Elon Musk’s Neuralink Implant ‘Ruptured’ a Monkey’s Brain – but He Says Its Ready for Humans

 

A recent investigation has unveiled a harrowing incident involving the results of Elon Musk’s Neuralink brain implant trial on macaque monkeys, sparking a debate about if the technology is ready for human trials. In one gruesome incident, the implant caused a monkeys brain to “rupture,” leading to its untimely death.

 

Wired reports that an implant trial conducted by Elon Musk’s Neuralink at the California National Primate Research Center (CNPRC) at UC Davis has come under scrutiny for causing severe cerebral swelling and subsequent brain rupture in a female macaque monkey. The seven-year-old primate experienced “severe neurological defects” and endured a notably painful 24 hours, during which it “seized and vomited, lost control of her right leg, and shook uncontrollably,” before being euthanized to end its suffering. A postmortem examination revealed that adhesive leakage from the implant had inflamed a part of the brain that secretes cerebrospinal fluid, causing such severe effects that the rear of the monkey’s brain protruded from its skull.

 

Wired has previously reported on the horrific conditions of the monkeys used in Neuralink tests:

 

Additional veterinary reports show the condition of a female monkey called “Animal 15” during the months leading up to her death in March 2019. Days after her implant surgery, she began to press her head against the floor for no apparent reason; a symptom of pain or infection, the records say. Staff observed that though she was uncomfortable, picking and pulling at her implant until it bled, she would often lie at the foot of her cage and spend time holding hands with her roommate.

 

Animal 15 began to lose coordination, and staff observed that she would shake uncontrollably when she saw lab workers. Her condition deteriorated for months until the staff finally euthanized her. A necropsy report indicates that she had bleeding in her brain and that the Neuralink implants left parts of her cerebral cortex “focally tattered.”

 

The latest incident was recognized as a violation of the US Animal Welfare Act by federal regulators, though the CNPRC attempted to mitigate legal implications by self-reporting the violation. An anonymous former Neuralink employee stated, “the implant itself did not cause death. We sacrificed her to end her suffering.”

 

The ethical concerns are further exacerbated by the withholding of photographic evidence from the trials. Ethics groups, such as the Physicians Committee, have pressed for the release of hundreds of photos documenting Neuralink’s experiments, arguing that as a public institution, UC Davis is obligated to maintain transparency. The institution, however, has resisted these calls, asserting that the public is not equipped to properly interpret the photographs and that the backlash could endanger scientists and discourage them from taking such photos in the future.

Washington moving ‘illegal’ bioresearch to Africa – Moscow

 

Documents confirm the activities of key Pentagon contractors in several countries on the continent, the Russian Defense Ministry has alleged

 

The US is transferring dual-purpose biological research activities to Africa, the Russian Defense Ministry claimed on Monday, citing Pentagon documents.

 

According to Lieutenant General Igor Kirillov, who leads the Nuclear, Chemical, and Biological Protection Troops of the Russian Armed Forces, the move is in response to Moscow’s efforts to expose Washington's illegal military-biological operations. He also cited the worsening “epidemic situation near biosites in the European region.”

 

“The documents at our disposal confirm the activities of key Pentagon contractors on the African continent – in the Democratic Republic of the Congo, Sierra Leone, Cameroon, Uganda, and South Africa. Customers on the part of the US government are the DTRA [Defense Threat Reduction Agency], the National Security Agency, and the US Department of State,” Kirillov added.

 

Moscow has repeatedly accused the US of plotting biological warfare against it and other countries.

 

Last year, Russian UN representative Vassily Nebenzia told the Security Council that Moscow had discovered at least 30 Ukrainian laboratories engaged in disease research, including anthrax and cholera, funded and supervised by the US. In May, State Duma Deputy Speaker Irina Yarovaya expressed concern over Washington’s interest in biological weapons, describing it as a highly concealed and unpredictable form of mass destruction that could become a global issue.

 

The US has denied the claims.

 

On Monday, the Russian Defense Ministry reiterated its previous concerns about “unauthorized” sample collection by Metabiota, which it referred to as a “key Pentagon contractor” during the 2014 Ebola outbreak in West Africa.

 

According to Kirillov, the company’s lack of transparency, which prompted concerns from the World Health Organization, resulted in the illegal export of live Ebola virus samples to the US Army Medical Research Institute of Infections.

 

“Predictable deterioration of the disease situation near American biosites is forcing the governments of many African states to take another look at the necessity and expediency of co-operation with the United States. For example, in 2022, Metabiota operations in Africa were terminated because the company’s illegal practices raised too many questions at the level of national governments,” Kirillov claimed.

 

The San Francisco-based Metabiota was a partner in the $200 million USAID-funded ‘Predict’ epidemiological research project, which concluded in 2019.

 

Several reports, including one by the Associated Press in 2016, claimed that during the 2014 Ebola outbreak the company made a series of “costly” mistakes in its efforts to combat the disease in Sierra Leone.

 

Metabiota employees contributed to flawed laboratory results, disrupted collaboration, and put people at risk of the deadly virus, according to the agency, which cited leaked documents and interviews with international health responders.

Lavrov Says UN Charter Should Become Foundation for New World Order

 

Russian Foreign Minister Sergey Lavrov penned an article where he outlined the most vital issues of international relations and urged nations to adhere to the UN Charter instead of the West’s “rules-based order” construct.

MOSCOW (Sputnik) - A new world order should be based on a solid foundation, namely principles of the UN Charter, as most countries across the globe want to exist in conditions of multipolarity, Russian Foreign Minister Sergey Lavrov said on Tuesday.

"There is a foundation for building a new world, and it is solid — this is the UN Charter. The main thing now is to prevent its destruction as a result of opportunistic selective juggling of statutory principles, to achieve their implementation in their entirety and interconnection with all countries," Lavrov said in his article.

 

Only if international law is observed, "will humanity have a chance to overcome the harmful legacy of the unipolar era," the Russian foreign minister stated, adding that preparations for the UN Summit of the Future planned for 2024 would show how everyone was realizing their own as well as collective responsibility for the destiny of this world.

The top Russian diplomat also said that responsibility for the current crisis in international relations lies with Western powers, which are pursuing an "aggressive and self-serving" policy.

 

"It is necessary to ensure that the spirit of multipolarity enshrined in the UN Charter is realized. An increasing number of countries of the global majority are seeking to strengthen their sovereignty and defend national interests, traditions, culture and way of life. They do not want to live under anyone's dictation, they want to be friends and trade with each other and with the rest of the world only on equal terms and for mutual benefit, within the framework of an objectively emerging multipolar architecture," Lavrov said.

Lavrov lambasted the US-led West for “arbitrary imposing itself as the master of humanity's fate," while ignoring the legacy of “the UN's founding fathers.” He added that Western countries use the UN Charter at random, and only when it serves their geopolitical interests.

At least six Palestinian journalists have been killed in a matter of days, amid Israel’s ongoing shelling of the besieged Gaza strip, media networks and press freedom monitors have said.

 

Journalist Saeed al-Taweel, editor-in-chief of Al-Khamsa News website, and two other members of the press were killed early on Tuesday as they went to film a building that Israel would soon bomb in Gaza City.

 

“Unfortunately, they have sent a warning notice to the Hiji building just now that it will be bombed,” al-Taweel said in his last words, shortly before being killed, according to a recording obtained by Al Jazeera. “The area has been evacuated entirely. Women, men, the elderly, kids have all completely fled the area.”

 

Al-Taweel, Mohammed Subh and Hisham Alnwajha had been standing at a safe distance, hundreds of metres from the stated target. But the air attack instead hit a different building, much closer to them.

 

Alnwajha suffered serious injuries and was admitted to the intensive care room at Al-Shifa Medical Complex, the Palestinian news agency WAFA reported.

 

The crew was wearing flak jackets and helmets clearly identifying themselves as members of the press.

Funerals for Subh and al-Taweel were held hours later at a hospital in Gaza City.

 

As a tribute to their work, the iconic helmets worn by media workers were placed on their bodies, which were covered in white sheets.

An email obtained by New York Times reporter Ben Mullin states that employees will be attending a 10 am meeting on October 11 to discuss the action.

 

"Following this meeting, all eligible employees will be notified by email if their position is included in the program, and they are welcome to consider the package. Senior leaders will then share department specific information in meetings to follow throughout the day," the email reportedly read.

 

This program referenced by the media outlet is a "voluntary separation package" that will be offered to employees in an effort to reduce 240 positions "across all functions of The Post."

 

"This program will offer generous incentives to employees in specific roles where we believe we can reduce costs if work can be assigned more effectively, where positions do not need to be replaced or where we can otherwise achieve cost savings through a voluntary reduction in our workforce."

 

The package will be offered to employees in specific areas or with specific titles.

 

The email states that over the last eight weeks, its sender has "been working with the senior leadership team to review the current state of our business and financial results."

 

"We have determined that our prior projections for traffic, subscriptions, and advertising growth for the past two years — and into 2024 — have been overly optimistic and we are working to find ways to return our business to a healthier place in the coming year."

 

According to the New York Times, the Washington Post is set to lose around $100 million in 2023, and the outlet has struggled to increase paying subscribers since 2020, which peaked at 3 million. The outlet now has around 2.5 million.

 

Earlier this year, the outlet announced that it had laid off 20 newsroom employees, and would keep an additional 30 vacant roles unfilled.

Neither Congress nor the federal courts may lawfully abrogate or limit this authority.

 

This constitutional fact has significant implications for Special Counsel Jack Smith’s prosecution against Donald J. Trump in the U.S. District Court for the Southern District of Florida. The Department of Justice has charged Donald Trump with violating 18 U.S.C. § 793(e), which provides:

 

(e) Whoever having unauthorized possession of, access to, or control over any document, writing, code book, signal book, sketch, photograph, photographic negative, blueprint, plan, map, model, instrument, appliance, or note relating to the national defense, or information relating to the national defense which information the possessor has reason to believe could be used to the injury of the United States or to the advantage of any foreign nation, willfully communicates, delivers, transmits or causes to be communicated, delivered, or transmitted, or attempts to communicate, deliver, transmit or cause to be communicated, delivered, or transmitted the same to any person not entitled to receive it, or willfully retains the same and fails to deliver it to the officer or employee of the United States entitled to receive it; or

In obtaining the search warrant to raid Mar-a-Lago in 2022, the Biden DOJ relied upon the definition of a “Presidential Record” in 42 U.S.C. § 2201 to support its position that Donald Trump retained documents he did not have the authority to retain at the conclusion of his presidency, and that somehow, the National Archives and Records Administration possessed the authority to require them to be returned.

 

The fatal flaw in Jack Smith’s political prosecution under section 793(e) is the fact that Donald Trump—as a matter of law—had authorized possession of, access to, and control over his presidential records. AFL’s whitepaper articulates precisely how and why.

Text, precedent, and executive practice reinforce the historical tradition. The records a President creates or receives while performing the duties of his office are his presidential records. That test does not depend on the content of the records, or whether the records are classified. The test does not change when a President leaves office. If, for example, a former President acquires new records after leaving office, those new records would not enjoy the same constitutional status as his presidential records acquired while in office. But the Presidential records a President takes with him upon vacating the presidency are his, to do with as he pleases. The President can keep them, sell them, destroy them, or donate them, as all Presidents have done.

 

Other commentators and analysts have asserted that the president has the absolute right under the PRA to determine which records are his, but they have not acknowledged the broader constitutional issues at the heart of the matter. Congress does not have the authority under the Constitution to tell the president which records are his and which are not.

 

Since the founding of our republic, presidents leaving office have taken custody of their presidential records—the president’s records are his personal property because they were prepared by him, or for him, in furtherance of his official duties. The records also belong to him because the Constitution requires it.

 

The documents that a president prepares or receives during his term in office belong to him. A reading of the Presidential Records Act that fails to account for a former president’s right to possess and control his records is inconsistent with the text, history, and precedent of presidential records. Thus, the politically-motivated Florida prosecution of President Trump is impossible under the law.

The Hamas terrorist attacks against Israel, backed by Iran, underscore a grim deadline: The restrictions from the United Nations on Tehran’s testing, transfer, and procurement of missiles and drones expire next week. The Biden administration and Europe have said they will henceforth use their own national sanctions, as opposed to the U.N. sanctions, to hold Iran and buyers of its weapons accountable. But that’s not enough to stem Russia’s slaughter of Ukrainians using Tehran-made weapons or to curb Iran’s support for Palestinian terrorists. The United States and its European allies must stop the embargoes’ expiration and reimpose all U.N. Iran sanctions.

 

The U.N. missile and drone restrictions will expire on Oct. 18, a date known as Transition Day in the 2015 Iran nuclear deal, which is also called the Joint Comprehensive Plan of Action. U.N. Security Council Resolution 2231 endorsed and codified the accord a week after its finalization, and it specifies the coming end to the missile and drone provisions. The expiration of the U.N. embargoes will make it easier for Iran to obtain foreign missile and drone equipment. Tehran already procures such equipment but will face fewer restrictions and enforcement actions to stop it from flowing from supplier and transit countries.

 

Tehran will also increase its use of front companies and other concealment efforts to make illicit procurements for missile and drone activities more difficult to detect — and therefore harder for the U.S. and Europe to sanction. This trend, coupled with a serious (but failing) “de-escalation” effort by America and Europe with the Islamic Republic regime, is a sign to private businesses and foreign governments that the West will not levy sanctions in response to cooperation with Iran.

 

For those countries that are proactive in ensuring that Iran is not using their jurisdictions for proliferation activities, the expiration of U.N. sanctions will reduce the legal authorities available to countries to address these activities. Some countries, such as Canada, link the enforcement of U.N. resolutions to national sanctions regulations. The expiration of U.N. drone and missile embargoes against Iran could thus throw procurement regulations and sanctions enforcement efforts into disarray.

 

Iran will use this new permissive procurement and sales environment to augment weapons provisions both to Palestinian terrorist groups that attack Israelis and to Russia to undermine Western support for Ukraine. For more than a year, Tehran has been arming Russia with drones to attack Ukrainian civilians and infrastructure. It has thus far refrained from sharing missiles, likely in anticipation of the Oct. 18 missile sunset. But missile transfers to Moscow will be green-lit after the U.N. embargo expires, resulting in an increase in Ukrainian casualties.

 

If the U.S. and its European partners rely solely on national authorities to retain the missile and drone sanctions, Iran will see it as a sign of Western weakness and intensify its malign activities, including its nuclear program. When the West does not respond to Iran’s destabilizing policies in the region and beyond, Iran typically takes full advantage. Allowing the embargoes to lapse would be a further signal that the U.S. and Europe will stand down on Tehran’s drone, missile, and nuclear proliferation.

 

This reality highlights the need to reimpose all other U.N. sanctions on Iran as well. As the remaining parties to the JCPOA, France, Germany, and the United Kingdom must trigger the JCPOA and UNSC Resolution 2231’s mechanism to reimpose U.N. sanctions, colloquially known as the “snapback.” Within 30 days, this would bring back into force prior U.N. resolutions against Iran passed between 2006 and 2010. The snapback would have the added benefit of restoring the U.N. conventional arms embargo against Iran, which expired in 2020, preventing nuclear-related restrictions from sunsetting, and restoring the international demand that Tehran halt uranium enrichment.

 

However, the snapback mechanism expires in 2025, and Russia and China’s hostility to the West and their coziness with Iran all but ensure the UNSC would not be able to pass any new Iran-related sanctions resolutions. The West, therefore, has just two years to reimpose all U.N. sanctions against Tehran and preserve these embargoes before the multilateral prohibitions on Iran’s nuclear, missile, and military programs are gone forever.

 

The U.S. and Europe have time to act and reverse their acquiescence to Tehran’s growing destabilization of international security. There isn’t a moment to lose — the people of Israel and Ukraine depend on it.
