Secondhand ship prices and sales volumes scale heights

Secondhand tanker and bulker prices are at highs not seen for more than a decade, with owners scrambling for all available tonnage, pushing secondhand prices close to newbuild levels.

 

According to Clarksons Research, secondhand tanker prices are at a 15-year high, while secondhand bulk carrier prices are at close to the peak experienced in the wake of the global financial crisis.

 

Secondhand tanker prices have nearly doubled – up 98% – since the start of 2021, while bulk carriers are up by 85%.

 

Analysis by Clarksons shows the huge profits savvy investors could have made in VLCC investments in recent years.

 

A five-year-old VLCC purchased two years ago, operated spot and then sold today, would have generated an estimated $26m in earnings after opex and $30m on the asset play, a total investment return of $56m, according to estimates from Clarksons. On a $70m original outlay that’s a return of 80% over two years.

 

Secondhand suezmax prices have soared in the two years since the full-scale invasion of Ukraine by Russia.

 

A five-year-old suezmax was valued at $47m in February 2022, while currently, it costs around $83m, according to analysis from Greek broker Xclusiv. Ten and 15-year-old asset prices have more than doubled. Furthermore, during the last four-month period suezmax prices have gained momentum, with the five-year and 10-year old values being 12% and 14% up respectively.

 

Since early October 2023, secondhand bulker prices have gained momentum with the capesize sector experiencing a particular surge, with both prices and sales activity at high levels compared to recent years, according to Xclusiv. Notably, five-year-old, 10-year-old, and 15-year-old vessels saw their values jump by 18%, 27%, and 23%, respectively – the highest levels in the last five-year period. This optimism is translating into a vibrant sales market. Between October 2023 and February 2024, 55 capesizes changed hands.

 

The kamsarmax sector is also mirroring the capesize trend with rising prices and active sales.

 

“This upward trend is likely influenced by the limited newbuild deliveries comparing to the past, the investor optimism for a long-term rebound in freight rates and the asset diversification, as many owners are looking to spread their portfolio across different vessel segments,” Xclusiv noted.

 

Containership prices, which went through a massive correction last year, have been showing signs of firming again thanks to the Red Sea shipping crisis.

 

Brokers at Braemar noted today with the $16m sale of the 11-year-old, 1,850 teu Starship Leo that this was a further sign of the strong demand for anything with an eco slant.

 

“Discussions and trades continue on various ships at the time of writing in all segments with enquiry levels up across the board,” Braemar noted.

 

Last year marked the second highest year for ships changing hands and the first two months of this year suggest 2024 could break S&P records. 27m dwt, worth $10bn, of secondhand tonnage changed hands in January and February this year, according to Clarksons.

Corporations and non-profits are required to report the amount of liabilities or promises they have made that are outstanding. Responsible companies set aside funds to pay for these promises when they become due. The US government does not have to abide by these reporting and reserving measures. The bulk of government’s total liabilities are unfunded. As of the end of 2012, the actual liabilities of the US federal government— including Social Security, Medicare, and federal employees’ future retirement benefits—were estimated to exceed $86.8 trillion, or 550% of annual GDP. Today the amount of unfunded liabilities has increased astronomically.

Government Funds AI Tools for Whole-of-Internet Surveillance and Censorship

 

Artificial Intelligence (AI) tools are powerful enough to surveil virtually everything that’s said and done on the Internet and it is becoming available to the government to monitor all of us, all the time. The government – and any organization or company the government partners with – can then use the same tool to suppress, silence, and shut down whatever speech it doesn’t like. The government is working with universities, non-profits, and Big Tech. The government and its cohorts can also shut down any activity that is linked to the Internet. Banking, buying, selling, teaching, connecting to each other – if the government-controlled AI does not like what you say in a tweet or an email, it can shut it all down.

California Dream for All’: Bill to Give Illegals State-Backed, Interest-Free Homeowner Loans

 

California has a deficit of $73 billion. California has 181,399 homeless people, which accounts for 28% of the nation’s homeless population. On January 1, 2024, California became the first state to extend ‘free’ healthcare benefits to illegal aliens.

Now, Democrat Assemblyman Joaquin Arambula has introduced a bill to expand the California Dream for All Shared Appreciation Loans program that was originally intended to help low- and middle-income individuals buy a home. California already has a crippling problem with Americans citizens who are homeless. Arambula wants the program to include illegal immigrants. The bill would grant illegal aliens interest-free state loans to buy their first homes. The state-backed loans are worth up to 20% of the purchase price of a house or condominium. The loans don’t accrue interest or require monthly payments. Instead, when the mortgage is refinanced or the house is sold again, the borrower pays back the original amount of the loan plus 20% of the increase in the home’s value. Arambula’s bill would allow money from California’s general fund or other state fund may be appropriated to pay this program.

Hey Anons…Has anyone looked into using one of the facial recognition applications to compare photos of Biden while VP to the POTATUS today?

 

It looks like they use two different technologies to do the comparison:

 

Pixel detection and Fiducial Recognition…looks like the Fiducial would be the one to use…

 

In fiducial recognition, the software measures the dimensions of different facial features. Examples include the distance between the eyes, the width of the nose, the length of the jawline, or even the shape of the cheekbones.

 

Wonder if it would show a close match looking at pics from the different times?

 

Also would cool to compare photos of Putin first presidency to current photos….

Haiti violence: Haiti gangs demand PM resign after mass jailbreak

 

Haiti's government declared a 72-hour state of emergency on Sunday after armed gangs stormed a major prison. At least 12 people were killed and about 3,700 inmates escaped in the jailbreak.

 

Gang leaders are demanding the resignation of Prime Minister Ariel Henry, whose whereabouts are unknown since he travelled to Kenya.

 

Gangs control around 80% of the capital, Port-au-Prince.

 

Gang violence has plagued Haiti for years.

 

A government statement said two prisons - one in Port-au-Prince and the other in nearby Croix des Bouquets - were stormed over the weekend.

 

It said the acts of "disobedience" were a threat to national security and said it was instituting an immediate night-time curfew in response, which started at 20:00 local time (01:00 GMT on Monday).

 

Haitian media reported that police stations were attacked, distracting authorities before the coordinated assault on the jails.

 

Speaking to the BBC from Haiti, Serge Dalexis from the International Rescue Committee said that many police stations were under gang control on Friday, with "many police killed over the weekend".

 

Among those detained in Port-au-Prince were suspects charged in connection with the 2021 killing of President Jovenel Moïse.

 

Gang violence has further escalated since his assassination in 2021. Mr Moïse has not been replaced and presidential elections have not been held since 2016.

 

In the capital, gangs have erected barricades to prevent security forces from encroaching on their territory, while their strongholds in Port-au-Prince's vast shantytowns are still largely on lockdown.

People are scared and the streets are empty, Boby Sander from the humanitarian aid organisation Food for the Hungry told the BBC.

 

Since Friday, 15,000 people have been displaced from their homes and many are now staying in a school building in the centre of Port-au-Prince, Mr Sander said.

 

His organisation has only been able to provide them with hygiene kits to last a few days. "We don't have adequate capacity to deal with the complexity of the need increasing," he added.

 

The latest upsurge in violence began on Thursday, when the prime minister travelled to Nairobi to discuss sending a Kenya-led multinational security force to Haiti.

Last Friday, the agency's Miami field office issued an alert that Majid Dastjani Farahani "is wanted for questioning in connection with the recruitment of individuals for various operations in the United States." Those operations, the alert adds, include the assassinations of "current and former United States Government officials as revenge for the killing of IRGC-QF Commander Qasem Soleimani."

Major General Qassem Soleimani was the commander of Iran’s Quds Force, a specialized unit in the Revolutionary Guards, when he was killed in a drone strike at Baghdad International Airport as he was leaving by car in January 2020.

According to the FBI alert, Farahani is 41 years old, has brown and gray hair, brown eyes, and speaks Farsi, English, Spanish and French. He also "has ties to or may visit Iran and Venezuela," the agency adds.

 

The outlet Semafor reports that Farahani's plot specifically focuses on Trump-era officials, including former Secretary of State Mike Pompeo and Brian Hook, who worked as Trump’s special envoy for Iran. Citing unnamed U.S. officials, Semafor reports that both men are being provided with around-the-clock security due to the nature of the threat.

Archaeologists Make ‘Bone-Chilling’ Discovery at Construction Site in Small Town in Mexico

Archeologists working in Mexico report an extraordinary find—a collection of bones that could date from the sixth century A.D.

 

The bones were first discovered by a construction company working in the town of Pozo de Ibarra.

 

The bones appear to have been buried haphazardly as if they were thrown on top of each other in a pit, but experts argue the body placement indicates a complex burial tradition.

 

The National Institute of Anthropology and History (INAH) has not yet confirmed precise dating for the bones, but has noted they come from the pre-Colombian era.

 

Many of the skulls reportedly showed “cranial modification,” which a spokesperson for INAH speculated had been done for “aesthetic purposes, according to a report in Fox News.

 

Last February, Mexican archeologists found a cash of skulls—thought to be the remains of sacrificial victims.

 

A translated excerpt from the INAH report stated: “It is a funerary system composed of a primary burial, that is, the skeleton maintains the anatomical relationship, accompanied by a concentration of human bone remains deposited without anatomical relationship, which has a particular arrangement.”

 

The INAH report added: “It was identified that long bones, such as femurs, tibias, rays and ulnae, were carefully placed in a specific sector. Similarly, the skulls were intentionally grouped, some even stacked on top of each other, in another sector of the ossuary.”

 

The INAH referred to the discovery as being “exceptional,” stating that it enriches the field of archeology in Mexico.

 

“This archaeological find is exceptional, since there are no precedents for this type of burial in other nearby sites, and it enriches the understanding of funerary practices in the region. In addition, it encourages collaboration between the different INAH bodies for the protection, research, conservation, and dissemination of heritage.”

 

Providing additional information on the possible age and culture associated with the find, the INAH said: “The discovery is possibly related to the Amapa cultural phase (500-800/850 AD) because ceramic vessels and anthropomorphic figurines from that period were also recovered.”

This decision vindicates what I said regarding the case about the 14th Amendment and what I told anons previously, that the Supreme Court wasn't totally corrupt. You cannot take Trump off the ballot and use the 14th Amendment regarding insurrection if he hasn't been "convicted" of insurrection. Just because there were court cases "charging" him it does not equate to being "convicted".

 

The previous court ruling of "No Standing" ruling was not on the courts it was on his lawyers as they never claimed "damages" in election fraud cases and if the attorneys didn't understand what that meant then one of the jobs of a judge is to explain the law to anyone and everyone in the court room should they ask, including all officers, litigants, jurors, and attorney at law.

Brazilian authorities have arrested a recycling collector who allegedly ripped out the hearts of three victims and drank their blood.

 

The suspect, 51, is accused of murdering three individuals between December 2023 and February in the city of Goiânia.

 

The man, whose name was not released, was arrested last Thursday.

 

'We found that he transported the victims in the recycling cart, wrapped them in a mattress or sheet and dumped them in forested areas,' Goiás Civil Police chief Marcos Cardoso said.

 

The man also told police he transported the victims in a cart, which had blood in it.

 

Cardoso said the man had a list of five people he wanted to murder. The suspect targeted victims who were drug users and homeless and lured them.

 

The first body was found December 16 and the second was discovered December 23. The body of the third victim was found February 11.

 

Two of the bodies were in a state of decomposition and the third had been set on fire.

 

In each of the three murders, the man ripped out the victims' hearts and drank their blood.

 

'We have not yet been able to 100 percent confirm the authorship of the three crimes attributed to him,' Cardoso said.

 

'But everything indicates that we are indeed dealing with a serial killer.

 

'Since the modus operandi with which these three people were murdered was always the same.'

Giuliano, a career FBI official who was second-in-command at the law enforcement agency when it launched a controversial investigation into Hillary Clinton’s private email server as she sought the 2016 Democratic nomination for president, died March 2 at his home in Decatur, Ga. He was 62.

 

The cause was an apparent heart attack, said his sister Ann Britz.

 

In an FBI career that began in 1988 and spanned almost three decades, Mr. Giuliano started as a street agent in Washington pursuing violent crime and gangs. He later supervised high-profile criminal cases and the FBI’s Ten Most Wanted program.

 

As with many FBI agents, the focus of his work shifted significantly following the al-Qaeda terrorist attacks of 2001. The FBI put a larger emphasis on global security threats and, for a time, he worked in Afghanistan overseeing an FBI team supporting U.S. Special Forces.

Mr. Giuliano served as a senior FBI official in an era of ever-evolving terrorist threats — testifying to Congress on FBI missteps leading up to the 2009 Fort Hood shooting, and running day-to-day operations as the caseload of Americans suspected of trying to travel overseas to join ISIS or other terrorist groups exploded into the hundreds.

 

In a time when a terrorism case that started in the suburbs of Minneapolis could reach into far-flung corners of Somalia, Afghanistan or Iraq, Mr. Giuliano’s contemporaries credited him with integrating the FBI’s work with more secretive U.S. intelligence agencies.

 

In 2012, after years in senior roles at FBI headquarters, Mr. Giuliano was made the top FBI agent in Atlanta before Director James B. Comey called him back to Washington the next year to help run the bureau as deputy director.

 

In 2015, Mr. Giuliano and Comey opened what would become one of the most consequential investigations in FBI history — the probe into Clinton, the former first lady, U.S. senator and secretary of state, over classified information found on a private, nongovernment email server.

 

Mr. Giuliano and FBI executives opened the case based on a referral from an inspector general — setting off an unpredictable chain of events that consumed the upcoming presidential race.

 

Clinton’s emails, in which some State Department message chains forwarded to her discussed classified material such as drone strikes in Pakistan, alarmed national security officials as possible criminal violations.

 

The FBI’s handling of the case had an outsize impact on the 2016 presidential election, though those events occurred after Mr. Giuliano retired in early 2016, having already stayed longer than he had planned in a high-stress job that tends to have frequent turnover.

 

In July 2016, Comey announced he was closing the case, though he did so in a public news conference describing in detail Clinton’s misdeeds. Then, two weeks before the election, Comey sent a letter to Congress announcing he was reopening the investigation based on new evidence that had come to light — some of her emails found on the laptop of a disgraced former congressman, Anthony Weiner, the estranged husband of a top Clinton aide.

The Department of Veterans Affairs on Monday made its abortion policy permanent, allowing the procedure at VA hospitals and clinics when the mother’s life is at risk or in cases of rape or incest. The final rule, published Monday in the Federal Register, leaves an interim policy that has been in effect since September 2022 unchanged and provides for abortion counseling and services at VA facilities regardless of state restrictions, Terrence Hayes, the VA press secretary, said Monday. The VA’s decision to allow certain abortion procedures overturned a 1999 exclusion to the VA health benefits package for veterans and other beneficiaries of CHAMPVA, which is the Civilian Health and Medical Program of the Department of Veterans Affairs. CHAMPVA enrollees can include spouses and children of a veteran rated permanently disabled for a service-connected disability. The surviving spouse or child of a veteran who died from a VA-rated service-connected disability also can be a CHAMPVA enrollee. “Specifically, VA will continue to provide access to abortion when the life or health of the pregnant veteran or CHAMPVA beneficiary would be endangered if the pregnancy were carried to term, or when the pregnancy is the result of rape or incest,” Hayes said. VA employees, when acting within the scope of their federal employment, can provide abortion services regardless of state restrictions, according to the VA. “Eligible veterans are able to access abortion services through VA, regardless of where they live,” Hayes said. Leaving veterans without access to abortion services puts their health and lives at risk, he said. The final rule codifies the Sept. 9, 2022, interim decision that enabled veterans and CHAMPVA beneficiaries to “access abortion counseling — and in certain cases — abortion,” Hayes said.

 

“It is thus essential for the lives and health of our veterans that abortions be made available if determined needed by a health care professional when the life or health of the pregnant woman would be endangered if the pregnancy were carried to term or the pregnancy is the result of rape or incest,” according to the Register notice published Monday. The Justice Department will support and represent any VA health care providers who practice in states where abortions are prohibited, the White House stated when the initial rule change was made in 2022. The VA said pregnancy and childbirth can cause serious physical harm or death to certain individuals diagnosed with life-threatening conditions that include preeclampsia, cancer and intrauterine infections. The VA policy does not put time limits on when pregnancies can be terminated but leaves the decision up to the health provider to determine what is medically necessary and appropriate. During a 30-day comment period on the interim policy that ended Oct. 11, 2022, more than 50,000 comments were received in support and opposition, according to the VA. Many commenters also recommended changes to the interim policy, which were not adopted. “As explained, the [policy] does not permit the provision and coverage of abortions in all circumstances,” the VA said.

Soon after he was tapped to help save the planet, U.S. special climate envoy John F. Kerry found himself on another planet entirely.

 

It was April 2021, during the depths of the coronavirus pandemic, and Kerry had flown to Shanghai to meet with his Chinese counterparts. He was greeted on the tarmac by dozens of people in hazmat suits who resembled astronauts wearing “moon suits,” Kerry recalled in a recent interview with The Washington Post.

 

“They were completely antiseptically sealed from us,” he said. “It was like going into some weird otherworld.”

 

Those early talks with Chinese climate diplomats — who sat at the opposite end of a long table from Kerry and his staff — paved the way for a key agreement last year. As part of the deal, Beijing agreed to collaborate with Washington on reducing planet-heating methane emissions and transitioning from fossil fuels to renewable energy.

Analysts say the U.S.-China deal helped clinch a historic outcome at last year’s U.N. Climate Change Conference in Dubai. There, negotiators from nearly 200 countries agreed for the first time to phase out fossil fuels, the main cause of rising temperatures that have wrought devastation across the globe.

 

Now, Kerry, who turned 80 in Dubai, is stepping down from his post after more than 40 years of public service, including as a senator from Massachusetts and secretary of state during the Obama administration. His last day in the role will be Wednesday. President Biden has tapped senior adviser John D. Podesta to replace Kerry, although Podesta will be based at the White House rather than the State Department.

The move marks the end of an era in climate diplomacy. Kerry, at 6-foot-4, has literally and figuratively towered over global climate talks. He was seemingly omnipresent at the 2022 talks in Sharm el-Sheikh, Egypt, before he contracted the coronavirus and was sidelined to his hotel room during the final days of negotiations.

 

Kerry has drawn on “unbelievable reserves of energy” at the U.N. climate talks, where bleary-eyed negotiators run on just a few hours of sleep, said Sue Biniaz, the U.S. deputy special climate envoy.

 

“Even when the rest of us were ready to give up on things, he would always want to keep trying,” Biniaz said. “He would sometimes lapse into ‘the sky is falling,’ but then that would propel him to do more, and then he would get optimistic again.”

 

Jennifer Morgan, the German climate envoy, agreed. “When I think of him, I think of a tireless energy, like an Energizer bunny,” she said of Kerry.

 

Mohamed Adow, the director of the Nairobi-based environmental think tank Power Shift Africa, credited Kerry with “bringing some sanity back to the climate discourse” after the Trump administration withdrew the United States from the Paris agreement. But he criticized Kerry and Congress for not fulfilling President Biden’s pledge to provide more than $11 billion annually in international climate aid.

 

“However you want to think of John Kerry, he hasn’t delivered the serious gains to those of us on the front lines of the climate crisis,” Adow said.

 

Because of his regular travels, Kerry spends little time at his State Department office, which is sparsely decorated, with the exception of a helmet emblazoned with “SPEC” — an acronym for “special presidential envoy for climate” — that he wears when riding electric scooters around Washington.

Court Rules that Veterans' Caregivers Can Appeal VA Eligibility Decisions

A federal court has ruled that caregivers of injured or ill veterans denied financial support and services from the Department of Veterans Affairs can appeal the VA decision to a benefits board, a ruling that could affect thousands of veteran families.

 

In a unanimous decision issued last week, a panel of judges on the U.S. Court of Appeals for the Federal Circuit upheld a 2021 ruling by a lower court that applicants and participants in the VA's Family Caregiver Program could appeal adverse decisions on their cases.

 

The VA had maintained that when the Comprehensive Assistance for Family Caregivers Program, also known as the Family Caregiver Program, was created 2010, Congress intended to allow participants to appeal decisions only within the Veterans Health Administration, since the program is managed by the health side of the VA.

 

The VA also argued that the Board of Veterans' Appeals, or BVA, which is responsible for disputes over disability claims, had no jurisdiction for ruling on caregiver claims.

 

The appeals court judges disagreed, however. In an opinion issued Feb. 27, Chief Circuit Judge Kimberly Moore and others said that only a narrow group of medical determinations that affect assistance or support are outside the BVA's jurisdiction, and the Family Caregiver Program is not among those few.

 

"We have considered the parties' remaining arguments and find them unpersuasive," Moore wrote.

 

The case centered around Jeremy Beaudette, a Marine Corps combat veteran who is legally blind and 100% disabled as result of suffering a traumatic brain injury. He and his wife Maya were enrolled in the program for more than four years but lost their eligibility when Jeremy was unable to attend an in-person assessment while recovering from surgery.

 

VA employees conducting Jeremy Beaudette's reassessment relied solely on his medical records in deciding to remove him from the program.

 

The Beaudettes appealed the decision through the VA's clinical appeals process but were denied repeatedly. They then appealed to the VBA, which did not issue a decision nor dismiss it for lack of jurisdiction.

 

When they didn't receive an answer, the Beaudettes took the case to the U.S. Court of Appeals for Veterans Claims, which ruled in their favor in 2021. The VA then appealed to the federal appeals court, putting any decisions about the Beaudettes' appeal and potentially thousands of others on hold.

The decision could award thousands of dollars in retroactive pay as well as future compensation, according to the Beaudettes' attorneys from the Public Counsel's Center for Veterans' Advancement, National Veterans Legal Services Program, and Paul Hastings LLP.

 

"Such review is an important safeguard of fair agency decision-making, and is critical where support for our veterans and their families is concerned," said Igor Timofeyev, a litigation partner for Paul Hastings who argued the appeal.

 

"This ruling is a monumental victory for injured veterans and their caregivers, who have long endured the challenges and injustices of the Caregiver Program," said Amanda Pertusati, interim directing attorney for Public Counsel, in a statement. "Over the years, our team has received countless calls from frustrated veterans and caregivers impacted by this troubled program."

 

More than 400,000 veterans and caregivers may be eligible to appeal their cases, according to the National Veterans Legal Services Program.

 

As of last month, roughly 14,000 veterans and their caregivers have appealed a VA decision on their caregiver program decision or submitted a request for a higher-level review and potentially could be under consideration by the BVA.

 

As part of the 2021 ruling, the court ordered that all appeals be considered by the BVA and that VA officials should develop a list of applicants who may be eligible to file an appeal. That compilation and follow-on outreach has been on hold since the VA filed an appeal to that ruling.

 

The program provides health care and benefits, including a stipend, to individuals who support veterans who need assistance and supervision and cannot live independently. The stipends vary based on location, but range from roughly $1,800 to $3,000 a month, depending on the level of care required.

 

Initially created to support seriously injured or ill post-9/11 veterans, the program was expanded in 2020 to include veterans who served before May 1975 and widened again in 2022 for combat veterans of all eras.

 

The VA and Justice Department may appeal the ruling to the U.S. Supreme Court. The Justice Department declined to comment on pending litigation. The VA did not respond to a request for comment by publication.
