Saudi Arabia deposits $1.4 billion into Yemen’s central bank

 

Saudi Arabia has deposited $US1 billion ($1.4 billion) into the central bank of Yemen’s internationally recognised government in a bid to bolster the country’s ailing economy.

In a brief statement, the state-run Saudi Press Agency said the $1.4 billion will help the Riyadh-backed administration implement economic reforms.

Yemen’s ruinous civil war, now entering its ninth year, has wrecked the country’s economy and pushed half of the population to the brink of famine.

 

Over 150,000 people have been killed in the conflict.

The war began in 2014 when Iran-backed Houthi rebels seized Yemen’s capital Sanaa, along with much of the north of the country, forcing the government into exile.

A Saudi coalition, including the United Arab Emirates, intervened the next year to try to restore the internationally recognised government.

The country’s central bank has since been divided between the warring sides, with the Houthis operating its monetary authority from Sanaa

Rashad al-Alimi, head of the internationally recognised presidential council, thanked the Saudi government for the economic aid in a series of posts on Twitter.

Al-Alimi said the money would go toward funding new projects and stabilising the currency.

No further details were given.

Yemen has been hit hard by the fallout of the Ukraine war, with the country having imported 40 per cent of its grain from Ukraine until supply channels were cut following Russia’s invasion.

Food prices in Yemen have since surged.

 

Over past years, the Aden branch of Yemen's central bank has driven inflation by printing new banknotes to finance debts and cover the cost of public sector salaries.

Houthi-controlled areas do not accept notes printed by Aden's central bank.

Two officials from the internationally recognised government told The Associated Press that the $US1 billion ($1.4 billion) aid package will help compensate for the sharp decline in oil revenues in recent months.

Oil exports have slowed drastically following several Houthi drone attacks on tankers and other facilities late last year.

 

Both spoke on condition of anonymity as they were not briefed to speak with the media.

The Arab Monetary Fund, an Abu Dhabi-based group and sub-organisation of the 22-member Arab League, will help oversee the use of the $US1 billion ($1.4 billion).

In April 2022, Saudi Arabia and the UAE promised $US3 billion ($4.3 billion) worth of aid to the internationally recognised president.

It remains unclear whether today's deposit is part of that pledge.

Yemen has seen a lull in front-line fighting in recent months, despite the country’s six-month-long formal cease-fire agreement expiring last October.

During this period, Houthi and Saudi officials have been engaged in talks seeking to reach a negotiated end to the civil war.

‘At least 36,000’ cameras across Australia possibly linked to Chinese Communist Party

 

Liberal Senator James Patterson has used software to find there are “at least 36,000” Chinese security cameras across Australia despite being removed from government buildings.

 

“The cheap camera they bought from a retail store and put out in their driveway or in their small business, could be leaking that data back to the Chinese government,” Mr Paterson told Sky News host Sharri Markson

Santos’ wins fracking approval for Towrie gas development from Environment Minister Tanya Plibersek

 

At 4:55 pm yesterday afternoon, Tanya Plibersek approved another Santos fracking project to go ahead in Queensland’s Surat Basin. No announcement or fanfare, and only a single researcher keeping a close eye picked it up

 

Roderick Campbell, The Australia Institute’s (TIA) research director, just so happened to be taking a look at the Environment Protection and Biodiversity Conservation Act’s notices website late yesterday afternoon, when he saw the announcement that the Federal Minister for the Environment and Water had issued Santos a 54-year approval to develop a 116-well coal seam gas project in Queensland’s Surat Basin.

 

“Having been a long-time researcher of fossil fuel projects, and having a background as an economist in major project assessments I do sometimes just happen to look as the EPBC notices” Campbell said.

 

This time, Campbell found an approval for a project that he had never heard of before “It’s not that big, but it’s a discrete new approval that would feed into Santos’ LNG export terminal at Gladstone”

 

The project is located within the Surat Basin, approximately 50km north of Injune and 350m southwest of Gladstone. It will be located within the Comet River catchment which forms part of the larger Fitzroy Basin.

 

The development is operated by Santos and has been undertaken through a joint venture with Australia Pacific LNG, PAPL (Upstream) Pty Ltd, Total E&P Australia III and KGLNG E&P Pty Ltd.

 

The development of the 116 wells, each requiring up to 2.5 hectares of land cleared, will be in a 8,678 hectare area and have an operational life of approximately 30 years.

 

While almost everyone was in the dark, someone has clearly been interested in the project, filing an FOI request showing the federal Department of Agriculture, water and the environment’s July 2021 assessment of the project.

Environmental concerns

 

The assessment details significant environmental concerns by the department:

 

The department considers that the proposed action is likely to have significant impacts on listed threatened species and communities and water resources”

 

It was recommended that the project be subject to environmental assessment before approval by the minister.

 

Public comments as part of the assessment noted impacts on water resources, threatened listed species and communities, and underestimated risk to migratory species. The department noted further that “without appropriate management the proposed action is likely to result in significant impact to water resources. The department notes that there are existing management frameworks that may be suitable to apply to the proposed action.”

 

While the environmental assessment opened the project up to public submissions, Plibersek has appeared to let Santos change the wording of their assessment after submissions were closed. According to Campbell:

 

What I noticed was that they’ve let Santos change the wording from just vertical wells to just wells.

 

For people who are interested in ground water quality, vertical drilling is less of a problem from a disturbance perspective. However “after public submissions had closed, the department was happy for them to change it from we’re drilling vertical wells to we’re drilling wells and we might do a whole lot of horizontal drillings as well,” said Campbell.

 

This recent federal approval comes as grassroots activists in Queensland are petitioning the state government to halt further fracking near vital water habitats.

Yes, she certainly was innocent at some point as a child. How old is she in the pics? 14-15? When did the grooming start? When she was 4, 5 or 6 most likely. Of course by 14 she was what one would call 'not innocent'. She loved it. It's normal. It happens to young children who were sexual abused like that. Check with her when she's in her late 20's.

One person was killed and multiple others were injured in a fiery explosion at a manufacturing plant in Ohio, according to a local official.

 

Steven Mullins, a 46-year-old man from North Ridgeville, Ohio, was found dead at the scene, said Christopher Harris, external affairs manager of the Cuyahoga County Medical Examiner's Office.

The Monday afternoon explosion took place at I. Schumann & Co., which manufactures brass and bronze alloy, in Oakwood, Ohio, according to Cleveland ABC affiliate WEWS.

 

Firefighters were able to get the blaze under control.

There were "multiple burn victims" from inside the plant taken to the hospital, Bedford Heights Police Department Sgt. Robert Majer told ABC News.

 

WEWS initially reported that 14 people were injured, including one critically.

House Republican leadership continues to make sweeping changes to the D.C. landscape, and it’s latest rumored proposal promises to deliver more of the same.

 

Representative Ralph Norman (R-SC), told Breitbart News in an exclusive interview that he suspects House Speaker Kevin McCarthy (R-CA) is prepared to remove Ukraine-aid spending from other spending bills on the floor for a vote. This would include bills like the recent omnibus spending package and stop-gap funding bills, both of which were rammed through Democrat-majority chambers late last fall.

 

Now, Ukraine aid would potentially have to come to the floor as a single-issue bill, and its survival in a Republican-led House is anything but certain.

 

Norman was asked if the House Rules Committee, which features conservative stalwarts Thomas Massie (R-KY) and Chip Roy (R-TX), would remove any future Ukraine appropriations from the other must-pass spending bills, the South Carolina congressman succinctly stated that “[w]e’re going to make sure it happens.”

 

He continued: “If it’s spending American dollars, then each representative is going to have to take a vote on it. We’re simply not going to let them bundle it up on something completely off the radar with having anything to do with where the money’s going.”

 

Norman said that McCarthy has indicated he is no longer willing to offer Ukraine a mere “blank check” for more aid.

 

“On Ukraine, we need to know where it’s going. Accountability should have been before money was even allocated. But it wasn’t. And we got to make sure that it’s accurate,” Norman said of part of the justification for removing carte blanche access to American funds.

In rare admission, Yemen’s Houthis confirm they released Al-Qaeda terrorists

 

AL-MUKALLA: The Iran-backed Houthis in Yemen have admitted trading Al-Qaeda prisoners for their own captured fighters. It was a rare admission by the group, which has long denied freeing militants.

 

It came a day after Rashad Al-Alimi, the chairman of Yemen’s Presidential Leadership Council, accused the Houthis of releasing Al-Qaeda militants, arming them and sending them to attack Yemeni government troops.

 

Abdulkader Al-Murtada, head of the Houthis’ prisoner exchange committee, said on Sunday that they traded two Al-Qaeda terrorists, purportedly captured on the battlefields of Al-Bayda province, for three of the militia’s fighters.

 

The previous day, Al-Qaeda said it had exchanged two Houthis for two of its militants, identified by their jihadist names Al-Qaqa Al-Bayhani and Muwahid Al-Baydani, according to SITE Intelligence Group, an American organization that monitors Al-Qaeda statements.

 

Observers of the conflict in Yemen believe that the Houthis, who usually keep their prisoner exchanges with Al-Qaeda secret, were compelled to acknowledge this one after a third party revealed the details.

 

Ali Al-Fakih, the editor of Al-Masdar Online, told Arab News that the Houthis attempted to legitimize the exchange by claiming that Al-Qaeda is a belligerent party supporting the Yemeni government.

 

“This is one of the most secret Houthi files,” said Al-Fakih.

 

Similar deals have happened previously, he added, but it seems a middleman disclosed information about this latest one. The Houthis therefore reluctantly confirmed the prisoner swap but attempted to make it seem like it was with with a recognized entity that supports “aggression,” he said.

 

President Al-Alimi, speaking at the Munich Security Conference on Saturday, said the Houthis have not only released Al-Qaeda and Daesh prisoners held by Yemeni security agencies on terrorism charges but have armed them and sent them to attack military and security targets in government-controlled areas. He added that the Yemeni government has informed security forces in neighboring countries, and the wider international community, about the Houthi collusion with Al-Qaeda.

 

“There is known collaboration between Houthi terrorists, Al-Qaeda and Daesh,” Al-Alimi said. “They freed all Daesh and Al-Qaeda inmates and convicts, provided them with weapons and equipment, and sent them to regions controlled by the legitimate government to carry out terrorist operations.”

 

The Houthi acknowledgment of the prisoner exchange came days after Al-Qaeda in Yemen confirmed the deaths of Hussein Hadboul, also known as Hassan Al-Hadrami, and his brother Muhed in a US drone attack in Yemen’s central Marib province.

 

The group seemed to be referring to a US drone attack on a vehicle on Jan. 30 that killed three Al-Qaeda terrorists.

 

Yemeni security officials and terrorist experts identified Hadboul as an Al-Qaeda bomb-maker, responsible for the manufacture of improvised explosive devices that had killed a number of Yemeni security and military personnel.

Food researcher calls for 'queer pedagogy' as part of sustainable development education

 

“Queer pedagogy, as a form of critical pedagogy, rejects the influence of heteronormative and patriarchal systems and consequently also rejects anthropocentrism,” says Higgins.

 

In order to effectively educate for sustainable development, it is important to educate in a “queer-informed” way, according to one queer pedagogue who believes that unsustainable development i.e., development that is economically, socially, and environmentally damaging, can be said to be “heteronormative and patriarchal.”

 

Sustainable development is economic development that focuses on not depleting natural resources. In energy, things like wind and solar power are considered sustainable in outcome, though they are substantially less sustainable in the production of the tools needed to generate, store and transmit that energy.

 

In a 2021 paper titled "Queer pedagogy for, with and within education for sustainable development," Dr. Keiran Higgins of the School of Biological Sciences at Queen’s University Belfast, states that “Education for Sustainable Development (ESD) is a growing movement that seeks to empower learners to face the existential threats of the Anthropocene.”

 

The anthropocene is defined as being the current geological age, viewed as the period during which human activity has been the dominant influence on climate and the environment.

 

“Queer pedagogy, as a form of critical pedagogy, rejects the influence of heteronormative and patriarchal systems and consequently also rejects anthropocentrism,” says Higgins.

 

Heteronormative is defined as “the positioning of cisgender heterosexuality as the societal default or even ideal.”

 

Higgins explains that the United Nations adopted the 17 Sustainable Development Goals (SDGs) in 2015, designed to guide humanity towards a more measured and equitable environment, society, and economy. The role of education in meeting these goals was recognized by the creation of Education for Sustainable Development, which Higgins argues must be “queered.”

 

This is because education is apparently “not neutral,” but instead can “ignore, or even detract from sustainable development.” Higgins says his paper “is focused on higher education but many of the contributions can be adapted for use in primary, secondary and further education.”

 

“It is important to foster queer desires in the classroom,” advises Higgins. “While queer pedagogy does have an element of the (homo)erotic to it, this is not specifically about students’ choice of romantic or sexual partner. Instead, it is about celebrating the diversity of wants and needs among students, particularly when it comes to how they might use the education that pedagogues imbue them with.”

 

Educators are also told that self-disclosure is an “important tool for fostering queer desires,” and Higgins rejects the traditional teacher training that told teachers to leave their private lives out of the classroom.

 

A “queer pedagogue rejects this notion, speaking openly about who they are, experiences that they have had and the reasons why they do what they do,” says Higgins. “They use their stories to build rapport with students, inform students about the range of options open to them and follow this up with a referral pathway of opportunities to engage in events, training programmes, clubs, societies and more taking place both inside and outside institutions.”

 

“If our students are ever to fathom creative and innovative solutions to the existential crisis facing humanity, it is therefore important that they not feel ashamed of the parts of themselves that could bring forth these solutions,” Higgins explains.

 

“Once students have awareness of their desires, they can begin to think about how to turn these into actions that advance sustainable development,” the advice continues, before going on to explain that testing, grading, and assessment is “straight, literally and figuratively.” Here, the “philosophy of upgrading” is offered as insightful.

 

“When examining queer pedagogy or indeed, any subject, through a queer lens, one is often left with more questions than answers,” says Higgins in the conclusion, a statement surely no reader would argue with.

Japan's Nikkei Seen Hitting 30,000 by End of 2023 on Economic Recovery

 

Japan's Nikkei 225 share index will hit the psychological 30,000 level by end-2023 on a better domestic corporate and global economic outlook in the latter part of the year, according to strategists in a Reuters poll. Strategists expect Japanese companies, many of which rely on exports, to particularly benefit from an improvement in China, which is gaining momentum after ending its zero-COVID policy.

"Japanese companies will issue their outlook for 2023 by May, which will be based on the current macro environment. So the forecast will be conservative," said Hikaru Yasuda, chief equity strategist at SMBC Nikko Securities.

 

"But as the environment is not as bad as companies (now) expect, they will slowly raise their forecast towards the end of the year." The median estimate of 15 analysts polled Feb. 10-21 was for the Nikkei to be at 30,000 at the end of this year, after rising to 28,000 by end-June. The end-year forecast is the same as the median from a poll taken three months ago, but the mid-year view is 2,000 points lower. The International Monetary Fund last month raised its 2023 global growth outlook slightly due to "surprisingly resilient" demand in the United States and Europe, easing of energy costs and the reopening of China's economy.

 

"Companies whose businesses are linked with China are expected to perform well," said Hiroshi Namioka, chief strategist and fund manager, T&D Asset Management. The 30,000 mark would be a 9% gain from Tuesday's close of 27,473.10. The Nikkei, which fell as low as 25,661.89 on Jan. 4, the first day of trading this year, has been hovering below 28,000 amid uncertainties about the pace of the U.S. Federal Reserve's interest rate hikes. Investors also await details of the Bank of Japan's monetary policy after Kazuo Ueda takes over as governor in April, replacing Haruhiko Kuroda who has been defending the central bank's ultra-low rate policy over the past ten years. Many bond strategists expect Ueda to tweak or abandon the current yield controlling framework, which would push up the benchmark 10-year government yield.

 

The yen strengthened against the dollar after the BOJ widened the trading band of the 10-year government bond yield at its December policy meeting. But the yen has since fallen about 5% from its mid-January high against a rising dollar, which has rallied in recent weeks on expectations the Fed has further to go in raising rates. Republicans investigating the Biden family's alleged influence peddling have demanded an interview with a former Serbian politician with ties to Hunter and the Chinese Communist Party.

Vuk Jeremic, the ex-President of the United Nations General Assembly, allegedly introduced the President's son to an energy firms with links to the Chinese communist party in 2015.

At the time, Hunter Biden was being paid hundreds of thousands of dollars annually to act as 'consultant' to help 'open doors' by introducing businessmen with links to Beijing to political leaders around the world, Republican Congressman James Comer claims.

Now Comer, the chairman of the House Committee on Oversight and Accountability, demanded Jeremic appear for an interview or hand over all documents related to any deals he had with Hunter or the Biden family.

'Vuk Jeremic is a key witness in our investigation of Joe Biden's involvement in his family's international and domestic business schemes,' Comer said in a statement to DailyMail.com.

'Mr. Jeremic's previous testimony regarding business relationships with officials who participated in international bribery schemes raises red flags that there may be evidence showing the Biden family and associates peddled influence and attempted to sell access, including to individuals connected to the Chinese Communist Party.

'If President Biden is compromised by deals with foreign adversaries, this is a clear threat to national security.

'The Oversight Committee is committed to bringing transparency and accountability to the waste, fraud, and abuse that has taken place at the highest levels of government. Mr. Jeremic's documents are crucial to this investigation.'

The Tuesday letter to Jeremic from Comer requests he appear for a transcribed interview with the Oversight panel as well as hand over documents related to CEFC China Energy, Robert Biden, James Biden and their business associates.

Comer notes in his letter: 'Evidence shows that you developed a business relationship with Hunter Biden and his associates and communicated with them about Chairman Ye and CEFC.'

It goes on to describe that the panel is aware that he attempted on December 6, 2015, when Joe Biden was still vice president, to introduce Chairman Ye Jianming and CEFC to Hunter and his associates.

Oversight is just one of the panels in the House that have vowed with new GOP leadership to extensively probe Hunter Biden's foreign business dealings and whether his father's influence was used to enrich himself and his business partners.

The Church of Jesus Christ of Latter-day Saints and its investment arm are paying $5 million in fines to the SEC for creating shell companies to hide their holdings from the public.

“We allege that the LDS Church’s investment manager, with the Church’s knowledge, went to great lengths to avoid disclosing the Church’s investments, depriving the Commission and the investing public of accurate market information,” Gurbir S. Grewal, the agency’s enforcement director, said in a statement.

The church has agreed to pay $1 million and Ensign Peak will pay $4 million in penalties based on the violation.

Federal investigators said for 22 years, the firm hadn’t filed required paperwork to disclose the value of some assets in violation of the Securities Exchange Act and agency rules.

“The Church was concerned that disclosure of its portfolio, which by 2018 grew to approximately $32 billion, would lead to negative consequences,” the agency said in a statement announcing the charges.

“We affirm our commitment to comply with the law, regret mistakes made, and now consider this matter closed,” the Church said.

Chinese Communist Party-linked group called out for 'systemic' failure to comply with foreign influence regulations

 

A Chinese Communist Party-linked group has become the first body to be forcibly listed under the federal government's Foreign Influence Transparency Scheme, five years after it was introduced.

The Attorney-General's Department revealed the Australian Council for the Promotion of Peaceful Reunification of China's (ACPPRC) listing as a foreign-government-related entity during a committee hearing as part of a review of the scheme on Tuesday.

 

The ACPPRC was issued with a final transparency notice on February 6 after failing to comply with the requirements of the scheme's transparency register, known as FITS.

 

Appearing before the federal parliament's Joint Committee on Intelligence and Security (PJCIS), Simon Newnham, a senior official with the Attorney-General's Department, defended the length of time it took to register the group.

 

"The notice provides literal transparency that that body is related to a foreign principal. It also provides clarification for persons who may be undertaking activities on behalf of the ACPPRC that those activities may be registrable under the scheme," deputy secretary Newnham said.

 

"We are working as fast as we can, prioritising the situations where there is a concern about lack of transparency coupled with the highest risk activities.

 

"Here I would particularly point to where that activity is geared to or focused on a particular decision or a political process or goes to systemic and sustained failure to comply with obligations."

 

Shadow Minister for Countering Foreign Interference Senator James Paterson has called for a radical shift in the scheme's enforcement, labelling the listing as a case of "closing the gate behind the horse".

 

"The ACPPRC is a notorious United Front Work Department body of the Chinese Communist Party and has been since before the foreign influence transparency scheme was introduced," Senator Paterson said.

 

"After almost five years of operation, the fact that the Attorney-General's Department has only this year exercised its powers against them is frankly remarkable," he said.

 

"Because of its notoriety, the group has since reduced its overt activities and has been supplanted by other UFWD bodies.

 

"Hopefully, it doesn't take another five years before they are pursued by the department.

 

"Clearly, there are changes necessary to improve the operation of the law — but the approach the attorney-general takes to enforcement also needs a radical shift."
