Chen's replacement should not be viewed as a demotion for Chen. He remains a full (voting) member of the CCP Politburo and may be promoted even further in the upcoming 20th CCP Congress this autumn.

Now, I can't find much of a reason for Mr. Prager to lie, and so out of curiosity decided to Google and find more information on Rob Schnek. First thing I found interesting is that no matter what you Google, the only stories you'll find are about his "heroic" change in stance on abortion. But there's one fact on his movie's website and Wikipedia that told me everything I needed to know.

And then we have Rob Schnek who works with top level government officials who has a huge sudden change of heart on abortion and confesses to paying Norma to read a script and claim to be anti-abortion. The same Norma who spent years with Joshua Prager and apparently showed/convinced him with what he considered proof that she wasn't paid a dime to speak out against abortion.

 

If you do enough digging, you can also find some statements from Sarah Weddington that she had to be careful with R v W because she didn't always feel like Norma was always telling the truth and had to be sure to only present information that she should could confirm.

 

The more I try to piece together the history of this case, the more sketched out I am about Norma in general. Something seems pretty off with her and her involvement in all of this. Oh, and at the end of it all, she got two book deals to tell her story. Why do they always get book deals? Something doesn't feel on the up-and-up here.

Human remains of a teen girl discovered in Florida almost 50 years ago were finally identified โ€” and possibly linked to a serial killer, according to authorities.

 

Susan Poole, 15, who was reported missing in 1972, was connected to skeletal remains found in 1974, but not matched to DNA until recently, Palm Beach County Sheriffโ€™s Detective William Springer said during a press conference Thursday.

 

โ€œShe was tied up in the mangroves with wire to a tree,โ€ Springer said. โ€œShe was skeletal remains, totally nothing left of her except bones.โ€

 

The case turned cold after authorities couldnโ€™t identify the body found in north Palm Beach and still turned up nothing in 2015 when her DNA was submitted to a national missing persons database, he said.

 

Authorities made a computer composite of the victim, based on what they believed she would have looked like in an attempt to identify her remains. But, unfortunately, no one recognized the image.

 

The case was finally cracked when Othram, a Texas-based forensics lab that builds DNA profiles, provided names of the victimโ€™s mother and siblings. Pooleโ€™s mother, still alive and in her 90s, provided a DNA sample and it was a match for the remains Springer said.

 

Poole was reported missing just before Christmas in 1972. She was living with family in a trailer park and with a friend in nearby Fort Lauderdale apartment, Springer said.

 

โ€œThe family was happy to know what happen,edโ€ he said. โ€œYou know itโ€™s been a long time waiting to see what happened to their sister.โ€

 

Springer believes Poole couldโ€™ve been killed by serial killer Gerard Schaefer, who was found guilty in the slaying of two girls, 16 and 17. Both were found mutilated and decapitated in April 1973.

 

Schaefer, who was killed in prison in 1995, was implicated in up to 30 deaths. He was a local police officer and sheriffโ€™s deputy in Marin County.

Report Shows Kansas Law Enforcement Seized $21 Million From People, Most Of Whom Were Never Charged With Crimes

 

A new report on asset forfeiture arrives at the same conclusions every other report on the subject has: forfeiture makes money for cops, does almost nothing to stop illegal activity, and rarely, if ever, results in criminal convictions. (via CJ Ciaramella at Reason)

 

The new report [PDF], put together by the Americans for Prosperity Foundation (AFPF), takes a look at the forfeiture racket in Kansas. Fortunately, a new law mandates more detailed reporting on forfeitures, meaning the AFPF actually had some data to work with.

 

Not that itโ€™s necessarily comprehensive or accurate data. Law enforcement agencies have way more enthusiasm for inconsistently enforcing laws than they do for complying with them. A deep dive into the data performed by a Kansas news outlet found the reports delivered by agencies was incomplete, inaccurate, and outdated. It also discovered the overseer of this mandate โ€” the Kansas Bureau of Investigation โ€” didnโ€™t seem to care that the information it was being given was inaccurate or incomplete.

 

Sometimes you just have to work with what you have, which is what the Foundation has done. What already looks pretty bad might be even worse than it appears. What it does show is itโ€™s steady work for the stateโ€™s cops, even if itโ€™s not really the sort of work that actually delivers results to anyone but the law enforcement agencies profiting from seizures.

 

The report points out the $21 million collected over the last two years is the equivalent of walking off with $13,000 of other peopleโ€™s property every day. But that $13k/day takes a few hours to add up. To reduce the likelihood of losing what theyโ€™ve seized, most forfeitures involve amounts that are too small to result in serious legal challenges.

 

In many cases, the cost of recovering the property is greater than the value of the property seized. The Institute for Justice estimates the average cost to hire an attorney to fight a simple state forfeiture case is $3,000. Half of all seizures in the KASFR database have a value of $3,100 or less. Most people whose property has been seized by Kansas law enforcement are better off forfeiting what was taken.

 

This is why Kansas law enforcement agencies have been able to hold onto 91% of the property theyโ€™ve seized. And theyโ€™ve done so while securing a conviction in less than a quarter of all forfeiture cases. The small percentage whoโ€™ve managed to get their property back have engaged in protracted legal battles and endured law enforcement stonewalling. The average time from seizure to return of property in Kansas is 419 days.

 

Sure, there are some exceptions to these rules. Occasionally, cops make a really big bust.

 

Last year, a Kansas county sheriff โ€™s office worked with the U.S. Drug Enforcement Administration (โ€œDEAโ€) to seize $165,000 from an armored vehicle.

 

The van was transporting the proceeds from legal medical marijuana sales made in Missouri to Colorado. The DEA surveilled the vehicle as it retrieved cash from legally operating dispensaries, then alerted a Kansas sheriff โ€™s deputy when the van re-entered Kansas. The sheriff โ€™s deputy stopped the vehicle and seized the cash without charging the driver with a crime or even issuing a traffic citation.

 

Sounds impressive. It isnโ€™t. The DOJ has already returned $1.2 million seized from this same cash transport company by California law enforcement. The company, Empyreal, is still suing Kansas law enforcement for the DEA-aided seizure detailed above. How does seizing money from a company transporting legally-obtained cash help fight the Drug War? It doesnโ€™t. And no one in Kansas law enforcement or the DEA seems to care.

 

As long as it remains profitable, Kansas law enforcement will continue to participate in this somehow-lawful scam. But at least the new reporting mandates will give us an idea how much of mockery of justice it has become in that state.

Who would ask God to stop the sun in the sky? Who would believe that God would stop the sun in its place? Maybe a people who had seen God make fortress walls fall down after walking around them! I try to think about what we might being doing when Joshua said this. We might argue the science with Joshua. Joshua, God canโ€™t stop the sun because it will have all kinds of cosmic problems. If the earth slows its rotation or even stops is rotation it is going to mess everything up! In fact, this still happens today. People read this text and argue how this could not happen because of the science. We do this with God. We tell God what he cannot do. Worse, we do not pray as we can because we think there are things that are impossible with God.

 

Now we will never say that there are some things are impossible. We will say that God can do anything. But do we really believe it? Jesus said it was true. When Jesus is about to face the cross, Jesus went off by himself and prayed, โ€œAbba, Father, all things are possible for youโ€ (Mark 14:35). Was Jesus right? Jesus also said, โ€œWhat is impossible with man is possible with Godโ€ (Luke 18:27). There is a moment when a men brought his son to Jesus who had an unclean spirit that caused him to have seizures, foam at the mount, throw him into the fire and the water, and try to destroy him. The father says to Jesus, โ€œBut if you can do anything, have compassion on him and help usโ€ (Mark 9:22). Do you remember what Jesus said? โ€œIf you can! All things are possible for one who believesโ€ (Mark 9:23). The hindrance was not with Jesus but with the father. What do we think that God cannot do? Moses did not think God could feed Israel meat in the wilderness. God made so much meat appear in the wilderness that was waist deep for miles. What is too great for God? Do we believe that nothing is too great for God?

 

If we believe that nothing is too great for God, then what are you not praying about? I believe that we do not pray because we do not believe that God will do something. We have problems in our lives that God will not do something about. We think our problems are too difficult for God. We think it is impossible for God to heal a disease or a sickness. We think it is impossible for our family member or friend to become a Christian. We think it is impossible for God to redeem and restore our marriage or family. We think it is impossible for reconciliation to occur between yourself and someone else. How many things are we going to tell God that he cannot do?

Simone Biles, Aly Raisman and other star US gymnasts filed a $1 billion claim against the FBI on Wednesday for alleged mishandling of the investigation into sexual abuse by predatory former team doctor Larry Nassar.

 

Nassar, 58, is serving a life sentence after pleading guilty in late 2017 and early 2018 to sexually assaulting athletes while working as a sports medicine doctor at USA Gymnastics and Michigan State University.

 

Hundreds of women โ€” including Olympic gold medalists Biles, Raisman and McKayla Maroney โ€” have accused Nassar of sexually abusing them during his more than two-decade career.

 

Biles, Raisman and Maroney are among the more than 90 women who have filed the federal tort claim against the FBI, the law firm handling the case, Manly, Stewart & Finaldi, said in a statement.

 

โ€œThe majority of claimants consists of over 90 young women and girls who were abused after 2015 due to the FBIโ€™s failure to take required steps to protect them,โ€ the law firm said.

 

Maroney said in a statement that โ€œmy fellow survivors and I were betrayed by every institution that was supposed to protect us โ€” the US Olympic Committee, USA Gymnastics, the FBI.โ€

 

โ€œI had some hope that they would keep their word and hold the FBI accountable,โ€ she said. โ€œIt is clear that the only path to justice and healing is through the legal process.โ€

 

The law firm said the FBI received credible complaints in July 2015 of Nassarโ€™s sexual assaults and was โ€œthen able to immediately end Nassarโ€™s predation.โ€

 

โ€œHowever, the FBI was grossly derelict in their duties by declining to interview gymnasts who were willing to talk about the abuse,โ€ it said.

 

โ€œAs a result, Nassar continued his predatory behavior, sexually assaulting approximately 90 young women and children between July 28, 2015, and September 12, 2016,โ€ it added.

 

The claim against the FBI comes just days after the Department of Justice announced it was not bringing any charges against two now retired FBI special agents who mishandled the Nassar investigation.

 

Nassarโ€™s victims reached a $380 million settlement with USA Gymnastics last year, one of the largest ever recorded for victims of sex abuse.

 

USA Gymnastics filed for bankruptcy in 2018 after a tidal wave of allegations against Nassar swamped the organization.

 

Michigan State University reached a $500 million settlement with hundreds of Nassarโ€™s victims in 2018.

In reading the Genesis story, it seems to me that Adam & Eve didn't have sex in the Garden. After they were cast out, it says that Adam "knew" his wife and she conceived.

Always wondered about that. Or maybe they had sex but she didn't conceive? Or maybe she did, but those babies weren't mentioned. No babies in the Garden in the Genesis story. Curious. They would have had to have taught their kids to not eat of the Forbidden fruit, the way that Adam told Eve about the Forbidden

MILLER: Thereโ€™s a host of unsettled quesยญtions that Iโ€™m keepยญing my eye on. The lower federal courts right now are wrestยญling with the issue of what counts as an โ€œarmโ€ for purposes of the Second Amendยญment: Does it include large capaยญcity magazines? Does it include AR-15s and other rifles modeled on militยญary weapons? In Michigan, the state supreme court is set to decide whether the Univerยญsity of Michigan and other state univerยญsitยญies can keep fireยญarms off their campuses or whether that violยญates federal or state constiยญtuยญtional law. Then thereโ€™s the flood of litigยญaยญtion that will follow the Bruen case. I guarยญanยญtee that gun rights advocยญates have already got plaintiffs engaged and complaints drafยญted and that there will be multiple lawsuits filed as soon as the Court hands down Bruen.

 

But what Iโ€™m really focused on is the sleeper issue in Bruen that will determยญine just how radical a change weโ€™re in for. Right now, the lower courts are using a two-step frameยญwork for decidยญing Second Amendยญment cases. The first step is a historยญical approach; the second step allows the governยญment to justify its reguยญlaยญtion through social science data or other kinds of empirยญical tools. But one issue in Bruen is whether that second step is permissยญible or whether all Second Amendยญment quesยญtions may be answered only by referยญence to what is permitยญted by โ€œtext, history, and tradiยญtion.โ€

 

If the Court adopts a โ€œtext, history, and tradiยญtionโ€-only approach to Second Amendยญment quesยญtions, then suddenly everything we thought we knew about gun reguยญlaยญtion

โ€” that you can keep those convicted of domestic violยญence from possessยญing fireยญarms; that you can keep loaded guns out of the cabins of commerยญcial airliners

โ€” all that is up for grabs.

 

Disclosยญure: Miller was among a group of attorยญneys who filed a friend-of-the-court brief on behalf of neither party in the Bruen case, urging the Supreme Court not to apply a text, history, and tradiยญtion-only approach. Von der Leyen was to meet Israeli Foreign Minister Yair Lapid on Monday and Israeli Prime Minister Naftali Bennett on Tuesday, with talks projected to focus "in particular on energy cooperation," a commission statement read.

 

Mario Draghi, who is on his first Middle East trip since taking office last year, will also discuss energy and food security during his two-day trip, according to Italian media.

 

Both leaders will meet Palestinian Prime Minister Mohammed Shtayyeh in the occupied West Bank on Tuesday.

 

The EU formally adopted a ban on most Russian oil imports this month, the EU's toughest sanctions yet against Russia over the war in Ukraine.

 

It is worth noting that Von der Leyen has proposed that the EU phase out its reliance on Russian hydrocarbons, including gas, by 2027.

 

Draghi and other EU leaders have warned that as energy prices rise, European customers may require protection.

 

Israeli Energy Minister Karine Elharrar and other officials have stated that if โ€œIsraelโ€ can deliver gas from occupied Palestinian offshore reserves, which are estimated to be worth nearly 1,000 billion cubic meters, it could help meet EU demand.

 

Before Von der Leyen's visit, European Commission spokesperson Dana Spinant told reporters to "stay tuned for announcements on energy cooperation with Israel and other partners in the region."

 

Options for supplying stolen Palestinian gas to Europe

 

For the time being, supplying gas to Europe would be difficult and would necessitate significant and long-term infrastructure investments.

 

With no pipeline connecting its occupied Palestinian offshore fields to Europe, one option for the Israeli occupation is to pipe natural gas to Egypt, where it could be liquefied and shipped to Europe.

 

Another possibility is the construction of a pipeline to Turkey.

 

The EastMed project, a proposal for a seafloor pipeline connecting โ€œIsraelโ€ with Cyprus and Greece, is option three.

 

Experts have raised concerns about the project's cost and viability, while โ€œIsraelโ€ has stated that it would like to see Italy sign-on.

 

Eying to steal Lebanese gas

 

"Israel" looks to expand its resources, not only at the expense of Palestinians and Palestinian territory but also at the expense of Lebanese sovereignty.

 

A new Israeli platform in the Karish field, a contested maritime zone, has been lately placed to steal Lebanonโ€™s gas at a distance of 80km away from Haifa, by the British-Greek exploration company Energean.

 

Furthermore, media sources reported that agreements signed between "Israel" and Energean stipulate that the security measures of the platform fall within the company's responsibilities, while the maritime security of the Karish field falls on the shoulders of the IOF.

 

Additionally, the Israeli occupation navy is securing the area by means of naval vessels situated both above and below the surface of the sea, including submarines. The IOF also pointed out that they are "working to transfer the Iron Dome system in its naval version to the region."

 

Lebanon condemned the installation of the new platform for the Energean in the heart of the disputed area, Karish field, between Lebanon and occupied Palestine.

 

Amos Hochstein, the US envoy mediating the maritime border talks, was scheduled to arrive in Lebanon on Monday.

Lockdowns, Not the Pandemic, Created Havoc

 

A recent study conducted by the Centers for Disease Control and Prevention (CDC) surveyed thousands of high school students on the effects of the pandemic. โ€œSince the beginning of the pandemic,โ€ the study reports, โ€œmore than half of students found it more difficult to complete their schoolwork (66%) and experienced emotional abuse by a parent or other adult in their home (55%),โ€ which correlated heavily with students who โ€œexperienced insecurity via parental job loss (29%), personal job loss (22%), and hunger (24%).โ€

 

A related CDC study, released the same day, examined the effects the pandemic has had on the mental health of high school students. It found that โ€œduring the 12 months before the survey, 44.2% experienced persistent feelings of sadness or hopelessness, 19.9% had seriously considered attempting suicide, and 9.0% had attempted suicide.โ€

 

These findings should be no surprise. Only a few months into the pandemic, the CDCโ€™s morbidity and mortality report surveyed people of all ages regarding substance abuse and suicidal thoughts, and young people showed the most dramatic increase compared with precovid surveys. This report was all but ignored, of course, as the demagogues in politics and the media predicted Armageddon if the world didnโ€™t embrace their draconian isolation policies.

 

Now that the Chicken Littles have come home to roost, the real question is whether the findings of these studies are the consequence of the pandemic or the response to it. One CDC representative, speaking of the studies, provided a revealing answer to this question: โ€œThis really gives us the evidence to say with certainty that the pandemic was incredibly disruptive for young people and their familiesโ€ (emphasis added). The โ€œpandemic took a toll,โ€ according to every media headline reporting on the studies.

 

To some, the distinction between the pandemic and the lockdowns may seem like splitting hairs, but the choice of words can have important consequences on present and future policies. The logic behind the social-distancing mandates has been that such policies are necessary to lessen the severity of the pandemic. Even in the face of overwhelming evidence that the lockdowns have proven ineffective, the faithful will always find ways to dismiss the naysayers and urge even more severe mandates (the problem is that we havenโ€™t isolated enough!).

 

If, as the media and researchers claim, it is the pandemic taking such a toll on young people, then it seems to justify even more authoritarian responses to the virus. Lock down harder! Isolate further! Punish violators more severely! The lockdowners, like Mrs. Lovejoy, need only cry โ€œthink of the childrenโ€ and the effects the pandemic is having on them to drive support for the very policies that, in reality, are responsible for the problems they aim to solve.

Report of unattended children in New Hampshire leads to arrest after gun, knife found in car

MANCHESTER, N.H. (WHDH) - A man in New Hampshire was arrested after police said they found a loaded gun and knife in the same vehicle as three unattended children.

 

Police in Manchester were initially called to a Walmart Monday night over reports of three young children being left alone in a vehicle.

 

Arriving officers found a locked car that was running and contained an unattended 9-year-old, 1-year-old and 8-month-old. Witnesses claimed the children had been alone for 20 minutes.

 

Police said a man identified as 27-year-old Tyler Kennedy soon came out of the Walmart and over to the vehicle. Officers then learned that a loaded gun was in the car, along with a knife. Both weapons were in a backpack that the children could apparently access.

 

Officials found probable cause to arrest Kennedy on three counts of Endangering the Welfare of a Child.

They want you divided and divided you are. I thought Q would have opened our eyes enough to not let the media use their same methods to divide us over the "QAnon conspiracy" but here we are.

 

Q's purpose was not to give predictions and tell you the plan. Would you take your top secret plan and post it on the internet where anyone in the world, including your enemy, could see it? I think Q even made this a point a few times along the way.

Q also noted that the anons (researchers) weren't always the intended target for every post. What might have been assumed as a prediction might have meant something else.

 

Now I'm not Q and can't speak to the true intent, but I think the purpose was to help guide us to research, recognize, and understand the current state of the world so that we would be prepared for a plan to execute. This is why Q pushed us to archive our information as well as spread it. If we expect to make changes to stop the corruption we need the support of the people based in truth. The research that resulted from Q was critical to move forward so that we could start getting the population to understand the situation.

 

It's also important to remember that Q didn't really tell us anything. I look at it like a connect-the-dots puzzle. Q provided some dots but WE had to connect them. Have we forgotten the years people spent digging and the revelations that came from that research? That wasn't Q, nor was it a conspiracy. Most of what we learned came from utilizing internet sources and archives, and a lot of that research started when the Podesta emails were published to Wikileaks which happened well before Q started posting. Q really just helped us expand and focus from what people were already figuring out.

The fact that the media writes hit pieces against "Qanon" is laughable at this point because most of what we know came from research done by normal people utilizing their Google skills. It's crazy that they're banking on people believing some person in a basement posted "Hillary eats children" on 4chan and that a movement this big came out of it. Then again, I also find it crazy how many people watched and bought into the HBO documentary.

 

From my perspective, I don't think we even need Q anymore. We know enough. We know the evil we're facing, and we know we need to be prepared for change. If the plan we're trusting in fails, Q has referenced that we the people (in the US) have the right to overthrow our corrupt government. It's not a very comforting back-up plan, but I don't think our enemy would be pointing attention to an extreme last resort that would put them completely out of business.

 

For those who have grown impatient, just remember that we were put in the right place at the right time to learn about and digest information about some pretty horrific things that would sound insane to those unaware. I recognize that it is easy to grow impatient because we have been living through this hell with an eyes-wide-open view, but many people still have their eyes only slightly opened.

 

Lastly, we can't just go in and arrest a few people and think this is going to go away. Think of it like the mob. There's always someone lined up to take your place to continue your illegal work if something happens to you. The whole machine has to be dismantled.

You can relate it to dealing with a fruit fly problem. You can't kill two fruit flies and think you're done. You have to eradicate all the flies, remove any possible eggs that were laid, and put maintenance measures in place to make sure your issues don't pop back up.

Now if this were just a US issue then maybe it could be done faster, but what we're looking at dismantling is a machine of corruption built worldwide. This wasn't going to take months, or even a couple of years. Plus, this absolutely has to be done correctly or history is likely going to repeat itself.

In another sign that the campaign of C-19 vaccination in Europe is far from over, French President Emmanuel Macron suggested last week that the appropriate response to the crisis in Franceโ€™s overstrained emergency healthcare services is to โ€œvaccinate everything that can be vaccinated.โ€

 

โ€œVaccinate everything that can be vaccinated,โ€ Macron said, โ€œbecause we avoid the virus. Thatโ€™s the best response for unburdening the healthcare system and having a healthy population. So, weโ€™re going to continue to work on this aspect.โ€

 

Macronโ€™s word choice has attracted particular attention in the French Twittersphere and other online media, since he literally said that it was necessary to vaccinate โ€œevery-thingโ€ (tout ce) and not, say, โ€œeveryoneโ€ (tous ceux) that can be vaccinated. But even if he had chosen to refer to people as people rather than things, the very idea of โ€œhaving to vaccinateโ€ people clearly denies them agency โ€“ to say nothing of any possibility of informed consent.

The Supreme Court Thursday ruled 6-3 that New Yorkโ€™s regulations that made it difficult to obtain a license to carry a concealed handgun were unconstitutionally restrictive, and that it should be easier to obtain such a license.

 

The existing standard required an applicant to show "proper cause" for seeking a license, and allowed New York officials to exercise discretion in determining whether a person has shown a good enough reason for needing to carry a firearm. Stating that one wished to protect themselves or their property was not enough.

 

"In this case, petitioners and respondents agree that ordinary, law-abiding citizens have a similar right to carry handguns publicly for their self-defense. We too agree, and now hold, consistent with Heller and McDonald, that the Second and Fourteenth Amendments protect an individualโ€™s right to carry a handgun for self-defense outside the home," Justice Clarence Thomas wrote in the Court's opinion, referencing two previous gun cases. "Because the State of New York issues public-carry licenses only when an applicant demonstrates a special need for self-defense, we conclude that the Stateโ€™s licensing regime violates the Constitution."

Thomas noted that the state statute does not define what "proper cause" means, and that courts had ruled that the standard was met by people who showed a "special need for self-protection."

SUPREME COURT SIGNALS IT COULD STRIKE DOWN OR LIMIT RESTRICTIVE NY GUN PERMIT LAW

"This โ€˜special needโ€™ standard is demanding," Thomas wrote. "For example, living or working in an area โ€˜noted for criminal activityโ€™ does not suffice."

 

In 43 other states, Thomas noted, authorities are required to issue licenses to applicants who meet certain requirements, and officials do not have discretion to say no due to what they believe is an insufficient need.

 

In a concurring opinion, Justice Brett Kavanaugh noted that Thursday's ruling does not prohibit states from setting requirements to obtain a carry license, and that it "addresses only the unusual discretionary licensing regimes[.]"

 

The case, New York State Rifle & Pistol Association, Inc. v. Bruen, was the first major gun rights case before the Supreme Court in more than a decade. In the majority opinion, Thomas referenced 2010's McDonald v. City of Chicago and 2008's D.C. v. Heller in his reasoning for Thursday's ruling

 

"As we stated in Heller and repeated in McDonald, โ€˜individual self-defense is โ€˜the central componentโ€™ of the Second Amendment right,โ€™" the justice cited. He also referenced how Heller made clear that restrictions on carrying guns in "sensitive places" is permissible, and how New York was wrong for arguing that it's law was merely doing just that.

"[W]e do think respondents err in their attempt to characterize New Yorkโ€™s proper-cause requirement as a โ€˜sensitive-placeโ€™ law," Thomas wrote, explaining that New York viewed "sensitive places" as anywhere "where people typically congregate and where law-enforcement and other public-safety professionals are presumptively available."
