Serbian government has collapsed

 

The Serbian government has collapsed following the resignation of Prime Minister Milos Vucevic. US transfers 90 Patriot missiles from Israel to Ukraine, Axios reports

 

The United States has transferred around 90 Patriot air defense interceptors from storage in Israel to Poland for delivery to Ukraine, sources familiar with the operation told Axios.

 

The transfer comes as part of efforts by the Pentagon to bolster Ukraine’s air defense capabilities against Russian attacks on critical infrastructure. This marks the most significant delivery of weapons involving Israel to Ukraine since the start of Russia's full-scale invasion nearly three years ago.

 

The Patriot air defense system was officially decommissioned by the Israeli Air Force in April 2023, over three decades after it was first provided to Israel during the Gulf War. With Israel now relying on its own advanced air defense technologies, such as the Iron Dome, the Patriot system had been relegated to training or storage.

 

Following its retirement, Ukrainian officials approached both the U.S. and Israel with a proposal to return the missiles to the U.S. for refurbishment and subsequent delivery to Ukraine, Axios reports.

 

Despite the plan, Israel initially delayed its decision due to concerns that Russia might retaliate by supplying advanced weaponry to Iran. According to a Ukrainian official, Prime Minister Benjamin Netanyahu refused to engage in discussions about the proposal for weeks. However, Netanyahu reportedly approved the transfer in late September.

 

The Ukrainian official alleged that Netanyahu sought a concession from President Volodymyr Zelensky regarding an annual pilgrimage of ultra-Orthodox Israelis to Uman, Ukraine, before agreeing to the Patriot deal. Netanyahu’s office has denied any connection between the two issues.

 

In preparation for the transfer, U.S. Air Force C-17 cargo planes recently transported the interceptors from an air base in southern Israel to Rzeszów, Poland, a key logistics hub for military aid to Ukraine. Along with the interceptors, additional equipment, such as radars, will be sent to the U.S. for refurbishment before final delivery to Ukraine. The interceptors are compatible with the Patriot batteries already operational in Ukraine.

 

An Israeli official said that Russia was informed in advance of the transfer, emphasizing that Israel was merely returning the Patriots to the U.S. rather than directly supplying weapons to Ukraine. The official compared the move to a prior U.S. decision to transfer artillery shells from storage in Israel to Ukraine. A spokesperson for Netanyahu’s office confirmed that the Patriot system had been returned to the U.S. but said they had no knowledge of whether the interceptors had been sent to Ukraine.

Trump's executive order bans federal programs like Medicaid and TRICARE from covering gender-affirming care for minors and urges legal action to oppose the practice.

The order may lead to funding cuts for hospitals and universities providing such care and challenges state Medicaid programs covering it.

Critics expect court challenges as this aligns with Trump's broader rollback of transgender protections, including bans on military service and recognition of nonbinary identities.

 

What is in the executive order:

 

The order directs that federally-run insurance programs, including TRICARE for military families and Medicaid, exclude coverage for such care, and calls on the Department of Justice to vigorously pursue litigation and legislation to oppose the practice.

 

"Across the country today, medical professionals are maiming and sterilizing a growing number of impressionable children under the radical and false claim that adults can change a child’s sex through a series of irreversible medical interventions," the order read. "This dangerous trend will be a stain on our Nation’s history, and it must end."

 

Medicaid programs in some states cover gender-affirming care. The new order suggests that practice could end and target hospitals and universities that receive federal money and provide the care.

It’s the latest push by Trump to reverse policies set by the Biden administration to protect transgender people and their care. On Monday, Trump directed the Pentagon to conduct a review that is likely to lead to them being barred from military service.

 

Hours after taking office last week, Trump signed another order that seeks to define sex as only male or female, not recognizing transgender, nonbinary or intersex people or the idea that gender can be fluid. Already that's resulted in the State Department halting issuing passports with an "X" gender markers, forcing transgender people to apply for travel documents with markers that don't match their identities.

 

Why you should care:

 

Even as transgender people have gained visibility and acceptance in some fronts, they've become major targets for social conservatives. In recent years, at least 26 states have adopted laws restricting or banning gender-affirming medical care for transgender minors. And most of those states face lawsuits, including one over Tennessee's ban that's pending before the U.S. Supreme Court.

 

Republican-controlled states have also moved to keep transgender women and girls from competing in women's or girls sports and to dictate which bathrooms transgender people can use, particularly in schools.

Russian Nuclear Icebreaker Sustains Damage In Arctic Collision with Cargo Ship

Russian nuclear icebreaker 50 Let Pobedy (50 Years of Victory) suffered significant damage to its hull in a collision with a cargo ship while operating on the Northern Sea Route. Photos of the incident show a deep gash on the vessel’s port side near its bow.

The incident occurred on the night of January 26 in the Kara Sea while maintaining winter shipping lanes and escorting a cargo vessel. Based on AIS data 50 Let Pobedy likely collided with the 20,144 dwt dry bulk cargo ship Yamal Krechet en route to the Ob Bay. The condition of Yamal Krechet is unknown. Nuclear icebreakers also routinely escort LNG carriers and oil tankers along the waters of Ob Bay during winter.

According to Russia’s operator of nuclear icebreakers, Atomflot, 50 Let Pobedy remains seaworthy and continues operating in Ob Bay. The damaged section is not proximate to the vessel’s nuclear reactor and the power plant continues operating normally, Atomflot confirmed on its Telegram channel.

It is unclear if the vessel will complete its regular stint of winter icebreaking services or will return to Murmansk early to undergo repairs.

50 Let Pobedy is one of eight Russian nuclear icebreakers in service. It was laid down in 1989, but it did not enter into service until 2007 due to an extended work stoppage following the collapse of the Soviet Union. Prior to the entry into service of the new Arktika-class nuclear icebreakers in 2020, 50 Let Pobedy was the world’s largest nuclear icebreaker.

The incident is not the first collision between a nuclear icebreaker and a cargo ship. In 2017 nuclear icebreaker Vaygach collided with handymax bulk carrier Nordic Barents also in the Kara Sea. Both vessels were able to continue their journey at that time.

In July 2010 two fully-loaded Russian tankers, the Indiga and the Varzuga, collided in medium ice conditions and poor visibility. Neither ship lost seaworthiness and no oil spills were reported, in part thanks to their heavy ice-classification 1A Super with double hull.

Recently Russia started sending non-ice class oil tankers and cargo ships via the Northern Sea Route, frequently in violation of the IMO’s Polar Code and the country’s own Arctic shipping regulations.

President Donald Trump's administration is offering federal workers the chance to take a "deferred resignation" with a severance package of roughly eight months of pay and benefits.

 

A senior administration official told NBC News that they expect 5%-10% of the federal workforce to quit, which, they estimate, could lead to around $100 billion in savings.

 

All full-time federal employees are eligible, except for members of the military, employees of the U.S. Postal Service, positions related to immigration enforcement and national security and other jobs excluded by agencies.

 

"American taxpayers pay for the salaries of federal government employees, and therefore deserve employees working on their behalf who actually show up to work in our wonderful federal buildings, also paid for by taxpayers," White House press secretary Karoline Leavitt said in a statement. "If they don’t want to work in the office and contribute to making America great again, then they are free to choose a different line of work, and the Trump Administration will provide a very generous payout of 8 months."

 

Axios first reported the buyout offer.

The offer went out to the federal workforce through a new system the Trump administration set up that gives officials the ability to email all federal employees at once.

 

The email included a draft resignation letter for them to review. If a person wishes to resign, they will be able to reply with the word "resign."

"At this time, we cannot give you full assurance regarding the certainty of your position or agency but should your position be eliminated you will be treated with dignity and will be afforded the protections in place for such positions."

Tech billionaire Elon Musk, who is now in charge of Trump's new Department of Government Efficiency, famously sent a similar email to employees shortly after he took over Twitter, which he renamed X, asking them to opt in to keep working at the company.

 

White House officials wouldn't say whether he was involved in the current effort. But the subject line of the email that will be sent to federal workers is: "Fork in the Rroad."

 

Musk now has a post pinned on X of an art piece he commissioned called "A Fork in the Road."

The White House will issue a memo Tuesday offering to pay federal workers who don't want to return to the office through Sept. 30, as long as they resign by Feb. 6.

 

Why it matters: It's an acceleration in President Trump's already unprecedented purge of the federal workforce.

 

Driving the news: The Office of Personnel Management described the offer as administrative leave with pay and benefits.

 

A spokeswoman confirmed agencies will receive details later Tuesday. They will also be able to carve out exemptions.

Zoom in: "The government-wide email being sent today is to make sure that all federal workers are on board with the new administration's plan to have federal employees in office and adhering to higher standards. We're five years past COVID and just 6 percent of federal employees work full-time in office. That is unacceptable," a senior administration official tells Axios.

 

The White House expects 5% to 10% of federal employees to accept the offer, which would potentially mean hundreds of thousands of people.

The administration projects the buyouts could ultimately save taxpayers up to $100 billion a year.

The offer applies to all full-time federal employees, except for military personnel, the Postal Service, and those working in immigration enforcement or national security.

The big picture: The memo is just the latest step in the White House's unprecedented move to push career federal workers out of their jobs, and, observers say, replace them with loyalists — a return to a patronage system that federal law sought to banish more than a century ago.

 

On Monday, the administration offered more details on its plan to reclassify thousands of federal civil servants, stripping them of legal protections from firing, in a memo to agency heads.

The executive order and the guidance is a way to make it easier to fire civil servants and turn what had been career jobs into patronage jobs, said Sharon Parrott, head of the Center on Budget and Policy Priorities and a former Office of Management and Budget appointee under Obama.

The moves "will almost surely lead many expert, knowledgeable career civil servants to withhold their best advice," Parrott tells Axios.

Between the lines: Many federal workers are already feeling scared about the administration's crackdown on DEI, its return-to-office policy and the reclassification efforts.

 

That unease could increase take-up on this new offer.

The offer could also spur the most talented federal employees with the best private-sector prospects to leave, according to Terry Clower, an economist who studies the capital region at George Mason University.

"So how does that work if you're trying to accelerate government efficiency if who you drive away are your best workers?" Clower tells Axios.

What they're saying: The largest federal employee union, known as AFGE, denounced the buyouts.

 

"Between the flurry of anti-worker executive orders and policies, it is clear that the Trump administration's goal is to turn the federal government into a toxic environment where workers cannot stay even if they want to," its president Everett Kelley said in a statement.

Reality check: The White House claim that only 6% of federal workers are in-person is widely disputed, and contradicted by data released by the Biden administration last month.

 

State of play: Earlier on Tuesday, White House Press Secretary Karoline Leavitt said that the president has the authority to fire federal employees.

Pilot safe after F-35 military jet suffers ‘significant damage’ in accident at Alaska base

 

January 28, 2025

ANCHORAGE, Alaska (AP) — A U.S. Air Force pilot was reported to be safe after an F-35 fighter jet crashed Tuesday at a base in Alaska.

 

The accident occurred on the runway at Eielson Air Force Base, but it was not immediately known if the accident occurred while the advanced fighter craft was landing or taking off, Eielson spokesperson Staff Sgt. Kimberly Touchet told The Associated Press.

 

“It’s still under investigation, so they’re trying to confirm all the details,” she said. Officials planned a news conference later Tuesday.

 

A release from the Air Force said an “incident” occurred about 12:49 p.m. Tuesday, causing significant damage to the aircraft.

 

“The pilot is safe and has been transported to Bassett Army Hospital for further evaluation,” the statement said.

Eielson Air Force Base is about 25 miles (40 kilometers) south of Fairbanks.
