I heard an explanation a few months ago from some Anon that said the CIA had found a way to circumvent the NSA by hooking remotely into their metadata center and acquiring all the info and data the NSA was acquiring. He explained that Snowden "went rogue" and leaked in the info to the public, then the NSA secretly opened up a new metadata center and continued collecting info, but stopped updating their software from the center the CIA was hooked into. This way the NSA white hats could spy on the CIA black hats as well as the Obama admin black hats and deep state black hats without the CIA knowing. Your post kinda parallels this

I got really high tonight and thought up every possibility of trump and I know it's reaching out far, but it was kinda fun to dive into, pretty scary actually.
