What safety and security measures are used in America's public schools?

Response:

Schools use a variety of practices and procedures to promote the safety of students, faculty, and staff. The School Survey on Crime and Safety (SSOCS) collects data on school safety and security practices by asking public school principals about their school’s use of safety and security measures, as well as whether their school had written procedures for responding to selected scenarios and whether it had emergency drills for students. SSOCS also asked schools about the presence of security staff and the availability of trainings for classroom teachers or aides on school safety and discipline provided by the school or school district.1

In the 2017–18 school year, 95 percent of public schools reported that they controlled access to school buildings by locking or monitoring doors during school hours. Other safety and security measures reported by public schools included the use of security cameras to monitor the school (83 percent), a requirement that faculty and staff wear badges or picture IDs (70 percent), and the enforcement of a strict dress code (49 percent). In addition, 27 percent of public schools reported the use of random sweeps for contraband, 20 percent required that students wear uniforms, 9 percent required students to wear badges or picture IDs, and 5 percent used random metal detector checks.

Public schools’ use of various safety and security measures differed by school characteristics during the 2017–18 school year. For example, a greater percentage of primary schools than of middle schools required students to wear uniforms (23 vs. 18 percent), and both percentages were greater than the percentage of high schools requiring uniforms (10 percent); for schools that used the measures of controlling access to school buildings and requiring faculty and staff to wear badges or picture IDs, the same pattern of percentages by school level can be observed. In contrast, greater percentages of high schools and middle schools than of primary schools reported the use of security cameras to monitor the school, the use of random sweeps for contraband, a requirement that students wear badges or picture IDs, and the use of random metal detector checks. For instance, 65 percent of high schools and 50 percent of middle schools reported the use of random sweeps for contraband, compared with 8 percent of primary schools. The percentage of schools reporting the enforcement of a strict dress code was greater for middle schools (62 percent) than for high schools (56 percent), and both percentages were greater than the percentage of primary schools enforcing a strict dress code (43 percent).

Jim, my youngest son (who is 19 years old now) went to elementary, middle and high school in TX. Three different cities.

By the time 2014 rolled around, ALL schools in our area had been retrofitted (and new schools designed with) buzz- in systems, where you could not walk into the school without being buzzed in by the front office. Parents would literally have to give their name, the name of their student, and the reason for their visit. You would sit outside and wait a couple minutes while the administration and staff verified that your student was a real student at the school.

Once inside, the only place accessible to any visitor was the front office. There was bulletproof glass and / or heavy locked doors leading to all other areas of the school, and this was at multiple schools throughout the years that my son attended. All schools were designed this way! It was done intentionally to stop mass shootings.

There is no way that in 2022 the shooter had access to a classroom.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

SECTION 1. Subchapter A, Chapter 11, Education Code, is

amended by adding Section 11.007 to read as follows:

Sec. 11.007. BUILDING STANDARDS FOR INSTRUCTIONAL

FACILITIES. (a) In this section, "instructional facility" has the

meaning assigned by Section 46.001.

(b) A school district that constructs a new instructional

facility must comply with the following building and design

standards:

(1) a lock on each entrance door to the building and

classroom door that enables the door to be locked and opened without

a key from inside the building or classroom;

(2) windows on classroom doors that are narrow and

placed on the side of the door away from the door handle;

(3) for a classroom or administrative office wall, the

use of material that is not glass or transparent;

(4) for each window in a classroom or administrative

office, a window covering that may be used to block the view;

(5) a fully functional public address system that can

be clearly heard from each classroom and hallway; and

(6) an adequate number of security cameras to provide

video coverage of each building entrance and hallway.

SECTION 2. Subchapter D, Chapter 12, Education Code, is

amended by adding Section 12.138 to read as follows:

Sec. 12.138. BUILDING STANDARDS FOR INSTRUCTIONAL

FACILITIES. (a) In this section, "instructional facility" has the

meaning assigned by Section 46.001.

(b) An open-enrollment charter school that constructs a new

instructional facility must comply with the following building and

design standards:

(1) a lock on each entrance door to the building and

classroom door that enables the door to be locked and opened without

a key from inside the building or classroom;

(2) windows on classroom doors that are narrow and

placed on the side of the door away from the door handle;

(3) for a classroom or administrative office wall, the

use of material that is not glass or transparent;

(4) for each window in a classroom or administrative

office, a window covering that may be used to block the view;

(5) a fully functional public address system that can

be clearly heard from each classroom and hallway; and

(6) an adequate number of security cameras to provide

SECTION 3. Subchapter D, Chapter 37, Education Code, is

amended by adding Section 37.116 to read as follows:

Sec. 37.116. CAMPUS SAFETY PROCEDURES. Each school

district and open-enrollment charter school shall adopt and

implement campus safety procedures that provide for the safety of

students and employees, including:

(1) ensuring the live video feed from each security

camera on a district or school campus is readily available to:

(A) the school district police department, if

applicable; or

(B) the dispatch center of a local law

enforcement agency responsible for responding to an emergency at a

campus of the district or school;

(2) requiring school activities to be conducted in a

classroom or in an area with direct access to a secure room, except

for athletic activities that may be held outdoors;

(3) testing the public address system regularly; and

(4) storing and maintaining in the main office of each

district or school campus an active shooter medical kit that

includes tourniquets, bandages, and other supplies that are

typically used to treat an injury involving traumatic blood loss.

SECTION 4. Subchapter C, Chapter 45, Education Code, is

amended by adding Section 45.0572 to read as follows:

Sec. 45.0572. REQUIRED BUILDING STANDARDS. A school

district seeking the guarantee of eligible bonds to be used to fund

construction of a new instructional facility, as defined by Section

46.001, must comply with Section 11.007 in order to be eligible for

SECTION 5. Section 46.0081, Education Code, is amended to

read as follows:

Sec. 46.0081. SECURITY CRITERIA IN DESIGN OF INSTRUCTIONAL

FACILITIES. (a) A school district that constructs a new

instructional facility or conducts a major renovation of an

existing instructional facility using funds allotted to the

district under this subchapter shall consider, in the design of the

instructional facility, appropriate security criteria.

(b) A school district that constructs a new instructional

facility using funds allotted to the district under this subchapter

must comply with Section 11.007.

SECTION 6. Subchapter B, Chapter 46, Education Code, is

amended by adding Section 46.0341 to read as follows:

Sec. 46.0341. REQUIRED BUILDING STANDARDS. Section

46.0081(b) applies to the payment of and application for assistance

under this subchapter.

SECTION 7. As soon as practicable after the effective date

of this Act, each school district and open-enrollment charter

school shall adopt and implement campus safety procedures as

required by Section 37.116, Education Code, as added by this Act.

SECTION 8. Sections 11.007 and 12.138, Education Code, as

added by this Act, apply only to the construction of a new

instructional facility that begins on or after September 1, 2019.

SECTION 9. Subchapter C, Chapter 45, Education Code, as

amended by this Act, and Chapter 46, Education Code, as amended by

this Act, apply only to a school district's application for

guarantee of bonds by the permanent school fund under Subchapter C,

Chapter 45, Education Code, or a school district's application for

state assistance under Chapter 46, Education Code, that is made on

or after September 1, 2019. A school district's application for

guarantee of bonds by the permanent school fund or for state

assistance under Chapter 46, Education Code, that is made before

September 1, 2019, is governed by the law in effect on the date the

application is made, and the former law is continued in effect for

that purpose.

SECTION 10. This Act takes effect immediately if it

receives a vote of two-thirds of all the members elected to each

house, as provided by Section 39, Article III, Texas Constitution.

If this Act does not receive the vote necessary for immediate

effect, this Act takes effect September 1, 2019.

Jim, my youngest son (who is 19 years old now) went to elementary, middle and high school in TX. Three different cities.

By the time 2014 rolled around, ALL schools in our area had been retrofitted (and new schools designed with) buzz- in systems, where you could not walk into the school without being buzzed in by the front office. Parents would literally have to give their name, the name of their student, and the reason for their visit. You would sit outside and wait a couple minutes while the administration and staff verified that your student was a real student at the school.

Once inside, the only place accessible to any visitor was the front office. There was bulletproof glass and / or heavy locked doors leading to all other areas of the school, and this was at multiple schools throughout the years that my son attended. All schools were designed this way! It was done intentionally to stop mass shootings.

There is no way that in 2022 the shooter had access to a classroom.

Schools use a variety of practices and procedures to promote the safety of students, faculty, and staff. The School Survey on Crime and Safety (SSOCS) collects data on school safety and security practices by asking public school principals about their school’s use of safety and security measures, as well as whether their school had written procedures for responding to selected scenarios and whether it had emergency drills for students. Public schools’ use of various safety and security measures differed by school characteristics during the 2017–18 school year. TAIPEI (Taiwan News) – As the World Health Assembly (WHA) continues, more like-minded countries and allies voiced their support of Taiwan on Tuesday (May 24).

Despite not including a supplemental item proposed by 13 countries to include Taiwan in the WHA as an observer, ''the WHA has heard pro-Taiwan statements since Monday (May 23). Countries with and without diplomatic ties with Taiwan have urged the assembly to allow Taiwan’s participation to enhance global public health, despite China’s protests.''

On Tuesday, Haitian Public Health Minister Alex Larsen said that Haiti “pleads and will always plead for the inclusion of Taiwan” as an observer in World Health Organization (WHO) activities.

Lizzie Nkosi, Eswatini Minister of Health, recalled Taiwan as being the first to send medical experts to aid Eswatini in caring for patients in intensive care units. “To echo the theme ‘Health for Peace and Peace for Health’ of the General Discussion, I would like to urge WHO to include willing and capable global partners such as Taiwan.”

St. Clair “Jimmy” Prince, Minister of Health of Saint Vincent and the Grenadines, said the people of Taiwan have supported and shared knowledge and experience in healthcare with the country for more than 40 years. He said the country stands with Taiwan as it continues to be excluded from the WHA, adding, “At this critical juncture, it is our hope that we will embrace the tremendous health-enhancing opportunity that is a WHO which includes Taiwan. Twenty-three million people ought not to be ignored.”

In a video message, Saint Kitts and Nevis Health Minister Akilah Byron-Nisbett spent the majority of the allotted time detailing Taiwan’s contributions and achievements during the pandemic. She first commended the WHO for its role in helping countries respond to and recover from emergencies, then said, “However, my government is cognizant that WHO cannot adequately provide the necessary human and financial resources to build and sustain capacity, particularly for emergency operations in small island developing states such as ours.”

Byron-Nisbett said, “During the pandemic, my country has had to rely on cooperative partnerships with countries such as the United States of America, Cuba, and in particular, Taiwan. Despite being excluded by the WHO, Taiwan continues to be a major international public health stakeholder.” Taiwan’s sharing of its medical and technical expertise as well as its experiences in managing the virus, according to her, “has contributed to the remarkable pandemic control in Saint Kitts and Nevis.”

Meanwhile, Nauru Health Minister Isabella Dageago called for Taiwan to be recognized “as a full participating member of the WHA.” She said Taiwan’s success in dealing with the pandemic “cannot be ignored and demonstrates the need to harness inclusivity and global cooperation at this level more than ever if we are to succeed in this pandemic.”

Isaia Taape, Tuvalu Minister for Health, Social Welfare and Gender, said the country values Taiwan’s support in all its health developments. Belize Minister of Health Kevin Bernard reiterated its government’s “firm position on Taiwan being invited to take part in all WHO activities.”

Additionally, though the pre-recorded video message from the Marshall Islands was cut short due to time constraints, Health Minister Bruce Bilimon joined other nations in calling for Taiwan’s inclusion in the WHA and WHO, thereby providing an opportunity for all countries “to voice their people’s needs for healthy living without disposition of injustice and discrimination.”

Aside from Taiwan’s diplomatic allies, the Czech Republic and Japan also spoke in support of Taiwan. Czech Representative to the United Nations Vaclav Balek said, “The principle of equity must be respected; no one can be left behind. In the fight against COVID-19, all of us have to be on board. This is the reason why the Czech Republic fully supports Taiwan to be granted observer status of the World Health Assembly.”

Japan Minister of Health, Labor and Welfare Goto Shigeyuki emphasized that the world should “refer to good examples of regions that successfully tackled COVID-19 in terms of public health response, such as Taiwan.” He added, “We should not make any geographical vacuums created by leaving specific regions behind in addressing global health issues such as infection control.”

The Military Order of Malta also mentioned Taiwan as an example of inclusive medical cooperation, saying that activities seeking to generate trust around emergency health concerns and thus promote peace must “include all sectors of society and countries without discrimination of any kind.”

One of the students had numerous writings and drawings which depicted weapons capable of causing mass destruction. He wrote about being "God-like" and killing police and other persons.

Two Uvalde teens were recently arrested for Conspiracy to Commit Murder after officers said they foiled a mass-shooting plot the pair had schemed.

A press release obtained by KENS 5 thoroughly chronicles events leading up to an investigation performed by the Uvalde Police Department and the Texas Rangers.

In the press release,Uvalde Chief of Police Daniel Rodriguez said that a Morales Junior High School student,14, and a former Morales student, 13, had specifically targeted numerous students in what they described as a plan to perform a "mass casualty event against the school."

Authorities said the students were motivated in large part by the Columbine shootings:

"The investigation revealed that the students were infatuated with the Columbine High School shootings and identified themselves to the shooters. The investigation uncovered that the students even referred to themselves using the Columbine shooter's names."

Investigators also believe the students were planning to hold the attacks years from now during their senior year, on the anniversary of the Columbine shooting. However, one of the students began to convince the other that they should move the attacks up to this year.

"One of the students had numerous writings and drawings which depicted weapons capable of causing mass destruction. He wrote about being "God-like" and killing police and other persons. He had an academic analysis of one of the Columbine shooter's journals," the release stated.

According to the release, the teens were also planning on detonating IED's before killing students from a list 'ranked by priority.'

After that, the release states the pair were going to kill at random before eventually turning the guns on themselves.

“Any kids that had talked bad about them or said anything they did not like, basically, they said they were going to go and kill them,” one student said. You just felt unsafe. And teachers have been bringing it to our attention that you can't be saying those things anymore. We can't do that. It is wrong.”

“It was scary. We hear it everywhere else, but you don't expect for it to happen in your town,” one parent said. “I am glad they were able to control the situation before anything does happen. And that they actually did something about it. Sometimes you think they're just going to hear it, and say it won't happen and dust it under the rug, and they actually did something.”

Both students were reportedly evaluated by mental health services on April 19, when the investigation led officials to the pair. The older of the two was released on April 23 into his mother's care.

On April 25, the pair were taken into custody again, and this time arrested for Conspiracy to Commit Murder.

Uvalde CISD issued a statement on Thursday:

Our school district is committed to the safety and education of all our students and we want to clearly communicate about safety issues when they arise. One of our Morales Junior High students was experiencing a crisis. Upon rendering aid and support,the student revealed a future plan to conduct a school shooting in the year of 2022. With the type of detailed information that was revealed by the student to law enforcement and confirmed in their investigation, the student has been arrested and will not be returning to our school. Our school district has a strong partnership with our local law enforcement agencies and emergency responders. They share our commitment to student safety, and we are working closely with them to ensure all information is thoroughly evaluated and our school is as safe as possible.

We ask our parents to assist us in reminding their child/children of the importance of telling a staff member if they ever become aware of a plan to harm individuals or of a weapon at school. The STOPit app may be utilized by parents or students to inform administration of any inappropriate behavior. In this way, we are all working together to keep our schools safe.
