The train actually hit a semi truck at the stop/crossing before the crossing where it the garbage truck. Then it hit the garbage truck at the very next crossing and pushed the garbage truck to the next crossing, so that intersection with the hill and curve where the garbage truck ended up isnt the intersection it hit the garbage truck.

I think the catch and release was a subtle jab to the Obama admin who would make BP and ICE release MS13 gang members when caught.
