"It's A Scam": Rich Chicago Parents Giving Up Custody Of Kids To Exploit Financial Aid Loophole

Well-off Chicago residents have been exploiting a legal loophole to obtain need-based college financial aid and scholarships by giving up legal guardianship of their children.

 

 

The tactic, which has been used by dozens of families (and maybe more according to Propublica Illinois), involves handing over guardianship to a friend or relative during the student's junior or senior year in high school - allowing them to declare themselves financially independent from their families. This qualifies them for federal, state and university financial assistance, according to the report.

 

"It’s a scam," said Andy Borst, director of undergraduate admissions at the University of Illinois at Urbana-Champaign. "Wealthy families are manipulating the financial aid process to be eligible for financial aid they would not be otherwise eligible for. They are taking away opportunities from families that really need it."

 

While ProPublica Illinois uncovered this practice in north suburban Lake County, where almost four dozen such guardianships were filed in the past 18 months, similar petitions have been filed in at least five other counties and the practice may be happening throughout the country. Borst's suspicion was first raised when a high school counselor from a wealthy Chicago suburb called him to ask why a certain student who had obtained a legal guardian had been invited to an orientation program for low-income students.

 

According to the University of Illinois, at least 14 applicants have done the same - three of whom just completed their freshmen year, and the rest enrolling this fall according to Borst - who noted that the three students will have their university-based financial aid reduced.

 

 

"We didn’t hear any complaint, and that is also a big red flag," said Borst. "If they were needy, they would have come in to talk with us."

 

ProPublica Illinois found more than 40 guardianship cases fitting this profile filed between January 2018 and June 2019 in the Chicago suburbs of Lake County alone. The parents involved in these cases include lawyers, a doctor and an assistant schools superintendent, as well as insurance and real estate agents. A number of the children are high-achieving scholars, athletes and musicians who attend or have been accepted to a range of universities, from large public institutions, including the University of Wisconsin, the University of Missouri and Indiana University, to smaller private colleges. -Propublica

 

When reached for comment by ProPublica Illinois, parents or guardians in 15 of these cases flipped out - some hanging up the phone, others refusing to comment, and some demanding anonymity.

 

In light of the scam, the University of Illinois is now scrutinizing applicants who have recently entered into a guardianship, " including whether they have contact with their parents, who they live with and who pays for their health insurance and cellphone bill," according to the report.

 

Borst says the questions are working, and that some families have backed off seeking financial aid from the university.

 

While the university has discretion over offering institutional aid, it is obligated to distribute the federal and state grants for needy students, known as the Pell Grant and the state Monetary Award Program, or MAP grant in Illinois, Borst said. Combined, they can total about $11,000 a year.

 

He said the university has alerted the U.S. Department of Education and officials at the Illinois agency that administers state financial aid, the Illinois Student Assistance Commission. An ISAC spokeswoman said the agency has not yet been told about a specific case, but that it would alert the state attorney general and the U.S. Department of Education if necessary. A U.S. Department of Education spokesman said he could neither confirm nor deny current or potential investigations. -Propublica

 

Last year, around 82,000 students were eligible for the MAP grant, however around 5,000 students did not receive it because there wasn't enough money for the first-come, first-served award.

Former Federal Prosecutor Confirms Rep. John Ratcliffe’s Role In Holy Land Foundation Case

A former federal prosecutor involved in the terrorism financing case against the Holy Land Foundation confirmed that Rep. John Ratcliffe, R-Texas, was appointed to investigate specific criminal allegations raised during the federal trial.

A former federal prosecutor involved in the terrorism financing trial against the Holy Land Foundation confirmed to The Federalist today that Rep. John Ratcliffe, R-Texas, whom President Donald Trump has said he intends to nominate as director of national intelligence, did receive a special appointment as part of the case.

 

β€œJohn was appointed to look into allegations of potential misconduct involving a juror and one or more of the defendants in that case,” Nathan Garrett, a formal federal prosecutor who worked on the trial team, told The Federalist Tuesday morning. β€œJohn is a stellar lawyer, experienced national security prosecutor and leader, and a man of the highest character.”

 

ABC News alleged in an article that Ratcliffe β€œmisrepresented” and β€œembellished” his role in the case, even suggesting that he was not involved with it at all.

 

β€œABC News could find no public court records that connect Ratcliffe to either of the two trials for the case,” the article claimed. β€œFormer officials directly involved in the decade-long Holy Land Foundation investigation could not recall Ratcliffe having any role, and four former defense attorneys who served on the cases told ABC News on Monday they had no recollection of Ratcliffe being involved with any of the proceedings that resulted in the convictions of their clients.”

 

Garrett, who is listed on the federal court docket for the Holy Land Foundation case as one of the prosecutors of record representing the United States, told The Federalist that ABC News never contacted him for comment prior to publishing its article.

 

β€œNo,” he responded when asked directly whether anyone from ABC News contacted him about its story.

 

He also noted it is not surprising that Ratcliffe’s role would not have been public at the time, given the sensitive nature of terrorism cases.

 

β€œI served as a β€˜terrorism prosecutor’ before and after 9/11, and 98% of the work in that arena never saw the light of day,” Garrett said. β€œFolks like John were thrust into what had traditionally been an intelligence community-only environment and expected to engage and provide leadership and perspective as those matters progressed.”

 

β€œIt was trial by fire, and he handled it exceedingly well, albeit outside of the public eye,” Garrett said.

 

The former federal prosecutor and FBI special agent also offered a personal endorsement of Ratcliffe’s nomination and confirmation as director of national intelligence.

 

β€œIn my 20 years in the business, there’s no one I believe more capable of this position than John,” he said.

 

On July 28, Trump announced via Twitter that he intended to nominate Ratcliffe to replace former Sen. Dan Coats, R-Ind., as director of national intelligence following Coats’ retirement on Aug. 15.

 

Ratcliffe has drawn the ire of left-wing conspiracy theorists who have for years claimed, without evidence, that Trump treasonously colluded with the Russian government to steal the 2016 election from Hillary Clinton. Former FBI Director Robert Mueller, who was appointed as special counsel in May of 2017 to investigate allegations of treasonous Russian collusion, found there was no collusion or conspiracy with Russians to steal the 2016 elections.

 

Ratcliffe has repeatedly said the American public deserves to know who was behind the conspiracy theory and whether they weaponized false information to spy on American citizens in the heat of a political campaign.

 

A spokeswoman for Ratcliffe’s congressional office also confirmed Ratcliffe’s role in the Holy Land Foundation case.

Holy Land Foundation for Relief and Development, et al. in the Northern District of Texas on Oct. 22, 2007, a Justice Department order appointed U.S. Attorney for the Eastern District of Texas John Ratcliffe to investigate issues related to the outcome of the Holy Land case,” she told The Federalist.

Mark Meadows bypasses FBI to appeal for release of info linked to FISA abuse report

 

Rep. Mark Meadows, R-N.C., is getting impatient with the FBI in his effort to root out misconduct in the early stages of the Trump-Russia investigation and went over Director Christopher Wray's head to try and move things along.

 

In the balance, the GOP investigator said in a letter to top Justice Department officials last week, is the American public's ability to fully understand DOJ Inspector General Michael Horowitz's upcoming report on alleged surveillance abuses.

 

In the letter addressed to Attorney General William Barr and Horowitz, Meadows pushed for the unredacted release of five pages related to British ex-spy Christopher Steele, who compiled an unverified dossier on President Trump's ties to Russia that was used by the bureau to obtain the authority to spy on a member of his campaign, Carter Page.

 

Meadows cited a Freedom of Information Act legal battle over the disclosure of documents from Deputy Assistant Secretary of State Kathleen Kavalec that followed her meeting with Steele on Oct. 11, 2016, 10 days before the first Page warrant application was submitted. Notes taken from that meeting by Kavalec, obtained and released by conservative group Citizens United through open-records litigation, cast doubt on Steele's reliability. Kavalec wrote that during that meeting Steele admitted he was encouraged by his client, which was the Hillary Clinton campaign and the Democratic National Committee, to get his research out before the November 2016 election, signaling a possible political motivation. Kavalec's notes also show she believed some of Steele's allegations were false.

The Army needs thousands more infantrymen by spring

 

 

The Army is short more than 5,000 junior enlisted infantrymen, with the military occupational specialty manned at roughly 79 percent of its goal.

 

In numbers obtained by Army Times, the service’s authorized strength for E-1 through E-4 active-duty infantrymen, coded as 11B, stands at 24,893. But the service only had 19,820 junior enlisted infantrymen dated to the fourth quarter on July 10.

 

Indirect fire infantrymen, coded as 11C, are doing a fair bit better, with 2,706 E-1 through E-4 soldiers manning the career field out of the 3,050 troops for which the Army is authorized.

 

In order to close the gap, the service is began offering massive enlistment bonuses topping out at $40,000 for new recruits and up to $41,000 for soldiers who reclassify, said Lt. Col. Mary Ricks, an official with Army Human Resources Command.

 

The goal is to increase the 11B and 11C MOS strengths to 100 percent by spring of 2020.

 

β€œThere have been instances in the past when we have not met the targeted recruiting goals for various military occupational specialties,” Ricks said. β€œHowever, given the current incentives being offered through the recruiting, retention and reclassification bonuses, we expect to meet and maintain our current and future requirements.”

 

The numbers obtained by Army Times note that the 90-day projection for the 11B MOS is still only expected to hit 83.5 percent of the Army’s authorized manning levels. But Ricks said that shouldn’t be an issue.

 

 

β€œThe Army will have enough recruits to fill the available training seats for new infantry soldiers through the end of September," she said. "Those recruits who weren’t selected for training during [fiscal year 2019], due to a lack of classroom seats, will fulfill their training requirements starting in October. Soldiers must be trained before they can be assigned to a unit.”

 

Army guidance pushes its leaders to maintain 100 percent of authorized strength across all brigade combat teams, a baseline from which the service currently falls short.

 

But reaching 100 percent manning for the infantry career fields by spring 2020 is very attainable, according to retired Command Sgt. Maj. Thomas R. Brooks, a former Army field recruiter and station commander.

Report: France sees a sharp increase in female genital mutilation cases.

 

According to a recently released report by the French National Public Health Agency, the number of cases of female genital mutilation (FGM) has risen sharply over the last two decades.

 

The substantial increase was emphasized in the organization’s peer-reviewed journal, the Weekly Epidemiological Bulletin (BSH), which mentioned that the estimated number of female genital mutilation victims grew from 60,000 in the early 2000s to 124,3555 within a time span of about a decade.

 

Of those individuals who were found to be most at risk of FGM, the majority, 72 percent were migrants between the ages of 18 and 40 who mostly came from French-speaking parts of Africa. According to the report, 70 percent of the women who were victims came from either Mali, Cameroon, the Ivory Coast, Senegal, or Guinea.

 

As for women born in France who’ve experienced FGM, about 50 percent live in the Ile-de-France region which comprises Paris as well as the migrant dense suburb of Seine-Saint-Denis.

 

Last year, the Group for the Abolition of Sexual Mutilation (GAMS) claimed in a report that nearly 30 percent of the children living in Paris’s suburbs may be at risk of FGM.

 

Sociologist and director of GAMs Isabelle Gillette-Faye has stated, β€œIn general, they undergo mutilations of type 2, that is to say, the removal of the clitoris and labia minora.”

 

Gillette-Faye continued, saying, β€œWe will be relieved when we have left circumcision two to three generations behind us. Families living in France are often resistant, as social and traditional pressures are very strong, and it is often the family remaining in the [original]country that decides.”

 

The report also mentions that France is likely to be the second-highest country in Europe in terms of FGM cases, …behind only Britain.

A federal judge has tossed out a lawsuit brought by the Democratic National Committee against a laundry list of defendants they blamed for a conspiracy to 'steal' the 2016 US election from former Secretary of State Hillary Clinton.

Defendants included the Russian Federation, the Trump Campaign, Donald Trump Jr., Paul Manafort, Jared Kushner, George Papadopoulos, Richard Gates, Roger Stone, Joseph Mifsud, WikiLeaks, Julian Assange and several Russians.

 

In his Tuesday afternoon order, judge John G. Koeltl of the Southern District of New York ruled that the DNC's arguments were "either moot or without merit."

 

Following the April release of the Mueller report, lawyers for most of the defendants asked the court to penalize the DNC for alleging a conspiracy between the Trump campaign and Russia - arguing that Mueller's findings revealed the "doomed effort to prove a falsehood."

 

"The assumption, of course, was that the Special Counsel would substantiate the DNC’s claims," wrote lawyers for the Trump campaign. "Suffice it to say, that assumption did not pan out."

 

The campaign’s lawyers said the report β€œdebunks any such conclusion by walking through the vast body of evidence that his Office collected and establishing that none of this evidence showed that the Campaign formed any sort of agreement with Russia.”

 

They said the report shows the DNC can never prove its key allegations, β€œyet has refused to accept this reality.”

 

β€œThe DNC has thus made clear that it wants to proceed with a politically motivated sham case, tying up the resources of this Court and the Campaign β€” and inevitably burdening the President himself β€” all in a doomed effort to prove a falsehood,” the lawyers wrote.

 

The lawyers included exhibits with their filing showing that Trump campaign attorney Michael Carvin sent the DNC a May 13 letter demanding that it dismiss all of its claims against the campaign within three weeks or he’d seek sanctions. -AP

Apple Surges After Strong Earnings, Stellar Guidance Offset Disappointing iPhone Sales, Service Revenues

 

First, three quarters ago, Apple shocked investors when it said it would no longer disclose the number of iPhones it was selling - a clear signal that selling had slowed dramatically. Shocked investors sold off the stocks… then BTFD with gusto sending AAPL sharply higher. A few months later, on January 3 2019, Apple once again shocked the market when it slashed its revenue guidance by 8% for only the first time since this century (naturally, it blamed China). As AAPL stock tumbled, it reveberated across all capital markets, and even prompted a flash crash cascade in most yen and pound pairs. However, just like a quarter earlier, Apple's "shock" was quickly overcome, and the after hours plunge actually marked the max pain for longs, and as the chart below shows, AAPL has soared 46%. And to think all it had to do was slash revenue guidance..

 

Then, last quarter, as largely expected, Apple reported that iPhone sales had indeed slumped, but the reason why the market kept bidding up the stocks, was the company's effervescent outlook, which while declining on a year over year basis, was well above sellside consensus, dispelling fears of a growth slump and boosting hopes that Apple is successfully transitioning to a services company (the new $75 billion stock buyback repurchase authorization did not hurt).

 

So with US-China trade talks resuming today, Trump's twitter rant notwithstanding, everyone's attention was glued to the Apple earnings report at 430pm ET to see if all the optimism over the past 3 quarters would be justified. The answer appears to be yes, because moments ago, Apple reported that in fiscal Q3, it beat both revenue and EPS earnings:

 

Q3 EPS: $2.18, Exp. $2.10

Q3 Revenue: $53.8BN, Exp. $53.35BN

Q3 Gross Margin $20.23BN

Q3 Product revenue: $42.35 billion

 

Apple also announced that it had repurchased a whopping $17BN in stock in the quarter, and spent $3.6BN on dividends.

 

While Apple beating on earnings was great news (and the extravagant buyback certainly did not hurt), less impressive was Apple's iPhone revenue, which came in at $25.986BN, below the $26.45BN expected, and well below the $29.5 billion from a year ago, as well as the slight miss in services revenue which came in at $11.46BN, below the $11.88BN consensus.

 

Another disappointing data point: China revenue came in at $9.16BN, down 4.1% Y/Y; China was the only geographic region that posted a Y/Y revenue decline in the quarter.

Something worth pointing out: iPhone sales Q3 represented about 48% of revenues, the first time that the product has made up less than half of sales in several years.

 

Yet despite the disappointing iPhone sales, the reason why the stock is some 3% higher after hours was largely due to the company's revenue and gross margin outlook, which came in well above the Sellside estimate:

Q4 gross margin between 37.5% and 38.5%, exp. 37.5%

 

Commenting on the earnings, Apple CFO Luca Maestri said that "Our year-over-year business performance improved compared to the March quarter and drove strong operating cash flow of $11.6 billion. We returned over $21 billion to shareholders during the quarter, including $17 billion through open market repurchases of almost 88 million Apple shares, and $3.6 billion in dividends and equivalents.”

 

Looking at the company's increasingly important service revenue number, Apple reported $11.46BN in service revenue, up from $10.2BN a year ago, but below the $11.88BN expected by analysts, and virtually unchanged from the prior quarter.

 

So the bottom line: a modest profit beat, coupled with weaker than expected iPhone and Services revenue, offset by very strong guidance, which is enough to push AAPL stock 4.3% higher to $218, just above the price shares peaked at ($215.31) the day after Apple's last quarterly report.

The user he tagged, @Voteridplease, has shared content related to QAnon. Trump then retweeted another account that shared a large graphic that read, β€œDEMOCRATS ARE THE TRUE ENEMIES OF AMERICA!” That user has also linked to QAnon material.

QAnon centers on the idea that an anonymous government official, or β€œQ,” has been secretly sharing messages and symbols that serve as evidence of a hidden plot to overthrow Trump. Those who believe in QAnon parse tweets, photos and other online content for hidden meanings, or β€œcrumbs” β€” and signs that Trump knows and supports their cause.

Democratic Presidential Candidates Target Private Equity Funds, Warren Calls Them β€˜Vampires’

 

WASHINGTONβ€”Democratic presidential candidates Sens. Elizabeth Warren (D-Mass.) and Bernie Sanders (I-Vt.) in recent weeks have stepped up their attacks on the private equity industry that supports millions of American jobs.

 

Warren on July 18 laid out a detailed plan on how to rein in the private equity industry, calling it β€œthe poster child for financial firms that suck value out of the economy.”

 

Private equity funds directly invest in private firms or buyout public companies and take them private. This allows companies to access capital as an alternative to conventional loans or listing on public markets.

Both Warren and Sanders have been vocal critics of Wall Street and the private equity industry.

 

In order to end β€œabusive practices” of private equity funds, the Massachusetts senator introduced a bill dubbed the β€œStop Wall Street Looting Act,” with several Democratic co-sponsors, including fellow presidential hopeful Sen. Kirsten Gillibrand (D-N.Y).

 

Warren’s proposal on private equity came a few days after Sanders joined a protest in Philadelphia over the planned closure of Hahnemann University Hospital, which is owned by a private equity firm. The hospital, which serves low-income patients, has more than 2,500 employees, according to Pitchbook, a financial data company.

 

Los Angeles-based investor Joel Freedman and his private equity firm, Paladin Healthcare, came under fire when Freedman announced his plan to close the loss-making hospital and transfer its real estate to another entity.

 

β€œWe must ban private equity funds and Wall Street vulture funds from owning hospitals,” Sanders wrote on Twitter on July 15.

A four-star U.S. Air Force general appears poised to be confirmed as the No. 2 uniformed officer in the U.S. military, despite what Democratic lawmakers have described as β€œcredible” allegations of sexual assault made by a junior officer.

 

Gen. John Hyten, who currently leads U.S. Strategic Command, categorically denied the accusations on Tuesday during his confirmation hearing to become vice chairman of the Joint Chiefs of Staff.

 

β€œNothing happened, ever,” Hyten said.

 

Lawmakers on the Senate Armed Services Committee, who have spent three weeks digging into the allegations of multiple instances of sexual misconduct, told Hyten that they had been unable to substantiate the junior officer’s claims. Several Republican lawmakers explicitly declared the accusation against Hyten to be false.

 

Hyten’s accuser, Army Col. Kathy Spletstoser, sat in the first row throughout his confirmation hearing. She stared straight ahead, her face impassive. Only as former Air Force Secretary Heather Wilson introduced the general did she appear to react, working her jaw silently as Wilson declared, β€œI believe the Senate will come to the same conclusion I did. Gen. Hyten was falsely accused and this matter should be set aside as you consider his nomination.”

 

Speaking to reporters after the hearing, a visibly emotional Spletstoser said that Hyten had lied to lawmakers. β€œYou just had a four-star general get up in front of the American people and in open testimony and make false official statements under oath. The roughly two-hour hearing raised controversial and painful questions about how the military handles allegations of sexual assault, which anonymous survey data suggested hit a four-year peak of 20,500 servicemembers in 2018.

 

Remarkably, even Democratic lawmakers declined to explicitly praise or credit Spletstoser’s story from the dais on Tuesday. Her most natural likely defenders on the committee, Sens. Elizabeth Warren, D-Mass., and Kirsten Gillibrand, D-N.Y., are both running for president in 2020 and are in Detroit this week for a primary debate.

This odd payload mix was sent on its way thanks to two venerable pieces of space hardware which were brought to bear by the NewSpace titan – SpaceX.

 

On Thursday July 25, 2019, at 6:01 p.m. EDT (22:01 UTC) CRS-18 lifted off from Space Launch Complex- 40 (SLC-40) at Cape Canaveral Air Force Station in Florida, despite ominous threats of weather that could have scrubbed the launch. The liftoff marked the company’s eighteenth flight to the International Space Station as part of NASA’s Commercial Resupply Service.

 

The flight was originally scheduled for a NET date of July 21. However, for reasons unknown, the flight was delayed by a day to July 22. Following the announcement of the delay, SpaceX completed a successful static fire test of the Falcon 9’s nine Merlin engines on Friday, July 19. It was then announced that the launch would occur no earlier than Wednesday, July 24, however, the lingering remnants of Tropical Depression 3 created a weather violation approximately thirty seconds before Falcon 9 was scheduled to take flight.

 

When the day finally came for a successful attempt by the Hawthorn-based company, the weather forecasts called for a 50% chance of conditions favoring a successful launch attempt. However, despite the ominous outlook, Thursday’s launch proceeded like clockwork.

 

At T-minus 38 minutes, the launch director gave the go for propellant load, followed by the subsequent loading of liquid oxygen and kerosene to the first stage approximately three minutes later. California Gov. Gavin Newsom signed a bill on Tuesday requiring President Donald Trump to release the last five years of his tax returns to get on the state’s 2020 primary ballot.

 

But Senate Bill 27, dubbed the β€œPresidential Tax Transparency and Accountability Act,” goes well beyond Trump. It includes future gubernatorial candidates and will also affect several Democratic presidential candidates.

 

Of the 12 highest-polling candidates, four would not currently qualify for a spot on California’s ballot, including former Vice President Joe Biden – who has only released three years of tax returns.

 

β€œThis bill is all about equal opportunity and transparency for all, no matter whether you are a Democrat or Republican,” said state Sen. Mike McGuire, D-Healdsburg, who authored the proposal. β€œTrump is absolutely a strong example of the need for this legislation, but he’s not the only one.”

 

Recall, former California Governor Jerry Brown, who never released his tax returns, vetoed a similar bill back in 2017.

 

The Constitution does not require an individual to release their tax returns in order to qualify to serve as president.

 

President Trump is currently battling the release of his New York State tax returns in court as well as House Democrats who are suing the IRS to get their hands on Trump’s tax docs.

 

The Democrats are fighting Trump at every turn to get his tax returns, yet we still haven’t seen Barack Obama’s college records, proving this tax fight against Trump is politically motivated.

It takes 8-12 weeks to get tests done no matter how serious your symptoms are. I'd been waiting & finally ended up in the ER and had to have my gallbladder removed. No, I'm not overweight, nor do I drink or eat fats. And my symptoms did not go away. I had a CT scan in Oct. that showed a "mass" on my pancreas that they refused to look at in the ER. My PCP did not get the report… I took him in the DVD last month when he said he never received it. I had my surgery at 7:30pm, was in recovery at 8:30pm, and was home by 9:00pm. I was bitten by a spider on my back in Jan, but thought my pain was caused by my muscle spasm condition. When I looked at it two weeks later it was black & blue. I drained it & put a bandage on it and went to the doctor. Six hours later I looked at my back & the DOCTOR HAD PUT MY OLD GROSS BANDAGE BACK ON MY WOUND. WE WOULD GET BETTER CARE IN 3RD WORLD COUNTRIES!

Of the 64 members named, 61 of the accused had substantiated molestation of a minor claims against them and three were found in possession of child pornography.

 

β€œIt will be painful for all of us to see the names of clergy accused of behavior we can barely allow ourselves to imagine. But publishing their names is the right thing to do,” the Archdiocese stated in a press release.

 

β€œFor years, victims have carried the burden of the crimes committed against them. In talking with many of them, I have witnessed the devastating impact on their lives and the lives of their loved ones.”

Documents: CIA Successfully Pressured Michael Bay To Change Benghazi Movie

 

The CIA released a batch of documents detailing how their Office of Public Affairs (OPA) staff met with the film director Michael Bay and successfully leaned on him to make changes to the script to β€œ13 Hours.”

 

The 2016 action thriller is the only major movie Hollywood has produced about the attacks on the United States Special Mission in Benghazi and the nearby CIA annex.

 

It grossed less than $70 million against a $50 million budget and is the least commercially successful film Bay has ever produced. While audiences rated β€œ13 Hours” more highly than critics, the film’s attempt to capitalize on the politics of the Benghazi attacks largely failed.

 

On the night of September 11, 2012, a mob attacked the State Department’s outpost in Benghazi, setting fire to the main residence and murdering ambassador Chris Stevens, who was in town for a visit from the U.S. embassy in Tripoli, as well as another State employee.

 

Several of the CIA’s Global Response Staff (GRS)β€”military veterans contracted by the CIA to provide security for their basesβ€”left the nearby CIA Annex to help defend the outpost. A few hours after they had rescued the survivors and returned to base a string of attacks hit the Annex, killing two GRS operators.

 

The documents released under the Freedom of Information Act (FOIA) reveal that Bay first approached the CIA in early March 2015, weeks before production started.

 

OPA staff were initially enthusiastic, according to emails. When one CIA officer pointed out that they were unlikely to support a film based on a book containing β€œunauthorized disclosures” another responded, β€œDude, you’re such a Debbie Downer. Waaah, waaah.”

 

The email exchanges highlight how OPA staff were a little starstruck, with one email commenting, β€œDidn’t want to let you get your Bay hopes up” and the reply coming back, β€œI know we’re not going to do anything, bud. Cool that we’re getting to talk to him.” Further CIA emails refer to Bay as β€œthe man.”

 

CIA executive director Meroe Park said they should β€œstand down” from working on the film because of β€œher ZDT [β€œZero Dark Thirty”] scars,” An OPA official responded, β€œI almost threw my BB against the wall,” and another replied, β€œI did my typical pounding of fist and guttural outburst that echoed down the C corridor.” A further email responded, β€œI went on a similar profanity-laced tirade.”

 

Park changed her mind after being assured that β€œthe only reason we’re meeting him is to see if we can get him to remove classified info” from the script. β€œIf we pull out, we’ll not only look bad. We’ll have zero chance of getting any of the sensitive material out of the film.”
