US Marshals find 25 missing kids in NE Ohio, including one in Mansfield

MANSFIELD – The U.S. Marshal Service has found 25 missing children in northeast Ohio, including one in Mansfield, during a monthlong investigation, according to Ann Murphy, public affairs officer for the U.S. Marshal Service, Northern District of Ohio.

Of these cases, about one-quarter are confirmed to be related to human trafficking or prostitution, Murphy said in a news release Thursday.

The U.S. Marshal Service has been working with its state and local partners over the past 20 days to find and recover missing juveniles from the Cuyahoga County area.

So far, 25 missing and endangered children have been recovered, and they have been between the ages of 13 and 18, according to a news release.

Poroshenko Ukrainian Money Laundering Scheme Explained

As promised, we are now releasing complicated information on the alleged scheme by former Ukrainian President Petro Poroshenko and related officials to launder hundreds of millions of dollars via the Ukrainian sovereign bond market, with the help of the Bank of Ukraine.

CD Media can confirm this scheme is under investigation by the Ukrainian Prosecutor General and the information has been provided to the FBI.

First some background.

Valeriya Gontareva, the former head of the Bank of Ukraine (NBU – Ukrainian central bank) made her reputation at ING Bank where she was responsible for local trading of Ukrainian debt. Her nickname was ‘Lerka-Obligashka”, loosely translated to English as “Valery-Obligation”. She met Poroshenko when she worked at ING and became a trusted financial advisor of the soon to be minister and then president of Ukraine.

Leaving ING Bank, Gontareva obtained financing from Poroshenko and investors. She and others from the finance sector created ICU Capital — an investment brokerage house and later investment bank. Her partner at ICU included Makar Paseniuk, a nephew of Oleksandr Paseniuk, and Konstantin Stetsenko. The work team was sourced from various places, including BNP Paribas, ING, Calyon Bank, etc.

As head of the Bank of Ukraine, Gontareva issued liquidity financing for ‘special banks’. In Ukraine, this procedure is known as ‘refinans’ — a short name for ‘refinancing’ credit based on collateral deposited by commercial banks at the central bank. Complaintants to the Ukrainian prosecutor’s office allege Gontareva and her ‘refinancing team’ received kickbacks of 10-15% from the procedure. The choice of banks to credit is totally under the control of a few specific individuals at NBU — the head of the central bank, the head of monitoring, and the head of the banking sector. Gontareva controlled the refinancing rate. It is worth remembering that Gontareva was the head of NBU for three years, yet still remained an owner of ICU the entire time.

The head of the central bank works with the head of internal debt at the Ukrainian Ministry of Finance (MOF). The MOF issues local bonds (OVGZ) for sale to state-owned banks (Privat Bank, Ukrasbank, Oschadbank) at a discount. The treasury heads of state-owned banks work with the head of NBU to obtain financing from NBU. The NBU could use IMF aid money for the financing.

After the state-owned banks buy OVGZ, they sell the securities with a larger discount to certain ‘shell companies’ in Ukraine, or offshore, administered by ICU Capital and others. The shell companies then sell the bonds back to the state-owned banks at a higher price, and ICU or other brokerage firms keep the spread. The state-owned banks will then wait for redemption, or use the bonds as repo collateral at the Bank of Ukraine.

The end result is that state-owned banks book losses, and the brokerage firms book profits, very large profits. The schemes are a bit different each time and might include multiple ‘middleman’ shell companies as intermediaries. What is sure is that all of the transactions are visible to NBU. NBU’s head of monitoring and the deputy of NBU see the transactions, but close their eyes, not flagging the illicit schemes, alleges prosecutors.

According to our sources, who at this time do not want to be identified due to fear of retribution, these schemes are performed with many captive banks in Ukraine. There are more than 100 cases open against money laundering in Ukraine using OVGZ. The amount of money laundering numbers in the billions of dollars.

Since then she has set up Twitter and Instagram pages, called ProtectPD, dedicated to naming accounts she finds sharing child images so her followers can report them en masse to the social media giants.

She said: “I couldn’t just scroll past it as at the end of the day these are people’s children.

“There are pictures of little boys aged five or six on the beach in their swimming trunks and chances are that picture was taken by their parents on their holiday. Somehow that picture has gotten into their hands.”

India, who has had direct talks with officials at Instagram over the issue, said the accounts often signaled what they were doing by using cheese and pizza emojis, to represent ‘CP’ meaning ‘child porn’.

Following the revelation, John Carr OBE, an online child protection expert who formerly sat on the Government's UK Council for Internet Safety, described the phenomenon as “horrifying” and said social media giants had to do more themselves to hunt down and delete the account.

He said: "It is understandable that parents want to share pictures of their children with friends and relatives, but if their social media accounts are not private these photos can be seen - and taken - by anyone.

“This is about parents not thinking because they are not aware that these bad guys are out there doing this.”

Vaishnavi J, Head of Safety at Instagram, told the Telegraph: “Any content that endangers children is abhorrent and we’re committed to doing everything we can to keep it off our apps.

"We remove accounts that share or solicit this type of content and report them to the police. We also use technology that’s constantly improving to find and remove known child exploitation imagery.

"We’ve been working with India to investigate and remove the accounts she’s identified and we’re grateful for her help.”

A spokesman for Twitter said: "Twitter has a zero tolerance policy for child sexual exploitation content. We aggressively fight online child sexual abuse and have heavily invested in technology and tools to enforce our policy.

The cops involved in the shooting of Jacob Blake — which touched off a fresh wave of angry, anti-police sentiment across the country — were attempting to arrest him for violating a restraining order stemming from an alleged sexual assault, The Post has learned.

Blake, 29, was forbidden from going to the Kenosha home of his alleged victim from the May 3 incident, and police were dispatched Sunday following a 911 call saying he was there.

The responding officers were aware he had an open warrant for felony sexual assault, according to dispatch records and the Kenosha Professional Police Association, which released a statement on the incident on Friday.

That police union statement also claimed that Blake was armed with a knife at the time of the shooting — and had put one cop in a headlock and shrugged off two Taser attempts while resisting arrest.

Blake, who was paralyzed in the shooting, had been handcuffed to his hospital bed due to the warrant, which was vacated Friday, according to a statement released by his lawyer, Benjamin Crump. His restraints were removed, but he is still facing the criminal charges, Crump said.

Blake is accused in the criminal complaint, which was obtained by The Post, of breaking into the home of a woman he knew and sexually assaulting her.

The victim, who is only identified by her initials in the paperwork, told police she was asleep in bed with one of her children when Blake came into the room around 6 a.m. and allegedly said “I want my sh-t,” the record states.

She told cops Blake then used his finger to sexually assault her, sniffed it and said, “Smells like you’ve been with other men,” the criminal complaint alleges.

The officer who took her statement said she “had a very difficult time telling him this and cried as she told how the defendant assaulted her.”

The alleged victim said Blake “penetrating her digitally caused her pain and humiliation and was done without her consent” and she was “very humiliated and upset by the sexual assault,” the record states.

She told police she “was upset but collected herself” and then allegedly ran out the front door after Blake, the complaint says. She then realized her car was missing, checked her purse and saw the keys were missing and then “immediately called 911,” the complaint alleges.

The alleged victim told cops she has known him for eight years and claims that he physically assaults her “around twice a year when he drinks heavily.”

Police filed charges against him for felony sexual assault, trespassing and domestic abuse in July when a warrant was issued for his arrest.

On Sunday, within three minutes of responding to the 911 call, Blake was shot 7 times in the back as he attempted to get into his car.

Calls to Blake’s fiance, Crump and the Kenosha Police Department have gone unreturned.

Pizza Connection

In early April 1984, the FBI closed in on a real-life Mafia godfather.

His name was Gaetano Badalamenti, and he was the former top boss of the Sicilian Mafia. Though banished from Sicily by rival mobsters in 1978, Badalamenti had continued to secretly lead one of the world’s most prolific drug cartels. Frequently on the move, he ultimately traveled with his wife and oldest son to Madrid. Pietro Alfano, a nephew who was his top operative in the American Midwest, took a flight from Chicago to meet them.

Little did Badalamenti know that Spanish authorities, acting on information from the FBI, were watching closely. On April 8, Badalamenti and Alfano ventured out onto the streets of Madrid and were quickly taken into custody. His son was arrested soon after.

The next day, the FBI conducted a carefully coordinated roundup of nearly 30 Mafia members and associates who worked with Badalamenti in the United States. Under the leadership of FBI New York, agents in six Bureau offices made arrests and carried out search warrants, seizing drug paraphernalia, large amounts of cash and weapons, and a trove of documents.

Among those swept up in the dragnet was Salvatore “Toto” Catalano, the owner of a bakery in Queens and a major figure in the Bonanno Mafia family based in New York. Catalano served as Badalamenti’s primary nexus to the American Mafia and the leader of his U.S. crew, a group of Sicilian immigrants known as the “Zips.”

The trial began on October 24, 1985, with 22 total defendants, all Sicilian-born men. As the government made its case over 16 grueling months—giving rise to the longest criminal jury trial in U.S. history to this day—two men pleaded guilty to lesser charges. One was brutally murdered, likely a victim of friction between Catalano and Badalamenti (Alfano was later shot and nearly killed in retaliation). That left 19 defendants by the time the jury delivered its verdict on March 2, 1987.

Federal prosecutors—including Louis Freeh, who would later become Director of the FBI—argued that the men were part of a vast, long-running drug conspiracy that touched four continents. The scheme involved purchasing morphine base from suppliers in Turkey, processing it into heroin in Sicily, smuggling it into the U.S., and then selling it through pizza shops and other Mafia-run businesses stretching from New York to Illinois and Wisconsin. Cocaine was also being imported from South America as part of the operation.
