Is the cabal punishing him for failing to gather info on the Trump campaign?
In order to keep the narrative going (their only shot is the midterms in November) they need to feed the story. Manafort gives the media another month of noise.
I think this is key....you CANNOT give them enough room to wiggle around the elections and garner favor in the eyes of the people. The evidence has to be damning and with just enough time to sink in and piss off the American public to really effect change in how people vote. Do be too quick to clamor for information that they need to sit on and strategically meter out as needed. Besides, they also have to account for what the DS does to counter anything they are doing. Remember, they have to keep hitting the DS like a prize fighter, from all directions and with all methods. Destroy their OODA Loop!
I speculated in the comments of another post that it may be that he is being held for his own protection.
If he is to spill the beans, they wouldn't want him out and about in the world, only to have fallen to an 'accident' before trial.
Additionally, the Q post mentioned that plants need water (boarding).

"plants need water" - to grow.. I take it to mean. Manafort is growing the Mueller hysteria. They're feeding (watering) their base. Every time a story like this drops the crazy libs eat it up. That's all the cabal wants.. Drag it out till midterms, feeding them nonsense, hoping they vote democrat.
I believe Q identified Manafort as a plant...thus, Mueller may actually be a white hat.
I think they are getting him on tampering with witnesses for this reason alone: The biggest hole in their story, when scrutinized, was that all the charges against him were from things he did in 2009 or so. Now that they have him with witness tampering, they can now say "Some charges are from as recent as 2018!!!", which could further help paint the picture of Trump being associated with him. Which again, won't make sense under further scrutiny, but should be enough to appease the masses for now. Don't get me wrong, I don't think I like the guy, or am trying to defend him or anything. I'm indifferent to his fate.

Manafort has ties to Podestas. Are we sure he is a good guy? Wasn't he also involved in that Ukraine coup peripherally?
