Notable selection has been a node of contention for a long time. Adding additional levels of noteworthiness will only make baking unnecessarily complex without alleviating the arguments of whether something qualifies for this or that cut off. As it stands, the "Global" category introduces enough temptation. Was originally for board-wide announcements, but is often used as "extra-super-important-Notables!"

I think your practice of reposting ideas a couple times to see if they're picked up and built on by other anons is the way to go.

One of the reasons chan culture works so well is it requires knowledge not of keywords, which are easy to imitate (and by Kek do they try), but an ability to use a subtle style of comms involving sophisticated humor and multi-layered irony.
