Data Centers "Primary Reason" For High PJM Capacity Prices: Market Monitor

Capacity prices — a cost that is ultimately paid for by electricity consumers — surged in PJM’s last two July capacity auctions.

An Amazon Web Services data center near single-family homes on July 17, 2024, in Stone Ridge, Virginia. Data center load resulted in $16.6 billion in capacity auction revenue in the PJM Interconnection’s last two capacity auctions, according to a report released on Oct. 1, 2025, by the grid operator’s market monitor

The 2024 auction results led to double-digit electric bill increases for some utility customers in PJM’s footprint, which covers parts of 13 Mid-Atlantic and Midwest states and the District of Columbia.

PJM holds capacity auctions to help ensure that it has adequate power supplies to meet future needs. In the last auction, PJM bought capacity for a one-year period that starts on June 1. The grid operator is preparing to hold its next auction in early December to buy capacity for a year beginning on June 1, 2027.

Monitoring Analytics contends it is “misleading” to say that PJM’s recent capacity market results simply reflect tightening supply and demand.

“The current conditions are not the result of organic load growth,” it stated. “The current conditions in the capacity market are almost entirely the result of large load additions from data centers, both actual historical and forecast.”

Also, the “extreme uncertainty” in data center load forecasts is unprecedented and “raises questions about the meaning of clearing a capacity auction based on those forecasts,” Monitoring Analytics said.

In June, the market monitor recommended requiring new data centers to supply their own generation instead of tapping into existing power supplies in PJM.

“The impact of the uncertain forecast of data center load on other customers would be limited or eliminated” by the requirement, Monitoring Analytics said in the report.

PJM is in the middle of a fast-track stakeholder process to develop new rules for adding large data centers to its system with a goal of filing a proposal before the end of the year at the Federal Energy Regulatory Commission.

As part of the process, PJM is proposing to bolster its load forecasting for data centers and other large loads, according to an Oct. 1 presentation from PJM staff. Under the proposal, state utility commissions could review and provide feedback on large load adjustments before they are included in PJM’s load forecast.

Utilities would also have to ask if any data center proposals in their service territory are duplicative proposals. Staff suggested requiring large load customers to post financial security for the capacity they plan to buy in an auction.

The Government has announced plans to introduce a digital ID system which is fit for the needs of modern Britain. We are committed to making people’s everyday lives easier and more secure, to putting more control in their hands (including over their own data), and to driving growth through harnessing digital technology. We also want to learn from countries which have digitised government services for the benefit of their citizens, in line with our manifesto commitment to modernise government.

Currently, when UK citizens and residents use public services, start a new job, or, for example, buy alcohol, they often need to present an assortment of physical documents to prove who they are or things about themselves. This is both bureaucratic for the individual and creates space for abuse and fraud. This includes known issues with illegal working and modern slavery, while the fragmented approach and multiple systems across Government make it difficult for people to access vital services. Further, there are too many people who are excluded, like the 1 in 10 UK adults who don’t have a physical photo ID, so can struggle to prove who they are and access the products and services they are entitled to.

To tackle these interlinked issues, we will introduce a new national digital ID. This is not a card but a new digital identity that will be available for free to all UK citizens and legal residents aged 16 and over (although we will consider through consultation if this should be age 13 and over). Over time, people will be able to use it to seamlessly access a range of public and private sector services, with the aim of making our everyday lives easier and more secure. It will not be compulsory to obtain a digital ID but it will be mandatory for some applications.

For example, the new digital ID will build on GOV.UK One Login and the GOV.UK Wallet to drive the transformation of public services. Over time, this system will allow people to access government services – such as benefits or tax records – without needing to remember multiple logins or provide physical documents. It will significantly streamline interactions with the state, saving time and reducing frustrating paperwork, while also helping to create opportunities for more joined up government services. International examples show how beneficial this can be. For instance, Estonia’s system reportedly saves each citizen hours every month by streamlining unnecessary bureaucracy, and the move to becoming a digital society has saved taxpayer money.

By the end of this Parliament, employers will have to check the new digital ID when conducting a ‘right to work’ check. This will help combat criminal gangs who promise access to the UK labour market in order to profit from dangerous and illegal channel crossings. It will create a fairer system between UK citizens and legal residents, crack down on forged documents, and streamline the process for employers, driving up compliance. Further, it will create business information showing where employers are conducting checks, so driving more targeted action against non-compliant employers.

For clarity, it will not be a criminal offence to not hold a digital ID and police will not be able to demand to see a digital ID as part of a “stop and search.”

Privacy and security will also be central to the digital ID programme. We will follow data protection law and best practice in creating a system which people can rightly put their trust in. People in the UK already know and trust digital credentials held in their phone wallets to use in their everyday lives, from paying for things to storing boarding passes. The new system will be built on similar technology and be your boarding pass to government. Digitally checkable digital credentials are more secure than physical documents which can be lost, copied or forged, and often mean sharing more information than just what is necessary for a given transaction.

The new system will be designed in accordance with the highest security standards to protect against a comprehensive range of threats, including cyber-attacks.

We will launch a public consultation in the coming weeks and work closely with employers, trade unions, civil society groups and other stakeholders, to co-design the scheme and ensure it is as secure and inclusive as possible. Following consultation, we will seek to bring forward legislation to underpin this system.

Victim died after being shot by armed police in response to synagogue attack, police say

One of the victims in yesterday’s attack outside a synagogue in north Manchester died after being shot accidentally by an armed officer, police have said.

Chief constable Stephen Watson, of Greater Manchester Police (GMP), said that the attacker Jihad al-Shamie was not in possession of a firearm and that the death was the result of “a tragic and unforeseen consequence of the urgently required action taken by my officers to bring this vicious attack to an end”.

A second member of the public sustained non-life threatening gunshot injuries, he added.

In a statement, he said:

The Home Office pathologist has advised that he has provisionally determined, that one of the deceased victims would appear to have suffered a wound consistent with a gunshot injury.

It is currently believed that the suspect, Jihad al-Shamie, was not in possession of a firearm and the only shots fired were from GMP’s Authorised Firearms Officers as they worked to prevent the offender from entering the synagogue and causing further harm to our Jewish community.

It follows therefore, that subject to further forensic examination, this injury may sadly have been sustained as a tragic and unforeseen consequence of the urgently required action taken by my officers to bring this vicious attack to an end.

We have also been advised by medical professionals that one of the three victims currently receiving treatment in hospital, has also suffered a gunshot wound, which is mercifully not life threatening.

At 70 years old, having lost my son in service to our country, I find myself wrongfully imprisoned, yet my thoughts turn to these sisters in struggle, many so young and full of potential, trapped in a system that fails them profoundly.

The daily grind here is unrelenting. Flashlights pierce the darkness hourly through the night, robbing us of restful sleep. We rise early, navigating a routine that offers little solace. Our basic provisions are meager: three uniform tops and bottoms, five pairs each of underwear, bras, and socks—items so flimsy they fray and tear long before their time. With a mere $13 a month in state pay, these women struggle to afford even the essentials like shampoo, soap, or deodorant. Small comforts, like a treat or extra phone time to connect with loved ones, remain out of reach for so many.

To add insult to injury, out of this meager $13 allowance these women are given, every medical visit requires a $3 charge just to be seen.

The nourishment we receive falls far short of sustaining body and spirit. Processed fare dominates our trays—tater tots, hot dogs, fish sticks—reminiscent of a child's school lunch, devoid of vitality.

It's been over a year since I've tasted a fresh tomato or crisp romaine lettuce. The prison grounds, while aesthetically pleasing with their manicured lawns and blooming flowers, mask a deeper neglect. Why lavish resources on ornamental beauty when fertile land lies ready for cultivation?

Imagine transforming those spaces into gardens where these women could learn to plant, harvest, and preserve their own food. Such skills would not only reduce costs but empower them for life beyond these walls, teaching self-sufficiency for all seasons of life.

Yet, the true tragedy lies in the absence of meaningful programs. Favoritism runs rampant, with some inmates favored for better placements despite troubled histories, while others languish in general population amid volatility.

My own cell, a repurposed laundry room scarcely 40 square feet, forces my roommate and me to maneuver awkwardly, unable to stand simultaneously. Pods house 20 women, rooms crammed with six at a time, fostering tension in an environment ill-suited for rehabilitation.

Education and skill-building opportunities are promised but rarely delivered. A class intended for three to four months stretches over a year due to staffing shortages—guards quitting en masse, leaving untrained teachers to fill security roles. This delay not only hinders personal growth but blocks access for others, impacting parole prospects.

The parole board, unaware of these barriers, penalizes women for incomplete programs, perpetuating cycles of despair. There's no instruction in practical life skills: balancing finances, organizing one's affairs, or managing savings. An inmate savings program could foster responsibility and provide a foundation to build upon after release, giving so many of these women a chance to break the chains of recidivism.

Spiritually, we are starved as well. Church services and the sacred act of worship are granted only once a month—a scant offering for souls seeking guidance and community. In this void, women with low inmate numbers—those who've cycled through the system repeatedly—highlight the failure. There are no tools given to them to thrive outside, leading them back to what they know.

Technology lags behind compassion in this place. Unlike other facilities, we lack video visits, denying mothers glimpses of their children or connections with distant, elderly family. Equipment sits unused instead of bridging hearts separated by miles and misfortune.

These women—forgotten, idle, bored—deserve better. They could contribute to the prison's upkeep, growing food, maintaining the grounds, or learning trades that would alleviate institutional burdens while building their futures. Prison should repay society's debt through transformation, not stagnation.

I see their struggles, hear their stories, and it moves me deeply. Though my own path is unjust, it's their voices that must echo beyond these bars.

I will continue to advocate for them, risking retaliation, because silence serves no one. Reform is possible: nutritious meals would go a long way to restore these tired women. Programs committed to educating and more available time to engage in worship would nourish their souls. For the sake of these women, our daughters and sisters, we must demand change.

I ask that everyone who reads this take a moment to pray for these women.

There is of course a price to pay for the choices that we make in life. Still, we must remain committed to seeing the humanity and inherent value in life and there is no better place to start than those battered hearts and souls in our own nation.

Pray for America, for these women I have been humbled to live with this past year, and pray for the truth to set us free.
