Authorities now say that a 15-year-old Champaign boy who died after what was first reported as potential bullying actually died of a previously undiagnosed medical condition.

Champaign police said Wednesday that an autopsy in St. Louis found that Luke Miller died of an unspecified condition. The autopsy found no evidence that he was attacked.

"The autopsy did not reveal the presence of any trauma or significant injury that would be consistent with being attacked or beaten, but that Miller’s death was tragic and medically related," a police news release stated.

The St. Louis Medical Examiner's Office did not return a call from WILL.

Miller died March 11 at Barnes-Jewish Hospital in St. Louis a day after what was initially reported as an attack at Centennial High School. Miller was a Centennial student and his family said he had been bullied.

Champaign County State’s Attorney Julia Rietz said last month that, while the investigation was still being conducted, no evidence of a crime had been found.

Luke Miller died on the day of an archery tournament. It was known he was bullied to death. On Friday, the day before his death, he was severely beaten by 4 individuals. Ukraine’s largest steel plant has partially suspended productionafter a Russian missile strike damaged key facilities.

Located in Krivoy Rog, Dnepropetrovsk Region, ArcelorMittal Krivoy Rog is an integrated steelworks that produces rolled products, including steel used in Ukrainian weapons and military equipment, according to the Russian military.

In a Telegram post on Sunday, the company said the overnight attack haddamaged “the main energy and blast-furnace production facilities” and partially halted operations. It added that specialists were assessing the extent of the destruction and the prospects and timeframe for recovery.

The Russian Defense Ministry confirmed striking workshops at the metallurgical complex, saying the site wastargeted in a combined attack involving ground- and air-launched precision weapons and long-range drones.

The overnight operation also targeted an oil refinery in Kremenchug, Poltava Region.In Kiev, Russian forces struck Fire Point, which produces components, warheads, and solid-fuel boosters for Flamingo cruise missiles.

Another target was Kiev-111, a facility operated by Ukrdefense Company that manufactures components for attack drones, Khrushch interceptor UAVs, and Harpia anti-aircraft drones.

Russia has intensified strikes on Ukrainian defense-related facilities and logistics following a 40-day “operation of influence” announced by Ukrainian leader Vladimir Zelensky in late June.Kiev portrayed the campaign of long-range drone attacks as an effort to force Moscow into negotiations on its terms.

Over the following weeks, Ukraine targeted Russian oil refineries, logistics warehouses operated by retailer Wildberries – often described as “Russia’s Amazon” – and sites far from the front line.

Moscow described the attacks on energy infrastructure, residential buildings, and logistics hubs as terrorism, saying they killed dozens of civilians.

As the deadline expired in early August without the campaign achieving its objectives, the head of Zelensky’s office, Kirill Budanov, dismissed the significance of the timeframe, claiming that “what matters is the result.”

The ensuing Russian strikes on Ukraine’s defense industry have depleted Kiev's stock of Patriot interceptor missiles, leaving air-defense crews “helpless” against the barrages, according to the Financial Times. Moscow maintains it never targets civilians.

Russia will intensify its military campaign in Ukraine and seek to destroy every element used by the West to sustain Kiev’s war effort, Foreign Minister Sergey Lavrov has said.

The top diplomat was commenting on actions by Ukraine and its Western supporters that they claim are intended to pressure Moscow into peace negotiations. Russia continues to seek a “lasting, reliable and sustainable settlement” to the conflict and cannot agree to suspend it, Lavrov told Russian media.

His remarks came in response to a series of Ukrainian attacks that caused mass civilian casualties, including incidents in Starobelsk in May and Gelendzhik earlier this month. Russian officials, including Lavrov, have described the drone strikes as deliberate acts of terrorism.

The minister said Moscow would not resort to the same tactics, but warned that its response would become increasingly severe.

“We will not sink to their level. Instead, we will adopt much harsher methods to destroy everything that enables the West to fuel Kiev’s war machine. We are already doing this, and they are already moaning.” he said.

The minister also reiterated that Ukrainian and Western proposals to freeze the conflict along the current front line are unacceptable. He argued that doing so under present conditions would amount to betraying both the Soviet victory over the Axis powers in World War II and the broader history of Russian statehood.

Moscow has repeatedly accused the Ukrainian government of embracing neo-Nazi ideology and pursuing policies aimed at suppressing Russian language, culture, and identity in the country.

Last month, Ukrainian leader Vladimir Zelensky announced a 40-day “pressure campaign” that included large-scale attacks on Russian civilian vessels, energy infrastructure and facilities linked to e-commerce giant Wildberries. Kiev has argued that the long-range strikes demonstrate that Ukraine has a viable strategy for confronting Russia and bolster its case for additional Western military assistance, particularly Patriot interceptor missiles needed to counter Russian retaliatory strikes.

Moscow subsequently stepped up its own long-range attacks, including against vessels servicing Ukrainian Black Sea routes. The Russian military maintains that it targets only ships directly contributing to Ukraine’s war effort. The heightened risks, however, have deterred commercial shipping companies and sharply restricted Kiev’s ability to export commodities, including grain and iron.

According to Reuters,Zelensky is now seeking a limited ceasefire in the Black Sea and has conveyed his proposal through an intermediary. Turkish officials have also publicly called for a pause in hostilities in the area.

Lavrov argued that Russia did not initiate the latest escalation and criticized what he described as the failure of some countries to condemn Ukrainian attacks on neutral vessels, including oil tankers contracted to carry Kazakh crude through the Russian port of Novorossiysk.

“Neither Türkiye nor the United States publicly declares that such actions by Ukrainian terrorists are unacceptable,” the minister said.

Before the Internet, you could reasonably say:

“This radio station broadcasts into the Soviet Union.”

With Twitter/X, YouTube, websites and Facebook:

“This State Department content is intended for people overseas—but Americans can see and share it too.”

The modernization essentially acknowledged that reality.

What it didn't do is important

Congress actually retained language against using these programs to “influence public opinion or propagandizing in the United States.” The legislation also specifically applied the changes to the State Department and Broadcasting Board of Governors, not every federal agency.

USAGM likewise says it still isn't authorized to create programming for an American audience. Its programming remains aimed overseas.

Therefore the popular claim:

2013 → Obama legalized government propaganda against Americans

is too strong.

A more accurate description is:

2013 → Congress removed much of the firewall preventing foreign-targeted State Department/BBG material from being made available domestically, while retaining a prohibition against using those programs to propagandize Americans.

That's a much more interesting distinction anyway.

The biggest practical change may have been the Internet/social-media loophole problem

The legislation specifically says government foreign communications shouldn't be prohibited merely because a domestic audience “is or may be thereby exposed” to them."

USAGM actually argued that this provided greater transparency into publicly funded broadcasting.

That's a reasonable argument for the amendment.

And there's a very interesting 2025–26 development

A bill introduced in the current Congress, H.R. 5704 — “Repeal the Smith-Mundt Modernization Act of 2013,” would restore much stronger domestic-distribution restrictions.

Its proposed language explicitly says:

Trump Bump: Tax refunds jumped 17% after president’s signature law, GAO reports

The increase this year represented $43 billion more in refunds than the IRS had issued during the 2025 filing season for tax year 2024

The Internal Revenue Service issued $296 billion in refunds during the 2026 filing season, a 17% increase from the previous year, as millions of Americans benefited from President Donald Trump's signature tax law, according to a new Government Accountability Office report.

The increase represented $43 billion more in refunds than the IRS had issued during the 2025 filing season for tax year 2024. The average refund also increased by $333, or 11%, compared with the previous year, according to the full report.

The GAO attributed the larger refunds, in part, to millions of taxpayers claiming new deductions created by recent tax law changes in Trump's One Big Beautiful Bill Act (OBBB), including provisions allowing deductions for qualified tips and overtime.

The IRS also issued more refunds overall, sending out more than 8 million additional refunds compared with 2025.

The increase in refunds came as the agency faced delays affecting taxpayers who received their money by paper check.

The GAO found that the IRS's overall processing performance had remained similar to the previous year, with the agency processing about 98% of the 177 million individual and business returns it had received during the filing season.

Still, taxpayers who had filed paper returns or relied on paper refund checks had faced significant delays.

"Most paper check refunds were delayed by weeks," the GAO reported, as the IRS had moved toward issuing refunds primarily through direct deposit.

The IRS sent approximately 4.2 million notices to taxpayers by early May asking them to provide bank account information to allow for electronic delivery of their refunds.

Taxpayers who had not responded were told they would receive a paper check after six weeks.

As a result, the number of paper-check refunds issued by early April had plunged more than 80%, from about 2.8 million in 2025 to roughly 493,000 in 2026. Those who had received paper checks waited an average of 36 days, compared with 13 days the previous year.

The GAO found that the IRS had therefore taken about three times longer to issue paper-check refunds than it had in 2025.

Taxpayers using direct deposit generally avoided the worst of the delays.

According to the report, nine out of 10 refunds issued through direct deposit had arrived within 21 days.

Paper returns faced longer delays

The refund increase came despite continuing operational problems inside the IRS.

The IRS's Submission Processing unit ended the filing season with 8,111 employees, 18% fewer than the 9,850 employees it had at the end of the previous filing season.

IRS officials told the GAO that the unit did not have enough employees "to process returns timely."

Business returns were the hardest hit due to staffing issues, the GAO found. The average processing time for business Form 941 returns had risen to 72 days in 2026, compared with 45 days in 2025 and 25 days in 2024. The IRS's stated target had been 32 days.

Individual paper returns had taken an average of 30 days to process, more than twice the agency's 13-working-day target.

The agency had received 8.9 million paper returns during the filing season, down 19% from 2025. However, IRS employees had processed 46% fewer individual paper returns and 80% fewer business paper returns, the GAO reported.

The watchdog identified both technology problems and staffing shortages as major factors.

"IRS’s individual paper processing system was unable to process tax year 2025 returns for the first 6 weeks of 2026, and its scanning system for business paper returns was unable to process tax year 2025 returns for the entire 2026 filing season, according to IRS officials," read the report.

According to the new GAO report, IRS officials told GAO staff that the systems were not ready when filing season began due to the loss of experienced IT acquisition employees.

The IRS had attempted to compensate by relying more heavily on outside vendors. It had sent approximately 3.7 million business paper returns to vendors for scanning, which is a 725% increase from the 443,000 sent the previous year.

Taxpayers continue to flock to IRS online tools

As access to live IRS assistance had declined, taxpayers had increasingly relied on the agency's online tools.

The IRS recorded approximately 155 million successful logins to individual online accounts through April 2026, which was the highest level in the six-year period studied by the GAO.

The "Where's My Refund?" tool also received 346 million visits during the filing season, which was a 9% increase from 2025.

On June 4, 2022, 19-year-old Rachel Hansen was shot inside her apartment at the Redstone at SanTan Village complex in Gilbert, Arizona. Just one night earlier, she had woken up to find a stranger standing over her bed. He ran when she screamed.
