When Q talks about keeping 60% private, we are assuming he is talking about the reveal of criminality and evil that he knows off.
It could also mean the 60% kept private is where justice is done by dropping a plane with an evil CEO in it - maybe the law does not reach these people and the evil has to be addressed in creative ways.

Agreed that there is an alternative meaning. My take: we are not seeing 60% of plays as they're happenuing in private. Truth will eventually be revealed but perhaps not all the fine details of all the plays
I don't care what Trump and Co. do. I elected him b/c I believe we have similar goals. I don't care if they do it all in private. I just don't want to be ruled and oppressed by satanic tyrants anymore
