“The bottleneck is increasingly not the availability of crude oil, but the capacity to turn that crude into gasoline, diesel and other products Americans actually use,” Stuart Turley, president and CEO of the Sandstone Group and host of the Energy News Beat podcast, told the Daily Caller News Foundation.

Power was restored later that evening, but the company was still assessing refinery units following the shutdown, according to Turley.

A severe storm knocked out power to the refinery in July 2024, forcing the facility into an emergency shutdown for several weeks, according to the U.S. Energy Information Administration.

The 2024 outage became severe enough that the Environmental Protection Agency issued an emergency fuel waiver for Illinois, Indiana, Michigan and Wisconsin to address gasoline supply shortages stemming from the Joliet shutdown, according to the agency.

Located roughly 40 miles southwest of Chicago in suburban Will County, the refinery primarily processes Canadian crude delivered by pipeline and sends its finished petroleum products to consumers throughout the Midwest, according to ExxonMobil.

The refinery’s 2024 shutdown demonstrated how an electricity failure at Joliet can ripple through regional fuel markets. Midwest gasoline inventories fell by two million barrels during the week immediately following that shutdown, dropping below both 2023 levels and the five-year low, according to EIA.

The reported Monday outage comes as global petroleum markets are already facing significant supply pressure. Saudi Arabia’s critical East-West Pipeline was shut down following drone attacks, threatening a route capable of moving roughly four million barrels of oil per day as disruptions continue to constrain Middle Eastern supplies.

US President Donald Trump has signed sweeping legislation expanding the sanctions on Russia and authorizing tariffs of up to 100% on major buyers of Russian energy. Moscow warned that additional sanctions would complicate efforts to settle the Ukraine conflict and could further destabilize the energy markets.

In a statement on Friday, the White House announced that Trump approved the Lindsey O. Graham Sanctioning Russia and Iran Act, after the Senate passed it 86-11 in August and the House passed it 262-159 on Wednesday.

The legislation targets senior Russian officials, banks, defense and energy entities, as well as what Western countries refer to as Russia’s ‘shadow fleet’ of ships. It also empowers Trump to impose tariffs of up to 100% on goods from the five largest buyers of Russian crude oil and natural gas.

The text, however, does not explicitly name major Russian energy buyers such as China or India, and the tariff rate can be set below the 100% ceiling.

The measure was initially proposed by late Republican Senator and Russia hawk Lindsey Graham and Democrat Richard Blumenthal in April 2025. The original proposal threatened 500% tariffs on countries that buy Russian energy, but after more than a year of negotiations with the White House, the figure was cut to 100%.

The bill also grants Trump broad waiver powers, allowing him to suspend sanctions according to national interests and giving his administration wide leeway in setting tariff rates – one of the key points of negotiations between the White House and lawmakers, as some feared that the legislation would give Trump too much power.

The Trump administration recently eased sanctions on Russian oil. During the Iran war, the administration issued temporary exemptions allowing the sale and delivery of Russian oil already at sea to alleviate pressure on the energy markets.

Kremlin spokesman Dmitry Peskov warned on Thursday thatthe “unfriendly” move “would definitely complicate efforts to find a peaceful settlement in Ukraine.”

The Russian Embassy in Washington argued that blocking Russian energy trade while Middle Eastern supplies are disrupted could prove costly for the US, calling it an “invitation to ever-higher prices at the pump.” It also warned that simultaneously escalating tensions with Moscow and Beijing would be a geopolitical lose-lose situation and would “only play into the hands of Euro-Atlantic warmongers.”

LA EXPOSED As Fire Victims Billed $35,000 After Hydrants Dried Up

Supreme Court Justice Clarence Thomas needed only a few sentences to expose the fundamental error behind most modern gun-control arguments: The right to keep and bear arms does not come from government.

Speaking with Senator Ted Cruz on the Verdict podcast, around minute 29, Thomas explained that the Constitution established the federal government, but it did not create the individual rights government was formed to protect.

“The Second Amendment says the right to bear arms shall not be infringed,” Thomas told Cruz. “It assumes a right. It doesn’t grant a right.”

The exchange was recently highlighted in a video published by Colion Noir. It is a short statement, but it draws a clear line between the American understanding of liberty and the permission-based system demanded by the gun-control lobby.

Americans do not receive the right to own or carry firearms from Congress, a state legislature, a licensing official or a judge. The right existed before those institutions. The Second Amendment tells the government what it may not do: infringe upon it.

Rights Come Before Government

Thomas made the statement while discussing why the Declaration of Independence remains essential to understanding the Constitution.

The Declaration establishes that rights come from God—or “nature’s God”—rather than from government. Individuals possess those rights first and then delegate limited authority to a government created to protect them.

If government grants a right, government can redefine, ration or revoke it. That is the theory behind firearm licensing systems, “may-issue” carry laws, discretionary permitting, bans on commonly owned firearms and endless lists of supposedly acceptable gun owners.

Under the Founders’ understanding, however, government is not the grantor. It is the party being restrained.

Thomas summarized the difference during the full interview with Cruz: Either citizens receive their rights and benefits from government, or citizens already possess their rights and government receives its authority from them.

Only the second view is compatible with the American constitutional system.

Thomas’s Point Is Already Part of Second Amendment Law

Thomas was not introducing a new legal theory. He was explaining in plain English what the Supreme Court has already recognized.

In District of Columbia v. Heller, the Court held that the Second Amendment codified a pre-existing individual right. It did not manufacture a new privilege in 1791 or limit arms to government-organized militia service.

Thomas later wrote the majority opinion in New York State Rifle & Pistol Association v. Bruen, which held that ordinary, law-abiding Americans have the right to carry handguns publicly for self-defense.

Bruen also rejected the interest-balancing tests lower courts had used to uphold virtually any gun restriction placed before them. Once the Second Amendment’s text covers an individual’s conduct, that conduct is presumptively protected. The government must then prove that its restriction is consistent with the nation’s historical tradition of firearm regulation.

That burden follows naturally from Thomas’s explanation. Citizens do not have to prove that they need their rights. Government must justify its attempt to interfere with them.

The Court reinforced that principle in its 2026 decision in Wolford v. Lopez, again describing self-defense as the Second Amendment’s central concern and rejecting judge-created interest balancing.

Reconstruction Shows Why Armed Citizenship Matters

Thomas also connected the right to bear arms with Reconstruction and the adoption of the Fourteenth Amendment.

Following the Civil War, newly freed Black Americans faced intimidation, beatings, lynchings and murder from former Confederates and white-supremacist organizations. Thomas explained that the Radical Republicans understood that citizenship meant little if freedmen could not defend themselves from violent marauders.
