatically infected subjects.

NK cells are part of the cellular arm of our innate immune system and, alike natural Abs, they are capable of recognizing and attacking a broad and diversified spectrum of pathogenic agents.

There is a sound scientific rationale to assume that it is possible to ‘prime’ NK cells in ways for them to recognize and kill Coronaviruses at large (include all their variants) at an early stage of infection. NK cells have increasingly been described to be endowed with the capacity to acquire immunological memory.

By educating these cells in ways that enable them to durably recognize and target Coronavirus-infected cells, our immune system could be perfectly armed for a targeted attack to the universe of Coronaviruses prior to exposure.

Gavin Newsom, Facing Recall, Announces New Stimulus Checks for 2/3 Californians

Gov. Gavin Newsom announced Monday that the state is projected to have a $38 billion discretionary surplus in 2021 — and that he wants to use it to expand the state’s stimulus program by sending additional checks to two-thirds of California residents.

California has the highest estimated debt of any state, with nearly $363 billion in liabilities in 2019, according to Forbes.

In January, Newsom announced that the state expected a $15 billion surplus, thanks to stronger-than-expected revenues in 2020. The recovery of the economy, and the stock market, meant that the state’s wealthiest taxpayers paid more to the fiscus.

At that point, the governor announced a $600 “Golden State Stimulus” for roughly four million low-income Californians.

However, the continued recovery of the nation’s economy has driven the stock market to new highs, even as job recovery has been slower than expected.

The San Francisco Chroncile reports:

Newsom said California has a historic $75.7 billion surplus, tens of billions of dollars larger his original $227.2 billion spending plan. The state is sitting on another $26.6 billion from the latest federal coronavirus relief package in March, with broad authority on how to use it.

$38 billion of the surplus is available for discretionary spending,

Newsom has therefore proposed a $100 billion “California Comeback Plan,” which includes “a tripling of the state’s direct stimulus effort to include a total of nearly $12 billion in direct cash payments to Californians.”

Touting his proposal as “the biggest state tax rebate in American history,” Newsom’s plan says: “Two-thirds of Californians will benefit from a stimulus check of at least $600, and families with kids will now benefit from an additional $500.”

Under state law, some of the surplus might have been be sent back to taxpayers anyway under the so-called “Gann limit,” which limits per capita state spending to 1978-79 levels. However, the Gann limit targets taxpayers specifically; the stimulus would target taxpayers, families with dependents, and undocumented residents, who will receive $500 additional stimulus.

The Chronicle suggested that there could be stimulus checks and a Gann limit rebate to taxpayers this year.

Newsom’s office also promised in a statement that “the state would also offer the largest renter assistance package of any state in America, with billions of dollars to help low-income Californians pay back 100 percent of their back-rent, their rent for the months to come and overdue water and utility bills.”

A year ago, California expected to face a $54 billion deficit, due to the economic impact of the coronavirus at the time.

Newsom faces a likely recall election later this year, after critics gathered far more than the 1.5 million signatures initially required. Several Republicans have already entered the race.

Broussard paid tribute to the Commission staff on the occasion of Public Service Recognition Week.

Advisory Opinion Request 2021-05 (Tally Up, LLC). The Commission discussed two draft advisory opinions in response to a request from Tally Up, LLC, and held over a vote on the request to consider information gleaned from the requestor at the meeting. Tally Up, LLC asks whether it may use certain aggregated contribution data derived from FEC reports in its data services to candidates. During the discussion, the Commission heard from the requestor.

Proposed Amendment to Directive 17 The Commission adopted a recommendation from the Acting General Counsel to amend Directive 17 to provide for certification of tally votes in which fewer than four Commissioners cast affirmative votes and all the remaining Commissioners objected for the record. Currently, in such circumstances, the Commission Secretary is required to place the matters on the next meeting agenda unless the Commission takes a second vote to instruct the Secretary to certify the matter immediately.

Former Adminstrator, Supervisor of Illinois Secretary of State Department of Vehicle Services Sentenced for Fraud Scheme

SPRINGFIELD, Ill. – A former administrator and supervisor for the Illinois Secretary of State’s Department of Vehicle Services, Candace Faye Wanzo, 58, of Centralia, Ill., has been ordered to serve 18 months in federal prison for defrauding the Secretary of State’s Office and the Illinois Department of Revenue. During the video conference hearing on May 6, 2021, U.S. District Judge Sue E. Myerscough ordered Wanzo to pay restitution and that she remain on supervised release for three years following completion of her prison term.

Wanzo pleaded guilty on Nov. 13, 2020, to one count each of mail fraud, misapplication of government funds, and theft of government funds. Wanzo was responsible for operation of the Public Service Center in the Howlett Building, in Springfield, Ill., where, among other services, vehicle owners pay title and registration fees, apply and pay for license plates, and make sales tax payments related to vehicle sales. Wanzo admitted that from March 2015 to April 2017, she stole title and registration fees and sales tax payments and replaced the stolen funds with title and registration fees from other vehicle owners. As a result, Wanzo misapplied approximately $300,000 in title and registration fees to conceal fees that she had previously stolen. She also admitted to using the United Parcel Service (UPS) rather than the U.S. Mail to deliver license plates to conceal the delay caused by her having to locate and use other funds to replace stolen funds.

Wanzo was allowed to self-report to begin serving her sentence on a date to be determined by the federal Bureau of Prisons.

The FBI – Springfield Division investigated the case with the assistance of the Illinois Secretary of State Inspector General’s Office which referred the matter to federal law enforcement. Assistant U.S. Attorney Gregory K. Harris represented the government in the prosecution.

Iowa Man Who Used Facebook Messenger to Entice a 12-Year-Old for Sexual Activity Sentenced to Federal Prison

Landrum engaged in sexual activity with a 12-year-old victim.

A man who sought out and enticed a 12-year-old for sexual activity was sentenced on May 7, 2021, to 14 years in federal prison.

Nathan Landrum, age 40, from Carnarvon, IA, was convicted of enticement of a minor.

In a plea agreement, Landrum admitted that in April 2020, using Facebook Messenger, he knowingly enticed a 12-year-old child to his apartment for sexual activity. After attempting to convince the child to send sexual images of themself, Landrum eventually convinced the child to go his bedroom with him where he admits he intended to engage in sexual activity with the child. DNA testing confirmed the presence of sperm cells closely matching Landrum’s in the child’s underwear.

Landrum was sentenced in Sioux City by United States District Court Chief Judge Leonard T. Strand. Landrum was sentenced to 168 months’ imprisonment. He must also serve a 6-year term of supervised release after the prison term. There is no parole in the federal system.

Landrum is being held in the United States Marshal’s custody until he can be transported to a federal prison.

The case was prosecuted by Assistant United States Attorney Ron Timmons and was investigated by the Federal Bureau of Investigation and the Sac County Sheriff’s Office. This case was brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 by the Department of Justice to combat the growing epidemic of child sexual exploitation and abuse. BUFFALO, N.Y. - U.S. Attorney James P. Kennedy, Jr. announced today that David Michael Calaiacovo, 63, of Hamburg, NY, pleaded guilty before U.S. District Judge Lawrence J. Vilardo to possession of child pornography involving a prepubescent minor. The charge carries a maximum penalty of 20 years in prison and a fine of $250,000.

Assistant U.S. Attorneys Charles M. Kruly and Meghan A. Tokash, who are handling the case, stated that the defendant is a retired school psychologist. On June 27, 2019, after receiving reports from the National Center For Missing and Exploited Children (NCMEC) via the New York State Police, Homeland Security Investigations executed a search warrant at Calaiacovo’s residence and found several electronics, including a laptop and a desktop computer. A forensic review of those devices recovered more than 800 images and videos of children being raped, sexually assaulted, or sexually exploited.

The plea is the result of an investigation by Homeland Security Investigations, under the direction of Special Agent-in Charge Kevin Kelly; the New York State Police, under the direction of Major James Hall; and the National Center For Missing and Exploited Children.

Sentencing is scheduled for September 20, 2021, before Judge Vilardo.

Ludwig Criss Zelaya Romero Is the Seventh Former Member of the Honduran National Police To Be Convicted And Sentenced For Drug Trafficking Offenses In SDNY

Audrey Strauss, the United States Attorney for the Southern District of New York, announced today that LUDWIG CRISS ZELAYA ROMERO, a former member of the Honduran National Police (“HNP”), was sentenced today to 12 years in prison for conspiring to import cocaine into the United States and conspiring to use machineguns and destructive devices in furtherance of drug trafficking. ZELAYA ROMERO previously pled guilty before U.S. District Judge Lorna G. Schofield, who imposed today’s sentence.

Manhattan U.S. Attorney Audrey Strauss said: “Ludwig Criss Zelaya Romero was a lawless law enforcement officer, a purported crime-fighter working for a murderous criminal enterprise. For the personal role he played in cocaine trafficking and multiple murders, Zelaya Romero has been sentenced to a lengthy prison term.”

According to the Superseding Indictment, other court filings, and statements made during court proceedings:

Between at least approximately 2004 and 2014, ZELAYA ROMERO worked with members of a drug trafficking organization known as the Cachiros, which was a prolific and violent criminal syndicate that relied on connections to politicians, military personnel, and law enforcement to transport cocaine to, within, and from Honduras. During that time, and while ZELAYA ROMERO was purportedly enforcing the law as member of the HNP, he participated in the Cachiros’ criminal enterprise by engaging in cocaine trafficking and violence. Among other things, ZELAYA ROMERO participated in Cachiros drug shipments, recruited other members of the HNP to join the Cachiros, located teams of hitmen in Honduras to carry out murders for the Cachiros, and himself committed and attempted to commit murders to protect and strengthen the Cachiros’ criminal enterprise.

Beginning in about 2004, ZELAYA ROMERO personally helped escort large drug shipments belonging to the Cachiros as they were transported through Honduras over land toward the Guatemalan border, so that the drugs could be brought by others to the United States via Mexico and Guatemala. ZELAYA ROMERO helped transport cocaine from the Atlantic coast of Honduras, where many maritime shipments arrived on their way to the United States, and also coordinated with other members of the HNP along the planned drug routes to ensure that tons of cocaine would transit Honduras unimpeded. With the help of ZELAYA ROMERO and other members of the HNP, the Cachiros were able to distribute over 130 tons of cocaine to the United States.

In addition, ZELAYA ROMERO participated in violence and murder for the Cachiros. ZELAYA ROMERO participated in a 2011 massacre at the airport in San Pedro Sula, Honduras, that left six dead, and recruited a hitman who murdered Honduran journalist Anibal Barrow in 2013. ZELAYA ROMERO also himself shot and killed a victim at the Cachiros’ request, murdering an individual who had participated in the robbery of a truck containing a large quantity of concealed currency.

This prosecution resulted in the drug trafficking convictions of Fabio Porfirio Lobo, the son of former Honduran president Porfirio Lobo Sosa, and seven former members of the HNP: Zelaya Romero, Mario Guillermo Mejia Vargas, Juan Manuel Avila Meza, Carlos Jose Zavala Velasquez, Victor Oswaldo Lopez Flores, Jorge Alfredo Cruz Chavez, and Carlos Alberto Valladares Garcia. On September 5, 2017, Judge Schofield sentenced Lobo to 24 years in prison. On February 6, 2018, Judge Schofield sentenced Lopez Flores to five years in prison. On June 27, 2018, Judge Schofield sentenced Zavala Velasquez to 12 years in prison. On September 27, 2018, Judge Schofield sentenced Valladares Garcia to 14 years in prison. On March 29, 2021, Judge Schofield sentenced Avila Meza to 12 years in prison.

In addition to the prison term, ZELAYA ROMERO, 44, was sentenced to four years of supervised release and forfeiture of $120,000.

Indiana Man Sentenced to 15 Years in Prison for Attempted Child Sex Crimes in Central Illinois

URBANA, Ill. – Senior U.S. District Judge Michael M. Mihm today sentenced Caleb Hickman, 46, of Granger, Ind., to serve 180 months (15 years) in federal prison for attempted enticement, sexual exploitation of a minor and attempted receipt of child pornography.

On Jan. 6, 2021, Hickman entered pleas of guilty to the indictment that charged him with attempted enticement of a minor; attempted sexual exploitation of children; and, attempted receipt of child pornography from Feb. 14 to May 26, 2020, in Kankakee and Champaign counties. Hickman was previously charged in a criminal complaint and was arrested on May 26, 2020, in Indiana.

According to court documents, Hickman used social media applications to contact and engage with an individual he believed to be a 14-year-old minor and made arrangements for the minor to travel from Champaign, Ill., to South Bend, Ind., to engage in sexual activity.

The FBI - Springfield Division investigated the charges with the assistance of the FBI -Indianapolis Field Office. Assistant U.S. Attorney Elly M. Peirson represented the government in the prosecution.

The case was brought as part of Project Safe Childhood, a nationwide initiative by the Department of Justice to combat child sexual exploitation and abuse. Fulton Man Sentenced to 12 Years for Transporting Child Pornography

Former Boone County Corrections Officer Uploaded Hundreds of Videos, Images

JEFFERSON CITY, Mo. – A Fulton, Missouri, man was sentenced in federal court today for transporting child pornography over the internet.

Kevin Michael Downey, 21, was sentenced by U.S. District Judge Roseann Ketchmark to 12 years in federal prison without parole. The court also ordered Downey to pay a total of $30,000 in restitution to 10 of his victims.

On Nov. 3, 2020, Downey pleaded guilty to one count of transporting child pornography. Downey admitted that he uploaded child pornography to his online Dropbox account. Downey was employed as a corrections officer at the Boone County Jail at the time of the offense.

The Boone County Sheriff’s Department received a CyberTip on Aug. 2, 2019, from the National Center for Missing and Exploited Children, based upon a complaint from Dropbox that Downey had uploaded videos and images of child pornography. Law enforcement officers executed a search warrant at Downey’s residence on Nov. 27, 2019, and arrested Downey on state charges, which were dismissed following the return of the federal indictment. He was arrested in this federal case on Aug. 20, 2020, and has remained in federal custody since his arrest.

Downey admitted to downloading, viewing, and uploading child pornography to Dropbox. Downey also admitted to trading child pornography with others online. Investigators found more than 700 videos and more than 400 images in Downey’s Dropbox account that depicted the rape and molestation of prepubescent children, some as young as infants and toddlers, as well as children bound and children engaged in sexual activity with animals.

This case was prosecuted by Assistant U.S. Attorney Ashley S. Turner. It was investigated by the Boone County, Mo., Sheriff’s Department, the Callaway County, Mo., Sheriff’s Department, the Fulton, Mo., Police Department, and the FBI.

Champaign Man to Serve Nearly 11 Years in Federal Prison for Child Pornography

URBANA, Ill. – Senior U.S. District Judge Michael M. Mihm today sentenced Mathew McDuffie, 37, of the 1500 block of Holly Hill Dr., Champaign, Ill., to serve 130 months (10 years, 10 months) in federal prison for receiving and possessing child pornography. In rendering sentence, the court noted the humiliating and degrading sexual abuse of toddlers depicted in McDuffie’s images of child pornography.

Following McDuffie’s release from prison, he was ordered to serve 15 years on federal supervised release and will be required to register as a sex offender.

On Jan. 6, 2021, McDuffie entered pleas of guilty to the indictment that charged him with one count of receipt of child pornography and one count of possession of child pornography on September 25 through 30, 2019. McDuffie has remained in the custody of the U.S. Marshals since his arrest on Aug. 13, 2020.

The case was prosecuted by Assistant U.S. Attorney Elly M. Peirson. The charges were investigated by U.S. Immigration and Customs Enforcement Homeland Security Investigations and the Champaign Police Department.

Sold a Firearm With Laser Sight to the DTO in Exchange for Drugs

Greenbelt, Maryland – U.S. District Judge Paul W. Grimm today sentenced Michael Bailey, age 32, of Winchester, Maryland, to 40 months in prison, followed by three years of supervised release, for possession of a firearm by a prohibited person. Bailey, a previously convicted felon, sold a firearm to a member of the Gregory Butler Drug Trafficking Organization (DTO) in Baltimore in exchange for heroin cut with fentanyl. (Six members of the Gregory Butler DTO are alleged to be part of the NFL criminal enterprise in southwest Baltimore, engaging in a pattern of criminal racketeering activity including acts involving murder, narcotics trafficking and smuggling, illegal firearms possession, bribery, witness intimidation, and witness retaliation. The term NFL stands for Normandy, Franklin, and Loudon, which are three adjacent streets that run through the Edmondson Village.)

The sentence was announced by Acting United States Attorney for the District of Maryland Jonathan F. Lenzner; Acting Special Agent in Charge Rachel Byrd of the Federal Bureau of Investigation, Baltimore Field Office; Assistant Special Agent in Charge Orville O. Greene of the Drug Enforcement Administration, Baltimore District Office; Chief Marcus Jones of the Montgomery County Police Department; and Commissioner Michael Harrison of the Baltimore Police Department.

“Many of the illegal firearms used by gangs in Baltimore are brought into the state by people involved in the drug trade like Bailey,” said Acting U.S. Attorney Jonathan F. Lenzner. “In this case, members of the NFL criminal drug enterprise are alleged to have carried out four murders and one attempted murder with illegally possessed firearms like the gun Bailey sold to them. To reduce the violence in Baltimore, we must go after the drug trade and the guns. we also need to change the culture, so that dealers like Bailey stop thinking of Baltimore as their criminal marketplace. We are committed to working with our law enforcement and community partners to get guns out of the hands of drug dealers and off of our streets, in order to reduce violent crime in our neighborhoods.”

According to his guilty plea, from at least December 2018 through February 2019, Bailey, regularly traveled to Baltimore to purchase heroin cut with fentanyl from the Gregory Butler Drug Trafficking Organization (the “DTO”). Bailey then transported the heroin to West Virginia, where he sold it. Bailey admitted that during this time, he purchased more than 80 grams of heroin cut with fentanyl from the DTO.

As detailed in his plea agreement, on about January 16, 2019, Bailey arranged to sell the DTO a handgun equipped with a laser sight, in exchange for a quantity heroin. The firearm was a Walther P22 pistol, which Bailey stole from a relative. Bailey transported the gun from West Virginia to Baltimore to sell it. Investigators later recovered the firearm from a member of the DTO in Baltimore. Bailey knew that due to his previous felony convictions, he was prohibited from possessing a firearm.

This case is part of an Organized Crime Drug Enforcement Task Force (OCDETF) investigation. OCDETF identifies, disrupts, and dismantles the highest-level criminal organizations that threaten the United States using a prosecutor-led, intelligence-driven, multi-agency approach that leverages the strengths of federal, state, and local law enforcement agencies against criminal networks.

Acting United States Attorney Jonathan F. Lenzner commended the FBI, the DEA, the Montgomery County and the Baltimore Police Department for their work in the investigation. Mr. Lenzner commended the U.S. Postal Inspection Service; the City of Rockville Police Department; the Baltimore County, Howard County, and Montgomery County Police Departments; the Frederick County Sheriff’s Office; the Maryland State Police; the West Virginia State Police; the Virginia State Police; the Warren County (VA) Sheriff’s Department; the Winchester (VA) and Front Royal (VA) Police Departments; and the Frederick County and Howard County State’s Attorney’s Offices. Mr. Lenzner thanked Assistant U.S. Attorney Matthew DellaBetta, who is prosecuting the case.

Colonial Pipe, headquartered in Alpharetta, Georgia, reported a cybersecurity attack involving ransomware on Friday. The company owns a 5,500-mile system of petroleum pipeline that is the largest in the United States, starting in Houston, Texas, and ending in Linden, New Jersey, at New York Harbor.

Colonial’s subsequent press releases are continually updated, most recently 12:25pm today, Monday, May 10.

“On May 7, Colonial Pipeline Company learned it was the victim of a cybersecurity attack and has since determined that the incident involved ransomware… Leading, third-party cybersecurity experts were… immediately engaged.” CBS says that forensic investigation firm is FireEye Mandiant; shares of that company have risen since.

Multiple news outlets accept the FBI’s claim that “Darkside ransomware” is responsible for what it calls a “compromise of the Colonial Pipeline networks.” That appears to be among very few datapoints thus far released by the FBI at what is presumably an early stage of their investigation. Earlier today, the bureau’s Twitter made a statement via 3rd party Twitter poster Hootsuite Inc. that it was notified of the incident Friday and is working with “government partners.”

Those partners could be the Department of Homeland Security’s (DHS) Cybersecurity and Infrastructure Security Agency (CISA), particularly if the pipeline is considered critical infrastructure. Colonial’s public statement informs us that the Department of Energy is “leading and coordinating the Federal Government’s response.“

“Segments of our pipeline are being brought back online in a stepwise fashion,” the press release continues, “we proactively took certain systems offline to contain the threat, which temporarily halted all pipeline operations and affected some of our IT systems. To restore service, we must work to ensure that each of these systems can be brought back online safely… [It is an] incremental process that will facilitate a return to service in a phased approach,” in a plan based on a goal of “substantially restoring operational service by the end of the week.”

Colonial thanked government partners for actions it says “should help alleviate local supply disruptions,” referring to a Department of Transportation exemption. DOT’s tweet said, “to avoid disruption to supply… the USDOT’s Federal Motor Carrier Safety Administration is taking steps to create more flexibility for motor carriers and drivers. FMCSA is issuing temporary hours of service exemption that applies to those transporting gasoline, diesel, jet fuel, and other refined petroleum products.” The exemption will apply to 17 states.

Based on anonymous sources, Reuters reports that the outage has led to a shutdown of two crude distillation units at Motiva Enterprises refinery in Port Arthur, Texas.

Founded in 1962, Colonial delivers refined products, including gasoline, diesel, and home heating oil. It boasts 100 million gallons transported daily to over 50 million Americans, 7 Airports Served Directly, 45% of all fuel consumed on the East Coast, and that it provides fuel for the U.S. Military.

Public-facing pages on Colonial’s website, including an FAQ and one on Emergency Preparedness, provide information about an “extensive program to monitor, maintain, and promote operational excellence” with “aerial and foot patrols of the right-of-way, 24/7 control centers” and an “integrity management program” that allows internal remote inspection of the pipeline.
