Searching on "GCHQ logo" brings a series of logos (dif ones over the years, I imagine).

Here's one that was used in 2013–identical to the one on the letterhead (3.5 years later). Will try to find out if it remained the same thru Nov. 2016. If so, means the letter is POSSIBLY authentic (not conclusive, but suggestive).
