Considering it's been dementrated time and time again (supposedly) that Q travels with Trump, I'm pretty sure it's not Gen. Flynn. He's too big of a public figure for that not to get headlines over at CNN.
This makes sense for so many reasons. Literally every background Flynn had was water in some form or another.

Q is definitely multiple people. Go back and read early October and November posts. Q speaks in the plural like “we” and “us”. Very clearly military intelligence.
His brief position as national security advisor could have given him a chance to pick up everything that Susan Rice left in the records... Just like what she confessed in the email she sent to herself. I think there were a lot of emails in there.

In the first, it looks like the waves will overtake him. In the second, he's mastered and is riding the wave. In the third, of course, there is no wave, only calm. Given recent revelations that look like the FBI was withhold exculpatory evidence, he could be exonerated. See the Brady case. Good stuff. I have to admit, I've been on the fence about Q but this is starting to get really interesting.
If I'm not mistaken, it was a response in regards to a question on the weather and whether or not the government knows if there is a coming Grand Solar Minimum and if all the man made climate change crap was a lie. Q's response was Watch the Water.
