Biden Effect: Saudi Arabia Invites Chinese President Xi to Visit Country as Relations with US Unwind

Saudi Arabia, the largest U.S. export market in the Middle East, has invited Chinese President Xi to visit Riyadh as relations with the U.S. have begun to falter since Joe Biden was elected, The Wall Street Journal reported.

According to a report from CNN, U.S. intelligence agencies have assessed that Saudi Arabia is now actively manufacturing its own ballistic missiles with the help of China, a relationship that could lead to domino effects across the Middle East countries.

Under Biden, the U.S. stopped being a superpower and the American leader is openly mocked on the international stage. U.S. allies are now aligning with China.

It was previously reported that Joe Biden might travel to Saudi Arabia to beg them for more oil as he shuts down domestic pipelines and freezes new leases on drilling.

There were reports that Saudi Arabia and Emirati leaders rejected requested phone calls with Joe Biden amid the Ukraine-Russia conflict and oil crisis. However, Psaki denied this report during the White House press briefing.

Now, Saudi Arabia has invited Xi Jinping to visit Riyadh with the intention of strengthening ties with Beijing.

The Kingdom of Saudi Arabia (KSA) invited Xi to visit the capital after Ramadan as part of its efforts to strengthen relations with China, the daily reported. If Xi agrees to the trip, it will be his first foreign state visit since the pandemic started, the Journal reported. Ramadan 2022 will begin on April 2 and will end on May 2.

An unnamed Saudi official said the “crown prince and Xi are close friends and both understand that there is huge potential for stronger ties,” the Journal reported. “It is not just ‘They buy oil from us and we buy weapons from them,’” the daily quoted the official as saying.

In contrast, Saudi Arabian Crown Prince Mohammed bin Salman, also called MBS, has refused to hold talks with U.S. President Joe Biden over the past few weeks as the latter seeks to curb the impact of spiking oil prices amid the Russia-Ukraine war, the Journal reported.

While Biden has spoken on the phone with Saudi’s King Salman bin Abdulaziz Al Saud, he has yet to have an official conversation with the Crown Prince. The Journal also reported earlier this month that Bin Salman and Crown Prince of the United Arab Emirates, Sheikh Mohamed bin Zayed al Nahyan, both declined to set up phone calls with the Biden administration for talks on containing surging oil prices.

President Xi Jinping has not responded yet to the invitation.

“Toxic…Misinformation…Cherry-Picked”: White House Defends Radical Supreme Court Nominee Ketanji Brown Jackson After Sen. Hawley Exposes Her Disgraceful Child Porn Rulings Record

The White House responded Thursday to the exposé by Sen. Josh Hawley (R-MO) on the soft on child porn criminals record of Supreme Court nominee Judge Ketanji Brown Jackson, calling Hawley’s attack on Jackson’s qualifications to the high court, “toxic”, “misinformation” and cherry-picked.”

White House Deputy Press Secretary Andrew Bates issued a statement saying, “This is toxic and weakly-presented misinformation that relies on taking cherry-picked elements of her record out of context – and it buckles under the lightest scrutiny.”

Hawley replied, “So other than these juvenile histrionics, the White House has no substantive answers for the judicial record of a person they nominated”

On Wednesday, Hawley posted a Twitter thread based on Jackson’s record as a federal judge and as a member of the U.S. Sentencing Commission that showed Jackson consistently sympathized with and sentenced child porn offenders to sentences well below those in the sentencing guidelines.

“I’ve been researching the record of Judge Ketanji Brown Jackson, reading her opinions, articles, interviews & speeches. She’s been advocating for it since law school. This goes beyond “soft on crime.” I’m concerned that this a record that endangers our children.”

As a member of the U.S. Sentencing Commission, Judge Jackson advocated for drastic change in how the law treats sex offenders by eliminating the existing mandatory minimum sentences for child porn…Judge Jackson has said that some people who possess child porn “are in this for either the collection, or the people who are loners and find status in their participation in the community.” What community would that be? The community of child exploiters?…Judge Jackson has opined there may be a type of “less-serious child pornography offender” whose motivation is not sexual but “is the challenge, or to use the technology.” A “less-serious” child porn offender? In her time on the U.S. Sentencing Commission, Judge Jackson said she “mistakingly assumed that child pornography offenders are pedophiles” and she wanted “to understand this category of nonpedophiles who obtain child pornography.”

“On the federal bench, Judge Jackson put her troubling views into action. In every single child porn case for which we can find records, Judge Jackson deviated from the federal sentencing guidelines in favor of child porn offenders.”

“In the case of United States v. Hawkins, the sex offender had multiple images of child porn. He was over 18. The Sentencing Guidelines called for a sentence of up to 10 years. Judge Jackson sentenced the perpetrator to only 3 months in prison. Three months.”

“In United States v. Stewart, the criminal possessed thousands of images of child porn and also hoped to travel across state lines to abuse a 9-year-old girl. The Guidelines called for a sentence of 97-121 months. Judge Jackson sentenced the criminal to just 57 months.”

“In United States v. Cooper, in which the criminal had more than 600 images and videos and posted many on a public blog, the Guidelines called for a sentence of 151-188 months. Judge Jackson settled on 60 months, the lowest possible sentence allowed by law.”

“In United States v. Chazin, the offender had 48 files of child porn, which he had accessed over a period of years. The Guidelines recommended 78-97 months. Judge Jackson gave him 28.”

Ukraine legalizes crypto to raise war cash

Bitcoin and other virtual assets are now legal tender in the country

Ukraine’s President Volodymyr Zelensky on Wednesday signed into law a bill that effectively legalizes cryptocurrency in the country. The decision comes as Ukraine has received crypto donations worth tens of millions of dollars from individuals and groups amid the ongoing conflict.

The so-called “Virtual Assets” bill establishes a legal framework for the use of Bitcoin and other crypto, determining their legal status and classification with regards to ownership and regulation. The bill will allow cryptocurrency exchanges and companies to legally operate in the country, with full access and support from the traditional financial sector.

“The Ministry of Finance is actively working to amend the tax and civil codes of Ukraine to fully launch the market for virtual assets,” the Ministry of Digital Transformation said in a statement. “The signing of this law by the president is another important step towards bringing the crypto sector out of the shadows and launching a legal market for virtual assets in Ukraine.”

Former Missouri State Representative Cora Faith Walker Suddenly Dies After Attending Tishaura Jones’ Birthday Party

Former Missouri State Representative Cora Faith Walker, 37, died unexpectedly last Friday morning after attending cop-hating leftist Mayor Tishaura Jones’ birthday party. There was no known cause of death and this will not be known until toxicology results come back in about a month.

According to St. Louis Medical Examiner, Dr. Michael Graham, who conducted an autopsy on Monday, “There were no physical injuries or signs of trauma to the body.”

An investigation has been launched into the sudden death of St. Louis County leader and former Missouri State Representative Cora Faith Walker.

According to pictures posted on social media, Walker was at St. Louis Mayor Tishaura Jones’ birthday party at Neo on Locust on Thursday, March 10. The two were close friends, according to a press release from the mayor’s office.

The following morning, EMS was called to the Loews Hotel and transported a woman to the hospital in critical condition. Police confirmed the woman, believed to be Walker, was pronounced dead at the hospital shortly before 10 a.m.

The Medical Examiner’s Office performed an autopsy Monday morning and told News 4 there were no signs of physical injury on Walker’s body. He said they will not declare a cause and manner of death until toxicology and other tests come back, which could take several more weeks.

Police confirmed they were called around 5:40 p.m. Friday by the Medical Examiner’s Officer, saying they can only confirm the department did not respond to the address of the hotel that day, but News 4 has learned they are investigating.

“It was just the nature of how the call came in,” said Isom. “Originally the police did not respond, and that doesn’t always occur. EMS, paramedics responded and tried to stabilize her and then brought her to the hospital.”

A spokesperson for the mayor’s office said she was not present at the Loews Hotel on Friday morning and wasn’t staying at that hotel.

News 4 currently does not know how Walker was found there or who made the call to bring first responders. According to city documents and statements by a spokesperson, there appeared to be a delay in response. The fire chief said that’s not accurate and there was no delay, but no further explanation was provided from him.

Tuesday, the fire chief told News 4 information initially given to News 4 by a spokesperson was not accurate. News 4 was initially told that firefighters responded at 9:39 a.m. but a call log showed they were dispatched at 8:58 a.m. The chief did not want to go on-camera Tuesday but said the spokesperson got the response time wrong. But the chief will not provide the correct time, saying News 4 needs to file a Sunshine request.

China Affirms "Friendship" With Ukraine, Vows To "Never Attack" Amid US Accusations

On Thursday China’s foreign ministry said it formally backs remarks of its ambassador to Ukraine Fan Xianrong who expressed "friendship" with the country as it comes under Russian attack. The comments mark the most supportive Beijing has been thus far to Ukraine, coming at a moment China has stood accused by the Biden administration of opening backdoor cooperation on weapons resupplies and sanctions evasion.

According to a press release on the Lviv government’s website the Chinese ambassador had told Lviv Governor Maksym Kozytskyi within recent days that China remains a "friendly country for the Ukrainian people” and would "never attack Ukraine."

Asked about the remarks in a daily press briefing Thursday, Foreign Ministry spokesman Zhao Lijian said: "China surely supports these remarks by our ambassador in Ukraine. China supports all efforts that are conducive to easing the situation and for a political settlement."

The ambassador's prior remarks had been generally supportive of the Ukrainian people's 'unity' in the face of Russia's invasion…

"I, as an ambassador, can say with responsibility that China will always be a force for good for Ukraine in the economic and in the political sense," Fan told Lviv officials, according to the Ukrainian statement. "We will always respect your state, will develop relations on the basis of equality and mutual benefit. We will respect the path chosen by Ukrainians because this is the sovereign right of every nation."

According to Bloomberg's commentary, the surprisingly positive and supportive words given to Ukraine's government could be taken as a Chinese pledge that it won't provide military aid to Russia to help advance its invasion of the country:

Putin Warns ‘Traitors’ in Speech, Calls for ‘Self-Purification’ in Russia

Russian President Vladimir Putin called for a “self-purification” to rid Russia of individuals who are working to undermine the country.

Russians, he said in a televised speech on Wednesday, “will always be able to distinguish true patriots from scum and traitors and will simply spit them out like a gnat that accidentally flew into their mouths,” accusing the West of fostering a “fifth column” of Russians to create civil unrest.

“And there is only one goal, I have already spoken about it–the destruction of Russia,” he said, adding that he is “convinced that such a natural and necessary self-purification of society will only strengthen our country.”

Putin further stipulated that he isn’t “judging those with villas in Miami or the French Riviera” or Russians “who cannot live without foie gras and mussels or so-called gender-based rights” as long as they stood “mentally” with Russia after the Feb. 24 invasion of Ukraine.

“The problem does not lie in this, but I repeat, the fact that many of these people inherently, mentally, live elsewhere and not here with us, with our people, with Russia,” Putin said, adding, “This is, in their opinion … a belonging to the higher caste, the higher race,” according to a translation.

On Thursday, top Kremlin spokesman Dmitry Peskov echoed Putin’s remarks and said that “many people” are acting to undermine Russia.

“In such difficult times … many people show their true colors. Very many people are showing themselves, as we say in Russian, to be traitors,” Peskov told reporters, according to the Reuters news agency.

It’s not clear what new domestic policies Putin or the Kremlin may pursue following his address.

Following the start of the conflict and in addition to sanctioning senior Russian officials like Putin and Peskov, the Biden administration has frozen the Russian Central Bank’s assets, sanctioned several Russian oligarchs, sanctioned the nation’s largest banks, and it has removed these financial entities from the world’s largest financial transactions systems. European countries have also issued similar sanctions against the Russian economy.

The White House also banned the import of Russian oil and shut down Russian commercial flights to the United States.

His remarks come as Turkey’s President Recep Tayyip Erdogan spoke with Putin about the latest developments of the Russian–Ukrainian conflict and the humanitarian situation on the ground.

Erdogan stressed that some issues could be resolved through a meeting between Putin and Ukrainian President Volodymyr Zelensky and repeated his offer to host them in Istanbul or Ankara, according to a read-out released by the Turkish presidency’s communications directorate.

Erdogan added his hopes that a lasting cease-fire “would open the path to a long-term solution” and emphasized the importance of diplomacy. He also added humanitarian corridors should function in both directions effectively and without issues, according to the statement.

Foreign nationals traveling to aid Ukraine’s war effort are reportedly being duped into signing indefinite service contracts. The Ukrainian Army has denied such allegations while failing to provide evidence of military contracts stating otherwise.

As the nation’s war with Russia broke out, the International Legion for the Defence of Ukraine was formed, with people from around the globe welcomed – and encouraged – to join the fight. At the beginning of March, Ukrainian President Zelensky announced to his Telegram channel that 16,000 foreigners (the number is now estimated to be 20,000) had volunteered.

Some of the volunteers are former military personnel, while others have joined with little to no combat experience. But despite wanting to join the Ukrainian army, recruits from across the West are being turned off upon their arrival at the Polish border, with many claiming they have been unable to see contracts until they arrive in Ukraine.

Those who have persisted claim to have similar, first-hand experiences with the contractual arrangements.

Contracts with the Ukrainian government allegedly state those joining will be under the “same obligations” as Ukrainian men, and that those fighting will be earning 7000 hryvnia a month (the equivalent of 237.37 dollars). Under martial law, the people who sign this contract from the ages of 18-60 will have to “remain in the Ukrainian foreign legion for the duration of war” – many feeling they are essentially signing a “death warrant”, according to eyewitness reports at The Economist.

Of those who have entered Ukraine to fight against the Russians, stories have included reports of poor vetting measures, alongside tales of violence as Ukrainian agents mistake them for Russian saboteurs. Poland Calls for NATO ‘Peacekeeping Mission’ In Ukraine During Leader’s Trip to Kyiv

Poland’s de facto leader has called for NATO to launch a “peacekeeping mission” in Ukraine during a trip to the country’s capital of Kyiv (Kiev).

Poland’s government appears open to putting NATO boots on the ground in Ukraine, with the country’s Deputy Prime Minister, Jaroslaw Kaczynski, calling for the military bloc to establish a “peacekeeping mission” in the war-torn country.

Kaczynski, leader of the Law and Justice Party (PiS) from which President Andrzej Duda and Prime Minister Mateusz Morawiecki are drawn, made the comments while on a trip to the Ukrainian capital of Kyiv, which is currently under threat from invading Russian forces.

According to a report by Der Spiegel, the Deputy Prime Minister said the mission should be established in order to provide “humanitarian and peaceful aid” within the country, should the Ukrainian president approve of the operation.

“I think that it is necessary to have a peace mission — NATO, possibly some wider international structure — but a mission that will be able to defend itself, which will operate on Ukrainian territory,” Kaczynski is reported as saying.

Other members of NATO were far less enthusiastic about the possibility of such a mission, with the chance of kicking off the third world war being cited as one reason many consider the move a bad idea.

“No NATO personnel, no NATO soldiers should be sent outside NATO or to Ukraine,” said one German government spokesman, according to Die Welt, who emphasised that there could be no clear distinction made between a “humanitarian aid mission, a rescue mission” and a “combat mission”.

The spokesman also noted that Germany’s Chancellor Olaf Scholz had made that position “clear in the past” and that it should be seen as a “red line” issue.

This sentiment seemed to be shared by Dutch defence minister Kajsa Ollongren, who said that any such mission would be difficult considering the circumstances.

“A peacekeeping mission is difficult as long as the war is still ongoing,” Ollongren reportedly said, clarifying that such a plan could be discussed if there was a ceasefire and Russia had withdrawn troops from the region.

Kaczynski, a 72-year-old bachelor, is regarded by many as having a particular antipathy towards the Russian government, suspecting the Kremlin was complicit in the Smolensk air disaster of 2010, in which his twin brother President Lech Kaczynski perished.

Texas National Guard to Begin ‘Turn Back’ Program at Rio Grande, Says Governor

Governor Greg Abbott announced that the Texas National Guard would begin operations to turn back migrants attempting to cross the Rio Grande. The announcement followed discussions on the accomplishments of the Operation Lone Star border security mission.

“When we first began (Operation Lone Star) we were apprehending people and initially when we would apprehend people crossing the border illegally, we would turn them over … to the Border Patrol and/or ICE,” Governor Abbott explained. “Then when we realized the Biden administration was allowing these people to go free, we stopped turning them over to the Border Patrol and ICE and we started detaining them in jails that we created.”

Governor Abbott said state law enforcement officials began arresting the migrants for a “multitude of other crimes.” Those crimes included smuggling, trespassing, and other more serious crimes.

“Now we have come up with a more effective strategy for preventing them from even getting into the country to begin with,” the governor announced. “There’s a new category called ‘turnbacks.’ We’re working on strategies that will turn back people that are trying to make it across.”

“We have different strategies to achieve that,” he explained. “In some locations where there’s a water line where there’s a river and people are trying to cross that river, we put razor wire down there so that people are unable to get across.”

“We also are using boats in water — we will build a boat barricade — to prevent people from even being able to even get across the water.”

The governor said the state will present a “show of force” to deter people from crossing into Texas.

“They see on the other side, there are several hundred National Guard waiting there to apprehend them,” he stated. “Through these strategies and others, we’re working to repel people from even coming across the border to begin with.”

The governor said the first year of Operation Lone Star, the state-initiated border security mission involving the Texas Department of Public Safety and Military Department, led to the apprehension of thousands of migrants — many of whom would have gotten away with sneaking past Border Patrol agents.

“What Texas had to do when we engaged, we had to present the type of border security force the federal government typically does,” Governor Abbott said. “Part of that is through the Texas Military Department, … part of it’s through the Texas Department of Public Safety.”

“When you go through a military operation like this of a border that’s 1250 miles, you can’t do it all at once,” he continued. “You do it by segments.”

China Condemns Taiwan for Sending Humanitarian Aid to Ukraine

Taiwan for sending humanitarian aid to Ukraine and supporting sanctions against Russia, accusing the island of “taking advantage of others’ difficulties” to score political points against Beijing.

“The Democratic Progressive Party authorities are using the Ukraine issue to validate their existence and piggyback on a hot issue, taking advantage of others’ difficulties,” snarled spokeswoman Zhu Fenglian of China’s Taiwan Affairs Office. The Democratic Progressive Party (DPP) is the governing party of Taiwan.

“Their attempts to incite confrontation and create hostility through political manipulation will not succeed,” Zhu vowed.

Furious outbursts over humanitarian aid to civilians trapped in a war zone might seem odd even for the Chinese Communist regime, but Beijing’s specific concern is that Taiwan is trying to make China look bad for refusing to denounce Russia’s invasion of Ukraine, and capitalize on worldwide sympathy for the besieged Ukrainians by highlighting Taiwan’s position as the potential victim of a perpetually threatened Chinese invasion.

The Taiwanese Foreign Ministry on Tuesday announced an $11.5 million donation to Ukrainian refugees on Tuesday, bolstering $3.5 million pledged this month. Taiwanese President Tsai Ing-wen kicked in one month of her salary to the cause.

Taiwanese citizens have been exceptionally generous to the Ukrainian relief effort, pouring millions of dollars in donations into relief accounts coordinated through Taiwanese government offices in Poland and giving millions more to church groups. In addition to cash, Taiwanese donors have sent food, blankets, medical products, and diapers to Ukraine.

The Taiwanese Ministry of Foreign Affairs (MOFA) last week asked for donations of “sleeping bags, thermal clothing, milk powder, medicines, and medical accessories” to help Ukrainian refugees.

“The goods will be sent to European countries bordering Ukraine and distributed to Ukrainian refugees through local relief agencies,” MOFA said, setting March 18 as the end date for its relief campaign.

According to CNA News, half of the ministry’s parking lot was piled with donations within three days.

“To be attacked this way and through rather unfair means makes people feel a sense of compassion and empathy. So, Taiwanese are quite willing to donate aid,” board member Ku Chung-hua of the advocacy group Citizens’ Congress Watch explained to Voice of America News (VOA) on Wednesday.

‘YouTube Alternative’ Vimeo Bans ‘Fake News’ and ‘Conspiracy Theories’

Vimeo, a video hosting platform that markets itself as an alternative to YouTube, has updated its terms of service to ban “fake news” and “conspiracy theories” that creates “a serious risk of material harm to a person, group, or the general public.”

The video sharing platform’s previous terms were also fairly restrictive, banning any content that “contains hateful or discriminatory speech,” supports “hate groups,” contains false information about “vaccination safety,” “false or misleading information about voting,” or “contains conspiracy-related content where the underlying conspiracy theory makes claims that… suggest that a real-world tragedy did not occur.”

Vimeo’s new terms of service have expanded the scope of prohibited content to include “false or misleading information (including fake news, deepfakes, propaganda, or unproven or debunked conspiracy theories) that creates a serious risk of material harm to a person, group, or the general public.”

The tightening of Vimeo’s terms of service comes after the platform attracted attention, along with the free speech friendly video platforms Odysee and Rumble, for hosting Ukraine on Fire, a documentary featuring Oliver Stone taking a critical look at the United States’ involvement in Ukraine over the past decade.

The documentary was banned on YouTube last week for “graphic content,” despite being hosted on the Google-owned platform for six years without issue.

The Ukraine war has seen a number of companies that previously marketed themselves as alternatives to Big Tech companies like YouTube engage in the same kind of censorship strategies employed by the largest tech behemoths.

Report: 8-Year Secret CIA Training Program in Eastern Ukraine Helped Prepare for Russian Invasion

Yahoo News reports that the CIA sent paramilitaries to the frontlines of the Donbas war to train Ukrainian forces in 2014

CIA paramilitaries had been training Ukrainian forces on the frontlines of the Donbas war against Russian-backed separatists since 2014 and were only pulled out by the Biden administration last month, Yahoo News reported on Wednesday, citing former US officials.

The CIA first sent a small number of paramilitaries to eastern Ukraine when the war started in 2014, which was sparked by a US-backed coup in Kyiv and the Donbas separatists declaring independence from the post-coup government.

As part of the training, CIA paramilitaries taught Ukrainian forces sniper techniques, how to operate US-provided Javelin anti-tank missiles, and how to avoid being tracked on the battlefield by using covert communications and other means. The former officials said at first the CIA was surprised at the capability of Russia and the separatists compared with US adversaries in the Middle East.

The US military held similar training programs for Ukrainian forces in western Ukraine that have been publicly acknowledged. In January, Yahoo News revealed that the CIA had also been holding a US-based training program for Ukrainian forces. A former CIA official said the US-based program was training “an insurgency” and taught Ukrainians how to “kill Russians.”

The secret CIA program in eastern Ukraine was much more provocative than the other training programs since it essentially meant the US was involved in a proxy war on Russia’s border. The former officials told Yahoo News that During the first year of the Trump administration, National Security Officials reviewed the program, which had begun under the Obama administration.

The CIA paramilitaries were directed to advise and train but not participate in combat. Trump administration officials feared the authorities were too broad and that the mission was too ambiguous. One former official said questions that were asked included: “How far can you go with existing covert action authorities? If, God forbid, they’ve shot some Russians, is that a problem? Do you need special authorities for that?”

The former official said that the Trump administration discussed what Russia’s redlines could be and determined the US support for Ukrainian forces fell within historically acceptable bounds. “There was a school of thought that the Russians spoke the good old language of proxy war,” the official said.

Despite the concerns, the secret program continued for years until February. The former officials said that when a Russian invasion became “increasingly acute,” the Biden administration pulled all CIA personnel out of Ukraine, including the paramilitaries. One former official said the Biden administration was “terrified of even clandestine folks being on the frontline.”

Although it’s hard to know what the military situation looks like in Ukraine, the US claims Ukraine is putting up a much fiercer resistance than Russia expected. The former officials who spoke with Yahoo News suggested the resistance was in part thanks to the CIA training program. The US continues to fuel the fighting as President Biden has already pledged over $1 billion in new military aid for Ukraine since the invasion started.

Hunter Biden Paid Tax Bill, but Broad Federal Investigation Continues

The Justice Department inquiry into the business dealings of the president’s son has remained active, with a grand jury seeking information about payments from around the world.

WASHINGTON — In the year after he disclosed a federal investigation into his “tax affairs” in late 2020, President Biden’s son, Hunter Biden, paid off a significant tax liability, even as a grand jury continued to gather evidence in a wide-ranging examination of his international business dealings, according to people familiar with the case.

Mr. Biden’s failure to pay all his taxes has been a focus of the ongoing Justice Department investigation. While wiping out his liability does not preclude criminal charges against him, the payment could make it harder for prosecutors to win a conviction or a long sentence for tax-related offenses, according to tax law experts, since juries and judges tend to be more sympathetic to defendants who have paid their bills.

But Mr. Biden’s taxes are just one element of the broader investigation stemming from work he did around the world. Hunter Biden is a Yale-educated lawyer; his professional life has intersected with his father’s public service, including working as a registered lobbyist for domestic interests and, while his father was vice president, pursuing deals and clients in Asia and Europe.

As recently as last month, the federal grand jury heard testimony in Wilmington, Del., from two witnesses, one of whom was a former employee of Hunter Biden whose lawyer was later subpoenaed for financial records that reflected money Mr. Biden received from a Ukrainian energy company.

The investigation, which began as a tax inquiry under the Obama administration, widened in 2018 to include possible criminal violations of tax laws, as well as foreign lobbying and money laundering rules, according to the people familiar with the inquiry.

But prosecutors face a number of hurdles to bringing criminal charges, the people familiar with the investigation said, including proving that Mr. Biden intentionally violated the Foreign Agents Registration Act, or FARA, which requires disclosure to the Justice Department of lobbying or public relations assistance on behalf of foreign clients.

The Justice Department has given no public indication that it has made decisions about any element of the case, and Mr. Biden has not been charged with any crime.

When he disclosed the investigation after the 2020 election, Hunter Biden said that “a professional and objective review of these matters will demonstrate that I handled my affairs legally and appropriately.”

Mr. Biden’s lawyer, the Justice Department and the U.S. attorney’s office in Delaware, which is overseeing the investigation, all declined to comment.

It is not clear whether the criminal probe is focused solely on Hunter Biden, or if he is among a group of individuals and companies being scrutinized. Prosecutors have also asked about potential FARA violations by a Washington consulting firm, Blue Star Strategies, that worked for the Ukrainian energy company in an arrangement that Mr. Biden helped broker, according to documents and the people familiar with the investigation.

For President Biden, the long-running case is both politically and personally fraught. Hunter Biden’s work for Burisma Holdings, the Ukrainian energy company, became a flashpoint in his father’s race in 2020 against President Donald J. Trump and helped set off the events that led to Mr. Trump’s first impeachment.

The elder Mr. Biden now oversees the Justice Department that is carrying out the investigation. And Hunter Biden, who in recent years has pursued a career as a painter, has acknowledged serious drug addiction and other problems during the period when he was seeking international business, while dealing with the illness and death of his brother Beau.

The investigation is being overseen by David C. Weiss, the U.S. attorney for Delaware. He worked in the office during the Bush and Obama administrations, and was nominated to run it by Mr. Trump. Mr. Weiss has been permitted to remain in office until the Biden case is resolved.

Hunter Biden told associates in recent months that he paid the federal taxes that had been the subject of Justice Department scrutiny. He told one associate that the tax liability was more than $1 million, and that he had to take out a loan to pay it off.

Federal tax prosecutors generally fight to keep jurors from knowing whether defendants have paid their back tax bills, arguing that the crime happens when the return is falsely filed or not filed at all, said Jeffrey Neiman, a former Justice Department tax prosecutor and a partner at Marcus, Neiman, Rashbaum & Pineiro. Such knowledge could influence jurors, even if a judge asks them not to consider it.

Emails from Hunter Biden's laptop contain records the Secret Service did not hand over to lawmakers

For years, Republican lawmakers have sought Hunter Biden's travel records as part of a larger review of Biden's use of Secret Service protection while his father was vice president. But the Secret Service claimed it was unable to identify any such communications for several years during which Biden received Secret Service protection, frustrating those efforts.

However, emails from Hunter Biden's laptop confirm that the Secret Service did coordinate Biden's travel during the years for which the Secret Service told Republican senators they could not find such communications.

On Jan. 18, 2022, Sens. Chuck Grassley (R-Iowa) and Ron Johnson (R-Wisc.) wrote to the director of the Secret Service, requesting that the agency produce records "involving Hunter Biden and his use of government-sponsored travel while he conducted private business." Their letter complained that records previously provided to Congress contained inappropriate redactions and asked for unredacted copies of those documents. The lawmakers also demanded an explanation for why the Secret Service "did not provide any communication records for the years of 2010, 2011, and 2013."

Secret Service Director James M. Murray wrote back to the senators on Feb. 14: "The Secret Service worked extensively with your committees, and agreed to search parameters provided by your office as to identify communications regarding Mr. Biden's travel.

"These search parameters did not yield communications for the years 2010, 2011, or 2013," Murray said.

But dozens of email records reported by Just the News appear to contradict what the Secret Service told Grassley and Johnson.

For example, Secret Service records show that between May 15 and May 17, 2011, Biden took a trip to Mexico with Secret Service protection. The plans for that trip were discussed ahead of time in communications between the then-vice president's son and Secret Service agents, Just the News reveals.

“Hunter, when you have some free time, I would like to discuss the Monterrey trip with you,” Secret Service agent Yvonne DiCristoforo wrote to Biden on April 28, 2011.

"I have some specific information to provide you that we received from our Mexico City office,” she added. “I know you are out of the office this evening, but if you could contact me at your convenience, I would appreciate it."

The email was contained on a Hunter Biden laptop that is now in FBI custody, Just the News reported. It was one of five dozen emails reviewed by the outlet that show Biden communicating with his Secret Service handlers, including in the years for which the Secret Service did not hand over records.

Some of the emails Just the News reported included subject lines like "upcoming trip" or "all checked in," that clearly identify them as emails related to Biden's travel.

The Secret Service did not respond when asked why these communications were not turned over to the senators.

In statements to Just the News, both Grassley and Johnson sharply criticized the Secret Service for failing to produce these emails.

"For years, Sen. Johnson and I have been trying to get a clear picture of Hunter Biden's communications with the Secret Service when he was under their protection," Grassley said. "The Secret Service says they don’t have records for three years during Hunter Biden's time as a protectee, but I have reason to believe they do.

Mr. Neiman said that defense lawyers encourage clients to pay their back taxes if they believe they could be indicted on federal tax crimes, as it often helps with sentencing.

Mr. Biden’s extensive work with foreign businesses came under scrutiny from prosecutors looking into whether he should have registered with the Justice Department as a foreign agent.

Investigators have examined Mr. Biden’s relationships with interests in Kazakhstan, a Chinese energy conglomerate and Burisma, the Ukrainian energy company, according to people familiar with the investigation.

They said prosecutors had investigated payments and gifts Mr. Biden or his associates had received from foreign interests, including a vehicle paid for using funds from a company associated with a Kazakh oligarch and a diamond from a Chinese energy tycoon. Prosecutors also sought documents related to corporate entities through which Mr. Biden and his associates conducted business with interests around the world.

But there has been debate within the Justice Department over whether the available evidence proves that Mr. Biden intended to violate FARA, which the government must prove in order to secure a criminal conviction. The prosecutors have discussed approaching potential FARA violations as a civil matter, which would require Mr. Biden to register retroactively as a foreign agent, but would avoid criminal charges, according to the people familiar with the case.

Such a resolution could complicate a potential money laundering case, since money laundering is typically charged in connection with another crime.

Over the last two years, federal prosecutors in Delaware have issued scores of subpoenas for documents related to Hunter Biden’s foreign work and for bank accounts linked to him and his associates, including two formerly close business partners, Eric Schwerin and Devon Archer, according to people familiar with the investigation.

Last year, prosecutors interviewed Mr. Archer and subpoenaed him for documents and grand jury testimony, the people said. Mr. Archer, who was sentenced last month in an unrelated securities fraud case in which a decision to set aside his conviction was reversed, had served with Mr. Biden on Burisma’s board, starting in 2014.

People familiar with the investigation said prosecutors had examined emails between Mr. Biden, Mr. Archer and others about Burisma and other foreign business activity. Those emails were obtained by The New York Times from a cache of files that appears to have come from a laptop abandoned by Mr. Biden in a Delaware repair shop. The email and others in the cache were authenticated by people familiar with them and with the investigation.

In some of the emails, Mr. Biden displayed a familiarity with FARA, and a desire to avoid triggering it.

In one email to Mr. Archer in April 2014, Mr. Biden outlined his vision for working with Burisma. In the email, Hunter Biden indicated that the forthcoming announcement of a trip to Ukraine by Vice President Biden — who is referred to in the email as “my guy,” but not by name — should “be characterized as part of our advice and thinking — but what he will say and do is out of our hands.”

The announcement “could be a really good thing or it could end up creating too great an expectation. We need to temper expectations regarding that visit,” Hunter Biden wrote.

Vice President Biden traveled to Kyiv, the Ukrainian capital, about a week after the email.

In the same April 2014 email, Hunter Biden indicated that Burisma’s officials “need to know in no uncertain terms that we will not and cannot intervene directly with domestic policymakers, and that we need to abide by FARA and any other U.S. laws in the strictest sense across the board.”

He suggested enlisting the law firm where he worked at the time, Boies Schiller Flexner, to help Burisma through “direct discussions at state, energy and NSC,” referring to two cabinet departments and the National Security Council at the White House.

The firm “can devise a media plan and arrange for legal protections and mitigate U.S. domestic negative press regarding the current leadership if need be,” Mr. Biden wrote in the email.

Mr. Biden, Mr. Archer, Boies Schiller Flexner and Blue Star Strategies did not register under FARA on behalf of Burisma.

In another set of emails examined by prosecutors, Hunter Biden and Mr. Archer discussed inviting foreign business associates, including a Burisma executive, to a dinner in April 2015 at a Washington restaurant where Vice President Biden would stop by. It is not clear whether the Burisma executive attended the dinner, although the vice president did make an appearance, according to people familiar with the event.

Prosecutors also subpoenaed records related to a lawsuit brought by the former employee of Mr. Biden’s, Lunden Alexis Roberts, in Arkansas state court, according to her lawyer.

Ms. Roberts sued Mr. Biden for child support and paternity in 2019, after one of his companies ceased paying her and providing her with health insurance, according to court records.

Mr. Biden and Ms. Roberts reached a settlement out of court in the paternity case in March 2020.

Last year, prosecutors traveled to Little Rock, Ark., and asked Ms. Roberts and her lawyer about Mr. Biden’s finances, including which corporate entity he used to pay her, and whether that entity had received payments from Burisma, according to a person familiar with the questioning.

And last month, in response to another subpoena, Ms. Roberts testified before the grand jury in Delaware, according to her lawyer.

Alleged Chinese Spy Cozied Up to Dem Lawmaker

Fan Liu gave maximum donations last year to Rep. Tom Suozzi's campaign

An alleged Chinese spy cultivated ties to Rep. Tom Suozzi (D., N.Y.) and gave maximum donations to his campaign last year.

Suozzi, who is running for governor of New York, met multiple times with Fan "Frank" Liu, the founder of an organization called the World Harmony Foundation. Federal prosecutors on Wednesday accused Liu of spying on three pro-democracy activists as part of a "transnational repression scheme" to silence critics of the Chinese Communist Party.

Suozzi is not referenced in the complaint against Liu, and the two do not appear to have particularly strong ties. But their interactions could raise concerns that Liu cozied up to the congressman on behalf of the Chinese government. Liu touted his interactions with Suozzi on his organization's website, suggesting he may have used the meetings to provide him with an air of legitimacy.

Chinese spies have targeted other Democratic House members. Fang Fang, an alleged agent of China's domestic spy service, developed a years-long relationship with Rep. Eric Swalwell (D., Calif.) and helped raise money for his campaign in 2014. The FBI warned Swalwell about Fang in 2015 after he joined the House Intelligence Committee. Suozzi serves on the Congressional-Executive Commission on China, which monitors human rights abuses in the nation. The Chinese government sanctioned members of the commission in 2020 over their investigations of China's abuse of Uyghurs.

Liu, who also operates a media company called Congress Web TV, met Suozzi at three events since 2020. Suozzi presented Liu with an award at an event in August 2021. Liu and his daughter attended a fundraiser for Suozzi on Sept. 30, 2021, where Suozzi was photographed giving an award to the younger Liu. Liu gave maximum campaign donations for Suozzi's primary and general election campaign the same day, according to Federal Election Commission records. The World Harmony Foundation posted another video of Liu presenting a "Distinguished Harmony Award" to Suozzi at one of his campaign events earlier this month.

Liu was actively working for the Chinese government during this period. According to prosecutors, he began working with a Florida-based private investigator named Matthew Ziburis in January 2021 to stalk and spy on three anti-CCP dissidents. Liu received orders from Qiang Sun, an executive at a Chinese technology company linked to the government.

Liu and Ziburis allegedly tried to bribe an IRS employee for the tax returns of an artist, Chen Weiming, who created a sculpture of Chinese president Xi Jinping as a coronavirus molecule. They also attached surveillance equipment to Chen's vehicle. Chen's sculpture, which was placed in the Mojave Desert, was destroyed by arsonists in July 2021.

Liu and Ziburis tracked two other CCP critics, one in Indiana and another in the San Francisco area. The latter appears to be Arthur Liu, an attorney whose daughter competed for Team USA at the Beijing Olympics.

Former intel chief: FBI 'for sure' committed crimes investigating Trump-Russia collusion

'Political appointees and the leaders of the FBI and DOJ purposefully manipulated the truth,' former acting DNI Ric Grenell says.

Former acting Director of National Intelligence Ric Grenell, who began the declassification of documents that unraveled the discredited Russia collusion narrative, tells Just the News he is certain from evidence he saw that the FBI committed crimes while investigating former President Donald Trump.

During an interview on the John Solomon Reports podcast, Grenell said FBI officials had every reason to know the evidence of collusion was faulty or false and proceeded to mislead the Foreign Intelligence Surveillance Court and the Congress through lies and omissions.

"Political appointees and the leaders of the FBI and DOJ purposefully manipulated the truth," he said. "The people in the middle management. I've talked to them. I've talked to FBI agents, they knew that this was a phony exercise.

"But they were caught by their bosses, who knew that this was a phony Russian collusion hoax but allowed this information to go to the FISA courts and to the media and to everywhere else, and they saw people manipulating it," he also said.

After three years of investigation, Special Prosecutor John Durham has secured a single conviction, against Kevin Clinesmith on a charge the former FBI lawyer doctored evidence to submit to the courts.

Durham has also indicted former Clinton campaign lawyer Michael Sussmann and former Steele dossier source Igor Danchenko on charges of lying to the FBI probe. Both have pleaded not guilty and are awaiting trial.

"Do you have any doubt there are more crimes to be prosecuted by Durham?" Grenell was asked Tuesday.

"Yeah, I have no doubt," he answered.

Asked further whether he saw evidence that the FBI violated laws during the probe, he added: "For sure."

Grenell said the FBI's misconduct, first revealed by a Justice Department inspector general report in 2019, must be viewed in the context of a much larger, troubling trend of government and media institutions betraying Americans' trust.

"For the political people at DOJ and FBI, that's where they need to be held to account," he said. "We hear a lot about, you know, manipulative politicians and political appointees manipulating the powers of government. But I've never seen it more rampant than in Democratic administrations, because the media allows them to get away with it."

Grenell's comments closely track those of his successor as DNI, John Ratcliffe, who told Fox News he delivered more than 1,000 documents to Durham and was confident more prosecutions are forthcoming.

"I would expect there to be quite a few more indictments because of that," Ratcliffe said last month. "There was not a proper predicate to begin that investigation. John Durham has said that publicly already."

Kremlin said that Russia was putting colossal energy into talks on a possible peace deal with Ukraine.

South African President Cyril Ramaphosa on Thursday blamed NATO for the war in Ukraine and said he would resist calls to condemn Russia, in comments that cast doubt over whether he would be accepted by Ukraine or the West as a mediator.

"The war could have been avoided if NATO had heeded the warnings from amongst its own leaders and officials over the years that its eastward expansion would lead to greater, not less, instability in the region," Ramaphosa said in response to questions in parliament.

But he added that South Africa "cannot condone the use of force and violation of international law" - an apparent reference to Russia's Feb. 24 invasion of Ukraine.

Ramaphosa also revealed that Putin had assured him personally that negotiations were making progress. The South African leader said he had not yet talked with Ukraine's president Volodymyr Zelenskyy, but that he wanted to.

On Friday, Ramaphosa said South Africa had been asked to mediate in the Russia-Ukraine conflict. He did not say who had asked him to intervene.

"There are those who are insisting that we should take a very adversarial stance against Russia. The approach we are going to take (instead) is … insisting that there should be dialogue," Ramaphosa added. "Screaming and shouting is not going to bring an end to this conflict."

Ramaphosa's African National Congress party, which has governed South Africa since white minority rule ended in 1994, had strong ties to the former Soviet Union, which trained and supported anti-apartheid activists during the Cold War.

For that reason, South Africa is sometimes eyed with suspicion among Russia's rivals in the West, although it has still enjoyed a high level of diplomatic clout relative to its economic size since its peaceful transition to democracy.

South Africa's historic refusal to take sides meant "some are even approaching us on a role that we can play (mediating)," Ramaphosa said on Thursday.

"We never want to pretend we have a great influence that other countries have, but we are being approached. (To) condemn one (side) … forecloses the role we could play," he added.

Turkish President Tayyip Erdogan offered in a phone call with Russian counterpart Vladimir Putin on Thursday to host him and Ukrainian leader Volodymyr Zelensky for talks, according to his office.

The statement said Erdogan told Putin that agreement on certain issues could require a meeting between the leaders. Erdogan also said a lasting ceasefire could lead the way to a long-term solution, it said.

Ukrainian President Volodymyr Zelensky has not altered his position that Ukraine's international borders must be recognized as they were when the Soviet Union collapsed in 1991, presidential adviser Oleksiy Arestovych said on Thursday.

On March 13, one of the main assembly centers for foreign mercenaries and volunteers in the Lviv region was hit by Russian cruise missiles. The building used as military barracks was destroyed
