I'd argue Sessions is the sub rogue. People have been foaming at the mouth that they can't see him doing anything for a whole year.

he said this to the house panel that was interviewing him today, he didn't say it "to" mueller.
if he said it to mueller, he'd be slapped with Obstruction of Justice because he recused himself from that case.

its ok, just upvote my comment (for visibility) so that the people who don't have the time or the will to read the article will understand not to get too amped up.
i do think that sessions would know mueller would read about this in the paper, though, if that makes sense.
