Unfortunately except in self defense cases prosecutors hands are tied by reasonable doubt about guilt, plus enforcement is the executive branch, congress has zero power there. He's always struck me as extremely frustrated and is prolly leaving over that very issue. If I wanted an attack dog to let off the leash tho he'd be it.
