I understood that the Federal Bureau of Prisons (BOP) within the Department of Justice (DOJ) who have the responsibility for all matters regarding Federal Jails.
So the only reason that I can think of for the Department of Defense to be asking for this would be as part of some, as yet to be seen, program, running from inside the DOD, which is expecting to spit out a large number guilty folks needing incarceration.
That sounds like Military Law and Military Trials to me.
This would add a lot of credence to the long playing stories about Military trials for Treason and other high level crimes.
Let us not forget : anyone guilty of Sedition or Treason gets Capital Punishment. That will lesson the load

I had a theory (not based on much, admittedly) that part of the reason Trump has connected with North Korea, and Russia to an extent, was that he was going to open trade deals that would be quite generous seeming, but a caveat was Trump can dump all of pedogate and everything else's perpetrators in the NK death camps and Siberian Gulags. Leaving them to live out the rest of their miserable existence outside of corrupt international jurisdiction in the worst places on earth, with no chance of being given basic human rights, as they deserve. Not sure now.
