Senate Republicans Block Government Funding, Debt Ceiling Bill

Senate Republicans blocked a government spending and debt ceiling bill Monday, setting up a dramatic showdown between Republicans and Democrats on whether Congress should raise the debt ceiling while Democrats plan to spend trillions on infrastructure and social spending.

The Senate failed to invoke cloture, 48-50, on H.R. 5305, the continuing resolution (CR). Senate Republicans blocked the CR as House Democrats remain poised to vote on the $3.5 trillion infrastructure bill.

Democrats, rather than put the debt ceiling increase in the $3.5 trillion reconciliation bill, decided that they would pack the debt ceiling increase in the government funding bill.

The Democrats’ CR would lift the debt ceiling through the 2022 midterm elections and fund the government through December.

The federal government will run out of funding on September 30, and the debt ceiling must be lifted in early October.

Sen. Ron Johnson (R-WI), who voted no, said in a statement after the vote:

Democrats are in control of the executive and legislative branches of government. As they demonstrated in passing massive spending bills on a purely partisan basis, they are fully capable of increasing the debt ceiling without Republican votes. I drafted a letter that 46 Republican senators signed in early August giving Democrats fair warning that they would not receive Republican help in raising the debt ceiling to accommodate their partisan deficit spending. Inflation is wiping out wage gains, deficit spending is mortgaging our children’s future, and Democrats need to take responsibility and be held accountable for adding trillions of dollars more to our national debt.

Sen. Todd Young (R-IN), who voted against the CR, said in a statement after the vote:

Instead of working on clean, bipartisan legislation to fund the federal government and avoid a shutdown, Democrats forced a vote on a bill that ties government funding to a two-year suspension of the debt limit that will enable Democrats’ $3.5 trillion reckless tax-and-spend bill. A vote to raise the debt limit is a vote to co-sign on the Democrats’ partisan and unprecedented spending spree.

Senate Majority Leader Chuck Schumer (D-NY) said that if Republicans block the CR, they will carry the blame.

“If Republicans follow through with their plans to vote no, they will be on record to deliberately sabotaging our country’s ability to pay the bills & likely causing first-ever default in American history,” Schumer said on the Senate floor ahead of the vote.

He added, “After today there will be no doubt about which party in this chamber is working to solve the problems that face our country, and which party is accelerating us towards unnecessary, avoidable disaster.”

Senate Minority Leader Mitch McConnell (R-KY) said ahead of the vote that Republicans would support a government funding bill as long as it does not raise the debt ceiling.

“Let me make it abundantly clear one more time: We will support a clean continuing resolution that will prevent a government shutdown … We will not provide Republican votes for raising the debt limit,” McConnell said.

“Republicans are not rooting for a shutdown or a debt limit breach,” he added.

Arizona Senate Hears Of Multiple Inconsistencies Found By Election Audit

Arizona lawmakers were told on Friday during a hearing on an audit conducted in the state’s most populous county of inconsistencies uncovered during a forensic audit into the 2020 election.

The Maricopa County audit was commissioned by Republicans in the Arizona Senate.

Senate President Karen Fann, a Republican, issued a letter on the same day to Arizona Attorney General Mark Brnovich recommending further investigation following the audit’s findings. In the letter, she raised concerns over signature verification on mail-in ballots, the accuracy of voter rolls, the securing of election systems, and the record-keeping of evidence related to the elections.

“I am therefore forwarding the reports for your office’s consideration and, if you find it appropriate, further investigation as part of your ongoing oversight of these issues,” Fann told Brnovich in the letter.

Brnovich, a Republican running for the U.S. Senate, said in a statement, “I will take all necessary actions that are supported by the evidence and where I have legal authority. Arizonans deserve to have their votes accurately counted and protected.”

His office said that its Election Integrity Unit “will thoroughly review the Senate’s information and evidence.” Specific allegations cannot be commented on until the review is complete, the office added.

Fann said Friday at the hearing that the audit had faced unnecessary obstruction from Maricopa County officials, who went to court in a bid to try to block the audit and subpoenas from the state Senate. While the forensic audit did not uncover a significant difference in the total vote tallies—the difference was only hundreds in the final report— evidence was uncovered of numerous other anomalies, including statutes being broken and chain of custody not being followed, Fann added.

Cyber Ninjas, a Florida-based company hired by the state Senate to conduct the audit, said its review involved over 1,500 people and a total of over 100,000 hours. While the company said it only found in the recount a vote discrepancy of 994 in the presidential race and 1,167 in a U.S. Senate race, the report highlighted potential issues with a combined total of 53,305 ballots.

Maricopa County on Friday issued a series of statements on its Twitter page in response to findings laid out in a purported draft audit report of Cyber Ninja’s forensic audit that had been released ahead of the Senate audit hearing.

The draft audit report’s figures did not entirely correlate with that of Cyber Ninja’s final report. Fann said Friday at the hearing, “As you know somebody leaked one of the draft reports out over the last 24-48 hours. It was a draft report, so I can tell you that what’s in that is not entirely what’s in the final report.” However, some key allegations in the draft report regarding ballots did match that of the final report.

Schumer Lashes Out After Senate Republicans Block Debt Limit Hike

The Senate GOP on Monday blocked a measure that would raise the debt ceiling.

The bill needed 60 “yea” votes to overcome the filibuster and open debate.

The vote total was 48 ‘yeas’ to 50 ‘nays’ – and Schumer blew a gasket.

Schumer is expected to bring another vote to the floor later this week before government funding expires at 11:59:59 pm et Thursday.

AP reported:

Republican senators blocked a bill Monday night to keep the government operating and allow federal borrowing, but Democrats aiming to avert a shutdown are likely to try again — at the same time pressing ahead on President Joe Biden’s big plans to reshape government.

The efforts are not necessarily linked, but the fiscal yearend deadline to fund the government past Thursday is bumping up against the Democrats’ desire to make progress on Biden’s expansive $3.5 trillion federal overhaul.

It’s all making for a tumultuous moment for Biden and his party, with consequences certain to shape his presidency and the lawmakers’ own political futures.

Senate Minority Leader Mitch McConnell (R-KY) said the GOP will not vote to raise the debt ceiling.

“For more than two months now Senate Republicans have been completely clear about how this process will play out. So let me make it abundantly clear one more time, we will support a clean continuing resolution that will prevent a government shutdown. …We will not provide Republican votes for raising the debt ceiling,” said McConnell.

Schumer lashed out at Republicans and called the GOP “the party of default.”

“Senate Republicans are playing games with the full faith and credit of the United States,” said Schumer adding that Social Security checks, Medicare benefits, veteran benefits and more are all on the chopping block.

Schumer took to the senate floor before the vote and warned it would be catastrophic if Republicans blocked the debt limit hike.

Opinion: Sen. Feinstein writes, ‘our bill would close the ghost gun loophole’

Two years ago, a student at Saugus High School in Santa Clarita shot five classmates, killing two before turning the gun on himself. A year later, a retired San Jose police officer was shot as he tried to stop two men from stealing a car. And in April this year, a valet was killed during his shift at a boutique hotel in Downtown San Diego.

These three cases, and countless others like them, are all linked by a common thread: The shooter used manufacturers of components to make “ghost guns.” These unregistered, untraceable firearms are increasingly being used by criminals to avoid attention or background checks, and we must take action at every level of government to remove them from our streets.

Ghost guns are homemade firearms built using a kit or 3-D-printed parts. And because they’re not completed firearms when sold, ghost guns don’t have serial numbers and can be sold without background checks, making them nearly impossible to trace.

Manufacturers of ghost guns evade all federal regulations that apply to normal firearms by sending incomplete frames or receivers along with the necessary components to finish building a fully functional weapon.

Because of the anonymous nature of these guns, they often end up in the wrong hands. And they are contributing to the rise in gun violence throughout the United States, including in California.

In San Francisco, the number of ghost guns confiscated has increased over the last five years from six in 2016 to 164 in 2020. In the first five months of 2021, the San Francisco Police Department seized 91 ghost guns. In Oakland, 147 ghost guns were confiscated in the first six months of 2021, compared to just 43 in all of 2020. These firearms contributed to the 36 percent increase in homicides in the Bay Area during the first half of this year.

In Los Angeles, a major hub for underground firearms dealers, ghost guns now account for a third of all weapons recovered by police. The city is on pace to confiscate 1,500 ghost guns this year. And homicides are up 25 percent in the first half of 2021 compared to the same time last year; nearly three-quarters involved a firearm.

California has long been a champion for commonsense gun legislation at the state and local levels. So it’s no surprise we’re leading the way to ban these weapons.

In May, San Francisco became the first city in California to introduce legislation to ban the possession and sale of ghost gun kits and parts. And this week, the district attorney sued three manufacturers of ghost gun components.

In June, San Jose Mayor Sam Liccardo introduced a proposal to make it illegal to possess, manufacture or assemble a ghost gun.

And in early August in San Diego, where nearly 20 percent of all weapons seized the first half of this year lacked a serial number, the City Council voted overwhelmingly in favor of an ordinance to ban ghost guns.

The federal government, unfortunately, is lagging far behind in this area.

Under the leadership of President Joe Biden, the Justice Department issued a new rule in May that would require stronger regulations on ghost guns. The proposed rule would update the definition of a firearm and close a loophole that allows these guns to be sold without a serial number, allowing buyers to evade background checks.

In addition, the Justice Department recently launched a new federal strike force to directly target makers of local ghost guns in Los Angeles, New York, Chicago, Washington and the Bay Area. The aim is to disrupt the illegal flow of weapons into California from neighboring states while also targeting underground, unlicensed firearm dealers. I applaud the president’s commitment to this critical issue.

But the president’s actions could be undone by future administrations. That is why earlier this year, I joined Sens. Ed Markey, D-Mass., and Richard Blumenthal, D-Conn., and Rep. David Cicilline, D-R.I., to introduce the Untraceable Firearms Act. Our bill would close the ghost gun loophole once and for all, making these untraceable firearms illegal.

This is a commonsense bill that Democrats and Republicans should support. No one should accept the presence of untraceable firearms in our communities.

It’s time for Congress to pass our bill and save lives.

Homicides up 30 percent in largest increase on record, FBI says

The FBI's Uniform Crime Report for 2020 was published Monday, showing homicides increased nearly 30 percent last year from 2019.

This data marks the first time in four years that the estimated number of violent crimes in the U.S. increased from the previous year, the FBI said in a statement.

Violent crime increased by 5 percent from 2019 to 2020, according to the FBI, while overall crime was down 6 percent during the same time period.

SAN JUAN, Puerto Rico (AP) — SAN JUAN, Puerto Rico — A pharmacy owner in Puerto Rico has pleaded guilty to illegally vaccinating two dozen children against COVID-19 with shots that had not been approved as safe for that age group, federal authorities said Monday.

The U.S. Attorney’s Office said Liz Ann Banchs fully inoculated minors between the ages of 7 and 11 with the Pfizer vaccine from late May until late June.

The vaccine is currently approved for those 12 years and older, though Pfizer announced last week that a version of its vaccine, with much-reduced doses, is safe and works for children ages 5 to 11 and that it will soon seek U.S. authorization for that age group.

Authorities said the illegal vaccination occurred at Farmacia Gabriela, Inc. in the southern mountain town of Juana Diaz. They said Banchs faces up to five years in prison and up to a $250,000 fine.

Boston Federal Reserve president Eric Rosengren also announced his retirement on Monday.

Rob Kaplan is retiring as president and CEO of The Federal Reserve Bank of Dallas after financial disclosures showed he was trading stocks last year while voting on critical monetary policy for the U.S. during the pandemic.

While the investments are permitted under the Fed’s rules, Kaplan, 64, said he didn’t want them to distract from the central bank’s job to help the country recover.

“Unfortunately, the recent focus on my financial disclosure risks becoming a distraction to the Federal Reserve’s execution of that vital work,” Kaplan said in a statement. “For that reason, I have decided to retire as President and CEO of the Federal Reserve Bank of Dallas.

His retirement after six years at the helm will be effective Oct. 8 with First Vice President Meredith Black delaying her impending retirement to serve as interim president during the transition.

The announcement came hours after Boston Fed President Eric Rosengren said he was retiring early because he qualified for a kidney transplant. He originally planned to retire in June 2022 when he hit 65, the mandatory retirement age for bank presidents.

Both Fed officials had their 2020 financial stock-trading activities publicized in an article in The Wall Street Journal in September. After questions about the ethics of the trades, both Fed presidents announced they would sell all their individual stock holdings by Sept. 30.

At the time, Kaplan released a statement saying he would change his personal investment practices “to avoid even the appearance of any conflict of interest.” He also said there would be no further trading in those accounts while he was the head of the Dallas Fed.

Since then, the Fed has launched a review of its trading rules for officials.

Kaplan and Rosengren both maintain they adhered to all of the Fed’s ethical standards and policies. When Kaplan joined the bank, he sold all of his personal holdings related to financial institutions that the Fed had regulatory oversight over, the Dallas Fed noted in the retirement announcement.

Kaplan’s financial transactions, showing millions of dollars in trades in 2020, stood out from the other Fed presidents’ financial profiles, which were more modest. Kaplan had 27 stock, fund or alternative asset holdings valued at over $1 million each, including Apple, Alibaba, Amazon, Facebook, Google and Tesla. He also had 22 buying or selling transactions valued at over $1 million each.

Rosengren’s financial disclosures showed stakes in four separate real estate investment trusts and disclosed multiple purchases and sales in those and other securities last year.

Federal Reserve Bank presidents are subject to mandatory retirement at 65 years of age unless they’re appointed after the age of 55, in which case they can serve up to 10 years before having to retire. Since Kaplan was appointed in 2015 at age 58, he could have served until 2025.

Before joining the Dallas Fed as its 13th leader, Kaplan spent 23 years at Goldman Sachs and taught at Harvard Business School. At Goldman Sachs, he became a partner in 1990 and went on to become vice chairman and then senior director of the firm.

At the 1,200-employee Dallas Fed, he heads a district that includes Texas, northern Louisiana and southern New Mexico.

Friend had a very proficient and capable HR, she helped my executive friend many tines.

The HR woman said she got the vax and a couple of weeks later she mandating all kinds of shit, anyone unvaxxed cant come to the office, she created a nigtmare. She was scaring the shit out of employees. The whole company and employees were bewildered, didbt know what rules to follow day after day.

She even threatened my friend that she would intentionally delay the hiring of a very valuable asset fir two weeks, if this person asked HR any more questions about the hiring process. She negated senior mgmts decision to get this asset on board quickly.

She sent out emsils saying, “urge all your friends and families to get the vaxcine”, we must be all be vaccinated.

She lost her mind and then resigned when mgmt came down on her for very bad policy and messenging. The reverberations of the division in the company is still.

She went apeshit natzi even to senior mgmt. she did not act or show any signs of this for the prior six months until she got the vaccine.

My estimation is the vaccine cuts off or destroys the logical & compassionare part of the brain, and activates the Lizard brain. Her fear was palpable after she got it, and acted totally out of character.

“It was impossible to confirm that the electronically recorded votes corresponded to the corrupted TIFF images. …It is possible that manipulation of the electronic vote totals occurred in the instances where the TIFF images are corrupted.”

The tabulators processed 1.3M votes from 10/20 - 11/1 without a single corrupt image.

I did ask a multitude of questions, however, I believe we already have the answers that were obtained by the audit committee. It should not take the full 30 days, but it if does and takes longer, I will reissue a new 1487 to reset the clock for the more time-consuming issues. I am not satisfied with unanswered questions and unreported issues. I want to know what laws were broken, who broke them, and who will be held accountable.
