Revealed: The 21-Point Plan

The following are the contents of the plan, which have been paraphrased by The Times of Israel at the request of its confidential sources:

Gaza will be a de-radicalized, terror-free zone that does not pose a threat to its neighbors.

Gaza will be redeveloped for the benefit of its people.

If Israel and Hamas agree to the proposal, the war will immediately end, with the IDF halting all operations and gradually withdrawing from the Strip.

Within 48 hours of Israel publicly accepting the deal, all living and deceased hostages will be returned.

Once the hostages are returned, Israel will free several hundred Palestinian security prisoners serving life sentences and over 1,000 Gazans arrested since the start of the war, along with the bodies of several hundred Palestinians.

Once this agreement is reached, aid will surge into the Strip at rates no lower than the benchmarks set in the January 2025 hostage deal, which included 600 trucks of aid per day, along with the rehabilitation of critical infrastructure and the entry of equipment for removing rubble.

Aid will be distributed — without interference from either side — by the United Nations and the Red Crescent, along with other international organizations not associated with either Israel or Hamas.

Gaza will be administered by a temporary, transitional government of Palestinian technocrats who will be responsible for providing day-to-day services for the people of the Strip. The committee will be supervised by a new international body established by the US in consultation with Arab and European partners. It will establish a framework for funding the redevelopment of Gaza until the Palestinian Authority has completed its reform program.

An economic plan will be created to rebuild Gaza through the convening of experts with experience in constructing modern Middle East cities and through the consideration of existing plans aimed at attracting investments and creating jobs.

An economic zone will be established, with reduced tariffs and access rates to be negotiated by participating countries.

No one will be forced to leave Gaza, but those who choose to leave will be allowed to return. Moreover, Gazans will be encouraged to remain in the Strip and offered an opportunity to build a better future there.

Hamas will have no role in Gaza’s governance whatsoever. There will be a commitment to destroy and stop building any offensive military infrastructure, including tunnels. Gaza’s new leaders will commit to peaceful coexistence with their neighbors.

A security guarantee will be provided by regional partners to ensure that Hamas and other Gaza factions comply with their obligations and that Gaza ceases to pose a threat to Israel or its own people.

The US will work with Arab and other international partners to develop a temporary international stabilization force that will immediately deploy in Gaza to oversee security in the Strip. The force will develop and train a Palestinian police force, which will serve as a long-term internal security body.

Israel will not occupy or annex Gaza, and the IDF will gradually hand over territory it currently occupies, as the replacement security forces establish control and stability in the Strip.

If Hamas delays or rejects this proposal, the above points will proceed in terror-free areas, which the IDF will gradually hand over to the international stabilization force.

Israel agrees not to carry out future strikes in Qatar. The US and the international community acknowledge Doha’s important mediating role in the Gaza conflict.

A process will be established to de-radicalize the population. This will include an interfaith dialogue aimed at changing mindsets and narratives in Israel and Gaza.

When Gaza’s redevelopment has been advanced and the PA reform program has been implemented, the conditions may be in place for a credible pathway to Palestinian statehood, which is recognized as the aspiration of the Palestinian people.

The US will establish a dialogue between Israel and the Palestinians to agree on a political horizon for peaceful coexistence.

Swiss voters have narrowly approved a plan to introduce voluntary electronic identity cards.

With all votes counted, 50.4% of those who voted said yes to the proposal, while 49.6% rejected it.

The closeness of the ballot is a surprise. Opinion polls had suggested up to 60% backed digital IDs, which also had the approval of the Swiss government, and both houses of parliament.

It was Switzerland's second vote on digital IDs. An earlier proposal was rejected in 2021, amid concerns the data would be held centrally, and controlled largely by private providers.

Sunday's revised proposal keeps the system in government hands. Data will be stored only on the smartphones of individual users, and digital IDs will be optional.

Citizens can continue to use national identity card if they choose, which has been standard for decades in Switzerland.

To further ease privacy concerns, a particular authority seeking information on a person – such as proof of age or nationality, for example – will only be able to check for those specific details.

It comes after the UK government announced plans earlier this week to introduce its own digital ID - which would be mandatory for employment - as part of efforts to curb the number of illegal migrants living and working in the country.

The proposed British digital ID would have fewer intended uses than the Swiss version, but has still raised concerns about privacy and data security.

Supporters of the Swiss system say it will make life much easier for everyone, allowing a range of bureaucratic procedures - from getting a telephone contract to proving you are old enough to buy a bottle of wine - to happen quickly online.

Opponents of digital ID cards, who gathered enough signatures to force another referendum on the issue, argue that the measure could still undermine individual privacy.

They also fear that, despite the new restrictions on how data is collected and stored, it could still be used to track people and for marketing purposes.

Switzerland has a long tradition of protecting its citizens' privacy. The banking secrecy laws, now much diluted, were designed to shield an individual's personal finances from the prying eyes of the state.

For years, Google Street View was controversial in Switzerland - and even today, following a ruling by the Swiss Federal Court, images taken close to schools, women's refuges, hospitals or prisons must be automatically blurred before going online.

Kash Patel Clarifies Why There Were Hundreds of FBI Agents on the Hill on January 6

The Federal Bureau of Investigation has been cagey regarding its activities on January 6. The allegation that undercover operatives were embedded in the crowd during the riot isn’t tin foil hat material—the bureau admitted it. The inspector general tried to deny it, but there was no spinning this. The FBI had agents on the ground, some of whom entered the Capitol Building. Now, we’ve learned that there were hundreds of agents on the ground this week, around 275. FBI Director Kash Patel had to clarify what the FBI was doing over the weekend, and former FBI Director Chris Wray might be hauled before Congress again. Mr. Patel said that agents were dispatched for crowd control (via Fox News):

The FBI responded on Saturday to a report that 274 plainclothes agents were at the U.S. Capitol riot on Jan. 6, 2021, clarifying the role of bureau personnel while still blasting former Director Christopher Wray.

While the agents were on hand, they were sent in after the riot had begun to try to control the unruly crowd, officials told Fox News Digital. That is not the proper role of FBI agents, and Wray was not forthcoming about what happened when he testified numerous times on Capitol Hill, Director Kash Patel said.

"Agents were sent into a crowd control mission after the riot was declared by Metro Police – something that goes against FBI standards," Patel told Fox News Digital. "This was the failure of a corrupt leadership that lied to Congress and to the American people about what really happened."

He added, "Thanks to agents coming forward, we are now uncovering the truth. We are fully committed to transparency, and justice and accountability continues with this FBI."

DENVER – A former FBI agent says a serial killer who doubled as an FBI informant for years manipulated agents into believing he was helping them, all the while preying on unsuspecting victims.

Scott Kimball will likely spend the rest of his life in a federal prison in Colorado after he was sentenced to 70 years in 2009. He pleaded guilty to killing four people between 2003 and 2004, and his number of victims could be much higher, according to former FBI Special Agent Jonny Grusing.

“He made a game out of tricking the FBI,” Grusing told Fox News Digital, adding that Kimball’s case was unprecedented. “As long as he won the game in front of him, that’s all that mattered.”

“To have someone who enjoyed manipulating us, putting stuff in our files, and then making people disappear was beyond anything I’d seen,” Grusing said.

Kimball, now 58, was a known serial fraudster who spent time in and out of prison during his youth and early adulthood. In the 1990s, he practiced working the criminal justice system, becoming an informant for local police and blaming his own crimes on cellmates.

After a 2001 arrest for check fraud in Alaska, he befriended his cellmate Steve Ennis, who had been charged in a drug case. To snake his way into a role as an FBI informant, a calculated Kimball convinced Ennis that he could make the drug case go away, and that he had powerful connections that could have witnesses “taken care of.” During the jail stint, he also befriended Ennis’ girlfriend, a stripper named Jennifer Marcum.

After planting the seeds of a murder-for-hire plot, Kimball reported to the FBI that Ennis was planning to have witnesses killed, and shortly thereafter, was granted confidential informant status. He was moved to a lower-security prison and eventually released.

“Our primary victim in our case was Jennifer Marcum,” Grusing said. “Mainly, he convinced Steve [Ennis] to hook him up with Jennifer to get Jennifer out of stripping. So, at the same time he’s making Steve look like the bad guy, he’s taking Jennifer and isolating her and killing her.”

By February 2003, Scott was a bona fide informant operating throughout the western United States, and Marcum was dead.

During his several-year span as an informant, Kimball was responsible for killing four people, including Marcum. He would later confess to killing at least 21 people, and according to Grusing, told his own attorneys, he was responsible for 45 to 50 killings. His other alleged victims all remain unnamed.

After his eventual arrest, authorities would learn that Scott killed LeAnn Emry, another stripper, whom he shot and left for dead in a remote desert area, just one month prior to Marcum’s murder.

In August of that year, Kayci Mcloed went missing. Her murder was eventually linked to Kimball, and he confessed to it.

In 2004, Kimball killed his own uncle, Terry Kimball.

In each case, the serial killer provided “breadcrumbs” to the FBI that ended up in the case files, including that he was the last person to be seen with two of the victims.

In 2006, pressure from victims’ family members forced the FBI to begin investigating its own informant.

“And that’s when two dads came to the FBI office to talk to my boss and say, not only was Scott responsible for Jennifer’s disappearance, but another girl named Kayci was last with Scott, and that reporting was in the case file,” said Grusing. “But Scott had mastered such that, again, he enjoyed the game, and it was like leaving little breadcrumbs to say, ‘I’m so good at this, I can tell you about these homicides, and you’ll never know I’m doing them.'”

In March of 2006, Kimball was arrested in California on fraud-related charges.

While he was in jail, the FBI built a case against him, and in 2009, he was officially charged with the murders.

Two Detroit men have been charged for defrauding the higher education system in Federal Student Aid, announced United States Attorney Jerome Gorgon.

The first complaint charges Brandon Robinson, 41, of Detroit with wire fraud related to false Federal Student Aid claims submitted in the names of other individuals.

Between January 2015 and February 2024, Robinson submitted fraudulent FSA claims for more than 1200 individuals, involving over 100 schools in 24 states.

Robinson caused over $16 million in FSA benefits to be awarded, with more than $10M disbursed. Additionally, the complaint alleges that Robinson also filed over 100 fraudulent unemployment insurance claims between April 2020 and March 2023, causing the disbursement of over $1 million in UI benefits.

Robinson was arrested earlier this week and appeared in federal court this afternoon on the charges.

Court documents say that Robinson is responsible for leading a years-long scheme to obtain fraudulent Federal Student Aid benefits involving so-called “straw students” who were enrolled for the primary purpose of receiving FSA.

The second complaint charges Michelle Hill, 48, of Detroit with wire fraud, in connection with a separate FSA scheme. Hill was arrested earlier this week and made an initial appearance in federal court.

Court documents say that between July 2015 and July 2025, Hill obtained fraudulent FSA benefits involving more than 80 individuals, predominantly enrolled at Wayne County Community College.

The complaint alleges that many of these individuals were enrolled in the same or similar degree programs and were taking the same or similar online courses. It is also alleged that Hill herself often completed the coursework on the students’ behalf, to make it appear that the students were progressing toward degrees and prolonging their eligibility for FSA benefits.

As a result of the scheme, it is alleged that Hill fraudulently caused more than $3 million in FSA benefits to be awarded, with more than $2.5 million disbursed.

Published: September 27, 2025 10:12pm A new Government Accountability Office report calls for the Agriculture Department to take stronger steps to assess how states are implementing security measures to prevent theft of Supplemental Nutrition Assistance Program (SNAP) benefits on electronic benefit transfer cards.

The report released Thursday found states use a range of tools recommended by USDA’s Food and Nutrition Service to prevent theft but many of the measures require SNAP recipients to take individual action, "which can affect how widely they are used."

According to the GAO, SNAP benefits can be stolen by such methods as card skimming, card cloning, phishing and spoofing attacks, which involve tricking recipients into revealing personal information.

Fraudsters also pretend to be legitimate SNAP retailers to steal information and have been known to use bots to identify valid PIN combinations for accounts.

State SNAP agencies "replaced over $320 million in stolen benefits with federal funds for nearly 679,000 households in 52 states" during the period of October 2022 to December 2024, the report said.

"Theft of benefits could leave victims without means to purchase food, particularly since benefits stolen on or after December 21, 2024, are not eligible for replacement with federal funds," the GAO said.

However, the GAO noted that available data, in fact, understates the scale of SNAP theft, given that states are not required to report every occurrence.

Epstein’s private calendar reveals planned meetings with Obama admin official, CIA chief

Jeffrey Epstein’s newly-revealed private calendar showed scheduled meetings with the current CIA director, a college president and attorney who served in the Obama administration, according to a report published Sunday.

New documents, which belonged to the rich convicted pedophile and were obtained by The Wall Street Journal, showed planned meetings with a slew of prominent individuals, including now-CIA Director William Burns, Bard College president Leon Botstein, Obama White House counsel Kathryn Ruemmler and professor Noam Chomsky.

All the scheduled meetings were slated to take place after Epstein was jailed in 2008 on charges of solicitation, including soliciting a minor. WSJ could not prove each scheduled meeting actually took place, and the documents did not reveal the purpose for the meetings.

A spokesperson for Burns, who has taken the CIA’s helm since 2021 under the Biden administration, said the nation’s spy chief met with Epstein a decade ago when he was trying to leave the government.

"Director Burns recalls being introduced by a mutual friend in Washington, DC, and then met with him once briefly in New York City, about a decade ago as the Director was preparing to leave government service," CIA spokeswoman Tammy Kupperman Thorp said in comment provided to Fox News Digital.

"The Director did not know anything about him, other than he was introduced as an expert in the financial services sector and offered general advice on transition to the private sector. The Director does not recall any further contact, including receiving a ride to the airport. They had no relationship."

Ruemmler had dozens of meetings with Epstein following her work for the Obama administration and before taking the reins as Goldman Sachs' top lawyer in 2020, according to WSJ. The documents show Epstein was planning on Ruemmler joining him for a trip to Paris in 2015 and another visit to his private island in the Caribbean in 2017.

A Goldman Sachs rep told the outlet that Ruemmler had a working relationship with Epstein when she was employed at law firm Latham & Watkins LLP, but did not travel with Epstein. The spokesperson said Epstein introduced Ruemmler to potential legal clients, such as Bill Gates.

"Many of Ms. Ruemmler's contacts related to a potential representation involving the Gates Foundation, a representation of the Edmond de Rothschild bank, and other business opportunities," a Goldman Sachs spokesperson told Fox News Digital on Sunday.

"I regret ever knowing Jeffrey Epstein," Ruemmler said, according to WSJ.

The Journal reported that the majority of people they spoke to said they met with Epstein for donations or to make powerful connections. Botstein, who has served as Bard College’s president since 1975, said he met with Epstein to try to get him to donate to the liberal arts school.

"I was an unsuccessful fundraiser and actually the object of a little bit of sadism on his part in dangling philanthropic support," Botstein told the outlet. "That was my relationship with him."

Other prominent figures on the documents included:

Ariane de Rothschild, chief executive of the Swiss private bank Edmond de Rothschild Group; Joshua Cooper Ramo, who at the time served on the boards of Starbucks Corp. and FedEx Corp; former Israeli Prime Minister Ehud Barak; Harvard University professor Martin Nowak; and anthropologist Helen Fisher.
