EU leaders on Thursday called for an unfettered investigation into the origins of the COVID-19 pandemic, first identified in central China, amid criticism of an initial World Health Organization probe.

The WHO study in January and February was "insufficient and inconclusive", the U.S. mission to the U.N. in Geneva said in a statement last month, calling for what it called a timely, transparent and evidence-based second probe to be conducted, including in China.

"Investigators need complete access to whatever is necessary to really find the source of this pandemic," European Commission President Ursula von der Leyen told a news conference in Brussels.

The head of the European Council, Charles Michel, said: "The world has the right to know exactly what happened in order to be able to learn the lessons." He added that the EU supported all efforts.

A draft text to be approved at a EU-U.S. summit next week says: "We call for progress on a transparent, evidence-based and expert-led WHO-convened phase 2 study on the origins of COVID-19, that is free from interference." read more .

U.S. President Joe Biden in May said that U.S. intelligence agencies were pursuing rival theories potentially including the possibility of a laboratory accident in China.

The WHO report said the virus had probably been transmitted from bats to humans through another animal, and that "introduction through a laboratory incident was considered to be an extremely unlikely pathway".

EU diplomats have said the EU's support for a new study is mostly symbolic, as the bloc would not be directly involved read more .

The virus was first identified in the central Chinese city of Wuhan in late 2019.

Former prime minister Gordon Brown has urged wealthier nations to do more to help vaccinate the entire world,

saying it is a decision of “who lives and who dies”.

Speaking to Sky News, the former Labour leader called on the leaders of the G7 nations, who are due to meet in Cornwall this weekend,

to put up the money needed to pay for vaccinations globally.

Mr Brown, a prominent anti-poverty campaigner, added that it is clear “we are not safe until everybody is safe" and also pressed

Prime Minister Boris Johnson to reverse the government’s proposed cut to foreign aid.

It comes as Conservative Party MPs hope to force Mr Johnson to reverse cuts to the foreign aid budget in a vote this afternoon.

Thirty Tories, including former prime minister Theresa May and four former cabinet ministers, are backing a rebellion against the £4bn reduction.

Mr Brown said: “It is pretty clear that we need to vaccinate the world. We are not safe until everybody is safe, as I have said.

“And it is an act of self-interest, it is not just an act of charity,

because if the disease spreads and mutates and comes back into our country through India, Nepal or Africa then we all suffer.

“So this is something that the world has got to do together and that is why on Friday

when Boris Johnson meets the G7 in Cornwall they’ve got the chance

– the richest countries sitting around the table

– they have got the chance to make a decision that will vaccinate the whole world

by putting up the money that is necessary to pay for it,

and sharing the doses that are excess in the United Kingdom.”

Mr Brown said the situation “needs a plan, not just a wing and a prayer”

and saidleftover{s}vaccine doses being handed over was “a good thing, but it is not enough”.

The former prime minister continued:

“I think you’ve got to look at these overseas aid cuts and think if you are pulling away the vaccine or the injection

needle from children and adults who need vaccinating and putting their lives at risk then that is not a good thing and there is not public support for that.

“And on Friday at the G7, we will decide, effectively, who lives and who dies

– who is to be vaccinated and is therefore safe and who is not to be vaccinated and is therefore at risk.”

The director-general of the World Health Organization (WHO) Tedros Adhanom Ghebreyesus has previously said there is a “shocking imbalance”

in the global distribution of vaccines.

Mr Johnson will be hosting world leaders at the G7 summit in Carbis Bay, Cornwall, later this week

– and supporting the global recovery from the pandemic is likely to be a key topic on the agenda.

But pushed on the proposed foreign aid cut on Monday morning, solicitor general Lucy Frazer said it was

“important we support the effort” in the UK at this time in the pandemic.

Ms Frazer told Sky News that Chancellor Rishi Sunak could count on her vote on the matter as

“it is really important that we spend money at home at this time of the pandemic”.

Merck & Co Inc (MRK.N) said on Wednesday the U.S. government has agreed to pay about $1.2 billion for

1.7 million courses of its experimental COVID-19 treatment, if it is proven to work in an ongoing large trial and authorized by U.S. regulators.

The oral antiviral treatment, molnupiravir, aims to stop COVID-19 from progressing and can be given early in the course of the disease,

similar to Tamiflu to treat influenza.

The treatment course being tested in the trial is an oral dose given every 12 hours for five days.

Merck expects to have more than 10 million courses of the therapy available by the end of this year and said it was in discussions

with other countries interested in advance purchase agreements for molnupiravir.

The company, which is developing the drug with Ridgeback Biotherapeutics, is assessing the treatment in a late-stage trial

in non-hospitalized patients to see if it reduces the risk of hospitalization or death.

Data from the trial, which plans to enroll a total of 1,850 patients globally, are expected in the fall of 2021,

according to the U.S. Department of Health and Human Services.

Other antiviral drugs also contending to be the first treatment aimed at the cause of COVID-19 include

Pfizer Inc's (PFE.N) PF-07321332 and Roche Holding AG's (ROG.S) AT-527. read more

If successful, Merck said it expects to file for the emergency use authorization of molnupiravir in the second half of 2021 at the earliest.

Merck has focused on its treatment after two COVID-19 vaccines it was developing failed to generate the necessary immune responses

in early testing, prompting it to abandon them in January.

The drugmaker announced a change of plans and said in April it would no longer pursue use of molnupiravir in hospitalized patients.

Toshiba colluded with government against investor, probe finds

Report says former CEO likely informed PM Suga about plans to block activist.

An independent investigation has found that Japanese government officials colluded with Toshiba in an attempt to prevent shareholders from exercising their voting rights at last year's annual general meeting. The Japanese conglomerate released a report on Thursday which said Toshiba, together with officials from the Ministry of Economy, Trade and Industry, "devised a plan" to prevent Effissimo Capital Management, which holds 9.9% of Toshiba shares, from exercising its shareholder proposal at the AGM.

The 139-page report concluded that Toshiba's AGM was "not fairly managed." It deals a blow to Toshiba's management, and will likely amplify shareholders' calls for change at the company ahead of its annual shareholder meeting on June 25. It also risks undermining Japan's efforts to improve corporate governance and poses questions about the country's willingness to accept investor activism. The investigation, conducted by three lawyers, follows an extraordinary general meeting in March. At that meeting, a majority of Toshiba's shareholders voted in favor of an independent investigation into alleged voting irregularities at the company's AGM. Effissimo had called for the investigation. At Toshiba's AGM in July 2020, Effissimo made a shareholder proposal to add three of its nominees to the Toshiba board. According to the investigation, Toshiba and METI officials tried to have the proposal withdrawn.

The report stated that Toshiba requested METI's support in dealing with its shareholders with hopes that "there would be some regulation or control of the company under the revised Foreign Exchange and Foreign Trade Act." The revised law, which came into effect on May 8 2020, required investors acquiring stakes of 1% or more in companies deemed to be strategically important to notify the authorities in advance. The probe also found that METI officials sent Toshiba written questions that listed possible questions and answers to "elicit gaffes" from Effissimo. On May 11, Toshiba's then CEO Nobuaki Kurumatani attended a breakfast meeting at a hotel in Tokyo with Yoshihide Suga, who was chief cabinet secretary at the time and is now Japan's prime minister. The report presumed that Kurumatani explained the contents of a "position paper" that outlined Toshiba's plan to "prevent" the shareholder proposals by "fully applying and operating the [revised foreign exchange act]." In response to questions from reporters at the Prime Minister's Office following the report's release, Suga denied that he was given an explanation.

In a press conference by the three lawyers, one of them said they were not aware of the details of the conversation during the May 11 meeting. The lawyer also said they struggled to retrieve data from Kurumatani's mobile phone after he resigned on April 14 because the contents were deleted. Toshiba and METI also worked in unison to persuade another shareholder, 3D Investment Partners, not to get involved in Effissimo's proposal, the report said. "If you are barbecuing next to your neighbor when there is a big fire, it may not be enough," a METI official told 3D, suggesting that the government might probe 3D if it voted in favor of Effissimo's proposal.

While there had been reports about Toshiba possibly interfering with Harvard Management Company's exercise of voting rights at the AGM, the report determined that "there is no evidence that Toshiba directly communicated with [a METI executive advisor]," regarding the exercise of voting rights at the AGM. However, it also stated that based on the exchange of emails between Toshiba executives and METI officials, the investigation assessed that Toshiba, through a METI director, "effectively requested an executive advisor to the METI to negotiate with HMC" including the non-exercise of voting rights. The executive adviser is referred to as Mr. M, and a lawyer declined to identify the person when asked during the press conference. Toshiba stated that the company will discuss and release its own response to the report at a later date.

In early April, Nikkei reported that investors including private equity fund CVC Capital Partners made a proposal to acquire Toshiba. A buyout would have given Toshiba an opportunity to end its relationship with activist investors. But CVC effectively canceled the bid after Kurumatani resigned.

The United States will spend $3.5 billion to buy and donate 500 million doses of the Pfizer (PFE.N) coronavirus vaccine

to some of the world’s poorest countries, it said on Thursday, urging other G7 nations to follow suit.

The vaccine donation - the largest ever by a single country - was announced before U.S. President Joe Biden meets

leaders of the Group of Seven advanced economies in western England.

The 500 million doses are destined for the world's 100 poorest countries.

A senior Biden administration official described the gesture as a "major step forward that will supercharge the global effort"

with the aim of "bringing hope to every corner of the world."

"We really want to underscore that this is fundamentally about a singular objective of saving lives," the official said,

adding that Washington was not seeking favours in exchange for the doses.

The Biden administration expects other G7 members to come up with contributions as part of a comprehensive road map

to end a pandemic that has killed more than 3.9 million people, the official added. read more

U.S. drug maker Pfizer and its German partner BioNTech (22UAy.DE) had earlier said they would provide 200 million doses

in 2021 and 300 million doses in the first half of 2022.

The shots, which will be produced at Pfizer's U.S. sites, will be supplied at a not-for-profit price.

"Our partnership with the U.S. government will help bring hundreds of millions of doses of our vaccine

to the poorest countries around the world as quickly as possible," said Pfizer Chief Executive Albert Bourla.

'DROP IN THE BUCKET'

Anti-poverty campaign group Oxfam called for more to be done to increase global production of vaccines.

"Surely, these 500 million vaccine doses are welcome as they will help more than 250 million people,

but that’s still a drop in the bucket compared to the need across the world,"

said Niko Lusiani, Oxfam America’s vaccine lead.

"We need a transformation toward more distributed vaccine manufacturing so that qualified producers worldwide

can produce billions more low-cost doses on their own terms, without intellectual property constraints," he added in a statement.

Biden has backed calls for a waiver of some vaccine intellectual property rights but there is no international consensus on how to proceed.

The new donations come on top of 80 million doses Washington has already pledged to donate by the end of June,

and $2 billion in funding earmarked for the COVAX program led by the World Health Organization (WHO)

and the Global Alliance for Vaccines and Immunization (GAVI), the White House said.

GAVI and the WHO welcomed the initiative.

Washington is also taking steps to support local production of COVID-19 vaccines in other countries,

including through its Quad initiative with Japan, India and Australia.

Biden’s announcement comes amid mounting pressure for the United States,

which has now given at least one shot to around 64% of its adult population,

to boost donations of vaccines to other countries in desperate need.

Gordon Brown's catastrophic gold deal exposed: Reserves worth £14BILLION more today

Twenty years ago, then Chancellor of the Exchequer Gordon Brown announced he would be selling tonnes of Britain’s gold reserves. Between 1999 and 2002, Mr Brown auctioned the sale of 401 tonnes of gold in 17 auctions.

Figures released by the Treasury show that the total proceeds from the sales was around $3.5billion (£2.7billion). Liam Sheasby, the Marketing Executive and News Editor at Jewellery Quarter Bullion Ltd told Express.co.uk that if Mr Brown had sold the gold at today’s price, it would be worth around $21.2billion (£17.1billion).

The difference – $17.7billion – would be worth £14.3billion if the proceeds were converted into pounds. Mr Sheasby said: “Based on gold's significant increase in value, the new total value of that gold – based on the current spot price of $1,646.45 per troy ounce – would be $21,226,772,656.05. "In less than a year, the value of that 401 tonnes of gold has gone up by a staggering $4.8billion to $21.2billion."

Mr Sheasby also noted in a 2019 report for Gold.co.uk that there were plenty of people warning Mr Brown against the move at the time – including the Bank of England.

Half Of Pandemic Unemployment Funds May Have Been Stolen: Axios

As much as half of the unemployment benefits paid by the US government over the past year may have been stolen through fraud, with the bulk ultimately ending up outside the country - likely into the hands of foreign crime syndicates in China, Nigeria, Russia and elsewhere, according to Axios' Felix Salmon. According to some estimates, unemployment fraud during the pandemic could 'easily reach $400 billion,' as states weren't prepared for the unprecedented wave of unemployment claims. States knew that fraud was inevitable, but opted to rush money out to people with minimal oversight, as opposed to laboriously vetting each application.

According to Blake Hall, CEO of ID.me - a fraud prevention service, America has lost over $400 billion to fraudulent claims, with as much as 50% of all unemployment payments possibly being stolen. Of that, up to 70% of the money stolen by impostors ultimately left the country according to Haywood Talcove, CEO of LexisNexis Risk Solutions, who ways "These groups are definitely backed by the state."

The rest of the money was likely stolen by street gangs domestically, who have made up a greater share of the fraud in recent months. What's more, unemployment fraud can now be obtained on the dark web on a software-as-a-service (SAAS) basis - similar to ransomware. Naturally, states without fraud-detection services in place are the top targets, however several states are beginning to employ more sophisticated measures to prevent fraud.

As Axios' Salmon notes, however, "It's far too late."

Inspector General’s report on the clearing of Lafayette Park last year blew up yet another lie promoted by the media ad nauseam over the past year — that horrible President Donald Trump had ‘brutally’ cleared the park and gassed ‘peaceful protesters’ because he wanted to take a ‘photo op’ at St. John’s Church.

On the contrary, the report decisively put that to bed, as my colleague Sister Toldjah reported.

To quickly recap, per the report, “the evidence we reviewed showed that the USPP cleared the park to allow the contractor to safely install the antiscale fencing in response to destruction of property and injury to officers occurring on May 30 and 31. Further, the evidence showed that the USPP did not know about the President’s potential movement until mid- to late afternoon on June 1—hours after it had begun developing its operational plan and the fencing contractor had arrived in the park.”

Additionally, contrary to the claims that the “protesters” were peaceful, 49 Park Police officers were hurt because of attacks. That pretty much shoots the heck out of the “peaceful protester” lie.

Not to mention that “protesters” had set fire to the church the night before, causing hundreds of thousands of dollars in damages, some of which has still not been repaired. Hence the reason that President Donald Trump was going there, which seems like a pretty good reason.

Oil Plunges After US Lifts Sanctions On Iranian Oil Officials

Oil is tumbling, dropping below the key $70 level, and sliding as low as $68.68 following a Bloomberg report that the US has lifted sanctions on Iranian oil officials as well as entities in Dubai...

While there is still little information, the market is likely getting ahead of itself here, because as we reported previously, Iran's chief negotiator said earlier in Vienna talks that the texts are more transparent, but differences still exist, a sentiment which was underscored by SecState Anthony Blinken who said that "hundreds of sanctions" would remain on Iran even if/when a deal is struck.

Meanwhile, Deputy Secretary of State Sherman said on Wednesday that nuclear negotiations will resume this weekend, adding that a lot of progress has been made in talks but we won't know if we have an agreement until the last detail is "nailed down."

As an aside, Iran has said it intends to raise oil output by at least 3.3mln barrels within a month after the lifting of US sanctions, and as much as 4mln BPD within three months. Naturally, should that happen, the oil market will see a surge in new supply but even with millions of new barrels coming online, Goldman last month said that Iran would not have a major impact on the price of oil and wrote that "with growing evidence of the demand rebound, and imminent clarification on the likelihood of an Iranian return, we now see a clearer path for the next leg higher in oil prices, with the sell-off offering opportunities to position for the rally to $80/bbl."

Biden administration budget chief Shalanda Young refused to say that Joe Biden would stop funding gain of function research at the Wuhan, China research lab. For clarity, the term gain of function is used to describe any field of medical research that alters an organism or disease in a way that increases transmissibility or pathogenesis.

This comes as mounting evidence shows Chinese scientists manipulated bat coronaviruses while increasing their ability to infect humans. Dr. Anthony Fauci, the National Institutes of Health (NIH) and a Pentagon sub-agency were recently found to be giving money for those risky experiments. This is something Dr. Fauci had previously denied he was aware of regarding the lab in Wuhan.

“And the funds made available by the agency which Fauci heads, the National Institute of Allergy and Infectious Diseases, to the tune of $600,000 went to this Wuhan Institute of Virology,” stated Alan Jones, host of Sky News Australia. “This is a lab involved in gain of function research that is creating more dangerous pathogens.”

Merck & Co Inc (MRK.N) on Thursday said itplans a large study of what could become the first pill to target the coronavirus

in people at risk of severe COVID-19, but will no longer pursue use of the experimental antiviral drug in hospitalized patients.

The company said it would study the drug molnupiravir in a Phase 3 trial among COVID-19 patients out of hospitals

who have at least one risk factor for poor outcomes, such as advanced age, obesity or diabetes.

Trial participants can have had symptoms for no more than five days, shortened from seven days in a prior study.

"We had some encouraging signals in the outpatient trial. That was not the case in the inpatient trial,

but that was not unexpected," Roy Baynes, Merck's chief medical officer, told Reuters.

He said COVID-19 patients who need hospital treatment are often in the "inflammatory" phase of the disease,

which is too late for an antiviral drug to provide much help.

Molnupiravir, which Merck is developing with Ridgeback Biotherapeutics,

is designed to interfere with the ability of the coronavirus to replicate.

Merck also said it discontinued development of an experimental immune modulator, known as MK-7110,

for treating COVID-19 after concluding that clinical trial and manufacturing preparations would take too long.

The drug maker earlier this year stopped development of two COVID-19 vaccines,

citing data showing they were less effective than vaccines being developed by rivals.

Merck said its trials of molnupiravir found no drug-related adverse events that led participants to discontinue treatment

and there were no drug-related deaths.

Patients in the Phase 3 trial will be given 800 mg of molnupiravir twice a day for five days.

Merck said it plans to present at an upcoming medical meeting details from earlier studies of the drug in both hospitalized
