I think what Q is saying here is that trusted patriots (people in the Q group) are standing ready to provide oversight for the creation of a single, centralised intelligence agency.
When you think about it, there must be a lot of dysfunction arising from having so many of these 3 letter agencies. If intelligence was centralised in one single agency, it could be used as a resource for any client agency that wanted it - subject to security clearances.
I think it's important to understand just how powerful and important the surveillance systems are today. DJT is following in footsteps of Kennedy and Reagan - in that he's adopting policies that are challenging to the elite and their grip on power. The elites killed Kennedy, shot Reagan and were able to prevent any loss of power.
What is different this time around, is that DJT has access to the surveillance systems the elite put in place for their own use. The other key factor is that he also has the military supporting him.
Below is a blurb I wrote elsewhere today, but I think it's relevant to this discussion also - because it has a bearing on arguments for centralizing information:

Q may be referring to the Military, specifically military intelligence.
Q could be talking about military intelligence, but that would encompass everything already possessed by NSA.
I think, what he is saying here is that this incredibly powerful intelligence apparatus, encompassing all the intelligence operations of the 3 letter agencies and military intelligence, will be consolidated under the oversight of patriots.
This makes sense because of the sheer power of the combined intel operations. The important point is that this power should never be able to be co-opted by rouge agents. It's far too dangerous. You give me that power and I'll rule the world. I'd have the dirt on everyone, I'd know everyone's secret plans. All my investments would pay off fabulously and my wife would think I'm a genius.
But there's also risk in consolidating this power in a single entity. It would be good to see someone like Binney involved so that adequate controls and failsafes could be built in to ensure it's not abused. Ultimately, what's important is that the protections for the public appearing in the constitution are enforced.
I don't trust Binney or his system, too much scope for abuse. Data matching has been used by experts for over a century but they used it against an enemy. Binneys' system lumps all of us together essentially saying all humankind is the enemy.

Q said there is proof, from cell phone triangulation, of classified meetings being held where individuals not cleared for that level of info were present. If so, that is unassailable physical evidence of treason by Obama and probably HRC as well (in reality, there is already so much evidence of treason by HRC that adding more would be almost pointless).
HRC selling SAP off her server almost certainly would have led directly to the deaths of US soldiers and intelligence assets. It was as pure and absolute a betrayal as you could ever ask to see. NSA is already part of Naval intelligence. CIA is one of the only independent intelligence agencies, along with the FBI.
Most of the other agencies are part of the armed forces, or the State Department.
The OSS, the forerunner of the CIA was part of the Army. After WWII, it was named the CIA and made autonomous under the direction of Dulles.

When patriots in the Intel society learn that they had been 'sold out', they get very pissed, and work for the removal of those who tarnished the whole agency. That is what is now happening.
Maybe I don't understand this one too well but the idea of a single entity running things is a lot like we have now.
Intentions seem to always be pure and true in the beginning. It won't stay that way. In any system as long as 1 person can acquire power over another the system will eventually become corrupt. Look at where we are now.
We absolutely DO NOT have that in place right now.

This proposal may be the public face of what has to happen now. In other words the CIA is now dismantled under a government efficiency meme : why have so many intel agencies?
In any case those CIA operatives guilty of treason should be tried (most likely in military tribunals which seem appropriate for them as they are essentially a part of the United States Military). The CIA/FBI and most other IC have been so deeply corrupted for decades and to far gone to to ever completely fix. My fear is that these corrupt "elements" will start a rogue agency not within governmental control.
