ICE admits record 5.7 million migrants in US — Biden wants to provide ‘medical services, housing’ to all

Immigration and Customs Enforcement (ICE) is currently overseeing 5.7 million migrants in the US — who could soon be provided free medical services, food, and even housing by the Biden administration, The Post has learned.

The record number of non-detained migrants being monitored by the federal agency — 2.4m more than before Biden became president — was buried in paperwork detailing its “Release and Reporting Management” (RRM) program.

The plan is for private companies to join ICE’s monitoring of migrants through ankle monitors, phone apps, and in-person check-ins.

However, the initiative also aims to provide a range of other perks to the non-citizens on the taxpayer’s dime.

The program would cost “billions” and effectively be a “welfare” program for non-detained migrants awaiting court dates, former ICE director Tom Homan told The Post.

“The RRM is just a push by the open border advocates to provide welfare benefits to 6 million people,” the former ICE director continued.

RRM is anticipated to “replace all of ICE’s non-detained programs” and would “apply to the entire non-detained docket,” a question and answer form ICE published in September reads, clarifying: “The current non-detained docket is 5.7M.”

Those held in ICE detention for processing at the border or in facilities awaiting deportation are not included in the 5.7m number

The services for “all RRM participants” would include: “legal assistance; psychosocial services; therapeutic services; medical services; food and clothing banks; housing; public transportation information; parental information; education information; and repatriation and reintegration services,” according to the RFI form published Aug. 17.

“These services are designed to increase participant compliance with immigration obligations through information, stabilization, and support. Services will be individualized to each participant’s needs and may range from basic referrals to intensive direct assistance,” the RFI form reads.

Homan criticized the program for providing legal assistance to migrants who crossed over the border.

“They’re going to give legal assistance to illegal aliens at the taxpayer’s expense to fight the government,” he said. All the services combined are a “massive giveaway that are going to cost billions of dollars.”

Germany Offers Direct Military Aid to Israel, Vows Crackdown on Hamas Terrorist Support at Home

Germany became the first European country to offer direct military aid to Israel on Thursday while promising a crackdown on Hamas terrorist supporters at home.

Chancellor Olaf Scholz underlined Germany’s historical responsibility for Israel’s security as cause for the offer which has already seen the Jewish state request ammunition for its warships and military attack drones.

AP reports the Defense Ministry said it agreed to an Israeli request to use up to two of five Heron TP combat drones currently leased by the German military and were already in Israel for the training of German servicepeople.

Defense Minister Boris Pistorius noted in Brussels that Israel has also requested ammunition for warships, a request that will now be discussed.

“Over 1,000 citizens of Israel have been killed in these terror acts. Thousands of them were severely injured and are fighting for their lives in the hospitals of Israel. In a country with 9 million inhabitants, that means that nearly everybody knows one of the victims,” Scholz said in a speech at the Bundestag, Germany’s lower house of parliament.

“In the whole country of Israel currently, there is mourning … Dear friends in Israel, we mourn with you and we share your suffering,” the chancellor said.

Scholz slammed the actions of Hamas and said Israel was entitled to defend itself.

“At this moment, there is only one place for Germany — the place at Israel’s side,” he told lawmakers.

“Our own history, our responsibility arising from the Holocaust, makes it a perpetual task for us to stand up for the security of the state of Israel,” he added.

The EU has opened an investigation into X, formerly Twitter, over the way illegal content and disinformation of terrorist and violent content is spreading on its platform in the wake of the attacks by Hamas against Israel.

EU officials have sent a series of questions that the social media platform must answer by next week, two people with direct knowledge of the matter said.

281 Human Smuggling Stash Houses Busted in FY23 in Single Texas Border Sector

El Paso Sector Border Patrol agents raided more than 280 human smuggling stash houses during the recently ended Fiscal Year 2023. The raids on the stash house operations in far West Texas and southern New Mexico led to the apprehension of more than 3,600 migrants who were in the process of being smuggled into the U.S. interior.

El Paso Sector Border Patrol officials report their agents participated in the disruption of 281 human smuggling stash house operations during FY23, which ended on September 30. This is up from approximately 240 the previous year — an increase of more than 17 percent. The El Paso Sector area of responsibility included the far western portion of Texas and the New Mexico border with Mexico.

During the stash house raids, agents apprehended 3,665 smuggled migrants, KFOX14 in El Paso reported. Officials report the migrants are frequently packed into overcrowded houses and other deplorable conditions.

Border Patrol agents frequently team up with ICE Homeland Security Investigations special agents and Texas Department of Public Safety troopers in prosecuting the raids, officials report.

“Homeland Security Investigation is tasked with identifying, disrupting, and dismantling terrorist and transnational criminal organizations that seek to exploit our trade, travel, financial, and immigration system,” HSI Special Agent in Charge Francisco Burrola told the local Fox affiliate.

Texas Governor Greg Abbott called the State Legislature into special session earlier this month to deal with this issue, among other border security issues. The Texas Senate Committee on Border Security moved quickly to unanimously approve Senate Bill 4 to the Senate floor for a vote, CBS Austin reported.

The bill, sponsored by State Senators Pete Flores (R-Pleasanton), Bob Hall (R-Rockwall) and Phil King (R-Weatherford), would subject the operators of a human smuggling stash house to a third-degree felony with a minimum sentence of ten years in state prison.

800,000 Tons of Radioactive Waste From Oil and Gas Industry Is ‘Missing’

A study in Ecological Indicators compared records on Pennsylvania’s oil and gas toxic and radioactive waste from 2010-2020 and uncovered significant gaps between what oil and gas operators reported they’d sent to landfills and what the landfills reported receiving.

Waste from the oil and gas industry contains toxic and radioactive substances. Disposal of this waste is supposed to be carefully tracked, but 800,000 tons of oil and gas waste from Pennsylvania oil and gas wells is unaccounted for, according to a recent study.

Researchers at the University of Pittsburgh and Duquesne University initially set out to investigate whether sediment in rivers and streams near landfills accepting higher volumes of oil and gas waste contained higher levels of radioactivity. But they discovered significant problems with the records meant to track this waste.

“We set out to write a different paper,” Daniel Bain, an associate professor at the University of Pittsburgh and one of the authors of the study, told Environmental Health News (EHN), “but once we got into the records, we realized there was no hope of being able to meaningfully do this kind of assessment.”

The study, published in the journal Ecological Indicators, compared records on Pennsylvania’s oil and gas waste from 2010-2020 and uncovered significant gaps between what oil and gas operators reported they’d sent to landfills and what the landfills reported receiving.

The records were so different, that the researchers couldn’t find a single case where the Pennsylvania Department of Environmental Protection’s (DEP) Oil & Gas Report figures on this hazardous waste matched reports from the landfills receiving it.

This type of waste often contains toxic chemicals and carcinogens, including high levels of heavy metals like arsenic, polyaromatic hydrocarbons and radioactive materials.

Previous research has shown that radioactive contaminants from fracking waste can linger in local waterways and wildlife for decades.

“You assume the people regulating hazardous waste would be double-checking these records,” Bain said. “We thought they could be off by maybe 10% — we didn’t expect anything like this.”

What’s going on with these records?

The oil and gas waste evaluated in the study originated at wells in Pennsylvania and was sent to landfills in Pennsylvania, Ohio and New York.

The industry self-reports how much waste it sends to landfills, and the DEP collects that data in its annual oil and gas reports. Landfills that receive the waste weigh it and keep their own records. In some cases, the differences between these two sets of records were vast.

For example, the 2019 oil and gas report said that 29,221 tons of waste were sent to the Arden landfill in Washington County, Pennsylvania, but the landfill’s records showed that it received 269,480 tons of waste that year — a difference of 240,259 tons.

In total, the study found that around 800,000 tons of hazardous oil and gas waste were unaccounted for in official records.

“Everything is self-reported and the [Pennsylvania DEP] is understaffed and doesn’t have the resources to double-check,” John Stolz, coauthor of the study and director of the Center for Environmental Research and Education at Duquesne University, told EHN.

A spokesperson for the Pennsylvania DEP told EHN the agency was looking into these discrepancies, but did not respond to numerous follow-up requests for additional information sent over several months.

Carl Spadaro is an environmental manager for MAX Environmental Technologies, Inc., which accepts oil and gas waste at its Yukon facility, about 29 miles southeast of Pittsburgh.

Spadaro, who previously worked for the Pennsylvania DEP, said accurate records are important, but that differences in reporting formats could explain the gaps.

“We report the volume of waste we receive and also the volume of landfill airspace consumed each year,” Spadaro told EHN. “I don’t think this is cause for any environmental concern. Inconsistency in reporting is more of a regulatory management issue.”

X Safety Team Announces Removal Of ‘Hamas-Affiliated Accounts’ Amid Attacks On Israel

The internal safety team of the social media platform X, formerly known as Twitter, stated they will be removing accounts that are “Hamas-Affiliated” following the group’s attacks against Israel.

On Monday, the safety team shared a post on the platform, stating that they will be taking action to restrict hateful speech, violent posts, and misinformation about the Hamas attack on Israel.

Under its “Violent and Hateful Entities Policy,” X reps stated that it will deactivate newly formed Hamas-affiliated accounts and take additional steps to prevent the spread of what it called terrorist information on the network.

The steps mention addressing and removing specific posts that contain graphic media as well as violent and hateful statements.

X also stated that it is monitoring the platform for additional anti-Semitic content.

X is currently working with other social media platforms through the Global Internet Forum to Counter Terrorism (GIFCT) in order to stop the spread of terrorist-related content on the internet.

GIFCT released a statement to the press where they said they will be monitoring and identifying content and online activity related to terrorists involved in the offline violence.

“In this rapidly evolving situation, we continue to work with our members to identify and follow trends in content and activity online related to terrorist and violent extremist actors involved in the offline violence,” GIFCT said. “This includes the possibility that a range of terrorist and violent extremist networks and groups may seek to exploit the conflict for their own purposes, as we have seen in past events.”

Furthermore, the statement asserts that users now have more control over the information they see, allowing them to block graphic or violent images from appearing on their timelines.

The new measures will monitor if antisemitism have intensified through various metrics. Community Notes, a user-generated fact check, will also be applied in real time to posts.

X also stated that since the attacks, which began early Saturday morning and have now resulted in more than 1500 dead, including 900 Israelis, there have been “more than 50 million posts globally focusing on the weekend’s terrorist attack on Israel by Hamas.”

Israeli army chief admits ‘failure’

General Halevi has vowed to “dismantle” Hamas after the IDF was caught off-guard

The Israel Defense Force did not live up to its responsibility to protect the country when Hamas struck, but now intends to fight the war and destroy the terrorist group and its leadership, IDF chief of staff General Herzi Halevi said on Thursday.

“The IDF is responsible for the security of our nation and its citizens, and we failed to do so on Saturday morning,” Halevi said, in Hebrew, in his first public remarks since the conflict broke out. “We will look into it, we will investigate, but now it is time for war.”

Halevi described Hamas as “animals” and “merciless terrorists who have committed unimaginable acts” against men, women and children, and their attack on the morning of October 7 as “murderous, brutal and surprising.”

The IDF “understands the magnitude of this time, and the magnitude of the mission that lays on our shoulders,” Halevi said.

“Yahya Sinwar, the ruler of the Gaza Strip, decided on this horrible attack, and therefore he and the entire system under him are dead men,” the Israeli general added, vowing to “attack them and dismantle them and their organization” and that “Gaza will not look the same” afterward.

Israel will “do everything” to rescue the hostages that were seized by Hamas and Islamic Jihad militants, Halevi said. Theremay be as many as 200 people missing from Israeli villages and townsnear Gaza that the Palestinian fighters raided over the weekend.

Since Saturday, around 1,200 people have been killed in Israel and at least 1,100 in Gaza, according to local officials.

Halevi became the IDF chief of staff in January. He previously oversaw the IDF Southern Command, including a November 2019 operation against Islamic Jihad in Gaza. Prior to that, he ran the military intelligence directorate (2014-2018).

The Hamas attack came on the anniversary of the 1973 war, which also caught Israel by surprise. Though eventually victorious, Halevi’s predecessor David Elazar ended up being blamed for the military setback.

The 51-kilometer-long border with Gaza is normally patrolled by at least three IDF battalions, but two of them were redeployed to the West Bank to provide security for the Jewish festival of Sukkot,American investigative journalist Seymour Hersh reported on Thursday. According to the Ottawa Citizen: Grus allegedly accessed case files of newborn and infant death investigations to which she wasn't assigned and inquired with the coroner about whether the parents of babies who had died unexpectedly during the pandemic were vaccinated against COVID-19.

Investigators also alleged Grus contacted the father of a deceased baby directly on Jan. 30, 2022, to inquire about the mother’s COVID-19 vaccination status.

Yes, you read that right: in Canada, you will be prosecuted to the fullest extent of the law if you are a detective who “contacted the father of a deceased baby to inquire about the mother’s COVID-19 vaccination status.”

During the Covid era, a waiter or grocery store clerk could inquire about a parent's vaccination status, but a detective couldn't.

The investigation by Ottawa Police into potential links between mRNA vaccines and Sudden Infant Deaths in pregnant and breastfeeding mothers was halted due to Grus's suspension and subsequent charges.

Sputnik journalist's infant child killed in Ukrainian strike

While producer Khaibar Akifi suffered severe injuries, his four-year-old daughter died in the bombing

The four-year-old child, and parents-in-law, of a Sputnik Afghanistan producer were killed in n a Ukrainian strike on Russia’s Belgorod Region on Wednesday.

Khaibar Akifi and his wife Olesya were wounded in the attack, according to his employers in Moscow. Their dead daughter was been named as Amina.

“Our staff member Khaibar Akifi, 29, was severely hurt in the strike and is in intensive care,” the head of the ‘Rossiya Segodnya’ media group, Dmitry Kiselyov, told RIA Novosti.

Akifi’s family lost three members in incident, Kiselyov said, calling it an “enormous tragedy.” His wife’s parents died in the strike as well.

The journalist is still “in critical condition,” the head of the Belgorod Region health department, Andrey Ikonnikov, said on Telegram on Thursday. Akifi’s condition is still “unstable,” he said, adding that medical personnel are “doing everything to save his life.” Earlier, the region's governor, Vyacheslav Gladkov, said that Akifi had suffered burns to his respiratory tract, upper and lower extremities, and was in a coma.

The journalist’s wife Olesya, who is a philologist and a lecturer at Belgorod State Technical University, underwent surgery and is being treated in the regional hospital’s intensive care unit as well, Ikonnikov said, describing her condition as “stable.” Previously, Gladkov called her condition “severe,” adding that she suffered a lower limb fracture and a concussion.

RT’s editor-in-chief, Margarita Simonyan, also commented on the incident, confirming Akifi’s identity and saying that the man had “worked throughout the weekend” as he was covering a massive earthquake that struck Afghanistan. After that, he took several days off to visit his wife’s parents living in the Belgorod Region. That was when the Ukrainian drone struck their home.

An impromptu memorial was set up at the site of the tragedy as the locals sought to pay their respects to the victims, RIA Novosti reported, publishing a video from the area. Footage shows bouquets of flowers and children’s toys laid near the destroyed family’s house.

On Wednesday, the Russian Defense Ministry reported “destroying” an aircraft-type unmanned aerial vehicle (UAV) launched by Ukrainian forces towards Belgorod Region. The initial report mentioned no casualties or damage on the ground.

According to the governor, the drone was intercepted en route to the regional capital. Its debris hit several residential buildings, causing a fire. Two houses were completely destroyed and another one was partly damaged.

Russia’s border regions, including the Belgorod Region, have frequently come under Ukrainian shelling, artillery, and drone strikes since the start of the conflict between Moscow and Kiev. Such attacks have claimed numerous civilian lives.

Ukrainian forces have increased their attacks on Russian territory over the past several months, at the same time as a much-touted summer counteroffensive by their forces has failed to achieve major results.

(This is the third or fourth Russian journalist to be killed by Ukraine, they target them specifically. Russia is not going to hold back in some areas, they will never attack civilians but ==expect a major multiple bombing and drone strikes in the middle of the night or early morning soon.)

In both countries, only candidates who are approved-of by the dictatorship are allowed for their names to appear on the ballot to be voted on (selected from) by the public. This pre-approval process is just as much of a dictatorship as is any other type of dictatorship.

A series of legal cases concerning whether donors to the 2016 U.S. Democratic Party Presidential primaries campaigns of Bernie Sanders had been cheated when the Democratic National Committee (DNC) violated its public verbal commitments and rigged the delegate-allocations etc., so that Hillary Clinton would win the Party’s nomination in 2016 regardless of what the Party’s voters wanted (“Bernie v. DNC” on 18 December 2015, and “Beck v. DNC” on 28 June 2016, which turned into the ultimate ruling, “Wilding v. DNC”, on 28 October 2019). That final ruling stated (p. 19):

The named plaintiffs representing the DNC donor class made their donations directly to the DNC [false: it was instead to that and (probably mainly) “donors to the 2016 presidential campaign of Senator Bernie Sanders, and voters affiliated with the Democratic Party in various states” but the ruling pretended that this case wasn’t about rigging the Democratic primaries against Sanders], which [DNC] is a non-profit corporation. Because there are no allegations that any of them purchased or received any consumer goods or services, they are not “consumers” under the CPPA. … the DNC is not subject to liability under the CPPA for the conduct set out in the complaint. The members of the DNC and of the RNC control that Party, and all of the political campaigns are merely theater in order to present the appearance of ‘democracy’ — which the scientific studies that have been done have proven to be instead an aristocracy, a government by and for only the super-rich. If a donor to a candidate’s campaign does not have representation among the few “members” of that corporation, then any donation merely to a candidate’s campaign is wasted, but the Party’s fraud against such donors — and against all voters — is not legally actionable in the United States. As regards the voters, they are merely to be fooled — not to be served. The members of the DNC represent only their own patrons, and those patrons are the individuals who control the organizations (profit and non-profit corporations) that fund these politicians’ careers.

Independent Voter News was right on 2 May 2017 when it headlined “DNC to Court: We Are a Private Corporation With No Obligation to Follow Our Rules”. Sanders had only two options then: either run an independent campaign against both Clinton and Trump, or do what the DNC tells him to do as a Senator; and he chose the latter course because — perhaps unlike this year’s RFK Jr. — Sanders found out too late to be able to meet the required deadlines in order for him to be able to get onto all of the 50 states’ Presidential ballots.

The Barcelona and Baltimore closures were announced earlier this year and the Africa offices “have been in varying stages of transition to close or merge into one regional entity” since 2021, an OSF spokesperson said in an email. Many of the satellite offices are set to close by the end of 2023, the spokesperson added.

The emails to staff come after Inside Philanthropy reported in July that OSF had removed more than a dozen offices across Africa and Asia from a list on its website.

New York State Denies Additional Funding for Offshore Wind and Renewable Projects

The New York State Public Service Commission (Commission) has rejected petitions filed by offshore wind developers and a renewable energy trade association, seeking billions of dollars in additional funding for proposed offshore wind projects and land-based renewable projects amid soaring costs.

The Commission said the decision to deny financial relief aims to maintain a robust competitive bidding process that ensures the delivery of renewable energy resources to New York in a fair and cost-effective manner, prioritizing consumer protection.

“The requested amendments to the contracts would have provided adjustments outside of the competitive procurement process; such relief is fundamentally inconsistent with long-standing Commission policy,” said Commission Chair Rory M. Christian. ”The Commission has repeatedly emphasized the importance of competition in the procurement process to protect ratepayers and achieve our critical State goals in a reliable and cost-effective manner, and we do so again through today’s action.”

The denied petitions were submitted by Empire Offshore Wind LLC, Beacon Wind LLC, Sunrise Wind LLC, and the Alliance for Clean Energy New York, Inc. (ACENY) related to four proposed offshore wind projects and 86 land-based renewable projects. These petitions sought adjustments to Renewable Energy Credit (REC) and Offshore Wind REC (OREC) purchase and sales agreements entered with the New York State Energy Research and Development Authority addressing recent inflationary pressures impacting project economics.

The purchase and sales agreements set the terms under which the projects will supply renewable power to the state.

Empire Offshore Wind LLC and Beacon Wind LLC, joint ventures between Equinor and BP, are set to develop the Empire Wind 1, Empire Wind 2, and Beacon Wind 1 offshore wind farms, generating approximately 3.3 gigawatts of renewable energy for New York. Sunrise Wind, comprised of Orsted and Eversource, is developing an 880 MW offshore wind project.

The Commission determined that the contract amendments sought by the petitions were not in the best interest of the State’s ratepayers. Granting the request to amend the contracts outside the competitive procurement process would have resulted in monthly bill increases of up to 6.7 percent for residential customers and up to 10.5 percent for commercial or industrial customers, depending on the service territory and level of relief provided.

The Commission emphasized its full support for the Climate Leadership and Community Protection Act, which establishes decarbonization requirements and ambitious renewable energy deployment targets. The Commission said it will continue to adhere to the Climate Act requirements, preserving competitive procurement processes, ensuring just and reasonable utility rates, and facilitating New York’s goal of having at least 70 percent of electric load served by renewable energy by 2030, developing 9,000 megawatts of offshore wind energy by 2035, and meeting statewide demand with zero emissions resources by 2040.

The petitions received significant comments from stakeholders both in support and opposition to granting financial relief. Supporters highlighted the State’s clean energy goals and argued that relief was necessary to stay on track in achieving those goals, while opponents expressed concerns about price increases for ratepayers and the potential disruption of the competitive process used to award these projects.

The petitions cited the effects of the COVID-19 pandemic, which exposed the projects to global and regional supply chain bottlenecks, high inflation, and increased capital costs driven by rising interest rates. The petitions also mentioned impacts related to the war in Ukraine, including increased demand for renewable energy and resulting shortages and price increases for key components and equipment.

Similar petitions submitted by Clean Path New York LLC for the Clean Path New York project and by H.Q. Energy Services (U.S.) Inc. for the Champlain Hudson Power Express Project are still under review by the Commission.

NYSERDA, which is responsible for leading the coordination of offshore wind projects, responded to the Commission’s order.

“NYSERDA recognizes the critical competitive principles articulated in today’s New York State Public Service Commission order,” said NYSERDA President and CEO Doreen M. Harris. “Based on this order and Governor Hochul’s direction, NYSERDA, as the administrator of the Clean Energy Standard, will act swiftly to continue advancement of large-scale renewable energy projects toward meeting New York’s Climate Act goals.”

The 2,500-page landmark report was released Tuesday after more than two years of investigations by an independent commission, in France's first major reckoning with the devastating phenomenon.

A victim named 'Marie' testified that she was abused as an 11-year-old and that when she complained about the abuse to her parents they refused to believe a nun could do such a thing. The abuse continued for another year.

'I was truly [a gift] for this nun… because she knew full well that she did not risk anything,' Marie said.

Eighty per cent of victims were young boys between the ages of 10 and 13, however many girls also suffered abuse, not only by priests but also by nuns.

Pope Francis today expressed to the victims his 'great sorrow, for their wounds', adding that he was grateful for the courage they had shown in denouncing what they had been through.

The investigation found that an estimated 330,000 children were victims of sex abuse within France's Catholic Church between 1950 to 2020, with an estimated 216,000 people abused by priests and other clerics. Olivier Savignac, who was sexually abused by a priest in 1993, at the age of 13, has contributed to the report as a victims' representative.

'I perceived this priest as someone who was good, a caring person who would not harm me,' said Savignac. 'But it was when I found myself on that bed half-naked and he was touching me that I realised something was wrong.' A statement from the Vatican said: 'First of all [the Pope's] thoughts go to the victims, with great sorrow, for their wounds.'

'[His thoughts go to] the Church of France, so that, in the awareness of this terrible reality … it may embark on a path of redemption,' the statement added.

The President of the Conference of Bishops of France, Eric de Moulins-Beaufort, said Tuesday 'we are appalled' at the conclusions of the report and the numbers of victims.

He said: 'This report is tough, it is severe. We have heard the voices of the victims, we have heard their numbers, they are beyond what we could imagine.

'It is truly unbearable. I express my shame, my dread, my determination to act. You, the victims, some of whom I know by name, I want to tell you that my desire on this day is to ask for your forgiveness.'

The commission that compiled the report urged compensation for victims and strong action from the church, denouncing 'faults' and 'silence'.

The president of the commission that issued the report, Jean-Marc Sauvé, said the estimate, based on scientific research, includes abuses committed by priests and others clerics as well as by non-religious people involved in the church.

The report says an estimated 3,000 'criminal paedophiles' - two-thirds of them priests - have preyed on hundreds of thousands of mainly young boys who were at Catholic schools and other institutions.

The independent inquiry covered alleged sex abuse of minors by French Catholic priests, deacons and other clergy since 1950, and found the abuse was a 'massive phenomenon' that was covered up for decades by a 'veil of silence.'

The independent commission, made up of 22 lawyers, doctors, historians, sociologists and theologians, worked for two-and-a-half years, listening to victims and witnesses and studying church, court, police and press archives starting from the 1950s.

A hotline launched at the beginning of the probe received 6,500 calls from alleged victims or people who said they knew a victim.

'The consequences are very serious,' Sauvé said. 'About 60 per cent of men and women who were sexually abused encounter major problems in their sentimental or sexual life.'

The 2,500-page document comes as the Catholic Church in France, like in other countries, seeks to face up to shameful secrets that were long covered up and follows widespread outrage over a string of paedophilia claims and prosecutions against Church officials worldwide.

Véronique Margron, President of the Conference of Religious People of France and a nun, spoke of 'crimes against humanity'.

'Can we deal with this disaster?' asked Sister Margron, who said sexual abuse in the Church amounted to 'crimes against humanity'.

She added: 'How do we overcome this? I do not know. We have not even finished reviewing everything.'

Olivier Savignac, head of victims association 'Parler et Revivre' (Speak out and Live again), who contributed to the probe, told The Associated Press that the high ratio of victims per abuser is particularly 'terrifying for French society, for the Catholic Church.'

He added that the report 'will have the effect of a bomb'.

Sauvé denounced the church's attitude until the beginning of the 2000s as 'a deep, cruel indifference toward victims.'

They were 'not believed or not heard' and sometimes suspected of being 'in part responsible' for what happened, he deplored.

Sauvé said 22 alleged crimes that can still be pursued have been forwarded to prosecutors. More than 40 cases that are too old to be prosecuted but involve alleged perpetrators who are still alive have been forwarded to church officials.

The commission issued 45 recommendations about how to prevent abuse. These included training priests and other clerics, revising Canon Law - the legal code the Vatican uses to govern the church - and fostering policies to recognize and compensate victims, Sauvé said.

The report comes after a scandal surrounding now-defrocked priest Bernard Preynat rocked the French Catholic Church. Last year, Preynat was convicted of sexually abusing minors and given a five-year prison sentence. He acknowledged abusing more than 75 boys for decades.

French archbishops, in a message to parishioners read during Sunday Mass across the country, said the publication of the report is 'a test of truth and a tough and serious moment.'

'We will receive and study these conclusions to adapt our actions,' the message said. 'The fight against pedophilia concerns all of us … Our support and our prayers will keep going toward all the people who have been abused within the church.'

Pope Francis issued in May 2019 a groundbreaking new church law requiring all Catholic priests and nuns around the world to report clergy sexual abuse and cover-ups by their superiors to church authorities.

In June, Francis swiftly rejected an offer from Cardinal Reinhard Marx, one of Germany's most prominent clerics and a close papal adviser, to resign as archbishop of Munich and Freising over the church´s mishandling of abuse cases.

But he said a process of reform was necessary and every bishop must take responsibility for the 'catastrophe' of the crisis.

The pontiff expressed personal shame at the sheer scale of the attacks, which are thought to have been carried out on around 330,000 children between 1950 and 2020.

A damning 2,500-page report, which was released on Tuesday, found that nuns used crucifixes to rape young girls during decades of abuse which was covered up by a 'veil of silence'.

" I wish to express to the victims my sadness and pain for the trauma they have suffered," Francis said during his weekly audience at the Vatican on Wednesday.

"And also, my shame, our shame, my shame, for the inability of the Church for too long to put them at the centre of its concerns.

"I pray and we all pray together - to you Lord the glory, to us the same. This is the time for shame."

The report found that the 'vast majority' of victims were pre-pubescent boys from a variety of social backgrounds. In total, an estimated 216,000 boys were sexually abused over the 70 year stretch.

80% of the victims were boys aged between 10 and 13. Their abusers were mainly priests, monks and deacons.

A victim named 'Marie' testified that she was abused by a nun as an 11-year-old, and that when she complained to her parents, they refused to believed that a nun would be capable of such behaviour. As such, the abuse continued for another year.

"I was 11, and looked 9. She would choose me once every two or three times," recalls Marie.

"She would take me to her office, lock the door, and then draw the curtains. After which she would put me on her knees to make me read the gospel according to Saint Paul or another saint, while she squeezed me with one hand to her chest and pulled down my panties with the other hand.

"It terrified me. [I was] paralysed."

"I was truly [a gift] for this nun… because she knew full well that she didn't risk anything."

Two years of investigative work went in to the report, which has uncovered a devastatingly shameful core of the French Catholic Church, and the findings have prompted ripples of outrage throughout the world.

Victims of abuse within France's Catholic Church welcomed a new report which estimated that hundreds of thousands of kids were sexually abused over the past 70 years.

The figure includes abuses committed by some 3,000 priests and an unknown number of other people involved in the church.

The report found that nuns used crucifixes to rape girls or force boys to have sex with them.

The wrongdoing was covered up by Catholic authorities covered up over decades, according to the president of the commission that issued the report, Jean-Marc Sauvé.

Victims welcomed the report as long overdue and the head of the French bishops' conference asked for their forgiveness.

The report said the tally of 330,000 victims includes an estimated 216,000 people abused by priests and other clerics, and the rest by church figures such as scout leaders or camp counselors.

The estimates are based on a broader research by France's National Institute of Health and Medical Research into sexual abuse of children in the country.

The study's authors estimate 80 per cent of the church's victims were boys.

The independent commission urged the church to take strong action. It also called on the Catholic Church to help compensate the victims, notably in cases that are too old to prosecute via French courts.

"We consider the church has a debt towards victims," Sauvé said.

Pope Francis expressed his "great sorrow" to the victims "for their wounds" today.

Two of those victims, Martine, 73, and Mireille, 71, were sexually assaulted by a priest when they were teenage girls in high school.

"It brings on such terrible thoughts," Martine said. "For me, personally, I had to wait for my parents to die because otherwise she said it was not possible to speak out."

"I think that each victim experienced it as if they were the only one (victim), and thats part of this phenomenon involving control and secrecy," Mireille said.

"We are in a condition of submission… in a mental captivity. So, we follow this person who suddenly takes power over us… We are caught in a spider web."

Olivier Savignac, the head of victims association Parler et Revivre (Speak Out and Live Again), contributed to the investigation.

He described being abused at age 13 by the director of a Catholic vacation camp in the south of France who was accused of assaulting several other boys.

"I perceived this priest as someone who was good, a caring person who would not harm me," Savignac said.

"But it was when I found myself on that bed half-naked and he was touching me that I realized something was wrong… Its like gangrene inside the victim's body and the victim's psyche.

The priest eventually was found guilty of child sexual abuse and sentenced in 2018 to three years in prison.

The commission worked for two-and-a-half years, listening to victims and witnesses and studying church, court, police and news archives starting from the 1950s.

Sauvé said: "Sometimes church officials did not denounce (the sex abuses) and even exposed children to risks by putting them in contact with predators."

The president of the Conference of Bishops of France, Eric de Moulins-Beaufort, said French bishops are appalled at the conclusions of the report.

"I wish on that day to ask for pardon, pardon to each of you," he told the victims.

"No one expected such a high number (of victims) to come out of the survey and that is properly frightening and out of proportion with the perception that we've had on the ground."

A report German authorities tried to silence shows how Catholic nuns peddled orphaned boys to predatory priests and perverts for decades.

ROME—A jarring report outlining decades of rampant child sex abuse at the hands of greedy nuns and perverted priests paints a troubling picture of systematic abuse in the German church.

The report is the byproduct of a lawsuit alleging that orphaned boys living in the boarding houses of the Order of the Sisters of the Divine Redeemer were sold or loaned for weeks at a time to predatory priests and businessmen in a sick rape trade. The men involved in the lawsuit say as boys they were denied being adopted out or sent to foster families because selling them for rape lined the sisters’ coffers for their “convent of horrors.” Some of the boys were then groomed to be sex slaves to perverts, the report claims.

The alleged abuse went on for years, with one of the males claiming the nuns even frequently visited their college dorms after they had left the convent. He said the nuns often drugged him and delivered him to predators’ apartments. The Order of Sisters of the Divine Redeemer did not answer multiple requests for comment about the allegations.

A second lawsuit, first reported by Deutsche Welle last year, comes after a separate case against the German church led by 63-year-old Karl Haucke who demanded the Archdiocese of Cologne carry out a full investigation into clerical sex crimes, which it concluded in January 2021. But the details of that investigative report were so horrific that Archbishop Reiner Maria Woelki refused to make it public, demanding that any journalists who see it sign confidentiality agreements. Eight German journalists walked out of a press conference in January after being denied access to the church’s investigation unless they agreed not to publish its contents.

Haucke says he was abused at least once a week between the ages of 11 and 14, often by more than one priest. “We had no words to describe what was being done to us. Nor did we know what it meant. And it did not stop at physical pain. We had a clear sense of humiliation and being used,” he told Deutsche Welle when the report was due to be released. He called the stifling of the report's release in January “scandalous” and said that denying the journalists the right to publish the report was “like being abused all over again.”

Several lawyers with access to the 560-page report on the nuns have shared segments with news outlets, including The Daily Beast. The report names various German businessmen and complicit clergy who “rented” the young boys from the nuns who ran a convent in Speyer, Germany between the 1960s and 1970s. Among the worst instances of abuse were gang bangs and orgies the young boys were forced to participate in before being returned to the convent where the nuns would then punish them for wrinkling their clothing or being covered in semen.

“Bishop Karl-Heinz Wiesmann, who now leads the archdiocese, said that the abuse report was ‘so gory’ it would be too shocking to make public.”

Haucke, who led a victims' group until he resigned over the censoring of the report, says Woelki told them in October 2020 that the report was not “legally watertight” and contained “inadmissible prejudices” against the Catholic church that were fed by scandals going on elsewhere. “The survivors were used again,” he said, referring to their cooperation in the report only to have it kept private. “People who have already been damaged in their lives by clergymen are being damaged again to protect the institution.”

The lawsuits also spawned a survey within religious orders that found that 1,412 people who lived in or frequented convents, parishes, and monasteries were abused as children, teenagers, and wards by at least 654 monks, nuns, and other members of the orders. Around 80 percent of the victims surveyed were male and 20 percent female. The survey also found that 80 percent of the abusers are now dead, and 37 had left the priesthood or religious order.

The Archdiocese of Cologne told The Daily Beast in a statement that the reason the report was not published was that it failed to fully explain the methodology of the research, but Bishop Karl-Heinz Wiesmann, who now leads the archdiocese, said that the abuse report was“so gory”it would be too shocking to make public. Wiesemann told the Catholic News Agency KNA that after reading it he had to take a month's sabbatical to recover. “I too have limited energy for the burdens I have to carry,” he said.

2040 tonnes of illegal pesticides seized and 21 suspects arrested in global operation

Eighth edition of annual joint effort between public and private sector marks the largest seizure of fake or illegal pesticides to date

Operation Silver Axe VIII, Europol’s annual operation targeting fake or illegal pesticides, took place between 23 January and 28 April 2023 and involved law enforcement authorities from 32 countries (all EU Member States and five third-party countries). The European Union Intellectual Property Office (EUIPO), the European Anti-Fraud Office (OLAF), the European Commission’s Directorate-General for Health and Food Safety (DG SANTE), CropLife Europe and CropLife International supported the operation. In total, law enforcement seized 2 040 tonnes of fake or illegal pesticides, arrested 21 suspects and dismantled several production facilities used to counterfeit pesticides.

During the operation, law enforcement authorities identified criminal trends in plant protection products emerging on the EU black market. These trends include the sale of counterfeits, banned products and unregulated imports – both online and offline. The participating authorities carried out inspections at land and sea borders, inland marketplaces, parcel service providers and online marketplaces. Cases of abuse in the trade of illegal pesticides range from trafficking counterfeit or mislabelled products to the irregular import of banned substances. While Asia and South Asia remain the primary source regions for illegal pesticides, much of the production and finishing takes place in the EU.

Devastating effects on ecosystems

The pesticide industry is highly regulated, and pesticides are among the most regulated products in the world. Unregulated substances can be extremely dangerous for the environment and human health. The use of cheaper, illegal and substandard products has led to the devastation of fields and other ecosystems, such as bee populations. Furthermore, counterfeit and illegal pesticides negatively impact the EU economy and the reputation of legitimate stakeholders across the entire agri-food chain. The collaboration between public authorities and private sector stakeholders will continue to build on the joint successes achieved to date.

Why Your Novel Needs An “All Is Lost” Moment

If there’s one scene you need to set up a satisfying conclusion for your story(Or current real life situation), it’s your main character’s “all is lost” moment. This is a scene that goes by many names—the black moment, a whiff of death, the dark night of the soul, and probably many others—but whatever you call it, the feeling you want to evoke is that the character has lost what mattered most and they can’t carry on like they were.

Let’s look briefly at a few examples of All Is Lost moments. I’ve purposely picked older or extremely popular stories because sharing the black moment often gives away a lot about the story, and I don’t want to ruin anything.

In Frozen, the All Is Lost moment is when Anna discovers Hans’s true motives and that what she thought was love really wasn’t. He leaves her in the room to freeze to death.

In Pride and Prejudice, Elizabeth comes to realize how good of a man Mr. Darcy actually is and what a mistake it was to turn down his proposal. This realization comes right as her family’s name has been destroyed and there’s now no hope that a man like him would stoop to marry her.

In the romantic comedy You’ve Got Mail, Kathleen Kelly loses the bookstore she inherited from her mother, which is what she fought the entire movie to save.

In Harry Potter and The Prisoner of Azkaban, it’s when Buckbeak is executed.

Even Charlie Brown Christmas has a black moment—when Charlie’s Christmas tree fails and everyone laughs at him.

Why is this scene so vital? If the reader doesn’t feel like things have truly gone bad, they won’t be as excited when things turn out good for the character at the end. Making things bad for your character needs to be in the context with the genre and target audience. We don’t need to feel like Charlie Brown’s life is in jeopardy, right? It’s sufficient that he fails yet again and is publicly humiliated.

In order for the All Is Lost moment to work well, there are a few elements it needs to have:

A death of some kind.

That’s why some people refer to this scene as the “whiff of death.” For some stories, a death of a character is a very fitting black moment. Or the threat of death to the main character, like in Frozen.

But the death of something else—a dream, a belief, a relationship, a purpose—can be just as effective. Again, it’s dependent on the mood of your story.

Your main character is depleted.

Whatever happens needs to knock your character flat. They can’t carry on like this. The road is too hard, too costly. They’re giving up—they just can’t see any other way.

Maybe it’s a loss of physical strength. Like in Frozen, where Anna is locked in a room, freezing to death.

Or in the case of You’ve Got Mail, Kathleen has spent the entire movie fighting for her bookstore only to lose it. She has nothing to fight for and no clear direction moving forward.

It’s bigger than your character.

The All Is Lost moment is most effective when the event is something too big for your character to solve on their own. Someone else needs to reach out and provide the tools to give the character hope. (This is sometimes referred to as“Bringing in the cavalry.”)

Sometimes the character knows exactly what they need. Think Charlie Brown crying out, “Isn’t there anyone who knows what Christmas is all about?” He realizes he’s at the end of himself and that he needs someone to step in and help.

They’ve even managed to—with the help of someone else—find enough strength to carry on.

That makes for a very formidable opponent as we head into the final chapters of the story!

President Donald Trump savaged his former chief strategist Steve Bannon on Wednesday, contending that “he not only lost his job” but also “lost his mind” when he left the White House.

“Steve Bannon has nothing to do with me or my Presidency,” Trump said in a statement.

Earlier Wednesday, excerpts from an upcoming Michael Wolff book quoted Bannon, who did not join the Trump campaign until August 2016, also was quoted as saying

In his statement, the president said Bannon — the nationalist firebrand — “had very little to do” with his electoral victory in 2016. Trump added that “Steve is learning that winning isn’t as easy as I make it look.”

“Steve pretends to be at war with the media, which he calls the opposition party, yet he spent his time at the White House leaking false information to the media to make himself seem far more important than he was,” Trump said.

“It is the only thing he does well. Steve was rarely in a one-on-one meeting with me and only pretends to have had influence to fool a few people with no access and no clue, whom he helped write phony books,” he added.

Bannon, executive chairman of right-wing news outlet Breitbart News, served as Trump campaign chief executive during the final months of the election.

He is credited with helping to hone Trump’s nationalism and economic populism as a candidate and president.

Bannon was forced out of the White House in August and eventually returned to Breitbart. He championed Republican Alabama Senate candidate Roy Moore, who defeated incumbent Sen.

Luther Strange in the GOP primary before losing to now-Democratic Sen. Doug Jones in a special election in December.

Trump first supported Strange, then supported Moore over Jones.

In his statement, Trump said Bannon “had everything to do with the loss of a Senate seat in Alabama held for more than thirty years by Republicans.”

Trump Jr. piled on in later tweets, mocking Bannon for Moore’s loss and for the response to his back-and-forth with the president on the Breitbart website.

Bannon had heavily criticized the June 2016 meeting at Trump Tower, which the president’s eldest son helped to set up.

Attendees included Russian lawyer Natalia Veselnitskaya, Trump advisor and son-in-law Jared Kushner and campaign chairman Paul Manafort.

The meeting has figured in special counsel Robert Mueller’s investigation into Russian efforts to influence the 2016 election and whether the Trump campaign colluded with Moscow.

President Donald Trump named-called another apparent foe today.

Trump has now taken to calling his former chief strategist "Sloppy Steve Bannon" in the wake of a disputed book about the Trump administration.

"Sloppy" joins the ranks of other monikers Trump has bestowed on his foes in the past, including "Lyin' Ted” Cruz, "Little Marco" Rubio, "Liddle” Bob Corker, "Low Energy Jeb" Bush and "Crooked Hillary" Clinton.

Trump called Steve Bannon "sloppy" in two tweets this morning.
