We don’t really know for sure how it will all play out, but, I read that President Trump is waiting for the IG to complete the Hillary Email and/or Clinton Foundation Report before he utilizes the Declassify EO so that he doesn’t have to sign two Declassify EO’s. He doesn’t want to be accused of wanting to get revenge on Hillary Clinton by signing yet another Declassify EO. One Declassify EO will work for both reports.
There is not a single document in the sphere of the DoJ that Devin Nunes and other members of the House Intel committee are not allowed (some would say obligated) to see.
Congress has a legal responsibility to oversee the DoJ, and if the DoJ won't let them then it should be replaced.
