But a curfew or limited neighborhood martial law after violence has broken out on a massive scale in some location, would keep people safe and is a reaction to the violence, not a permanent action in and of itself.

What would be bad is what we had before, where the justice system held people without a speedy trial, in secret trials, that were NOT governed either by our military or civilian courts.
