Senior Chinese diplomat visits U.S. state of Maine to promote cooperation.

AUGUSTA, United States, Jan. 5 (Xinhua) – New Chinese Consul General in New York Ping Huang has visited the northeasternmost U.S. state of Maine to promote China-U.S. ties by tapping regional cooperation potential between the two countries.

 

Huang met with Troy Jackson, President of the Maine Senate and Matthew Dunlap, Secretary of State of Maine, in the state's capital city of Augusta on Thursday after attending the inauguration ceremony of Maine's new and first-ever female governor, Janet Mills, Wednesday.

 

The 55-year-old Huang, former Chinese ambassador to Zimbabwe, said during the meetings that he believes regional cooperation is an important and dynamic part of China-U.S. relations, and the Chinese Consulate General in New York will continue to be dedicated to promoting mutually cooperative ties through boosting sub-national cooperation between the two countries.

 

Maine is among the 10 states in eastern parts of the United States for which the Chinese Consulate General in New York provides consular services. The other nine are Vermont, New Hampshire, Massachusetts, Connecticut, Pennsylvania, New Jersey, New York, Ohio and Rhode Island.

 

These states "have a sound foundation to further deepen exchange and cooperation with China," thus contributing to the healthy and steady development of bilateral ties, Huang said.

 

Jackson said Maine attaches great importance to further expand cooperation with China and that he is committed to promote the exchanges of the state legislature and its Chinese counterparts.

 

Dunlap, who just returned from his first visit to China, said he was very much impressed by the development achievements China has made in the past decades and the potential for Maine's cooperation with China is huge.

 

Maine's trading relationship with China has seen great increase in the past 10 years, much of which has been fueled by China's growing import of Maine lobsters, a surge of Chinese direct investment and Chinese students studying in Maine, he said.

 

According to data from Maine International Trade Center's 2017 annual report, 2,262 Maine companies exported 2.7 billion U.S. dollars in goods and services to 176 countries.

 

Exports to Asia totaled 769 million dollars, accounting for 29 percent of the total, and China, Japan and South Korea were the top three destinations for Maine exports in Asia

Chinese professor, despite no remorse, to return home after guilty plea in Huawei theft case

 

NEW YORK (Reuters) - A Chinese professor accused of stealing American technology to benefit China's Huawei Technologies Co plans to return to his home country after being sentenced on Monday for lying to the FBI.

 

Despite expressing no remorse, Bo Mao was sentenced to time served by U.S. District Judge Pamela Chen in Brooklyn, following his Dec. 4 guilty plea. Prosecutors, who supported the sentence, dropped a more serious wire fraud conspiracy charge.

 

Mao had been a visiting professor at the University of Texas at Arlington when he was arrested in August 2019. He is scheduled to return to China on Wednesday.

 

Prosecutors said Mao agreed with a California technology company, later shown to be Silicon Valley's CNEX Labs, to obtain its circuit board ostensibly for academic research, but ultimately shared proprietary information with Huawei.

 

Chen said that while Mao pleaded guilty only to lying, his criminal conduct was "much broader and far worse," and that "he might even be considered a patriot" at home.

 

The judge also noted Mao's lack of expressed remorse. "I am disappointed by that, quite frankly," she said.

 

Chen nonetheless said Mao's role was minor and he appeared to benefit only indirectly, including through possible career advancement.

 

Mao, a married father of two who teaches at Xiamen University, said through an interpreter that his family had undergone "a lot of stress" and looked forward to returning home quickly.

 

His arrest came amid a Department of Justice crackdown on suspected Chinese influence at American universities, including through spying and intellectual property theft.

 

The U.S. government in 2018 charged Huawei and its finance chief, Meng Wanzhou, with misleading banks about the company's ties to Iran. In February it charged Huawei with racketeering conspiracy and conspiracy to steal trade secrets.

 

Huawei pleaded not guilty. Meng has been fighting extradition from Vancouver to face wire and bank fraud charges, which she denies. Her case has strained ties between the United States, China and Canada.

Posting because I can't see how this is relevant given my 24/7 obsession with the state of the country; perhaps anons had a similar dream or experience.

 

Had a dream that i didn't have a ride home from some work event and I couldn't decide which ski mask to wear because it was freezing out for the walk home. Then I was with a group waiting in line to play indoor paintball. I was last in line and all the remaining glasses were broken so they had to make me a new pair on the spot . There was a table with broken glasses and tools to fix them. The guy in the white coat couldn't believe they ran out of glasses. The choices in color were pink red and dark blue or black - first I chose red, then exchanged for black. The two children of the owner then climbed a bunch of boxes to watch the game through a window from the main office. The owner did too but only had to climb half way because she was very tall.

Half a million Muslims forced to pick cotton as scale of Chinese slave labour exposed

 

China is forcing hundreds of thousands of Uighurs and other minorities to pick cotton by hand in the western region of Xinjiang, a key source of the world’s cotton, according to a report by a Washington-based think tank.

 

Rights activists have estimated that Chinese authorities have detained more than one million Uighurs and other, mostly Muslim, minorities in detention camps in Xinjiang since 2017. Beijing denies that Uighurs’ rights are abused and says re-education centres provide vocational training to help people gain employment, and are necessary to curb extremism.

 

Now, information from Chinese government documents and state media reports provides evidence that at least half a million people have been forced to pick cotton through a coercive state-mandated labour transfer and poverty alleviation scheme, the Center for Global Policy says.

 

In 2018, three majority-Uighur areas within Xinjiang alone mobilised at least 570,000 people to pick cotton through the scheme, according to the think tank report published Monday.

 

It estimates that the total number of people from ethnic minorities sent to pick cotton β€œlikely exceeds that figure by several hundred thousand”.

 

Cotton pickers are transferred in tightly supervised groups, and on site are watched by government officials and, at least sometimes, by police officers, the report says. Some areas put Uighur children and elderly people into β€œcentralized care” while working-age adults are away picking cotton. Supervisors also administer β€œpolitical indoctrination sessions” to the workers.

 

β€œWhile not directly related to the campaign of mass internment, these labour transfers can include persons who have been released from internment camps,” says the report, which was written by independent researcher Dr Adrian Zenz, who has studied Beijing’s internment campaign in Xinjiang.

 

Xinjiang is a major global hub for the cotton industry. It produces 85 percent of China’s and 20 percent of the world’s cotton, and relies heavily on manual labour to do so, particularly for higher quality cotton.

 

The report recommends that companies be required to thoroughly investigate the role of Chinese cotton in their supply chains, while β€œgovernments must also be proactive in related monitoring procedures”.

 

The main cotton producer in Xinjiang, the paramilitary Xinjiang Production and Construction Corps, has already been called out by the United States for using forced Uighur labour.

 

Earlier this month, U.S. customs authorities issued an order to block its cotton products from entering the country β€œbased on information that reasonably indicates the use of forced labour”.

 

At that time, China expressed anger at the order, with foreign ministry spokeswoman Hua Chunying saying that workers of all ethnic groups in Xinjiang choose work β€œaccording to their own will and sign labour contracts of their own volition”.

 

β€œIt must be noted that helping people of all ethnic groups find stable employment, and β€˜forced labour’, are completely different concepts,” she said.

 

The Center for Global Policy report said that while the Xinjiang Production and Construction Corps produces a third of the cotton from the region, β€œit is very likely that a major share of cotton production in Xinjiang is tainted with forced labour”.

 

The U.S. Congress is already considering legislation that would declare all goods made in Xinjiang the products of forced labour, meaning they would be blocked from entering the country.

Here’s why: In a concession to small states concerned their voices would be marginalized if the House was called upon to choose the president,the founders gave only one vote to each state. House delegations from each state meet to decide how to cast their single vote.

 

That voting procedure gives equal representation to California – population 40 million – and Wyoming, population 600,000.

 

Currently, this arrangement favors the Republicans. The GOP dominates the delegations from 26 states – exactly the number required to reach a majority under the rules of House presidential selection. But it’s not the current House that would decide a contested 2020 election. It is the newly elected House that would choose the president. So the outcome depends on congressional races.

 

One more caveat: Split decisions are considered abstentions, so states that cannot reach an agreement would be counted out.

Thank you for hosting me today. What I want to talk about is malign foreign influence in U.S. elections. Now this might surprise some people, but 2020 happens to be a federal election year. So I want to start with some good news, which is that our election infrastructure β€” things like our polling places and printed ballots β€” have been well-protected and that protection has improved over the last three years. With regard to the most recent 2018 midterm elections, DHS and DOJ jointly found no evidence that foreign actors had β€œany material impact on the integrity or security of election infrastructure or political/campaign infrastructure used in the 2018 midterm elections for the United States Congress.” Likewise, as the Senate Committee on Intelligence has reported, there is no evidence that any vote totals were altered or changed by any foreign actors in the 2016 Presidential election.
