Dear Ms. Willis:

The Justice Department Office of Juvenile Justice and Delinquency Prevention (OJJDP), within the Office of Justice Programs (OJP), awards federal grants to state and local communities to “administer a variety of juvenile justice and child protection programs.”1 The Fulton County District Attorney’s Office (DA) has received millions of dollars for law

enforcement related programs through OJP.2

According to recent reports, the Fulton County DA may have misused funds from these grants to fundunrelated travel or the purchase of computers and “swag.”3 We write today to request information connected to an OJJDP grant and other federal grants to Fulton County.

In Fiscal Year (FY) 2020, OJJDP awarded Fulton County nearly $500,000 to establish the Fulton County Center of Youth Empowerment and Gang Prevention (Center).4 The stated purpose of the Center was to provide professional development, academic mentorship, and a community network for youth at risk of becoming involved or continuing in gang activity.5

According to reports, the Center has yet to open and the “building meant to house it is closed to the public, its gates padlocked.”6 Reports have raised allegations that portions of this and other federal grants funded by taxpayer dollars provided to the Fulton County DA’s Office were subject to misuse.7

Most recently, the ==Justice Department reportedly stated that it found “inconsistencies in what Fulton

County has reported to [the Federal Subaward Reporting System==] and we are working with them to update their reporting accordingly.”8

Specifically, the inconsistencies relate to $88,900 from your office to the Offender Alumni Association.9

Fulton County records show that money was transferred, but Justice Department records reportedly do not, and the reported administrative

director of the Offender Alumni Association said to the press,“I have no idea where that information is coming from,” referring to the records of payment to the Association.10

Amanda Timpson, the former Director of Gang Prevention and Intervention for the Fulton County DA Office, reportedly notified you that an official in your office planned to use the OJJDP gang prevention funding “on computers and other ineligible expenses” such as MacBooks, “swag,” and travel instead of helping at risk youth in the community.11 Ms. Timpson brought these concerns to your attention on November 19, 2021. Two months later you terminated her employment.12

In FY2020, theFulton County DA’s office received $2 million in federal funding through OJP’s Sexual Assault Kit Initiative(SAKI).13 According to OJP’s Bureau of Justice Assistance, the office that administers SAKI, these funds were authorized to “address the issues that underline the problem of unsubmitted [sexual assault kits]” and help law enforcement and prosecutors solve more of these heinous crimes.14

However, data published by Fulton County, from ==2020 to 2023 show the Fulton County DA’s office spent approximately 49% of its SAKI

funding expenditures on travel and conference expenses, such as hotel, airfare, and rental cars, and approximately 28% was actually spent on professional services, such as forensic and DNA==

Lt. Gen. David N. Miller, Jr., commander of Space Operations Command, Chief Master Sgt. of the Space Force John Bentivegna and Chief Master Sgt. Caleb Lloyd, SpOC senior enlisted leader, visited Buckley Space Force Base July 3, to engage with Space Delta 4 personnel and gain a comprehensive understanding of their mission operations.

The visit began with an office call at DEL 4 headquarters, where Miller received an overview of DEL 4’s operational landscape.

He also toured the 3rd Satellite Communications Squadron antenna site, learning about their crucial role in space communications.

“I am very proud of the work Delta 4 Guardians have done to equip and train the force in preparation for the Space Force Generation display of forces execution this October,” Miller said.

“How can we operate together in war, if we never plan, and operate together before the first generation?”

Miller’s visit continued with a briefing at the 71st Intelligence, Surveillance, and Reconnaissance Squadron, which emphasized their contributions to space-based situational awareness.

The leadership team also visited the Overhead Persistent Infrared Battlespace Awareness Center, where they observed how data from space-based sensors is processed and utilized to enhance operational readiness within the non-commissioned officer corps.

“We need to be pushing to ensure that we take a deliberate discipline initiative, and the NCO feels empowered from command leadership teams to move out on objectives,” Lloyd said.

“The NCOs know the mission best. I saw that in full force today here at Buckley.”

A leadership lunch provided an opportunity for Miller to discuss his strategic vision with DEL 4’s senior leaders and gather feedback.

The day concluded with a town hall, where he addressed personnel and answered questions about space operations and strategy.

“We are going to succeed because Delta 4 Guardians are awesome.” Miller said, “There is only one squadron that does strategic missile warning for the Department of Defense, that is Delta 4.

There is no one else, and you got this.”

The visit underscored the integral role of Buckley SFB in the broader Space Force mission, reaffirming his commitment to enhancing the capabilities and well-being of DEL 4’s personnel.

Miller ended the visit reminding Guardians to take care of themselves, each other and to stay ready.

To advance TV streaming, and contingent on the satisfaction of closing conditions, TMTG expects to receive from Perception Group, Inc. and its affiliates (“Perception”) worldwide non-exclusive perpetual licensing rights for the new CDN technology that TMTG plans to use for its content distribution network. Additionally, Perception will face certain restrictions for five years on operating in the U.S. market in areas that may compete with TMTG. The agreement also includes a contingent opportunity for TMTG to purchase Perception outright in the future.

TMTG’s streaming service is designed to host news shows and networks, religious channels, and additional family-friendly content that has been cancelled or is at risk of cancellation. The technology acquisition announced today will be financed at closing through TMTG’s issuance of up to 5,100,000 shares of its common stock, which shares shall be subject to certain trading restrictions, and $17.5 million that are expected to be paid over a period of three years.

Furthermore, in furtherance of TMTG’s growth strategy, the Company has secured an important financing option by entering into a standby equity purchase agreement (“SEPA”) with YA II PN, Ltd., an investment fund managed by Yorkville Advisors (“Yorkville”). Subject to certain customary conditions, the agreement grants TMTG the option, at its sole discretion, to issue up to $2.5 billion in shares of common stock to Yorkville over three years. The per share subscription price Yorkville will pay for the shares will be a 2.75% discount to the Market Price (as that term is defined in the SEPA) during a one- or three-day pricing period elected by the Company. TMTG intends to use the SEPA strategically to raise and deploy capital, using as little or as much of the SEPA amount as circumstances warrant, when market conditions and business opportunities justify doing so.

Biden Tells Governors He Needs More Sleep and Less Work at Night

The president’s opening remark to a group of key Democratic leaders — that he was in the race to stay — chilled any talk of his withdrawal, participants said.

President Biden told a gathering of Democratic governors that he needs to get more sleep and work fewer hours, including curtailing events after 8 p.m., according to two people who participated in the meeting and several others briefed on his comments.

The remarks on Wednesday were a stark acknowledgment of fatigue from the 81-year-old president during a meeting intended to reassure more than two dozen of his most important supporters that he is still in command of his job and capable of mounting a robust campaign against former President Donald J. Trump.

After Gov. Josh Green of Hawaii, a physician, asked Mr. Biden questions about the status of his health, Mr. Biden replied that his health was fine. “It’s just my brain,” he added, according to three people familiar with what took place — a remark that some in the room took as a joke, including Gov. Kathy Hochul of New York, according to a person close to her. But at least one governor did not, and was puzzled by it.

Secretary of Defense Lloyd J. Austin III announced Patrick Space Force Base as the Space Force recipient of the Commander in Chief’s Annual Award for Installation Excellence July 1.

The award recognizes the outstanding and innovative efforts of the teams of people who operate and maintain U.S. military installations, selecting one base from each military service, plus the Defense Logistics Agency each year.

This year’s Space Force Installation Excellence selection board consisted of a cross functional team from the Headquarters United States Space Force staff.

The board recognized the Guardians and mission partners of Patrick SFB for providing outstanding mission support through innovation and programs dedicated to mission readiness through efficiencies and cost control, while maintaining a focus on the importance of providing a “quality of life” environment for families and single Guardians.

Patrick SFB is home to Space Launch Delta 45 — which provides installation support for the base — along with other defense and Air Force mission partners.

SLD45 authored a cross-coast concept of operations to streamline launch control capabilities by syncing Patrick SFB and Vandenberg SFB mission commands into a single focal point.

The effort added redundant coverage, cut manpower needs by 50%, increased mission assurance by 110%, and drove standardization of training across both ranges.

The Space Launch Delta nailed the first Department of Defense Falcon Heavy launch and the first DoD Falcon Heavy booster reuse.

Additionally, the installation crafted the initial mission assurance plan for United Launch Alliances next generation Vulcan Rocket by validating over 100 launch tasks, authored 300 requirements, and overseeing the first static-fire test. These efforts postured the nation to end our reliance on Russian manufactured engines and exponentially increase our space launch capability.

The installation services team also produced the Space Force’s top childcare program and created a free voluntary kindergarten program.

Margaret Bereano, Installations and Mission Support chief for the United States Space Force said, “in a year of many challenges, the Airmen and Guardians at Patrick SFB excelled in providing mission support to their many operational customers.

Kiev (has another tantrum and) outraged over Orban’s visit to Moscow

The Ukrainian authorities have complained that the Hungarian prime minister did not coordinate his trip with them (KEK)

Kiev has expressed outrage over Hungarian Prime Minister Viktor Orban’s surprise trip to Russia, complaining thatUkrainian authorities had not been informed of the visit beforehand. (Why would he have to, Ukraine is not part of EU, nor Europe, and Zelensky treated Orban like shit when he reached out to Kiev)

Orban landed in Moscow on Friday morning and met with Russian President Vladimir Putin to discuss ways to establish an immediate ceasefire and begin peace talks to resolve the Ukraine conflict.

Earlier this week, he also traveled to Kiev to meet with Vladimir Zelensky and held similar discussions.

The Ukrainian Foreign Ministry has complained on its official website thatOrban’s decision to travel to Moscow was “made by the Hungarian side without approval or coordination with Ukraine.” It stressed that Kiev is against any negotiations regarding the conflict without its direct participation.

“We remind that the principle of ‘no agreements on Ukraine without Ukraine’ remains inviolable for our country and call on all states to strictly adhere to it,” the ministry’s statement read. Zelensky’s ‘peace formula’ is “the only realistic way to restore a just peace,” it added. (So Kiev “Peace Summit” intentionally did not invite Russia, and they have the same stance, No Peace plan without Russia, so Kiev are hypocrites.)

Orban’s trip to Moscow has also been criticized by other Western leaders. Estonian Prime Minister Kaja Kallas, set to replace Josep Borrell as the EU's chief diplomat, accused the Hungarian prime minister of “sowing confusion” and exploiting the rotating EU presidency, which Budapest assumed at the start of July.

European Council President Charles Michel has also condemned Orban’s trip, suggesting that Hungary has “no mandate to engage with Russia on behalf of the EU,” and stressing that “no discussions about Ukraine can take place without Ukraine.”

Orban, however, has insisted that he does not need a mandate to seek peace and pointed out that Hungary has relatively limited political clout and is not formally holding negotiations.

“We can be a good tool in the hands of God, we can be a good tool in the hands of people who want peace,” the prime minister said. He explained that he hopes to convince Moscow and Kiev of the need to work together in order to achieve a ceasefire and initiate peace talks.

Meanwhile,Kiev has continued to insist on Zelensky’s peace plan, which consists of ten steps that include the full withdrawal of Russian forces from territories Kiev claims as its own, reparation payments, and an international war crime tribunal for the Russian leadership.

Moscow has vehemently rejected Zelensky’s plan as a non-starter, insisting that any negotiations to resolve the conflict must take into account the “realities on the ground.”

Former President Trump on Friday disavowed the Heritage Foundation's Project 2025, which has sparked widespread news coverage about policy plans for a potential second Trump administration.

Why it matters: Project 2025 has long annoyed Trump and his top campaign officials, despite the deep links and allies shared by the two entities. Lately, Democrats have been attacking Project 2025 as a proxy for the stakes of defeating "MAGA Republicans."

Project 2025 responded to Trump's comments on X: "As we've been saying for more than two years now, Project 2025 does not speak for any candidate or campaign."

"We are a coalition of more than 110 conservative groups advocating policy & personnel recommendations for the next conservative president."

"But it is ultimately up to that president, who we believe will be President Trump, to decide which recommendations to implement."

The other side: "Project 2025 is the extreme policy and personnel playbook for Trump's second term that should scare the hell out of the American people," Biden campaign spokesman Ammar Moussa said in a statement to Axios.

Axios scooped last week that the Biden campaign planned to use the CNN debate to launch a new offensive against the Heritage Foundation's plans to transform the U.S. government.

Moussa pointed out on X Friday that Trump's main super PAC, MAGA Inc., is running ads promoting a website called "Trump Project 2025."

A source familiar with the website tells Axios the term "Project 2025" was used to capture search traffic inspired by Democratic ads. The site doesn't link to or promote Heritage's project, and instead contrasts Trump and Biden policies.

How it works: Project 2025 is an effort to concentrate the president's control over the executive branch to override checks that otherwise could restrain his power.

A key tenet of the project is "Schedule F," an executive order that would allow the president to strip thousands of federal employees of employment protections, fire them and replace them with ideological loyalists.

Late in his previous administration, Trump signed an executive order creating a Schedule F job classification, which could apply to as many as 50,000 federal workers.

Zoom in: Since the order was signed in October 2020, the Trump administration didn't have time to fully implement it, and the Biden administration rescinded it before it could go into effect.

The Biden administration finalized a rule earlier this year that strengthens existing protections for civil servants and to slow efforts to undermine them.

However, Trump has promised to reimplement Schedule F "on day one" of his administration.

Between the lines: The Trump campaign has said it welcomes outsiders' efforts to collect and vet resumes for a potential second term. But the campaign itself never embraced Project 2025's 922-page policy handbook.

What they're saying: Susie Wiles and Chris LaCivita, co-managers of the Trump campaign, have issued several statements distancing Trump from such outside efforts.

Russia reveals scale of strikes on Ukrainian targets

Airfields, energy infrastructure, and missile depots used by Kiev’s forces have been hit during the past week, Moscow has said

Russian forces have carried out23 combined strikes on Ukrainian targets in the past week, the Defense Ministry in Moscow has said.

The attacks, which took place between June 29 and July 5, involved both “high precision weapons” and drones, the ministry said in a statement on Friday.

They hitUkrainian airfields, as well asenergy infrastructureused to power the country’s military-industrial complex.Sites where Kiev’s missiles were being storedand prepared for launch were also successfully targeted.

Russian missiles and UAVs also destroyedfuel depotsused for Ukrainian hardware, and assembly shops for aerial drones and unmanned boats, the ministry added.

Moscow reported several major strikes in Ukraine during the past week, including an attack on theMirgorod airfieldin Poltava Region on Tuesday, in whichfive of Kiev’s Su-27 fighter jets were destroyedand two others damaged.

During the past week, Russian air-defense systemsshot down two Ukrainian Air Force MiG-29sandone Su-27 jet, five US-supplied ATACMS missiles, 14 Storm Shadow cruise missilesthat had been donated by Britain, 42 rockets for US-made HIMARS, and Czech-made Vampire systems,as well as 451 drones of various types, the statement read.

The total losses incurred by the Ukrainian military over the pastseven days have reached up to 13,500 servicemen, according to the defense ministry.

The most intense fighting apparently took place in Russia’s Donetsk People’s Republic (DPR), where more than 7,700 Ukrainian troops were killed or severely wounded.

In the DPR, the villages of Spornoe, Shumy, Novoaleksandrovka, and Novopokrovskoe, as well as the Novy district of the strategic town of Chasov Yar,have been “liberated,”the ministry said.

In Ukraine’s Kharkov Region,Russian forces took controlof the settlement ofStepovaya Novoselovka, it added.

Moscow launched its offensive in the northeastern Kharkov Region in early May in response to frequent cross-border strikes by Kiev’s forces on civilian targets in Russia’s Belgorod Region. According to Russian President VladimirPutin, the goal of the operation is to establish a buffer zonethat will make further Ukrainian attacks impossible.

An elderly witness, who claims to have seen official US Government photos showing alien bodies at the Roswell "UFO crash site" in New Mexico, has come forward, to allegedly avoid taking the secret to their grave.

In a new bombshell report, that has been filed with an official UFO database in the US and is being examined by experts, the witness claims they would take a lie detector test.

The Roswell mystery has been at the heart of the UFO scene since in July 1947 the military sensationally announced in a press release it had found the remains of a crashed flying saucer in the desert near to the New Mexico town of the same name.

A photograph was released showing Major Jesse Marcel holding foil debris from the "crash site".

But the following day it retracted the statement, saying it was in fact a damaged US Air Force air balloon.

It led to speculation ever since of a major cover-up, with the initial information accidentally released.

Witnesses later came forward to say there had been alien bodies within the "crashed craft", which along with the wreckage were then taken to the mysterious top-secret Area 51 military base in Nevada.

It has gone on to become the biggest UFO conspiracy theory on record.

The new witness report was filed by an unnamed individual to the National UFO Reporting Center (NUFORC) last month.

The person claimed in their report to have been shown official US military images taken at the crash scene on October 15 1986, but they had only just come public.

Their report said: "I was randomly shown two photos unexpectedly one day of the actual Roswell crash site.

"The photo was face down with a hand-cut strip of paper cut out with scissors and a piece of brownish aged scotch tape on the ends of the strip, the strip had typed on it 1947, Roswell New Mexico, Two Air force officers inspecting alien body in front of wreckage (as best as I remember).

"The other photo had no strip of paper on the back. I have been afraid to share this because of the sensitive nature and fear of reprisal from the government, but I am 70 now and I do not feel right just going to my grave whenever that might be with it.

"The guy wanted to share them but again, fear of reprisal. So, I have deep experience in photography and in certifying documents, zero doubt these were real.

"Basically it looked like a graphflex 4x5 inch negative camera with a flash photo taken at night.

The photographer was standing and the photo was angled down to where the alien body was on the ground, mostly laying on its front with the head turned slightly, about three to four feet from the camera, then the body, then the two officers squatting/kneeling beside it.

The witness said one was holding "something that kind of looked like an ink pen" and "held it against the arm or back of the suit on the alien and was lifting it".

They added: "It looked like melted striations running down from the pen or whatever was he was holding.

There was some space between the two officers and a little space on each side of them and you could clearly see the crashed UFO and the skin of the ship ripped and smashed open, not scattered pieces but like a wrecked car that was still together.

"I could see what some of the construction looked like, some bent metal tubes mostly and small like straight pieces bent up from the crash."The ship was actually smashed up against a rock and you could clearly see that.

I think one of them was Marcel, but at the time, sure I had heard of Roswell but with no internet I didn't really know his look to recognise him. I do now.

"But I kind of remember him and the other officer being similar in age, body build, both were in like khaki pants and shirts like officers no, ties.

"Seems like there were name plates on them but I just focused on the alien body. I had them in my hand for about 20 minutes and never saw them again.

"I do not mind anything to prove my story, who knows, a lie detector, hypnosis may bring out the names on the nameplates but this is all I have.

"I prefer not to tell his name at this point. I will continue to see if I can locate him, I tried recently but not sure of the results. The main thing about reporting this is because I think I should tell someone.

"The official position I looked the other day is still is the radar balloons for detecting soviet nuclear tests and there was no UFO or alien bodies there.

"The complete opposite is true. There is no way, shape or form that there was not an alien body and a crashed disc saucer smashed there out at the site.

"This is what I am sharing with you, as far as I can tell this account of these photos has never been shared or told before never told before.

"I am not doing this for money, or prestige or anything… I do not care who believes what, this happened. And what am I supposed to do? Not tell anyone? Ever, and just go to my grave with it?"

Trump likely ‘sincere’ on Ukraine pledge – Putin

Mexico Asks US Supreme Court To Allow Its $10 Billion Lawsuit Against US Gun Makers

“Mexico’s lawsuit is an affront to the sovereignty of the United States of America…"

Although some gun control activists welcome Mexico’s lawsuit, gun rights advocates say the legal action by a foreign government is exploiting U.S. laws in an effort to cripple the U.S. firearms industry and weaken the Second Amendment protections Americans enjoy.

Earlier this year, the U.S. Court of Appeals for the First Circuit allowed the case to move forward after it was dismissed by a federal district court.

The new filing by Mexico on July 3 comes after lead petitioner Smith and Wesson filed a petition with the Supreme Court on April 18 seeking to overturn the First Circuit ruling. Among the co-petitioners are Beretta U.S.A. Corp., Glock Inc., and Sturm, Ruger & Co. Inc.

In its brief, Mexico argues the First Circuit ruled correctly and that it should be allowed to move forward with its claim that the petitioners “deliberately chose to engage in unlawful … conduct to profit off the criminal market for their products.”

The circuit court held that Mexico’s complaint made a plausible claim that the petitioners “deliberately aided and abetted the unlawful sale of firearms to purchasers supplying brutal cartels in Mexico” and that that country suffered harm as a result, the brief stated.

The gun makers are wrong to argue that the prospect of them being held “liable for negligence and public nuisance” presents “an existential threat to the gun industry.”

The First Circuit’s decision came after a federal district court threw out the lawsuit on Sept. 30, 2022.

U.S. District Judge F. Dennis Saylor IV in Massachusetts dismissed the lawsuit that claimed U.S. companies were intentionally undermining Mexico’s tough gun laws by making “military-style assault weapons” that find their way to drug cartels and criminals.

Judge Saylor found that the federal Protection of Lawful Commerce in Arms Act (PLCAA) of 2005 “unequivocally bars lawsuits seeking to hold gun manufacturers responsible for the acts of individuals using guns for their intended purpose.” The PLCAA was enacted to protect the industry from frivolous lawsuits.

"His public statements manifesting his refusal to recognize and submit to the Supreme Pontiff, his rejection of communion with the members of the Church subject to him, and of the legitimacy and magisterial authority of the Second Vatican Council are well known," stated a Vatican bulletin that announced the ruling.

The decision of Viganò's excommunication was widely expected following the archbishop's June 20 announcement that he had been charged with schism by the Dicastery for the Doctrine for the Faith and that he would not be cooperating with the Vatican penal process.

At the time, Viganò said he would not comply with the request to present himself in person to formally receive the accusation and evidence against him and said he considered the charges brought against him to be an "honor."

The June 11 Vatican decree stated that if Viganò remained unresponsive through June 28, he would be sentenced in absentia. The July 5 Vatican statement announcing the excommunication noted that the Congress of the Dicastery for the Doctrine of the Faith met on July 4 to conclude the penal process against Viganò.

The statement also noted that the archbishop was notified with news of his excommunication on July 5 and that the reversal of such a decision is reserved to the Apostolic See.

The weighty decision by the Vatican to excommunicate Viganò comes six years after he published an unprecedented 11-page letter in 2018 alleging a widespread Vatican cover-up of allegations against ex-Cardinal Theodore McCarrick and called on Francis to resign.

Although many of his initial claims he alleged have been discredited, the Italian archbishop was lionized by some right-wing Catholics for his support of former U.S. President Donald Trump, opposition to the COVID-19 vaccines and spreading of Q-Anon conspiracy theories.

While many mainstream Catholics have dismissed the former Vatican diplomat, he has continued to use his website and social media to promote his radicalized views, with his posts being shared by high-profile individuals such as Trump and being widely promoted within certain pockets of the U.S. Catholic Church.

The rare excommunication of one of the church's own prelates is likely to put a number of U.S. bishops in an awkward position given that following his initial 2018 allegations against the pope, more than two dozen issued statements attesting to his credibility, including some of the current leadership of the U.S. bishops' conference.

At the time of publication, Viganò had yet to issue a statement in response to his excommunication. His last public posting on social media, published on the same date of the Vatican's statement on his excommunication, was a request for donations for his foundation in support of the "traditional training" of young seminarians.

Farage ‘coming for Labour’ after ‘the end’ of the Tories

The Reform UK leader has been elected as a member of parliament on his eighth attempt

Eurosceptic firebrand Nigel Farage won a seat in the UK parliament for the first time in Thursday's general election, defeating his Conservative challenger in the Essex constituency of Clacton, and promising to mount a strong opposition to Labour.

Farage called his victory “the first step of something that is going to stun all of you,” pledging to turn his Reform UK party into the main opposition. The former Brexit Party, created in 2018, is projected to win 13 out of 650 seats.

“There is a massive gap on the centre-right of British politics and my job is to fill it,” he said, claiming: “this is the beginning of the end of the Conservative Party.”

The Tories have suffered their worst-ever election defeat, securing only 131 seats, according to exit polls and early results. Washington Secretary of State Steve Hobbs' Office has, through agency rulemaking, officially removed a residency requirement for registering to vote enshrined in the state’s original 1889 Constitution.

This threat, called a patent cliff, is a regularly occurring problem for the pharmaceutical industry. Big Pharma has long made its money by attaining patent exclusivity of certain drugs, thereby monopolizing all potential profits made off of them for a finite amount of time. When that patent exclusivity ends, the drug rolls head first off of a “patent cliff,” and tens of billions of dollars in revenue are put at risk.

As a result, companies facing patent cliffs have shifted their patent cliff response efforts to acquiring biotech and biologic companies that produce products that, compared to their more typical chemical-based counterparts, are more complex, unpredictable and difficult and expensive to make. The race for future blockbuster drugs will therefore take place “in big drugmakers’ own laboratories or in those of smaller biotechnology companies” as opposed to mergers with other large corporations.

To understand what makes biologics so complex and unpredictable, their vast difference in function and origin compared to chemical-based drugs must be understood. Biologics are taken from different natural sources, such as humans, animals or microorganisms and “may be produced by biotechnology…and other cutting-edge technologies.” While chemical drugs activate one’s entire immune system in a general manner, biologics target “certain proteins or cells in your immune system to create specific responses,” hence the use of cutting-edge technology to achieve these more specific medical goals.

The Committee on House Administrations Oversight panel met to hear testimonies from whistleblowers on why it took so long for the National Guard to respond to the Capitol on January 6th, 2021.

Lawmakers met for witness testimony in a hearing called “Three Years Later: D.C. National Guard Whistleblowers Speak Out on January 6 Delay” on Wednesday.

Chairman Representative Barry Loudermilk (R-Ga.) kicked off the hearing by shedding light on a November 2021 report from the Department of Defense’s Acting Inspector General. The report detailed the DOD’s response to January 6th, claiming that the National Guard was deployed as soon as possible.

However, the Georgia Republican said it took three hours and 19 minutes to deploy troops on January 6th after receiving orders.

Those testifying Wednesday included:

Colonel Earl Matthews – Chief Legal Advisor, D.C. Army National Guard

Command Sergeant Major Michael Brooks – Senior Enlisted Officer, D.C. Army National Guard

Captain Timothy Nick – Aide-de-camp, D.C. Army National Guard

Brigadier General Aaron Dean – Adjutant General, D.C. Army National Guard

In regards to the Inspector General’s 2021 report, Loudermilk said the report concludes that the leader of the National Guard response, Maj. Gen. William Walker, received two orders from then U.S. Army Secretary Ryan McCarthy to deploy troops to the Capitol, once at 4:45 pm and again at 5:00 pm.

“Walker denies that either of these calls took place,” Loudermilk said. “Despite the many inconsistencies and contradictions of the DOD’s responsibility that day, the select committee on January 6th ignored these discrepancies despite them being shared privately by their own staff and barreled forward with the DOD’s side of the story.”

The hearing comes after the oversight panel published a never-before released transcribed interview from Trump’s former White House deputy chief of staff Anthony Ornato, which showed that the former president offered 10,000 National troops to secure the Capitol. Mayor Muriel Bowser (D-Washington D.C.), however, rejected the call.

Loudermilk said the now-defunct January select committee withheld Ornato’s “critical witness testimony from the American people because it contradicted their predetermined narrative.”

Colonel Earl Matthews accused two senior officers of the army, Gen. Charles Flynn and Lt. Gen. Walter Piatt of lying to Congress and federal investigators about why it took so long to deploy the National Guard.

“That DOD IG report is replete with incorrect, false information,” Matthews asserted.

The inspector general blamed the delay on lack of coordination but all witnesses said the National Guard was ready, had the DOD told them to go when they were supposed to.

Matthews sent a memo to the House J6 committee as well as a Senate committee accusing the Army officers of misleading Congress after the 2021 report.

Since coming forward, Matthews hasn’t been promoted. This comes after a promotion board in November 2022 recommended he was one of the “best qualified” group of Army Reserve colonels to be promoted to brigadier general.

He later filed a complaint alleging retaliation for testifying to Congress and asked for those responsible to be reprimanded.

“If public confidence in the integrity of government operations is to be restored,” the complaint said, “he must be made whole and the responsible officials appropriately disciplined.”

Also during Wednesday’s testimony, Command Sgt. Maj. Michael Brooks, said the delay was due to Secretary McCarthy and other officials being more concerned about “optics.”

“I have no idea why we never received that order,” Brooks said. “All I do know is that they were more concerned with what it would look like with soldiers with the Capitol in the background than protecting the Capitol of the united states.”

Loudermilk said the hearing left them with more questions that need to be answered.

A former D.C. National Guard official is accusing two senior Army leaders of lying to Congress and participating in a secret attempt to rewrite the history of the military’s response to the Capitol riot.

In a 36-page memo, Col. Earl Matthews, who held high-level National Security Council and Pentagon roles during the Trump administration, slams the Pentagon’s inspector general for what he calls an error-riddled report that protects a top Army official who argued against sending the National Guard to the Capitol on Jan. 6, delaying the insurrection response for hours.

Matthews’ memo, sent to the Jan. 6 select committee this month and obtained by POLITICO, includes detailed recollections of the insurrection response as it calls two Army generals — Gen. Charles Flynn, who served as deputy chief of staff for operations on Jan. 6, and Lt. Gen. Walter Piatt, the director of Army staff — “absolute and unmitigated liars” for their characterization of the events of that day. Matthews has never publicly discussed the chaos of the Capitol siege.

On Jan. 6, Matthews was serving as the top attorney to Maj. Gen. William Walker, then commanding general of the D.C. National Guard. Matthews’ memo defends the Capitol attack response by Walker, who now serves as the House sergeant at arms, amplifying Walker’s previous congressional testimony about the hourslong delay in the military’s order for the D.C. National Guard to deploy to the riot scene.

“Every leader in the D.C. Guard wanted to respond and knew they could respond to the riot at the seat of government” before they were given clearance to do so on Jan. 6, Matthews’ memo reads. Instead, he said, D.C. guard officials “set [sic] stunned watching in the Armory” during the first hours of the attack on Congress during its certification of the 2020 election results.

Matthews’ memo levels major accusations: that Flynn and Piatt lied to Congress about their response to pleas for the D.C. Guard to quickly be deployed on Jan. 6; that the Pentagon inspector general’s November report on Army leadership’s response to the attack was “replete with factual inaccuracies”; and that the Army has created its own closely held revisionist document about the Capitol riot that’s “worthy of the best Stalinist or North Korea propagandist.”

The memo follows Walker’s own public call for the inspector general to retract its detailed report on the events of Jan. 6, as first reported by The Washington Post. Walker told the Post he objected to specific allegations by the Pentagon watchdog that Matthews’ memo also criticizes, calling the inspector general’s report “inaccurate” and “sloppy work.”

The new memo from Matthews, who now serves in the Army reserves, emerges as officials involved in the response that day try to explain their decision-making to investigators. The House select committee has probed the attack for months, and earlier this year top officials testified before the House oversight panel.

Reached for comment, Matthews said the memo he wrote is entirely accurate. “Our Army has never failed us and did not do so on January 6, 2021,” he said. “However, occasionally some of our Army leaders have failed us and they did so on January 6th. Then they lied about it and tried to cover it up. They tried to smear a good man and to erase history.”

Flynn, now the commanding general of the U.S. Army Pacific, and Piatt didn’t respond to messages. Army spokesperson Mike Brady said in a statement that the service’s “actions on January 6th have been well-documented and reported on, and Gen. Flynn and Lt. Gen. Piatt have been open, honest and thorough in their sworn testimony with Congress and DOD investigators.”

At the time, Piatt was the director of Army staff, one of the top generals in the Pentagon, and Flynn was the Army’s director of operations. The two men were the highest-ranking Army officials who spoke on the 2:30 call, according to Matthews.

“LTG Piatt stated that it would not be his best military advice to recommend to the Secretary of the Army that the D.C. National Guard be allowed to deploy to the Capitol at that time,” Matthews wrote, adding: “LTGs Piatt and Flynn stated that the optics of having uniformed military personnel deployed to the U.S. Capitol would not be good.”

Piatt and Flynn suggested instead that Guardsmen take over D.C. police officers’ traffic duties so those officers could head to the Capitol, Matthews continues.

In addition to Matthews’ memo, POLITICO also obtained a document produced by a D.C. Guard official and dated Jan. 7 that lays out a timeline of Jan. 6. The D.C. Guard timeline, a separate document whose author took notes during the call, also said that Piatt and Flynn at 2:37 p.m. “recommended for DC Guard to standby,” rather than immediately deploying to the Capitol during the riot.

Four minutes later, according to that Guard timeline, Flynn again “advised D.C. National Guard to standby until the request has been routed” to then-Army Secretary Ryan McCarthy and then-acting Defense Secretary Chris Miller.

Everyone on the call was “astounded” except Piatt and Flynn, Matthews wrote.

Both men, however, later denied to Congress that they had said the Guard shouldn’t deploy to the Capitol.

In response to a written question from House Oversight Committee Chair Carolyn Maloney (D-N.Y.) in June about whether Piatt advised anyone in the Guard’s chain of command not to deploy directly to the Capitol, Piatt wrote, “At no point on January 6 did I tell anyone that the D.C. National Guard should not deploy directly to the Capitol.”

That statement, Matthews says in his memo, is “false and misleading.”

Walker also testified to Congress in March that Piatt and Flynn expressed concerns about “optics.”

Further, Flynn told Maloney that he “never expressed a concern about the visuals, image, or public perception of” sending Guardsmen to the Capitol.

That answer, Matthews says in his memo, is “outright perjury.”

Matthews wrote that he and Walker “heard Flynn identify himself and unmistakably heard him say that optics of a National Guard presence on Capitol Hill was an issue for him. That it would not look good. Either Piatt or Flynn mentioned ‘peaceful protestors.’”

Flynn’s brother, retired Lt. Gen. Michael Flynn, promulgated a host of conspiracy theories in the lead-up to Jan. 6 and called for former President Donald Trump to impose martial law. Matthews’ memo does not insinuate that Gen. Charles Flynn’s actions on Jan. 6 were shaped by his brother, who has been subpoenaed by the select committee, and does not mention Michael Flynn.

The two generals told the House oversight committee that the Guard wasn’t ready to respond to the chaos that day, and Flynn testified to the House Oversight Committee in June that a “team of over 40 officers and non-commissioned officers immediately worked to recall the 154 D.C. National Guard personnel from their current missions, reorganize them, re-equip them, and begin to redeploy them to the Capitol.” Matthews says that assertion “constituted the willful deception of Congress.”

“If it does not constitute the willful and deliberate misleading of Congress, then nothing does,” Matthews wrote of Flynn’s statement. “Flynn was referring to 154 D.C. Guardsmen who were already on duty, were trained in civil disturbance response, already had area familiarization with Washington, DC, were properly kitted and were delayed only because of inaction and inertia at the Pentagon.”

In other words, Matthews indicates, the idea that it took 40 officers to get 154 National Guard personnel ready to go to the Capitol beggars belief.

Every D.C. Guard leader was desperate to get to the Capitol to help, Matthews writes — then stunned by the delay in deployment. Responding to civil unrest in Washington is “a foundational mission, a statutory mission of the D.C. National Guard,” his memo notes.

That report states that McCarthy had to call Walker twice on Jan. 6 to order him to deploy the D.C. Guard. Matthews’ memo calls this “an outrageous assertion … as insulting as it is false,” and says McCarthy himself was “incommunicado or unreachable for most of the afternoon.”

The inspector general’s report says McCarthy arrived at the D.C. Metropolitan Police Department at 4:05 p.m., and that “witnesses told us that not having heard from MG Walker regarding any specific plan.” McCarthy and others present, including D.C. Mayor Muriel Bowser and D.C. Police Chief Robert Contee, themselves drafted a comprehensive plan for the Guard’s deployment, according to the Pentagon watchdog.

The report further says that soon afterward, Miller and Gen. Mark Milley, chairman of the Joint Chiefs of Staff, reviewed that plan over the phone. Miller authorized the deployment of the D.C. Guard and McCarthy informed Walker of it during a call at 4:35 p.m; McCarthy then held apress conference with the D.C. mayor and called Walker again to reissue the order that he deploy the Guard, according to the Pentagon inspector general.

Matthews challenges that Jan. 6 timetable in his memo. He writes that D.C. Guard leaders “still have not seen this so-called plan developed by McCarthy and allegedly approved by Acting Secretary Miller at 4:32PM.” He adds that the idea that the Army secretary would give Guard personnel support for tactical planning and coordination is “patently absurd.”

Walker, meanwhile, has said no call happened between him and McCarthy at 4:35 p.m. The D.C. Guard’s Jan. 6 timeline — produced while Walker helmed the D.C. National Guard — does not document any phone call between McCarthy and Walker at 4:35.

Both McCarthy and Miller declined to comment.

Megan Reed, a spokesperson for the Pentagon inspector general, said their office stands by its report.

Matthews’ memo also homes in on a document that Army officials have referenced but never fully revealed, titled “Report of the Army’s Operations on January 6 2021.” In Matthews’ view, it lays out a fabricated timeline in a bid to burnish the Army’s reputation.

According to Matthews, Piatt helped produce the document after a series of bruising congressional hearings and news reports that damaged the reputations of Army senior leadership — among them, a Washington Post report that the Army falsely denied Flynn’s participation in the 2:30 p.m. phone call.

“In March 2021, MG Walker was told by a friend that LTG Piatt was so upset with MG Walker that he directed the development of an Army ‘White Paper’ to retell events of 6 January in a light more favorable to LTGs Flynn, Piatt, Secretary McCarthy and the Army Staff,” Matthews writes.

The Army Staff ultimately sought “to create an alternate history which would be the Army’s official recollection of events,” Matthews continues, adding: “The end product, a revisionist tract worthy of the best Stalinist or North Korea propagandist, was close hold,” kept secret from the public.

But members of Congress have seen the document. Piatt referenced it during a House Oversight Committee hearing in June when asked about conflicting recollections of the afternoon of Jan. 6.

“I would refer to the U.S. Army Report of Operations on January 6 that we submitted to this committee,” Piatt told lawmakers. “What the D.C. National Guard did in those short hours was extraordinary. Now when people’s lives are on the line, two minutes is too long. But we were not positioned to respond to that urgent request. We had to re-prepare so we would send them in prepared for … this new mission.”

The efforts — some coordinated, some conflicting and others still nascent — expose a remarkable and growing rift between the party’s contributor class and its standard-bearer that could have an impact on down-ballot races, whether or not the donors influence Mr. Biden’s decision.

The president on Wednesday reaffirmed his commitment to stay in the race amid criticism of his weak debate performance last week. But that has not placated donors or strategists who worry that he cannot win in November.

A group of them is working to raise as much as $100 million for a sort of escrow fund, called the Next Generation PAC, that would be used to support a replacement candidate. If Mr. Biden does not step aside, the money could be used to help down-ballot candidates, according to people close to the effort.

Supporters of potential replacements like Vice President Kamala Harris are jockeying to position their preferred successor. Other donors are threatening to withhold contributions not only from Mr. Biden but also from other Democratic groups unless Mr. Biden bows out.

There is a separate movement to steer money to candidates for lower offices. And financial supporters are urging elected officials at all levels to publicly pressure Mr. Biden to withdraw, signaling support for those who follow through. NATO Members Agree To Give Ukraine $43 Billion in Military Aid for 2025

The pledge will be made at next week's NATO summit, where Ukraine is also expected to be told it's too corrupt to join the alliance

NATO allies have agreed to pledge $43 billion in military aid for Ukraine, which will be provided next year, Reuters reported on Wednesday.

NATO Secretary-General Jens Stoltenberg was looking for the alliance to make a multi-year commitment to ensure long-term support for the proxy war, but the allies did not agree. Instead, they will re-evaluate military aid for Ukraine each year.

The agreement says that NATO allies will “aim to meet this pledge through proportionate contributions.” If the $43 billion is funded based on how much each member contributes to NATO, most of the burden would be on the US since it pays for about two-thirds of the alliance’s budget.

The $43 billion is part of a slew of measures NATO will announce at its summit next week in Washington. NATO is also expected to station a civilian official in Kyiv and establish a new command in Germany that will oversee military aid and training for Ukraine, taking over duties currently overseen by the US.

While planning to provide tens of billions in new military aid, NATO will also tell Ukraine that it’s too corrupt to join the alliance. The Telegraph reported this week that the alliance will release a communique calling on Ukraine to take more anti-corruption steps before talks on its NATO membership could progress.

President Biden has frequently cited Ukraine’s corruption as a reason why the country couldn’t join NATO. But that hasn’t stopped him from providing over $100 billion in aid to Ukraine, which includes tens of billions in the form of direct budgetary aid that funds the government.
