Election Jitters, Industry Headwinds Undermine Biden’s Final Offshore Wind Auction

Oct 29 (Reuters) – A U.S. auction of offshore wind development rights in the Gulf of Maine on Tuesday drew bids for only half of the eight offered leases, for a total of just $21.9 million in high bids, in the latest sign of deep industry malaise.

The sale was a stark display of the lack of industry appetite for new investment after a year of high-profile setbacks that include canceled projects, two shelved lease sales in Oregon and the Gulf of Mexico and a construction accident at the nation’s first major offshore wind project.

It also demonstrated a reluctance to bet big money on projects that will require floating wind turbines, an emerging technology required in very deep waters like those of the Gulf of Maine.

After just one round of bidding, four of eight offered leases sold to developers Avangrid and Invenergy, the U.S. Bureau of Ocean Energy Management said. They were among 14 companies that had been qualified to bid at the sale.

Gulf of Maine Offshore Wind Auction is Test for Beleaguered Industry

The results were a far cry from the $4.4 billion the Biden administration received at its first offshore wind auction held in 2022 for areas off New York and New Jersey.

“I was not expecting a repeat of the New York auction, but I’m surprised that this lasted only one round,” Stephen Maldonado, a North American power sector analyst with energy research firm Wood Mackenzie, said at an offshore wind conference in Atlantic City, New Jersey. “I’m also curious how the timing of the election influenced the thinking of the bidders.”

Former President Donald Trump, the Republican nominee in next week’s presidential election, has vowed to stop offshore wind projects if he defeats Democratic Vice President Kamala Harris in the Nov. 5 election.

The auction was the last before President Joe Biden, a Democrat, leaves office in January.

Biden has made offshore wind a cornerstone of his plan to decarbonize the electricity grid by 2035. But soaring costs and supply chain challenges have slowed development and cast doubt on his administration’s target to install 30 gigawatts of offshore wind this decade.

Avangrid secured two leases for a combined $11.1 million off the coast of Massachusetts, near where it has other leases. Avangrid is owned by Spain’s Iberdrola, which is developing floating wind projects in Europe.

“Securing these lease areas provides a unique opportunity to advance our growing business at a significant value,” Avangrid Chief Executive Pedro Azagra said in a statement.

Invenergy, which is based in Chicago, won a lease off the coast of Massachusetts and another off the coast of Maine. In a statement, the company said its participation in the sale demonstrated its commitment to the U.S. offshore wind industry.

Once developed, the lease areas have the potential to power more than 2.3 million homes, according to BOEM.

RNC Chairman Michael Whatley stated: "Pennsylvania law has critically important safeguards to ensure every legal vote is counted properly. We have filed an emergency application in the Supreme Court to preserve those safeguards. Pennsylvanians' mail ballots must be protected for our country's most important election."

Background:

Last week, the Pennsylvania Supreme Court allowed voters who failed to follow instructions for casting their mail ballots, such as failing to enclose the ballot in asecrecy envelope, to cast a provisional ballot on Election Day.

Pennsylvania law does not allow provisional ballots in these circumstances. The Pennsylvania Supreme Courtcannot rewrite the election laws to fit its members’policy preferences.

Requiring ballots to be returned in secrecy envelopes is a critical election integrity safeguard to protect the right to a secret ballot.

Kiev will conscript 160,000 more troops over the next three months, according to statements from lawmakers and media outlets. More than a million soldiers have already been drafted, yet high losses have left the Ukrainian Armed Forces plagued by manpower shortages.

Speaking in parliament on Tuesday, Ukrainian lawmaker Alexey Goncharenko said that “1.05 million citizens have been recruited into the defense forces” since the conflict with Russia escalated in February 2022.

“We aim to call up 160,000 more individuals, which will allow us to staff military units with up to 85% personnel,” he said, noting that this information came from Alexander Litvinenko, the secretary of Ukraine’s National Security and Defense Council.

Shortly afterwards, AFP reported that these troops would be called up over the next three months, citing an unnamed “security source.”

The Ukrainian Armed Forces had around 250,000 active-duty personnel at the beginning of 2022, a number that rapidly swelled once Vladimir Zelensky called up reservists and forbade draft-age men from leaving the country.

This spring, faced with mounting losses, Kiev lowered the draft age from 27 to 25 and significantly tightened mobilization rules, requiring potential recruits to report to conscription offices for “data validation.” These checks often result in people being immediately taken into the army and sent to the front line.

Videos showing recruitment officers attempting to catch eligible men in various public places, often resulting in violent clashes, have since appeared online.

Ukraine does not publish its casualty figures, and Zelensky’s claim earlier this year that only 31,000 men have been killed or wounded fighting against Russia was widely ridiculed. According to the latest figures from the Russian Defense Ministry, Ukraine’s true casualty count stands at over half a million, or around half of its pre- and post-mobilization manpower combined.

The Republican National Committee has filed an emergency stay application with the U.S. Supreme Court after the Pennsylvania Supreme Court voted to allow provisional ballots for those who had improperly cast mail-in ballots in Pennsylvania.

Last week, the Pennsylvania Supreme Court ruled 4-3 that voters in the state who had improperly cast their mail ballots, such as not using a secure envelope, would be permitted to cast a provisional ballot on Election Day.

But state law does not allow for such provisional ballots.

The RNC's filing noted that Pennsylvania law does not permit provisional ballots under such circumstances and has accused the state's highest court of seeking to rewrite state law to fit their members' political preference.

"When the legislature says that certain ballots can never be counted, a state court cannot blue-pencil that clear command into always. And here, the General Assembly could not have been clearer," the RNC's attorneys wrote.

RNC Chair Michael Whatley said in a statement: "Pennsylvania law has critically important safeguards to ensure every legal vote is counted properly. We have filed an emergency application in the Supreme Court to preserve those safeguards. Pennsylvanians' mail ballots must be protected for our country's most important election."

Judge Samuel Alito, who handles emergency appeals arising from Pennsylvania, ordered the parties to respond to the RNC's application by Wednesday.

The RNC is seeking a ruling by Friday in advance of next week's election. As noted in The Hill, the case is one of four election-related emergency motions at the Supreme Court currently pending.

Judge Keeps N.C. Voter Registration Case in Federal Court

A federal appeals court on Tuesday ruled against a Republican-led attempt to remove more than 225,000 voter registrations in North Carolina, keeping the case in federal court after a district judge attempted to send the case back to state court.

The Republican National Committee and the North Carolina Republican Party have requested the courts order the state's elections board to remove 225,000 voters from the state registration rolls, claiming those voters are "ineligible" to vote in the state.

Republicans claim the North Carolina State Board of Elections failed to properly register these voters by using a form that did not require a driver's license number or the last four digits of a Social Security number.

Earlier this month a federal judge in Wilmington sent the GOP claim to a state court because of an alleged state constitutional violation, but the U.S. Court of Appeals for the Fourth Circuit in Richmond, Virginia, ruled this week the district judge was "improper" in sending the case back to a lower court, meaning the case will remain in federal court.

"Here, the State Board refused to perform Plaintiffs' requested act — striking certain registered voters from North Carolina's voter rolls — on the ground that doing so within 90 days of a federal election would violate…the Civil Rights Act of 1964…and the National Voter Registration Act of 1993," Judge Nicole Berner, a Joe Biden appointee, wrote in the appeals panel's ruling.

"These are ‘law[s] providing for equal rights,'" the judge wrote, noting the existence of a statute that allows for the removal of ineligible names from voter rolls. "We thus reverse the district court's remand order and return this matter to the district court for further proceedings consistent with this opinion."

In a concurring opinion by Judge Albert Diaz, a Barack Obama appointee, the court found that the RNC and North Carolina GOP proved the threshold for standing in the case "made by the barest of threads," adding, "This lawsuit began in state court before being removed quickly to federal court. That removal should have prompted a fundamental jurisdictional question: Does the plaintiffs' complaint plead the necessary … standing ‘to get in the federal courthouse door?"

He concluded, "The district court's opinion didn't consider this issue."

“Satanism” connotes a range of different things: a belief in and worship of Satan; the practice of nonconformity; a tragic resistance to oppression; or even bloody sacrificial rituals. What is meant by the use of Satan, Satanism and Satanist is therefore in large part determined by practices of ascription – and it is very important whether these words are ascribed to oneself or someone else. What we offer in this chapter is a framework for studying modern Satanism rather than a study of the phenomenon itself. After briefly surveying the history of modern religious Satanism in relation to other cultural narratives, this chapter will propose a typology of Satanism, present selected groups and influential formulations in the wider territory of what we call the “satanic milieu”, and discuss identity construction and recruitment through various gateways to and from popular culture.

GOP Rips 'MAGA Democrats' for Invoking Trump in Campaigns

Republicans are calling out endangered "MAGA Democrats" trying to get themselves reelected who continue to sidle up next to former President Donald Trump in their campaigns in the hopes of attracting undecided voters, the Washington Examiner reported.

Vulnerable Democrats from both chambers on Capitol Hill are spending millions in TV advertising, touting Trump policies they say they agree with to praising him for legislative pieces of their own that he signed during his first term.

National Republican Congressional Committee press secretary Will Reinert called them "MAGA Democrats" who are running ads "better suited for a [Saturday Night Live] skit than a serious congressional campaign," he told the Examiner.

The list of Trump-embracing Democrats is extensive:

In Ohio on Monday, a union supporting Brown released an ad linking the Democrat to the other sitting senator from Ohio — vice presidential nominee JD Vance.

"Sen. Brown puts party politics aside and fights for our workers and our safety so Ohio doesn’t ever get railroaded again," says the ad, showing a side-by-side photo of Brown and Vance.

The Senate Republican fundraising arm blistered Democrats for voting to twice impeach/convict Trump and stonewalling his "agenda at every turn" only to latch onto his battleground popularity with the election one week away.

"Now that they can see the writing on the wall, they’re trying to rewrite history," National Republican Senatorial Committee spokesman Philip Letsou told the Examiner in a statement. "These Democrats have no respect for their own voters, and that’s why they feel so comfortable flagrantly lying."

THE OCCULT - A NEW POLICE PROBLEM

The many problems involved with the occult explosion is becoming

a many faceted puzzle confronting Law Enforcement today. In

addition, it is most difficult to understand for involved in

secret practices of Satanic worship are deeper unlimited drugs

and narcotics, deviant sexual behavior that go with it.

Unfortunately, the police investigator attempts to analyze these

type crimes with his normal conception of criminal investigation.

In the cases of satanic practices involving deviant sexual

behavior, the investigator forgets the offense was committed by

an abnormal person influenced by many strange and complex

motivations and, therefore, Law Enforcement'/s analysis of this

and the criminal must be guided by the principles of abnormal

sexology.

ТЕ is imperative these cases be solved. They are vicious,

revolting and create fear in any community. Men are apprehensive

for the safety of their wives, mothers, and daughters; women for

their children and themselves. These situations make for

sensational newspaper headlines, as in the infamous cases of

Henry Lee Lucas and Ottis Elwood Toole, who claim to have slain

approximately 360 people during their travels around the country

between 1975 and 1983. Henry Lucas stated in an April 22, 1984

Ft. Worth Texas Star Telegram News article, "there are hundreds

more like him on the road, all members of the cult that worships

death and devil." "I belong to a cult," Lucas stated, "it was a

devil's organization. For initiation, you would have to go out

and kill a person." As the reports unfolded from the Texas

Rangers files, the disclosed some of the most sadistic, brutal

and bizarre accounts of. deviant sexual murders in modern history.

Abnormal sex offenses involving cult worshippers are not always

recognized. The accepted elements of normal sex offenses may not

even be. remotely present. The basic ingredients may be fire,

slashing, beating and stabbing, all of which are listed as other

police offenses. It is only through proper training that the

police officer can hope to gain the ability to understand and

recognize which are regular sex offenses and those that belong to

cult behaviors.

In either: instances, occult sex crimes are difficult to prove.

In many instances the victim is dead or confused through fear

and/or shock. Law Enforcement must be able to conduct a

thorough, comprehensive investigation with special emphasis on

search of the crime scene, the location of evidence, together

with the preparation and presentation of clues.

Ukrainian Troops Increasingly Refusing Orders, Desertion Rates Explode

The Ukrainian prosecutor’s office has opened 51,000 cases of desertion through the first nine months of 2024. The number of soldiers abandoning their posts is likely to double last year’s total.

The Times of London reported data from the Ukrainian government showing that "51,000 criminal cases were initiated for desertion and abandonment of a military unit between January and September of this year."

El Pais previously noted that 45,000 Ukrainians were being prosecuted for desertion from the start of the year through August. Al-Jazeera says the number is at least 30,000 desertions.

At the start of the year, Kiev was estimated to have between 500,000 and 800,000 active-duty soldiers and an additional 300,000 reservists.

The Ukrainians have also sustained casualties fighting to defend from Russian advances and amid Kiev’s Kursk invasion.

Kiev has struggled to fill its ranks with fresh soldiers, leading Ukraine to drop its conscription age from 27 to 25. As Kiev is still facing manpower shortages, American politicians are pushing Ukraine to drop draft age to 18. Responsible Statecraft has reported:

Despite no evidence of victory on the horizon, the Republican senator is urging Ukrainian lawmakers to pass a mobilization bill that would force more Ukrainian citizens to be drafted into the military. Currently, men under 27 are exempted from the draft. Graham has a problem with that.

…Graham told reporters, "I would hope that those eligible to serve in the Ukrainian military would join. I can’t believe it’s at 27. You’re in a fight for your life, so you should be serving — not at 25 or 27."

"We need more people in the line," he said.

Ukraine has also resorted to allowing prisoners to leave jail if they join the military.

One Ukrainian who deserted told the Times that prison was a better option than the military because "at least in prison, you know when you will be able to leave."

It's not just critics who say that US policy in Ukraine is to fight Russia to the last Ukrainian.
