So what I am getting from all this RESTRICT BILL is that it references the designation of Foreign Adversaries.

The charges and investigation can only take place if a person (natural or legal) willfully conducts itself with a designated Foreign Adversary.

Only foreign governments and regimes can be designated as Foreign Adversaries.

Basically in a nutshell, 8kun is safe as long as the government or regime it is based in or from is not deemed a Foreign Adversary.

I'm not sure if this would include users of the website, but the canary in the coalmine is 8kun itself gets designated a threat to national security.

Okay, looking into the definitions a bit deeper.

And covered holdings is a specific term used.

It is a holding that has been determined a foreign adversary.

>(3) COVERED HOLDING.—The term “covered holding”—

>(A) means, regardless of how or when such holding was or will be obtained or otherwise

come to have been held, a controlling holding held, directly or indirectly, in an ICTS covered holding entity by—

>(i) a foreign adversary;

>(ii) an entity subject to the jurisdiction of, or organized under the laws of, a foreign adversary; or

>(iii) an entity owned, directed, or controlled by an entity described in subparagraphs (i) or (ii); and

>(B) includes any other holding, the structure of which is designed or intended to evade or circumvent the application of this Act, subject to regulations prescribed by the Secretary.

So it seems that a holding must undergo review before being determined a covered holding.

(>A) conduct reviews of holdings to determine if such holdings constitute covered holdings that pose an undue or unacceptable risk under subsection (a); and

>(B) refer to the President covered holdings that are determined under subsection (a) to pose an undue or unacceptable risk

Remember that a holding is just about anything.

>9) HOLDING.—The term “holding”—

There really needs to be noise made about this BILL to the normies.

It can stifle any the speech of any user online if deemed an "undue or unacceptable risk"

>(1) IN GENERAL.—A person who willfully commits, willfully attempts to commit, or willfully conspires to commit, or aids or abets in the commission of an unlawful act described in subsection (a) shall, upon conviction, be fined not more than $1,000,000, or if a natural person, may be imprisoned for not more than 20 years, or both.

The charge is steep.

From enforcement.

From penalties.

>(1) IN GENERAL.—It shall be unlawful for a person to violate, attempt to violate, conspire to violate, or cause a violation of any regulation, order, direction, mitigation measure, prohibition, or other authorization or directive issued under this Act, including any of the unlawful acts described in paragraph (2)

From the looks of the language it means any violators against regulation, order, mitigation measure, regulation or prohibition will undergo investigation and possibly suffer penalties under the law.

>1) REVIEW AND REFERRAL.—The Secretary shall, by regulation, establish procedures by which the Secretary, in consultation with the relevant executive department and agency heads, shall—

>(A) conduct reviews of holdings to determine if such holdings constitute covered holdings that pose an undue or unacceptable risk under subsection (a); and

The Secretary must designate a holding as a covered holding that poses a risk to national security.

So you're basically in the clear until investigated, from there they would implement mitigation efforts like cease and desist letters and the like.

If you go against the order, then you are pretty much screwed.

Most the language in this bill is targeted towards foreign governments and entities but is vague enough to target individual citizens.

However many of the sub paragraphs that detail targeting of persons (natural or legal) fall under the clause of covered holdings and foreign entities.

You would have to be somehow correlated with a foreign government that has become a foreign adversary.

Covered holdings and covered transactions basically mean anything that is connected to foreign adversaries.

Keep an eye out for S.686 - RESTRICT Act

Still needs to get passed by Senate, Congress, and President

I'm still reading this bill over and it seems that it is directed towards foreign entities for the most part.

Just a lot of vague language in the beginning.

It could potentially be used against citizens.

So it isn't an over night procedure, with that there is some luck.

However the Secretary can create a list of persons, which is bad news.

But I think it would make more sense to target the entirety of /Qresearch/ as a foreign adversary then pick out individual Anons, still bad but gives you a way out; just stop posting and visiting the site.

There are a couple of buffers in place that hamstring the speed at which 'holdings' can be designed 'covered holdings'.

Mind you groups, as vague as that sounds, can be designated as such.

Get the word out to normies and hopefully a lot of Anon are Eyes On this topic.

It seems to me that it is a stand alone process that doesn't interfere with previous investigations.

It's needed to have more eyes on this Bill to figure out the nitty gritty.

The more I read it the more it makes sense.

They have to be able to charge US nationals or it won't stop the infiltration and abuse of special interest groups.

I looked up the definitions they provided and read it again.

After a while, it started to make more sense.
