President Donald Trump signed an executive order on Aug. 10 calling for spacing out childhood vaccines.

The order recommends administering the measles, mumps, and rubella (MMR) vaccine in three shots in separate visits.

“The Gold Standard Childhood Vaccine Recommendations also recognize that the combined measles, mumps, rubella (MMR) vaccine should be administered in three separate single-disease shots once such products are domestically available and that, to the maximum extent feasible, all childhood immunizations should be administered at separate medical visits,” the order states.

The executive order calls for the attorney general to take “appropriate measures to further meritorious legal actions challenging state laws that conflict with states’ constitutional and Federal statutory obligations related to parental authority, religious freedom, disability accommodations, and equal protection under the law, including, to the extent applicable under Federal law, States’ obligations to provide religious and medical exemptions from childhood and adolescent immunization requirements.”

Public health experts say that vaccination delays could increase the chances that children are infected with diseases that vaccines can prevent before they return for their next appointment.

States, not the federal government, have the authority to require vaccinations for schoolchildren—even though the order calls for revised vaccine recommendations.

Polls show that most Americans support school vaccine requirements, but Republicans are less likely than Democrats to view them as important.

Amid speculation that vaccines may be linked to autism, Trump has recently increased pressure on Health and Human Services Secretary Robert F. Kennedy Jr. to determine what causes autism, a goal Kennedy previously vowed to pursue through new research announced last year. During a Cabinet meeting last month, Trump asked Kennedy for an update on the research.

“How are you doing on the autism research?” Trump asked.

“We will have an answer for you,” Kennedy said.

Some doctors and scientists say vaccines do not cause autism, pointing to research on the matter, such as a 2015 paper in the Journal of the American Medical Association. Others maintain that it’s an open question or highlight other research, such as a 2026 preprint, that indicates a link.

Trump’s executive order comes as kids return or are about to return to school.

The order also directs the Department of Justice, Department of Education, and Department of Health and Human Services to “take appropriate action to ensure that their contractors and grantees, including States and localities, are compliant with their constitutional and federal statutory obligations.”

The executive order is a win for the Make America Healthy Again movement, which has expressed skepticism of mandatory vaccines.

During the signing, Trump criticized what he called “72 jabs for … beautiful, healthy, lovely delicate little children.”

Trump called for only 11 key vaccines. He said spreading out the shots was critical and said children should get their shots in one year with five separate visits.

Intensified attacks by both sides on grain infrastructure and vessels in the region have renewed concerns over the reliability of shipments from one of the world’s most important breadbaskets, adding risk to global food supplies already battered by bad weather.

Since Russia’s full-scale invasion in 2022, Romania’s Constanta port has become a critical alternative exit point for Ukrainian grain to get to global markets. Typically, cargo from Ukraine reaches the port by rail, road, and barges along the Danube. But heat waves and the absence of rain have lowered water levels on the river, forcing vessels to carry lighter loads.

That’s making river freight pricier, with a knock-on effect that’s adding costs and delays to road and rail transportation just when the Black Sea export corridor needs backup. It’s also hindering flows from Romania, a major contributor to European Union grain shipments.

“Romanian farmers no longer have access to trucks, and transport costs have increased dramatically,” said Stan Tiberiu-Dan, vice president of the Forum of Professional Farmers and Processors of Romania.

For growers looking to move wheat, sunflower and rapeseed downriver toward Constanta, this means fewer barge rotations, longer waiting times and higher freight rates on the Danube corridor that are already running above seasonal norms, the Forum of Professional Farmers and Processors of Romania added in a statement.

“My grain terminal could take 20% more quantity to serve the Solidarity Lane project with Ukraine,” said Viorel Panait, president of the Constanta Port Business Association and general director at Comvex SA, one of the operators of the grain terminal. But the Danube feeds cargo to the terminal and “the fact that there isn’t enough water affects the quantity of grain that arrives.”

The Solidarity Lane project was launched by the European Commission in 2022 to help establish alternatives to Black Sea shipping routes for Ukrainian agricultural exports.

Ukraine’s state rail operator is also in talks with neighboring countries to add new export routes to create more avenues to move its grain. Still, the railway combined with the Danube river route can only transport a third of the capacity of Ukraine’s Black Sea ports, according to Agrarian Minister Taras Vysotskyi.

The disruptions come at a time when agricultural markets are facing an unusually powerful El Niño as well as higher energy costs and snarled trade routes because of the tensions in the Middle East. Last month, wheat and corn futures surged in both Paris and Chicago.

“With no immediate relief in sight, either through an easing of hostilities in the Black Sea or a recovery in Danube water levels, prices could remain well supported,” said Burak Cetinok, global head of research at Arrow, a shipping and energy brokerage firm.

The logistical strain is only likely to worsen in the coming months as Romania heads for a record wheat, barley and rapeseed harvest. Mild temperatures in the country have delayed the corn harvest in the main producing regions, causing those shipments to overlap with the tail end of wheat flows.

Together with Ukraine’s need to reroute grain after losing roughly a third of its Black Sea export capacity, that means more volumes competing for the same trucks, railways and river barges.

“Since 2022, Constanta’s role has been to be the relief valve — when Odesa is under attack, cargo goes west and out through Romania. That assumes the corridor feeding Constanta has slack. It doesn’t,” said Adrian Dobrita, head of trade at RWA Raiffeisen Agro Romania.

President Donald Trump scored a significant legal victory Monday in his $10 billion lawsuit against the BBC after a federal judge allowed him to amend his complaint over the broadcaster’s controversial editing of his January 6, 2021 speech.

U.S. District Judge Roy K. Altman granted Trump’s request for leave to file a First Amended Complaint in Trump v. British Broadcasting Corporation, rejecting the BBC’s effort to block the move.

The ruling also rendered the BBC’s existing motion to dismiss the case “moot,” forcing the broadcaster to respond to Trump’s revised allegations once they are filed.

Trump sued the BBC in December in his personal capacity, accusing the broadcaster of defamation and violating Florida’s Deceptive and Unfair Trade Practices Act.

He is seeking $5 billion under each claim, for a total of $10 billion in damages.

Trump’s attorneys sought permission to revise the original complaint, while the BBC argued that the president had missed the applicable deadline.

The broadcaster also accused Trump’s legal team of using the amendment strategically to avoid financial disclosures.

Altman rejected the BBC’s objections and gave Trump permission to move forward with the revised complaint.

Trump’s legal team celebrated the decision as a major step forward in the case.

“Today’s strong and thoughtful ruling is a major win for President Trump’s powerhouse lawsuit against the formerly respected and now disgraced BBC, which defamed President Trump by intentionally, maliciously and deceptively doctoring his speech in a brazen attempt to interfere in the 2024 Presidential Election,” a spokesman for Trump’s legal team said.

“President Trump is holding the leftist BBC, along with all of its comrades in the mainstream media, accountable for their peddling of Fake News through deception and maliciously defamatory conduct.”

The lawsuit centers on the BBC’s 2024 “Panorama” documentary, “Trump: A Second Chance?”

The documentary featured an edited version of Trump’s January 6, 2021, speech that combined remarks delivered nearly an hour apart.

The resulting sequence made it appear that Trump told supporters they were going to walk to the Capitol and “fight like hell” as part of a continuous statement.

“We’re going to walk down to the Capitol,” Trump was shown saying in the documentary.

“And I’ll be there with you. And we fight — we fight like hell.”

But that was not how Trump delivered the remarks.

Trump actually said: “We’re going to walk down to the Capitol.

“And we’re going to cheer on our brave senators and congressmen and women, and we’re probably not going to be cheering so much for some of them, because you’ll never take back our country with weakness.

“You have to show strength, and you have to be strong.”

Trump did not use the phrase “fight like hell” until 54 minutes later, when he was speaking about fighting for election integrity.

Paradise Residential Services CEO Jocelyne Ininahazwe and her family enjoyed luxury Mercedes brands while the disabled Mainers who relied on the Medicaid agency for 24/7 care were living in squalor, subject to abuse and neglect by non-English speaking staff, including some who were untrained and never subjected to background checks.

That’s the chief takeaway from documents released Friday by the Maine Department of Health and Human Services (DHHS), including a termination letter to Paradise that cited “violations [that] place the health and safety of MaineCare Members in immediate jeopardy.”

“[Paradise Residential Services] failed to ensure individuals are protected from abuse, neglect, and exploitation, specifically, lack of food, spoiled food, unsanitary conditions in the home, broken glass throughout basement, individuals have been repeatedly left without staff, staff not supervising or providing services,” according to the DHHS letter.

The Robinson Report reported exclusively on Paradise’s termination back in March, which came only after the company managed to bilk the taxpayer-funded program for nearly $25 million.

Among the new documents, released in response to our Freedom of Access Act request, is a letter terminating Paradise’s provider agreement that describes systemic neglect and abuse of Maine residents, as well as fraudulent billing for residential care that was never provided.

The letter corroborates our earlier reporting, which cited formed two former employees who alleged Paradise was violating disability rights and failing to properly vet employees.

Paradise billed under the state’s most expensive Medicaid program, MaineCare Section 21, which provides round-the-clock residential care for adults with Autism Spectrum Disorder (ASD) or Intellectual and Developmental Disorder (IDD).

State officials were told as early as October 2024, by a former employee, of deficiencies at Paradise but failed to effectively protect disabled residents from abuse and neglect until earlier this summer.

Paradise Residential Services, according to a March 6 letter terminating the company’s MaineCare provider agreement, was found to have severely violated MaineCare policies during inspections on Dec. 13, 15, 16, 17, 18, and 19, 2025.

The violations uncovered included:

Failure to maintain clean and sanitary conditions (examples cited: filth with potential to attract rodents; resident incontinence hidden in closets rather than properly cleaned; mold on a washing machine; a member’s mother having to train employees on use of the washing machine).

Failure to ensure access to nutritious food in adequate quantities (examples: freezer containing only half a takeout drink; refrigerator limited to condiments, an uncovered tub of margarine, two foil-covered leftovers, cherry tomatoes, and three desserts, two of which were half-eaten).

Failure to ensure employees met training and background-check requirements under the College of Direct Supports curriculum and related rules.

Failures in medication management and secure storage.

Failures to protect members from abuse, neglect, or exploitation, including repeated instances of members left without staff, broken glass throughout a basement, and inadequate supervision consistent with plans of care.

The Navy and Marine Corps will no longer process such anonymous reports of harassment and discrimination as Military Equal Opportunity complaints.

The Navy and Marine Corps are curtailing when service members can file anonymous complaints alleging discrimination and harassment, a recent Navy-wide message says.

Both services will no longer process such anonymous reports as part of Military Equal Opportunity complaints, according to the message, which closely mirrors recent policy changes announced by the Army and the Department of the Air Force.

“This does not prevent a commander from taking appropriate action in response to an anonymous report,” the Department of the Navy-wide message says.

Sailors and Marines can continue to make anonymous reports for allegations of sexual assault, hazing, and bullying “pending further guidance,” the message says.

A Navy spokesperson had no additional information on Monday about what this guidance might be or why it could be needed.

On Monday, a Department of the Air Force official told Task & Purpose that the department takes “every allegation of discrimination or harassment seriously.”

“Airmen and guardians may still anonymously report allegations,” the official said. “Commanders are encouraged to look into the matter and take appropriate action under their own authority.”

The recent changes announced by the Department of the Navy implement changes mandated by the Pentagon, including Defense Secretary Pete Hegseth’s Sept. 30, 2025 memo that directed military officials to “replace the current anonymous reporting option with a confidential complaint reporting option.”

Hegseth has argued in an April 2025 video that the U.S. military’s programs to report discrimination and harassment had been “weaponized” by people who act “in bad faith to retaliate against superiors and peers.”

Under the changes announced by the Department of the Navy, service members can file confidential reports on discrimination or harassment allegations and receive “appropriate support services,” according to the Navy message. Sailors and Marines are not required to file a separate complaint that may require an investigation to receive these services, but they can convert a confidential report into a formal or informal complaint later should they choose to do so, the message says.

“Confidentiality in connection with the confidential report will not be maintained where there is a specific and imminent threat of serious bodily harm or death to an identified or readily identifiable person or persons or where the report reveals an intent to commit future crime or fraud,” the message says.

The recent updates on anonymous and confidential reporting comply with a June 18 memo from the Pentagon, according to both the Department of the Navy and Air Force announcements. When asked about the memo on Monday, a Pentagon official told Task & Purpose that there was “nothing to release.”

As part of the changes, the Navy and Marine Corps will also offer a “conflict resolution” process prior to any inquiry investigation, according to the message.

This option is meant to be “a means of quickly and appropriately resolving MEO-related concerns before they escalate,” the Navy message says.
