Executive Order on Lowering Prices for Patients by Eliminating Kickbacks to Middlemen

By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered as follows:

Section 1. Purpose. One of the reasons pharmaceutical drug prices in the United States are so high is because of the complex mix of payers and negotiators that often separates the consumer from the manufacturer in the drug-purchasing process. The result is that the prices patients see at the point-of-sale do not reflect the prices that the patient’s insurance companies, and middlemen hired by the insurance companies, actually pay for drugs. Instead, these middlemen — health plan sponsors and pharmacy benefit managers (PBMs) — negotiate significant discounts off of the list prices, sometimes up to 50 percent of the cost of the drug. Medicare patients, whose cost sharing is typically based on list prices, pay more than they should for drugs while the middlemen collect large “rebate” checks. These rebates are the functional equivalent of kickbacks, and erode savings that could otherwise go to the Medicare patients taking those drugs. Yet currently, Federal regulations create a safe harbor for such discounts and preclude treating them as kickbacks under the law.

Fixing this problem could save Medicare patients billions of dollars. The Office of the Inspector General at the Department of Health and Human Services has found that patients in the catastrophic phase of the Medicare Part D program saw their out-of-pocket costs for high-price drugs increase by 47 percent from 2010 to 2015, from $175 per month to $257 per month. Narrowing the safe harbor for these discounts under the anti-kickback statute will allow tens of billions in dollars of rebates on prescription drugs in the Medicare Part D program to go directly to patients, saving many patients hundreds or thousands of dollars per year at the pharmacy counter.

The ‘Shooter’ of Husband and Son of Federal Judge Esther Salas Worked Intel with Deutsche Bank and CIA

The official narrative accusing Roy Den Hollander of gunning down the son and husband of federal judge Esther Salas has taken on some water, per alarming revelations on the Thomas Paine Podcast which details the suspect’s previous work with Deutsche Bank and U.S. intelligence agencies, including the CIA. Florida man charged with child pornography production

JACKSONVILLE, Florida – A Florida man was charged with three counts of production of child pornography Thursday. This case was investigated by U.S. Immigration and Customs Enforcement's (ICE) Homeland Security Investigations (HSI) and the Jacksonville Sheriff’s Office.

“This individual made the decision to take advantage of the young and vulnerable,” said HSI Jacksonville Assistant Special Agent in Charge K. Jim Phillips. “Through HSI’s partnership with the Jacksonville Sheriff’s Office, this predator’s disturbing actions were brought to light and he will be held fully accountable for those actions.”

According to the indictment, between October 2015 and March 2019, Richard Earl Jenkins, Jr., 43, Jacksonville, produced child pornography. If convicted, Jenkins faces a minimum mandatory term of 15 years, and up to 30 years, in federal prison for each count.

An indictment is merely a formal charge that a defendant has committed one or more violations of federal criminal law, and every defendant is presumed innocent unless, and until, proven guilty.

The case will be prosecuted by the office of United States Attorney Maria Chapa Lopez, Middle District Florida, Assistant United States Attorney Ashley Washington.

This investigation was conducted under HSI’s Operation Predator, an international initiative to protect children from sexual predators. Since the launch of Operation Predator in 2003, HSI has arrested more than 25,000 individuals for crimes against children, including the production and distribution of online child exploitation material, traveling overseas for sex with minors, and sex trafficking of children. In fiscal year 2019, more than 3,500 child predators were arrested by HSI special agents under this initiative and more than 1,000 victims identified or rescued.

A Singaporean pleaded guilty on Friday, July 24 to being an illegal agent of China by using his political consultancy in the United States as a front to collect information for Chinese intelligence.

Yeo Jun Wei, also known as Dickson Yeo, entered his plea in federal court in Washington to one charge of operating illegally as a foreign agent, the U.S. Justice Department announced.

Yeo was "using career networking sites and a false consulting firm to lure Americans who might be of interest to the Chinese government," said Assistant Attorney General John Demers in a statement.

Yeo's plea was entered via videoconference.

What Yeo did

Yeo is said to have targeted U.S. government employees and an Army officer to obtain information for the government of China at the direction of Chinese intelligence operatives.

According to Yeo's LinkedIn profile, he studied in National Junior College in Singapore in 1998 and 1999.

He then appeared to have embarked on his tertiary education in his adult life after several gap years.

He spent 2004 to 2006 studying mass communications in the Oklahoma City University.

He then went to the National University of Singapore from 2009 to 2011 to obtain his master's degree in South East Asian Studies.

He then got his doctorate degree from the Lee Kuan Yew School of Public Policy where he started as a PhD candidate in 2015.

That was the year that Yeo supposedly embarked on his agent work for China.

Started in 2015

Yeo began working with Chinese intelligence officers as early as 2015, focusing on the U.S., but initially targeting other Asian countries.

Yeo's transgressions were reported publicly by the United States Attorney's Office District of Columbia.

In response to taskings from his Chinese intelligence contacts, Yeo worked to spot and assess Americans with access to valuable non-public information, including U.S. military and government employees with high-level security clearances.

After Yeo identified American targets, he solicited them for non-public information and paid them to write reports.

Yeo told these American targets that the reports were for clients in Asia, without revealing that they were in fact destined for the Chinese government.

Made use of social media sites

Yeo made use of various social media sites to carry out the taskings given to him by Chinese intelligence operatives.

In 2018, Yeo created a fake consulting company that used the same name as a prominent U.S. consulting firm that conducts public and government relations, and he posted job advertisements under that company name.

Some 90 per cent of the resumes Yeo received in response were from U.S. military and government personnel with security clearances, and he passed resumes of interest to one of the Chinese intelligence operatives.

Yeo also used a professional networking website that is focused on career and employment information to carry out the taskings he received from Chinese intelligence officials.

He used the professional networking website to find individuals with resumes and job descriptions suggesting that they would have access to valuable information.

After he identified individuals worth targeting, Yeo followed guidance he received from Chinese intelligence operatives regarding how to recruit potential targets, including identifying their vulnerabilities, such as dissatisfaction with work or financial difficulties.

Maximum penalty: 10 years jail

The maximum penalty Yeo is facing is 10 years in jail.

Sentencing is set for Oct. 9, 2020.

The investigation into this matter was conducted by the Federal Bureau of Investigation’s Washington Field Office and the U.S. Department of State’s Diplomatic Security Service.

Pennsylvania raises alarms on transfer of radioactive Three Mile Island reactor

Citing current financial concerns, as well as the COVID-19 emergency, the Pennsylvania Department of Environmental Protection has asked the federal Nuclear Regulatory Commission to delay a decision over a license transfer of the radioactive Unit 2 reactor at the Three Mile Island nuclear power plant in Dauphin County.

GPU Nuclear (currently a subsidiary of FirstEnergy), the company that operated the plant during the meltdown, plans to transfer its license to Salt Lake City-based EnergySolutions, one of a few companies that purchase shuttered nuclear facilities to take over the decommissioning of the sites, with the goal of dismantling and disposing of radioactive materials cheaper and faster.

Eric Epstein, chair of the anti-nuclear watchdog group TMI Alert, opposes the transfer and has petitioned the NRC for a hearing. Epstein argues that the transfer is an illegal taking of public funds.

“This is about raiding the decommissioning trust fund,” he said. “TMI-2 Solutions, an investment vehicle based in Delaware, wants to come in and clean the plant up, something that nobody’s been able to do in 41 years, and do it cheaper and faster than anybody else. It’s a monumental fraud. And at the base of this deception is the fact that there’s over $1 billion in public money sitting in the decommissioning fund. And that’s what this is about, them coming in, taking the money, and then getting whatever is left over.”

But Epstein said the COVID-19 emergency and subsequent economic downturn changes the financing.
