Introduction

In 2019, approximately 48 million people (17.5%) ages 12 and over in the United States reported using cannabis in the past year [1]. Moreover, among past-year cannabis users, 3.5 million reported initiating cannabis use for the first time that year. The heavy and prolonged use of cannabis has been linked to several adverse health effects such as memory impairment, issues with executive functioning, and increased risk for developing a mental illness [2, 3, 4]. Furthermore, the literature posits that 30% of weekly cannabis users will be diagnosed with Cannabis Use Disorder (CUD) in their lifetime [5]. Despite the associated health risks, the perceived risk associated with weekly cannabis use has declined among all age groups (i.e., 12 and over) within the past-year, indicating increased likelihood for problematic use [1]. The increased risk of problematic cannabis use highlights the need for more research on prevention, treatment and policy interventions that target cannabis use, especially among understudied and underserved populations who often experience the most detrimental health, social and legal consequences of cannabis use, such as racial/ethnic minorities [6].

Although cannabis use is a significant public health problem for all racial/ethnic groups, several racial/ethnic differences have been observed in the prevalence and consequences of use, as well as in the prevention and treatment of cannabis use. For example, in a recent review of time trends in U.S. prevalence of cannabis use and CUD [7], findings revealed an increase in the prevalence of adult cannabis use for all racial/ethnic groups and other sociodemographic groups (e.g., men, women, all income levels, all education levels) since 2007.However, a marked increase in cannabis use was noted among African American/Black adolescents and adults,representing a significant shift in the historical pattern of African American/Black individuals displaying similar or lower rates of cannabis use and CUD relative to their White counterparts [8]. Moreover, studies highlight the racial disparities observed in the prevalence of emergency department visits [9], referral to cannabis treatment [10] and treatment utilization and outcomes [11, 12]. These studies underscore the importance of contextualizing data by assessing and considering race/ethnicity throughout the entire development, execution and dissemination of research in the cannabis field. The purpose of this review is to describe the prevalence of current cannabis use by race using data from a national surveillance system, provide an overview of current studies (published between 2017–2021) on cannabis use among racial/ethnic minorities and then discuss real world implications for cannabis researchers who seek to decrease cannabis-related disparities among racial/ethnic minorities.

NEW YORK — Lawyers representing OxyContin maker Purdue Pharma, branches of the Sackler family that own it, cities, states, counties, Native American tribes, people with addiction and others across the U.S. are expected to deliver a nearly unanimous message for a bankruptcy court judge Friday: Approve a plan to settle thousands of opioid-related lawsuits against the company.

If U.S. Bankruptcy Judge Sean Lane abides, it will close a long chapter — and maybe the entire book — on a legal odyssey over efforts to hold the company to account for its role in an opioid crisis connected to 900,000 deaths in the U.S. since 1999, including deaths from heroin and illicit fentanyl.

Closing arguments were expected Friday in the third day of a hearing over a bankruptcy plan for the company, which filed for protection six years ago as it faced lawsuits with claims that grew to trillions of dollars.

The opposition is much quieter this time around

The saga has been emotional and full of contentious arguments between the many groups that took Purdue to court, often exposing a possible mismatch between the quest for justice and the practical role of bankruptcy court.

The U.S. Supreme Court rejected a previous deal because it said it was improper for Sackler family members to receive immunity from lawsuits over opioids. In the new arrangement, entities who don't opt into the settlement can sue them. Family members are collectively worth billions, but much of their assets are held in trusts in offshore accounts that would be hard to access through lawsuits.

This time, the government groups involved have reached an even fuller consensus and there's been mostly subdued opposition from individuals. Out of more than 54,000 personal injury victims who voted on whether the plan should be accepted. just 218 said no. A larger number of people who are part of that group didn't vote.

A handful of objectors spoke Thursday at the hearing, sometimes interrupting the judge. Some said that only the victims, not the states and other government entities, should receive the funds in the settlement. Others wanted the judge to find the members of the Sackler family criminally liable — something Lane said is beyond the scope of the bankruptcy court, but that the settlement doesn't bar prosecutors from pursuing.

A Florida woman whose husband struggled with addiction after being given OxyContin following an accident told the court that the deal isn't enough.

“The natural laws of karma suggest the Sacklers and Purdue Pharma should pay for what they have done,” Pamela Bartz Halaschak said via video.

Deal would be among the biggest opioid settlements

A flood of lawsuits filed by government entities against Purdue and other drugmakers, drug wholesalers and pharmacy chains began about a decade ago.

Most of the major ones have already settled for a total of about $50 billion, with most of the money going to fight the opioid crisis.

The Purdue deal would rank among the largest of them. Members of the Sackler family would be required to pay up to $7 billion and give up ownership of the company. None have been on its board or received payments since 2018. Unlike a similar hearing four years ago, none were called to testify in this week's hearing.

The company would get a name change and new overseers who would dedicate future profits to battling the opioid crisis.

There are also some non-financial provisions. Certain members of the Sackler family would be required to give up involvement in companies that sell opioids in other countries.

Family members would also be barred from having their names added to institutions in exchange for charitable contributions. The name has already been removed from museums and universities.

And company documents, including many that would normally be subject to lawyer-client privilege, are to be made public.

Some people hurt by Purdue’s opioids would receive some money

Unlike the other major opioid settlements, individuals harmed by Purdue’s products would be in line for some money as part of the settlement. About $850 million would be set aside for them, with more than $100 million of that amount carved out to help children born dealing with opioid withdrawal.

About 139,000 people have active claims for the money. Many of them, however, have not shown proof that they were prescribed Purdue’s opioids and will receive nothing. Lawyers expect that those who had prescriptions for at least six months would receive about $16,000 each and those who had them more briefly would get around $8,000. Legal fees would reduce what people actually receive.

One woman who had a family member suffer from opioid addiction told the court by video Thursday that the settlement doesn't help people with substance use disorder.

“Tell me how you guys can sleep at night knowing people are going to get so little money they can’t do anything with it,” asked Laureen Ferrante of Staten Island, New York.

Most of the money is to go to state and local governments to be used in their efforts to mitigate damage of the opioid epidemic. Overdose death numbers have been dropping in the past few years, a decline experts believe is partly due to the impact of settlement dollars.

The Georgia election interference case against President Donald Trumpappears to live on after the head of a nonpartisan state agency appointed himself the new prosecutor in the case.(there no such thing as non partisan)

Peter J. Skandalakis, executive director of the Prosecuting Attorneys’ Council of Georgia, will take over the case from embattled Fulton County District Attorney Fani Willis, Skandalakis announced Friday.

Fulton County Superior Court Judge Scott McAfee had tasked Skandalakis with finding a replacement for Willis by Friday or he would allow the case to be dismissed.

Skandalakis said he contacted “several” other prosecutors who declined to take up the case.

“The decision to assume responsibility for this matter was reached only after careful and deliberate consideration,” Skandalakis wrote. “While it would have been simple to allow Judge McAfee’s deadline to lapse or to inform the Court that no conflict prosecutor could be secured—thereby allowing the case to be dismissed for want of prosecution—I did not believe that to be the right course of action.”

Skandalakis said he recently received 101 banker boxes of documents related to the Trump investigation and an 8-terabyte hard drive containing the complete investigative file.

“Since receiving these materials, I have diligently worked to familiarize myself with the record and the status of the proceedings,” he said. “Additionally, I have attempted to review the evidence gathered and the hours of interviews and proffers of witnesses and former codefendants. Unfortunately, I have not had sufficient time to complete my review. With Judge McAfee’s deadline now upon us and my review still ongoing, I have determined that the best course of action is to appoint myself to the case. This will allow me to complete a comprehensive review and make an informed decision regarding how best to proceed.”

A Fulton County grand jury indicted Trump in 2023 when he was out of office along with 18 others who allegedly formed a conspiracy to overturn the 2020 election, which Trump narrowly lost to President Joe Biden.

Following the loss, Trump had famously called Secretary of State Brad Raffensperger and asked him to “find” the missing votes he would have needed to win. The alleged scheme also involved plans to submit a bogus slate of electors to falsely certify that Trump had won the election, a harassment campaign against Fulton County poll workers and a voting systems breach in Coffee County.

Four of the alleged co-conspirators pleaded guilty and agreed to testify against Trump and the other defendants, who maintained their innocence.

But the beginning of the case’s end came when an attorney for defendant Michael Roman, a former Trump campaign aide, introduced evidence that Fulton County District Attorney Fani Willis had been involved in a romantic relationship with Nathan Wade, a special prosecutor she hired for the case with a lucrative contract, creating a potential conflict of interest.

The U.S. Court of International Trade incredibly ruled against the United States of America on desperately needed Tariffs but, fortunately, the full 11 Judge Panel on the U.S. Court of Appeals for the Federal Circuit Court has just stayed the order by the Manhattan-based Court of International Trade.

After dramatic testimony including descriptions of vacations and cruises the two had taken together, a judge ordered that either Wade or Willis’ office needed to step aside from the case.

ESA pinpoints 3I/ATLAS’s path with data from Mars

Since comet 3I/ATLAS, the third known interstellar object, was discovered on 1 July 2025, astronomers worldwide have worked to predict its trajectory.

ESA has now improved the comet’s predicted location by a factor of 10, thanks to the innovative use of observation data from our ExoMars Trace Gas Orbiter (TGO) spacecraft orbiting Mars.

By being able to use Mars-based data for an unusual observation, we learned more about the interstellar comet’s path through our Solar System in a valuable test case for planetary defence, even though 3I/ATLAS does not pose any danger.

New angle from Mars unlocks precision

Until September, figuring out the location and trajectory of 3I/ATLAS relied on Earth-based telescopes. Then between 1 and 7 October, ESA’s ExoMars TGO turned its eyes towards the interstellar comet from its orbit around Mars.

The comet passed relatively close to Mars, approaching to about 29 million km during its closest phase on 3 October (more on the observations).

The Mars probe got about ten times closer to 3I/ATLAS than telescopes on Earth and it observed the comet from a new viewing angle. The triangulation of its data with data from Earth helped to make the comet’s predicted path much more accurate.

While the scientists initially anticipated a modest improvement, the result was an impressive ten-fold leap in accuracy, reducing the uncertainty of the object’s location.

Because 3I/ATLAS is passing through our Solar System fast, travelling with speeds up to 250 000 km/h, it will soon vanish into interstellar space, never to return.

The improved trajectory allows astronomers to aim their instruments with confidence, enabling more detailed science of the third interstellar object ever detected.

From Mars data to accurate predictions

It was a challenge to use the Mars orbiter’s data to refine an interstellar comet’s path through space. The CaSSIS instrument was designed to point towards the nearby martian surface and look at it in high resolution.

This time, the camera was aimed at the skies above Mars to catch the tiny, distant 3I/ATLAS sweeping by across a starry backdrop.

The astronomers in the planetary defence team at ESA’s Near-Earth Object Coordination Centre, used to determining the trajectories of asteroids and comets, had to account for the spacecraft’s special location.

Usually, trajectory observations are made from fixed observatories on Earth, and occasionally from a spacecraft in near-Earth orbit, like the NASA/ESA Hubble Space Telescope or NASA/ESA/CSA James Webb Space Telescope.

The astronomers are well-practiced in considering their location as they determine the future locations of objects, called ephemeris.

This time, the ephemeris of 3I/ATLAS, and in particular the prediction’s precision, depended on accounting for the exact location of ExoMars TGO: at Mars and in a fast orbit around it.

It required working together in a combined effort by several ESA teams and partners, from flight dynamics to science and instrument teams.

Challenges and subtleties that are usually negligible, had to be tackled to reduce the margins as much as possible, in order to achieve the highest accuracy possible.

The resulting data on comet 3I/ATLAS is the first time that astrometric measurements from a spacecraft orbiting another planet have been officially submitted and accepted into the Minor Planet Center (MPC) database.

The database acts as a central clearing house for asteroid and comet observations, streamlining data collected by different telescopes, radar stations and spacecraft.

A test case for planetary defence

Even though 3I/ATLAS poses no threat, it was a valuable exercise for planetary defence. ESA routinely monitors near-Earth asteroids and comets, calculating orbits to provide warnings if required.

As this ‘rehearsal’ with 3I/ATLAS shows, it can be useful to triangulate data from Earth with observations from a second location in space. A spacecraft may also happen to be closer to an object, adding even more value.

Practicing with spacecraft data beyond Earth orbit hones important skills and demonstrates the value of leveraging resources not designed for asteroid detection, boosting readiness in case of a threat.

What’s next?

The comet is currently being observed with our Jupiter Icy Moons Explorer (Juice).

Though Juice is farther from 3I/ATLAS than the Mars orbiters were last month, it is seeing the comet just after its closest approach to the Sun, when it is in a more active state.

We don’t expect to receive data from Juice’s observations until February 2026 – find out why in our FAQs.

We should not only count on spacecraft hopefully being in the vicinity of hard-to-observe objects that might pose a threat.

Therefore, ESA is preparing the Neomir mission, to cover the known blind spot that the Sun causes for asteroid observations, its bright glow outshining the faint glimmer of an asteroid or comet.

Neomir will be located between the Sun and Earth to detect near-Earth objects coming from the Sun’s direction at least three weeks in advance of potential Earth impact.

Icy wanderers such as 3I/ATLAS offer a rare, tangible connection to the broader galaxy. To actually visit one would connect humankind with the Universe on a far greater scale.

ESA is preparing the Comet Interceptor mission that will learn more about a comet – with luck, it just might be an interstellar one.

In presenting information to the committee, Bondi's worked as lobbyist was not present to the committee. According to the committee website, Bondi did not present the following issues pertaining to her work as a partner with Ballard Partners:[72]

Bondi was a lobbyist for The GEO Group, which a private prison company. The company is a government contractor forimmigration detention facilities.[73][74]The company has had experienced criticism for issues in safety issues, health care, and management practices.[75][72][76]

She had lobbied Congress in 2019 and 2020 on issues pertaining to anti-human trafficking efforts in advance of 2022 FIFA World Cup that had been held in Qatar.She registered as a foreign agent for the Embassy of the State of Qatarand as a partner in the lobbyist firm of Ballard Partners under the Foreign Agents Registration Act.[77][78] She left the Qatari project in 2019 to work in a temporary position for the White House Counsel for President Trump's first impeachment proceedings.[79] Bondi would later return to work as a lobbyist at Ballard Partners until as late as 2024.[80][81]

President Donald Trump on Friday said that he is asking the Department of Justice to investigate relationships between notorious sex offender Jeffrey Epstein and former President Bill Clinton, JPMorgan Chase

ULA launches ViaSat-3 following valve replacement on Atlas 5 rocket

November 13, 2025

Update Nov. 13, 11 p.m. EST (0400 UTC): ULA launched its Atlas 5 rocket and completed the first two out of three upper stage engine burns.

United Launch Alliance launched its Atlas 5 rocket Thursday night, which carried a communications satellite for California-based communications company, Viasat.

The launch came a week after the mission was scrubbed due to a faulty liquid oxygen tank vent valve on the Atlas booster.

ULA rolled the rocket back to the Vertical Integration Facility about third of a mile away, replaced it with a new valve and returned the rocket to the pad on Nov. 12.

The 6-metric-ton satellite will be launched to a geosynchronous transfer orbit, deploying nearly 3.5 hours after the rocket lifts off from Cape Canaveral Space Force Station.

Liftoff from Space Launch Complex 41 happened at 10:04 p.m. EST (0304 UTC), the opening of a 44-minute-long window. The rocket headed due east upon leaving Florida’s Space Coast. ULA launched this mission using an Atlas 5 rocket in its 551 configuration.

The 196-foot-tall (59.7 meters) rocket was supported by five solid rocket boosters, which combined with the RD-180 main engine to produce about 2.7 million pounds (12 megaNewtons) of thrust at liftoff.

The SRBs jettisoned less than two minutes into the flight, followed by the payload fairings about a minute and a half later.

It will take three separate firings of the RL10C-1-1 engine on the Centaur 3 upper stage to reach the correct orbit to release the ViaSat-3 F2 satellite.

Following release, the upper stage will be placed in a so-called graveyard orbit nearly an hour later. This rocket had the designation of AV-100 and was the 105th Atlas V rocket launched to date.

Following this launch, ULA now has 11 of these rockets remaining before it is officially retired:

6 – Boeing’s CST-100 Starliner

5 – Amazon’s Project Kuiper

What’s onboard?

This was the second satellite in the ViaSat-3 series that will operate in geostationary Earth orbit, following the launch of the first spacecraft in 2023.

After the ViaSat-3 F1 satellite launched on a SpaceX Falcon Heavy rocket, it suffered an issue with its antenna, which both delayed the start of service and resulted in a reduced capacity.

Viasat officials said ahead of the launch that this new satellite will provide needed Ka-band network capabilities, adding more than 1 terabits per second (Tbps) of capacity to the network over the Americas.

Following a months of on-orbit testing at its operating slog of 79 degrees West longitude, the ViaSat-3 F2 spacecraft is expected to enter service in early 2026.

“Beyond an incredible capacity increase, ViaSat-3 F2’s dynamic beam forming capabilities will greatly benefit our customers by efficiently deploying bandwidth to the highest demand places, allowing us to scale performance and the number and density of users,” said Mark Dankberg, Chairman and CEO of Viasat, in a statement.

“These capabilities will continue to fuel our successful, multi-orbit service offerings, including service platforms such as Viasat Amara, NexusWave, and a resilient, hybrid SATCOM architecture for government.”

The satellite is built on Boeing’s 702MP+ platform, which uses electric propulsion and solar arrays, the latter of which is from Boeing subsidiary, Spectrolab.

Boeing is supporting Viasat in both launch operations and post-deployment checkouts. “Our goal is to enable missions with reliability and timely delivery,” said Michelle Parker, Vice President of Boeing Space Mission Systems.

“With ViaSat‑3 F2, we leveraged proven 702 heritage, advanced power systems and all‑electric propulsion to enable high-speed connectivity for users who rely on it.”

The Prosecuting Attorneys’ Council of Georgia was tasked with finding someone to lead the case after Willis was disqualified over an “appearance of impropriety” created by a romantic relationship with the special prosecutor she’d chosen to lead it. ATLANTA — Peter J. Skandalakis, the Executive Director of the Prosecuting Attorneys Council of Georgia,appointed himself to continue the prosecutionin the Fulton County indictment of President Donald J. Trump on allegations of election interference.

Fulton County District Attorney Fani Willis was removed from the case in October and Superior Court JudgeScott McAfee set a deadline of Oct. 8 to appoint a prosecutor to take on the case or risk dismissal.

Skandalakis said in a statement that multiple other prosecutors in Georgia were contacted to take the case on, but each declined, leading to a Nov. 14 deadline extension.

Now, Skandalakis will take the case on, preventing it from being dismissed, for now.

This will allow me to complete a comprehensive review and make an informed decision regarding how best to proceed,” Skandalakis said in a statement.
