It was a coronavirus aid shipment that already had raised eyebrows in both the United States and Russia.

A Russian Defense Ministry cargo jet loaded with masks, ventilators, and other medical equipment arrived at New York's John F. Kennedy International Airport on April 1: It was "humanitarian assistance," according to the Kremlin, to help the United States in its fight against COVID-19.

Later that same day, however, the State Department contradicted the Kremlin: No, in fact, the United States had purchased the shipment from Russia. The State Department declined to say how much was paid.

A day later, Russia's Foreign Ministry spoke up, saying that Moscow and Washington had split the cost.

Now there's another wrinkle: Two of the Russian entities involved in the shipment were hit with sanctions by the U.S. administration as part of Western punishment imposed for the seizure of Ukraine's Crimean Peninsula in 2014.

Adding yet further confusion: An anonymous U.S. administration official was quoted as saying that contrary to the Russian statement, the cost was not shared – the United States paid for the entire shipment.

The back-and-forth raised questions among observers: Did the United States violate its own sanctions, or carve out a special exemption to allow the shipment to go forward? If so, why? And why the conflicting accounts about the payment?

Propaganda Concerns

Days earlier, U.S. President Donald Trump made passing reference to the aid shipment, saying it came up during a phone call he had with his Russian counterpart, Vladimir Putin. But he spoke about it as if it had already occurred.

On April 2, Trump was asked by reporters about the shipment, and specifically whether he thought it could be used as a part of a propaganda message by the Kremlin.

"He was very nice," Trump said of his phone call with Putin. "He said: 'We have it…. They have difficulties with this virus also, as you know. It was a very nice gesture on behalf of President Putin. I could have said 'No.' But I said: 'I'll take it.'

"I'm not concerned about Russia and propaganda, not even a little bit. There is a lot of medical, very high-quality stuff that I've accepted. It may save a lot of lives and I will take it every day," he said.

Western and Russian critics of Moscow say that the Kremlin is using aid as part of a propaganda campaign amid the global coronavirus pandemic.

In Moscow, Russian state media broadcast stories about the shipment, including footage of the Antonov cargo jet being loaded with supplies. The cardboard boxes were printed with the words "From Russia With Love."

Russia's ambassador to the United States said in a post to the embassy's official Facebook page that he hoped the U.S. government would help Russia in the future, if needed – "without any politicization."

"We can provide emergency equipment needed to save Americans. The Russian humanitarian mission can already be successful even if a single life is saved," Anatoly Antonov said. "We are sure that the U.S., if necessary, will also assist us and we will gladly accept the aid. Without any politicization."

'Needed Supplies'

In his second major televised address on the coronavirus crisis in Russia, shown the day the jet arrived in New York, on April 2, Putin did not mention the shipment.

But the shipment drew criticism from some of Russia's loudest opposition voices, including anti-corruption crusader Aleksei Navalny and the Doctors' Alliance, a nongovernmental organization that has been outspokenly critical of the state's coronavirus response.

"This is wonderful," the group said sarcastically. "We raise money all over the country to buy medical workers protective equipment, and our authorities sell [it] to the United States. This is some kind of mockery or something."

A day after the U.S. State Department clearly described the shipment as a "purchase of needed supplies," Russian Foreign Ministry spokeswoman Maria Zakharova told reporters that the shipments' costs were split.

"Half of the cost of cargo was paid by the Russian Direct Investment Fund [RDIF] and half by the American side, on their own," she said, adding that the RDIF "plays a significant role" in U.S.-Russian business cooperation and "supports American business in Russia."

On April 3, an unnamed senior U.S. administration official contradicted Zakharova.

"The United States is purchasing the supplies and equipment outright, as with deliveries from other countries," the unnamed official was quoted as telling Reuters. "We appreciate Russia selling these items to us below market value."

Bad Intentions?

The RDIF, which says it has $10 billion in assets under management, is a sovereign wealth fund, and is used, similar to other countries' sovereign wealth funds, by the Russian government to attract investment within Russia.

In 2015, the fund was put on a U.S. Treasury Department sanctions list, which blocked U.S. individuals and companies from making loans to it or investing in it. It was hit with sanctions because of its connection to another Russian development bank, Vnesheconombank, as part of wider sanctions levied in response to Russia's seizure of Crimea.

In a comment to RFE/RL, RDIF spokesman Arseny Palagin said the existing sanctions do not apply to the fund in this case.

"The sectoral sanctions imposed against certain Russian companies and their subsidiaries affect only specific transactions which relate to long-term financing of these companies by U.S. and European entities in the form of equity or debt," he wrote in an e-mail. "All other transactions, including co-investments and other business transactions are permitted."

Meantime, the ventilators that were included in the shipment to the United States were reportedly supplied by a Urals-based company known as Radio-Electronic Technologies, according to the Russian media outlet RBK, which examined photographs of the shipment. That company is owned by Rostec, a massive state conglomerate that encompasses some of Russia's best-known technology manufacturers.

Radio-Electronic Technologies has been under U.S. Treasury sanctions since July 2014, as part of the Ukraine and Crimea-related measures.

The U.S. Treasury Department did not respond to an e-mail seeking comment, and U.S. officials have not publicly described any deliberations or debate within the administration regarding the shipment.

In comments about the imminent delivery on March 31, Kremlin spokesman Dmitry Peskov appeared to suggest that there had been U.S. officials or agencies that raised objections to the shipment. His remark also echoed a Russian narrative asserting, without specific evidence, that some U.S. officials are out to undermine prospects for bilateral cooperation.

"It seemed that there were some on the American side who at least did not contribute to the prompt resolution of the technical issues in pursuance of the two presidents' agreement," Peskov was quoted as saying.

Brian O'Toole, a former analyst in the U.S. Treasury Department office that develops and oversees sanctions, said that there was not necessarily anything wrong with the investment fund's involvement, from a sanctions perspective. The involvement of the ventilator manufacturer, however, is more problematic, he said.

"Even if [the U.S. administration] ends up violating their own sanctions, buying respirators or ventilators or [other] stuff, it's not like they're going to punish their own agencies," O'Toole told RFE/RL. "The issue is more it's they don't know what they're doing, which is a consistent criticism of this administration."

"My sneaking suspicion is that they didn't bother to do research ahead of time, no one bothered to put two and two together," he said.

'Throwing The Middle Finger'

Neither the State Department nor the Russian Foreign Ministry disclosed the value of the shipment; the unnamed U.S. administration official told Reuters that the goods were sold "below market value."

Based on the type and number of ventilators included in the shipment, and the price list shown on the manufacturer's website, the ventilators alone would appear to normally cost around 76 million rubles, roughly $1 million.

It's also virtually certain that the Russian government knew it was involving two entities that had been sanctioned by the United States, O'Toole said.

"It's a silly story, in a lot of ways," O'Toole said. "More than anything, this is probably Putin throwing the middle finger at us again."

"It is entirely on brand for Putin to sneak a [sanctioned] company into the transaction in order to tweak us," he said.

Other former U.S. officials said that, sanctions aside, the perception of Russia supplying humanitarian aid to the United States – which Putin and the Kremlin continue to see as an adversary – was "a propaganda bonanza."

"All of the dealings between Trump and Putin over the past 3 ½ years have been marred by this element of Trump's inexplicable chasing after Putin and currying favor," said Andrew Weiss, a former top Russia adviser at the National Security Council under President Barack Obama. "Putin very easily plays on that and takes on advantage of that, and tries to throw shade on U.S. policy."

"The Russians have an interest in using Trump as a battering ram to undermine U.S. policy goals, this week's phone call fits into that," said Weiss, who is now at the Carnegie Endowment for International Peace in Washington, D.C.

Coronavirus: New modelling reveals Australians could be locked in isolation for months

We might need to get used to being stuck inside as new modelling shows a drink at the pub may be further away than we initially thought.

Australians can expect to be cooped up in isolation until summer, based on yet-to-be-released modelling that reveals the number of hospitalised coronavirus cases won’t peak until the end of October.

The modelling, presented to intensive care consultants and seen by news.com.au, shows strict social distancing measures will halve the number of infections in NSW compared to what would have happened without the shutdown.

If not for the restrictions, the rate of transmission would have been much more aggressive and hospitalisations would have peaked in July.

The modelling shows that, with less interference from the government, there would have been a peak of 450 hospitalised cases for every 100,000 people in NSW, with the virus spreading in the community at a rate of 2.4.

With social distancing, the data shows the peak will now be late October, with 180 hospitalised cases per 100,000 people at a reproduction rate of 1.6.

The modelling shows social distancing measures are effective at flattening the curve and many fewer people will get infected, but also suggests Australia will be fighting the virus for a longer period than many expected.

Considering NSW has the highest case numbers, medical experts believe this projection will likely translate into the extension of nationwide restrictions until summer.

It has also created a real concern within the medical industry that intensive care units will be overwhelmed by the volume of seriously ill coronavirus patients.

Australian National University infectious diseases physician and microbiologist Professor Peter Collignon said he was sceptical of the validity of models that forecast infection rates.

But he told news.com.au the country would need to remain locked down, to some degree, well past Christmas despite the growth rate of new infections halving in recent weeks.

"You know what the bad news is? We're going to have to do a lot of this social distancing for another 18 months to two years,” he said.

"This virus ain't going to go anywhere soon. We'll have a reprieve next spring because there's less transmission of viruses in summer.

“But until we get a vaccine that is safe and works or until we find the evidence is wrong or unless something radical changes with the data, there's no way, in my view, we're going to get rid of all the virus from Australia.”

COVID19 Observations from God's Country

1. It is awesome to see so many families on walks together on the weekends. Don't see that much these days as people are cramming in kid activity after kid activity on the weekends. Hopefully, this trend continues and families find joy in being together more often. Love seeing this!

1. Hospitalization Stats in Colorado. The number never goes down, yet the death count increases? That would imply that every one who is admitted to the hospital with this virus, stays forever or dies. That is not possible and it is simply not true. Some stays are for days, some stays are short. Some complete reporting would be appreciated.

1. Speaking of reporting, don't tell me that the experts can't come up with a 'recovered' stat. Why are they not releasing those numbers? If they can come up with a 'deaths' number, they can get the opposite.

1. The vast majority of people that are dying of 'COVID19' have had serious medical issues that were 'underlying.' Those underlying issues were the ultimate cause of the death–weakening the immune system so it couldn't fight the viral fight as well. I lost my mother to Lung Cancer in February. Had she contracted the virus, she would not have died from the virus, but from the cancer. Again, accurate reporting, instead of feeding fear, would be appreciated.

1. We have been on stay at home for 2 weeks now, yet the experts in this state say the 'wave' of sick people is coming anytime between April and July? The incubation period is 2 weeks, according to the experts. That again, makes no sense if you do the simple math. If the wave comes in May and June, the shutting down of the economy injuring March was a wasted effort at this point in time. The Denver Metro Area is a ghost town now, and has been for some time. The only place you find large numbers of people are grocery stores and the big box stores that remain open. The rate of infection has had to have slowed as less people are together over the last 2-3 weeks here. Yet, the experts say, the worst is on its way in 2-3 months? Hmmmm.

I can respect that, but why did I get a text from an Urgent Care facility yesterday telling me that they were open for business and I could schedule an appointment. I am not sick. My family is not sick, yet a medical facility is asking me to come in? Doesn't sound like they are currently overwhelmed. I did not setup an appointment. Perhaps I should. Perhaps they are lonely.

1. Essential Businesses? Liquor Stores and Pot Shops are essential? I guess they are essential for the government to collect higher taxes on, but they are not essential to live (I get it if you are a prescribed user of cannabis). Pot Shops supply a product that is doing some damage to your pulmonary system and we are fighting a virus that attacks the pulmonary system? That makes perfect sense–Not Really.

1. HotSpots need medical staff to assist the overworked. Why are they not seeking out final year doctors, PA's nurses, etc. who's school has been basically shutdown to get some much needed experience on widespread scale? I have 2 young nurses in my family that could use the experience, yet nothing formal has been done to fight this pandemic? One sits at home, filling her time with online course work that she would not have been doing, waiting to graduate in May. If this truly a fight, all hands on deck. How about instead of funding crazy things in a stimulus bill, you get people to hot spots, put them up in empty hotels and let them help and learn? Then, the hotels don't have to layoff as many people, etc.

President Donald Trump is fighting to find a medical solution for Coronavirus in the short term, expressing hope that the anti-malaria drug Chloroquine/hydroxychloroquine can help patients suffering from the Chinese virus.

The truth is that President Donald Trump is locked in an intense power struggle with Bill Gates, who is pushing his vaccines, which may not be available to the public until after November’s election. Gates has a lot of pull in the medical world, he has a multi-million dollar relationship with Dr. Fauci, and Fauci originally took the Gates line supporting vaccines and casting doubt on Chloroquine.

Coronavirus response team member Dr. Deborah Birx, appointed by former president Obama to serve as United States Global AIDS Coordinator, also sits on the board of a group that has received billions from Gates’ foundation, and Birx reportedly used a disputed Bill Gates-funded model for the White Houses’ Coronavirus effort. Gates is a big proponent for a population lockdown scenario for the Coronavirus outbreak.

National Institute of Allergy and Infectious Disease (NIAID, a division of National Institutes of Health, NIH) director Dr. Anthony Fauci, who is represented by the Aurumn Speakers Bureau, initially criticized Trump’s hopeful assessment of Chloroquine, saying in an interview with CNN’s Anderson Cooper that “There’s no magic drug for coronavirus right now,” and lectured, “Let me put it into perspective for the viewers .. there has been anecdotal non-proven data that it [chloroquine] works… but when you have an uncontrolled trial you can never definitely say that it works.”

But now Fauci has changed his tune and launched a public relations campaign huddling closer to Trump. Fauci said that he would definitely prescribe Chloroquine for patients. “Yeah, of course, particularly if people have no other option. These drugs are approved drugs for other reasons. They’re anti-malaria drugs, and they’re drugs against certain autoimmune diseases like lupus. Physicians throughout the country can prescribe that in an off-label way. Which means they can write it for something it was not approved for.”

But Fauci’s apparent hostility toward Chloroquine/hydroxychloroquine remains clear:

Until the past week or so, I never saw anybody out in their yard. Soemtiems it felt like the whole world was abandoned. around me. Yesterday, I saw a family – a dad and his four daughters – all raking the front yard. Honest to God, I didn't even think anybody lived there. I thought it was like an absentee owner or something, because there was never any sign of life. I would hardly ever see anyone walking around the neighborhood either, and now there's lots of families out enjoying the day. People actually still seem quite happy, though I'm sure many are worried about finances above anything else. I'm in a neighborhood of million dollar houses (I rent a comfy 'shack') and I've always wondered why anybody bothered to pay so much money for a place they never seemed to be around to enjoy, cuz all the lights were always out. Now lights are on, and I hear laughing.

The company Moderna is working on a Coronavirus vaccine, which they expect will go into clinical trials in April. Dr. Fauci has heaped praise on Moderna and said that a vaccine is the only way to definitively assure the end of the virus. Gates is working on multiple Coronavirus vaccine projects.

“Gates Foundation money is backing vaccine development on every front. Inovio Pharmaceuticals of Pennsylvania received $9 million from the Gates-backed CEPI, Coalition for Epidemic Preparedness Innovations, to develop a vaccine, INO-4800, which is about to test on humans in April, a suspiciously rapid time frame. In addition Gates Foundation just gave the company an added $5 million to develop a proprietary smart device for intradermal delivery of the new vaccine.
