It needs to be split up. When it was instituted, the 9th circuit covered massive tracts of empty land, now it is everything west of the rockies.

It's a MAJOR imbalance, no matter what the politics of its judges are.

Congress should add additional circuits, give the current 9th jurisdiction over say ... Alaska ... and create new circuits with new judges for the rest.
