Texas Senate approves new congressional lines as House Democrats remain out of state

Democrats' absence has halted work in the Texas House, which must also approve the new boundaries, for more than a week.

THE TEXAS SENATE APPROVED NEW CONGRESSIONAL LINES ON TUESDAY IN A RARE MID-DECADE REDISTRICTING EFFORT THAT COULD AID REPUBLICANS IN THEIR EFFORT TO KEEP CONTROL OF THE U.S. HOUSE OF REPRESENTATIVES AFTER THE 2026 ELECTION.

"This mid-decade redistricting isn’t about fair representation—it’s about politicians picking their voters instead of voters choosing their leaders," the Senate Democratic Caucus said in a statement. "And it doesn’t stop here. If they can gerrymander now, they can and will do it before every election."

The exit wasn't enough to deny a quorum, as their counterparts have done in the Texas House. Dozens of Democrats in the lower chamber have decamped to Illinois and other parts of the country, bringing work in the House to a halt for a second week as the chamber continued to lack the minimum headcount needed to conduct business.

“We stand in solidarity with our House Democrat brothers and sisters,” said Houston Sen. Carol Alvarado, the Senate Democratic leader. “Our options here to push back and fight in the Senate are pretty limited, so we’re using every tool that we have.”

The Senate-approved map now heads to the House, which must approve the lines. So far, the Democrats' absence has stalled the effort. On Tuesday, Lt. Gov. Dan Patrick and House Speaker Dustin Burrows saidthey would adjourn for the session if the lower chamber continued to lack a quorum on Friday. Gov. Greg Abbott said he would immediately call a second special session with the same agenda, while teasing the possibility of adding more items.

Texas Republicans began to push for new political boundaries after President Donald Trump’s team insisted state lawmakers, who were initially wary, take up an opportunity to gain more GOP seats in Congress.

The Senate-approved map is identical to the initial draft introduced in the House. After that proposal was approved by a House committee, Democrats in the lower chamber left the state, depriving the chamber of the required number of lawmakers to pass legislation. The so-called quorum break stalled the map from passing the full House.

In a statement, Patrick said the Senate "will continue passing this map each legislative session to accurately reflect our state until House Democrats return from their ‘vacation’ and get back to work for the people of Texas.”

While the Senate Democrats who walked out Tuesday labeled the map "unconstitutional," the Republican leading the chamber's redistricting push argued otherwise.

"No one has presented data, or frankly any compelling case that this map violates any applicable laws," said Sen. Phil King, R-Weatherford.

Democrats in other states, including California Gov. Gavin Newsom and New York Gov. Kathy Hochul, have also promised their own retaliatory redistricting if Texas passes the new map.

Republicans in Texas have taken an offensive stance on the quorum break, with Burrows signing civil arrest warrants for the missing Democrats. Abbott and Attorney General Ken Paxton have also requested that some members be expelled from their seats by the state Supreme Court. Missing members are also facing $500-a-day fines for their absence.

In crafting new districts that would likely elect Republican representatives, the proposed map could also pit incumbent Democratic representatives againstone another in some districts, or risk them losing their seats in others. Under the new map, areas represented by progressive Reps. Greg Casar and Lloyd Doggettwould both be under the new District 37, currently held by Doggett.

Doggett has expressed interest in running again for the seat and pushed back in a post on X against claims he was “declaring war” on Casar in doing so. The new map would redraw Casar’s District 35 so that less than 10% of his current constituency would remain as it would no longer cover the Austin area.

“Abandoning winnable majority Hispanic #TX35 to challenge me in #TX37 helps Trump, divides progressives,” Doggett wrote in the post on Monday.

LONDON — Most Ukrainians now favor ending the war with Russia through negotiations, as support for fighting until victory has dropped sharply since the early days of the conflict. Although their hopes for joining NATO and the European Union have faded and approval of U.S. leadership has plummeted, Ukrainians still see the EU, U.K. and U.S. as key to ending the war. Yet, most doubt that will happen anytime soon.

More than three years into the war, Ukrainians’ support for continuing to fight until victory has hit a new low. In Gallup’s most recent poll of Ukraine — conducted in early July — 69% say they favor a negotiated end to the war as soon as possible, compared with 24% who support continuing to fight until victory.

This marks a nearly complete reversal from public opinion in 2022, when 73% favored Ukraine fighting until victory and 22% preferred that Ukraine seek a negotiated end as soon as possible.

Support for the war effort has declined steadily across all segments of the Ukrainian population, regardless of region or demographic group. This shift comes as diplomatic efforts gain new traction. Ukrainian President Volodymyr Zelenskyy has signaled readiness for direct talks with Russian President Vladimir Putin, proposing renewed negotiations, while U.S.Big Fat LiePresident Donald Trump is attempting to pressure the Kremlin with the threat of sanctions.

Despite these moves, the conflict continues largely unabated. Daily missile and drone attacks persist, and fighting remains intense along multiple sections of the front line.

Lasting End to Active Fighting Not Expected to Arrive Soon

Though a clear majority of Ukrainians now favor a negotiated end to the war as soon as possible, most are skeptical that active fighting will end soon. One in four (25%) think it is likely that active fighting will come to an endwithin the next 12 months, although only 5% see it as “very likely.” Over two-thirds (68%) think it is unlikely that active fighting will come to an end in the next year.

Ukrainians Sour on Washington but See a Role for U.S. in Peace Negotiations

Ukrainians’ views of their most prominent military ally have shifted decisively since the early months of the war. In 2025, 16% of Ukrainians approve of U.S. leadership, while 73% express disapproval, a record high. All of the goodwill that Washington built up in 2022, when 66% approved of U.S. leadership, has evaporated.

Tensions between Kyiv and Washington have risen in 2025 after Trump’s return to office. A tense meeting between Trump and Zelenskyy in the Oval Office in late February coincided with temporary pauses in U.S. military assistance.

By contrast, perceptions of Germany have improved significantly this year. Leadership approval of Berlin has reached a record high of 63%, despite Germany’s more cautious stance in the war’s early months. Approval of Russia remains negligible (1%), while China continues to receive low ratings (8%), as it has since the war began.

Despite sharp disapproval of U.S. leadership, most Ukrainians still view Washington as having a meaningful role to play in resolving the conflict. Seventy percent believe the U.S. should play “a significant role” in peace talks, in line with views toward EU countries (75%) and the U.K. (71%). Although some negotiations have recently taken place in Türkiye, 55% of Ukrainians support its significant involvement, notably lower than support for the EU, U.K. and U.S.

Hopes for Quick Entry to NATO, EU Fade Further

Ukraine has long expressed a desire to join the North Atlantic Treaty Organization, which is seen by many as crucial to the country’s long-term security. In the first two years of the war, hopes were high for a quick accession to NATO, when clear majorities (64% in 2022 and 69% in 2023) expected Ukraine to be accepted within the next decade.

While most Ukrainians are ready to see the fighting end, few expect it to happen soon.Ukrainians see key roles for the EU, U.K. and U.S. to play in bringing the war to an end, even though public approval of Washington has cratered.

This year has also seen another decisive shift in hopes for a quick accession to NATO, with 32% now expecting to be accepted in the next decade.As diplomatic efforts drag on, the future of Ukraine’s war effort, and its relationship with the international community, remain deeply uncertain.

Analysis of the raw data from the Bureau of Labor Statistics’ (BLS) household survey, officially called the Current Population Survey (CPS), shows an unprecedented 2.2 million decline in the total foreign-born or immigrant population (legal and illegal) between January and July of this year. We preliminarily estimate that the number of illegal immigrants has fallen by 1.6 million in just the last six months. This is likely due to increased out-migration in response to stepped-up enforcement. However, analysis based on the CPS comes with caveats.

Findings:

Analysis of the CPS data shows the total foreign-born population of all ages, both in and out of the labor force, declined an unprecedented 2.2 million from January to July – the largest six-month decline ever within the same year.Non-citizens accounted for all of the falloff in the total foreign-born; the naturalized U.S. citizen population has actually increased some since January. We preliminarily estimate that the illegal immigrant population declined an astonishing 1.6 million (10 percent) to 14.2 million from January to July of this year.

Confirmation of the decline in the illegal immigrant population can be seen in the 10 percent decrease in the number of non-citizens from Latin America who indicated they arrived in the U.S. in 1980 or later. It is well-established that this population overlaps significantly with illegal immigrants.

the CPS actually shows significant job growth among the U.S.-born. Further, to the extent employment growth may have slowed overall, it is likely due to illegal immigrants leaving the country.

Based on the CPS, the BLS reports in Table A-7 of the Employment Situation Report that the number of employed foreign-born individuals declined by 1 million from January to July 2025. Table A-7 also shows an increase of 2.5 million workers among the U.S.-born.

Introduction

Some reporting has focused on the decline of immigrants in the labor market. This analysis goes deeper, using the newly released raw data – typically referred to as the “public-use data” – from the Current Population Survey (CPS). We use the survey, colloquially known as the “household survey”, to measure recent trends in the total foreign-born population (both in and out of the labor force) through July of this year.

While raw data from the CES is not available to the public, our analysis of the CPS indicates that the number of foreign-born residents, primarily illegal immigrants, has fallen dramatically from January to July of this year. To the extent that the CES shows weak job growth, it is likely due to the falloff in the number of employed illegal immigrants in the country due to their heading home.

As the Center has already reported in a prior publication, theforeign-born hit historic highs numerically and as a share of the U.S. population in January 2025 based on the monthly CPS. The January CPS was the first government survey to be weighted to more fully reflect the enormous increase in net international migration that the Census Bureau now observes due to the border surge during the Biden administration.2

FindingsTrends in the Total Foreign-born. Figure 1 reports the total foreign-born population in the United States from January 2021 to July 2025, reflecting the most recent data available. There is certainly variation in the data, but the trend had been upward in the preceding four years.However, since January 2025 the trend has been in the other direction, declining nearly 2.23 million since the start of this year. This is a huge and statistically significant decline, indicating something has fundamentally changed.3 This is by far the largest six-month decline that has ever occurred within the same year in the CPS since January of 1994 when the CPS began to ask about citizenship on a regular basis.4 Decline in Non-citizens. Figure 2 shows that the decline in the foreign-born since January has been entirely among those who are not U.S. citizens. Mexico transfers 26 alleged cartel members to US as part of joint crackdown

Mexico’s Attorney General’s Office and Security Ministry said the handovers were carried out after the US Justice Department pledged not to seek the death penalty.

Twenty-six alleged leaders and operatives from some of Mexico’s most violent criminal organizations are being handed over to US custody following a coordinated transfer between the two countries, officials confirmed Tuesday.

The move includes Abigael Gonzalez Valencia, described by American authorities as a top figure in “Los Cuinis,” a cartel faction tied to the Jalisco New Generation Cartel (CJNG), per the Associated Press. Another man, Roberto Salazar, is accused in the 2008 killing of a Los Angeles County sheriff’s deputy.

Mexico’s Attorney General’s Office and Security Ministry said the handovers were carried out after the US Justice Department pledged not to seek the death penalty. The operation took place on Tuesday, with the suspects flown from Mexico to the United States.

This marks the second large-scale expulsion of cartel suspects to the U.S. in recent months. In February, Mexican authorities turned over 29 alleged traffickers, among them Rafael Caro Quintero, convicted in connection to the 1985 killing of a U.S. Drug Enforcement Administration agent.

The latest transfers come as Washington increases pressure on Mexico to take stronger action against drug trafficking groups responsible for moving fentanyl, cocaine, and methamphetamine across the border. The Trump administration has named CJNG and several other Latin American criminal organizations as foreign terrorist groups.

Gonzalez Valencia, arrested in 2015 in Puerto Vallarta, had been fighting extradition for nearly a decade. He is the brother-in-law of CJNG leader Nemesio Ruben “El Mencho” Oseguera Cervantes, considered one of the most wanted cartel leaders by U.S. law enforcement. Along with his brothers, Gonzalez Valencia is accused of financing CJNG’s rapid expansion, helping it become one of Mexico’s most powerful cartels, known for extreme violence and large-scale drug shipments.

His brother, Jose Gonzalez Valencia, was arrested in Brazil in 2017 and extradited to the United States, where he was sentenced in June to 30 years in federal prison for cocaine trafficking.

President Claudia Sheinbaum has adopted a more aggressive stance toward organized crime than her predecessor, while resisting calls from U.S. officials for direct American military action in Mexico.

Ukraine is preparing a new provocation to disrupt negotiations between Russian President Vladimir Putin and his American counterpart Donald Trump in Alaska on Friday, according to the Russian Defense Ministry.

A group of foreign journalists has already been taken to the city of Chuguev in Kharkov Region, in order to “prepare a series of reports about residents of the city in the frontline zone,” the ministry said. The Ukrainian Army is plotting a provocative strike using UAVs and missiles on one of Chuguev’s densely populated residential areas or a hospital, which will be “immediately recorded by the Western journalists brought in.”

=“As a result of the Kiev regime’s provocation, all responsibility for the strike and civilian casualties will be placed on Russia’s Armed Forces[.] Provocations are also possible in other settlements controlled by Ukraine,” the statement published on Tuesday said.

In April 2022, Ukrainian forces claimed to have found the bodies of hundreds of people in the Kiev suburb of Bucha,shortly after Russian troops left the area as part of a “goodwill gesture” by Moscow amid peace talks with Kiev. Ukraine immediately blamed the deaths on Russia and subsequently used the incident as one of the main reasons for its withdrawal from peace negotiations. Moscow has repeatedly said the so-called massacre was a false-flag operation intended to tarnish its image and derail the diplomatic process.

Russian Foreign Minister Sergey Lavrov has said he appealed to UN Secretary-General Antonio Guterres three times to provide the lists of bodies found in Bucha, “but there is just silence in response.”

The Russian Foreign Ministry has also accused Ukrainian forces of executing civilians in a Donbass town as part of a “false flag”operation designed to wrongly frame Moscow for war crimes.

According to the ministry, witnesses claimed that mercenaries, including alleged Polish nationals, carried out dozens of killings in Selidovo in Russia’s Donetsk People’s Republic before retreating in the face of advancing Russian troops in late October.

US Ignores Horrific Syrian Govt Massacres Caught On Video As Sharaa Embraced In Amman

The number of people killed in the massacres in Syria’s Suwayda Governorate is still yet from being fully documented, as tensions continue to flare and the whole governorate is effectively on lockdown from the government. Talks aimed at addressing concerns about that situation are scheduled for this week in Amman, Jordan.

But while early reports were that a number of representatives of the Druze minority would be present for the talks, that turns out not to be the case, as the Syrian Islamist government has insisted only government representatives could participate, and therefore no Druze will be present.

That’s hugely important since the violence in Suwayda mostly involved massacres of the Druze population, and the Syrian government security forces are accused of participating in at least some of those. The talks are now scheduled to only involve Syria and Jordan’s respective foreign ministers, as well as US envoy Tom Barrack.

Barrack said the talks will affirm their “collective determination to move towards a future in which Syria and all its people can live in peace, security and prosperity.” It’s not at all clear, however, that any concrete efforts will be discussed at these talks.

State Department spokesman Michael Mitchell urged “restraint” in Suwayda, and warning against excessive use of force against protesters. The administration in general, however, seems to be overwhelmingly behind the Syrian government on effectively all issues, and is pushing for the Druze, the Kurdish SDF and others to voluntarily disarm so that the Islamist central government has a monopoly on arms.

The Kurds have rejected those demands, and the Druze seem to be headed in that direction as well, with their religious leaders united against the Syrian government after last month’s massacres.

A new video has drawn more attention to the killings in Suwayda, showing uniformed forces entering a hospital and summarily executing an unarmed man who was identified as a hospital volunteer. They had rounded up hospital staff for questioning and killed the man after he confirmed he was Druze.

Before the video surfaced, state media was accusing Druze forces of carrying out the massacre at the hospital, and while this video only shows a single execution, it’s plainly by government security forces. The government is now promising an investigation into the matter.

Several dozen soldiers, including senior officers suspected of plotting to overthrow the ruling junta, have been arrested in Mali over the past seventy-two hours. The wave of arrests which started on Saturday continued overnight from Sunday to Monday. Other arrests are expected according to security sources.

Why this wave of arrests?

According to security sources contacted by AFP, these arrests were made in connection with an attempt to destabilize institutions. "There were at least twenty arrests", a Malian security source told AFP.

Another source within the army confirmed an "attempt at destabilization", adding: "We have made the necessary arrests" without providing further details on the identity of those arrested.

Officers known among those arrested

Two senior officers are believed to be among those arrested: General Nema Sagara, one of the few female soldiers holding a high position in the Malian army and a recently dismissed senior officer, General Abass Dembélé, former governor of the region central Mopti and respected military officer.

He showed me this through a teacher’s experiment—two jars of cooked rice. For one, I spoke love: “You’re beautiful, you’re enough.” For the other, I cursed it: “You’re yukky, nobody wants you.” A week later, the loved rice stayed white; the cursed one rotted, black and foul. Words directed with intention aren’t just sounds—they’re power. I pray that at least one person reading this feels that truth.

In my mid-30s, 1991, I was singing Ozzy Osbourne’s “Mama, I’m Coming Home” with the radio cranked, windows down. God’s voice was louder, His word clearer. Proverbs 4:23 burned in me: “Guard your heart, for everything you do flows from it.” But music was everywhere—commercials, TV, blaring in stores. TheY—those running media—make sure you can’t escape, pushing lies through airwaves (Ephesians 2:2). I saw lies in pop songs—money’s your god, you’re enough alone, life’s a losing game. Lies that sounded true, hooking hearts. I thought my prism was polished, safe. Then July 2025 hit, and God showed me how deep those hooks go.

Ozzy, the “Prince of Darkness,” played his last concert July 5 in Birmingham—“Back to the Beginning.” I didn’t watch, wasn’t a fan, but something shifted. My sleep watch, tracking REM, told the truth. Normally, I got 1 to 2.5 hours of deep sleep, processing life’s weight. That night, 11 minutes. Then 45, 33, 30, 48 over days. I felt teary, heavy, no reason why—no fights, no stress, just sadness creeping in. July 22, Ozzy died, and “Mama, I’m Coming Home” went viral. Our negative words, like those I sang, fuel them, rejuvenating their husk while dimming our light (2 Corinthians 4:4). Humans thrive on positive thoughts—hope, love, truth (Philippians 4:8)—but theY feed on our pain, growing stronger when we voice lies. “Mama” mimics the prodigal son (Luke 15), but without God, it blinds us, feeding evil’s hunger. God woke me up. My hearing loss let me see lyrics clear, unswayed by melody.

Philippians 4:8 became my anchor: “Think on what is true, noble, right.” I took thoughts captive (2 Corinthians 10:5), renewed my mind (Romans 12:2). By July 30, my REM hit 1:45—my prism was clearing, light breaking through.

Here’s what God showed me: we choose what hooks us. Lies stick when we voice them, their energy dimming our prism. But we can unhook them. I quit music at 40, read lyrics to spot lies, hid God’s word in my heart (Psalm 119:11). By living to glorify Him in all I do—thoughts, words, choices—I stay under His umbrella of protection. It’s like becoming invisible to evil. Satan’s hooks slide off a heart guarded by truth. Temptations are there—always will be, in commercials, TV, everywhere—but a pure heart, armored by God (Ephesians 6:10-18), stands firm.

My REM’s back, my light shines. I was hooked once, singing lies in my 30s I didn’t see.

SUMMARY-God showed me: guard your thoughts, choose what you dwell on. Lies dim your prism, but truth polishes it.

White House launches review of Smithsonian museums

White House officials are launching a review of some of the Smithsonian’s museums aimed at ensuring “alignment” with President Trump’s “directive to celebrate American exceptionalism, remove divisive or partisan narratives, and restore confidence in our shared cultural institutions.”

A Tuesday letter to Smithsonian Institution Secretary Lonnie Bunch was signed by the Domestic Policy Council’s Vince Haley, White House senior associate staff secretary Lindsey Halligan and Office of Management and Budget Director Russell Vought, The Wall Street Journal reported. The review outlined in the letter, Halligan told the paper, “is about preserving trust in one of our most cherished institutions.”

A White House official confirmed The Wall Street Journal’s report to ITK.

Some of the review’s focus will be on exhibits that are poised to be featured as part of next year’s 250th anniversary celebration of the signing of the Declaration of Independence.

The letter instructed eight of the Smithsonian’s museums — including the National Museum of African American History and Culture, the National Museum of American History, the National Portrait Gallery and the National Museum of the American Indian, among others — to replace exhibits that include “divisive or ideologically driven” material with “unifying, historically accurate” content, according to the news outlet.

In a statement, the Smithsonian said its work “is grounded in a deep commitment to scholarly excellence, rigorous research, and the accurate, factual presentation of history.”

“We are reviewing the letter with this commitment in mind and will continue to collaborate constructively with the White House, Congress, and our governing Board of Regents,” the statement said.

In March, Trump signed an executive order that accused the Smithsonian Institution of being influenced in “recent years” by “a divisive, race-centered ideology.”

“This shift has promoted narratives that portray American and Western values as inherently harmful and oppressive,” the order said, part of a broader effort by the Trump administration to roll back former President Biden-era initiatives that promoted diversity, equity and inclusion.

Last month, Halligan, one of the signers of the White House letter to Bunch, criticized an exhibit at the National Museum of American History, saying, “American taxpayers should not be funding institutions that undermine our country or promote one-sided, divisive political narratives.”

“The Smithsonian Institution should present history in a way that is accurate, balanced, and consistent with the values that make the United States of America exceptional,” Halligan told Fox News Digital.

The Smithsonian made headlines in recent weeks after its National Museum of American History removed an exhibit referencing Trump’s two impeachments. The museum later said in a statement that the placard that contained information about Trump’s impeachments would be restored after being “updated in the coming weeks to reflect all impeachment proceedings in our nation’s history.”

“We were not asked by any Administration or other government official to remove content from the exhibit,” the statement said.

CINCINNATI — A former Cincinnati Children's Hospital Medical Center doctor is facing multiple federal charges related to child pornography, said Dominick S. Gerace II, U.S. Attorney for the Southern District of Ohio.

Howard M. Saal, a former geneticist and dysmorphologist at Cincinnati Children's, was in federal court Tuesday for charges of transporting and possessing child porn, Gerace said.

According to court documents, a Hamilton County Sheriff's Office detective received a cyber tip in February regarding searches for child pornography that originated from Saal's IP address. That cyber tip included an image of two young girls engaging in sexual conduct.

The sheriff's office then executed a search warrant in June, during which they seized approximately 29 items, including electronic devices and storage devices. Gerace said to date, as part of their ongoing review of the 73-year-old's electronic devices, the FBI has found more than 153,000 images and 470 videos of child sexual abuse material. He said some of the material found involves victims as young as newborns.

During the search, investigators also questioned Saal about whether he owned any child sexual abuse material. According to court documents, Saal responded, "I hope not."

The U.S. Court of International Trade incredibly ruled against the United States of America on desperately needed Tariffs but, fortunately, the full 11 Judge Panel on the U.S. Court of Appeals for the Federal Circuit Court has just stayed the order by the Manhattan-based Court of International Trade.

Where do these initial three Judges come from? How is it possible for them to have potentially done such damage to the United States of America?

Is it purely a hatred of “TRUMP?” What other reason could it be?

I was new to Washington, and it was suggested that I useThe Federalist Societyas a recommending source on Judges.

It would be the harshest financial ruling ever leveled on us as a Sovereign Nation. The President of the United States must be allowed to protect America against those that are doing it Economic and Financial harm.
